Build a construction workforce plan by starting with the work you expect to deliver, translating it into role-by-role staffing and qualification requirements, and comparing those requirements with workers you can actually deploy. Then rank shortages by project, schedule, and safety impact; assign a response, owner, and due date to each; and update the plan as projects and hiring conditions change. National labor statistics can show why planning matters, but your project forecasts and verified workforce records must determine your company’s plan.

What a skills-gap workforce plan should do

A workforce plan is a decision tool for matching the people and capabilities your construction business will need with the workers it can make available at the right time and place. It should connect project demand to specific roles, skills, credentials, licenses, and supervisory capacity—not simply list open jobs or set a general training budget.

That distinction matters because a shortage is not always a headcount problem. You might have enough people overall but too few with a required license, too few experienced supervisors, or too few workers available in a region when a phase begins. A candidate may also be available but not yet qualified for the work. Treat these as different gaps: each calls for a different response.

National findings provide context, not a diagnosis of your company. In its September 3, 2026 workforce survey, AGC and NCCER reported that 87% of respondents had hourly craft openings; among firms with those openings, 88% said the positions were as hard or harder to fill than the prior year. Salaried openings were reported by 82% of respondents, and among those firms 87% said they were as hard or harder to fill. Half of respondents said available candidates lacked needed skills, certificates, or licenses. These are survey findings across participating firms, not estimates of your local trade-by-trade labor supply.

A useful plan therefore answers five practical questions: What work is coming? What capabilities will it require and when? Which workers can meet those requirements? Which gaps threaten delivery most? What action will close each gap before it matters?

Start with projects, timing, and scope

Choose a planning horizon that is long enough for your business to act on workforce needs. Include projects you have committed to deliver and, where appropriate, forecast work with an explicit confidence level. Do not treat a speculative opportunity as a confirmed staffing requirement; keep it visible as a scenario instead.

Define the boundaries before counting people. Identify the projects or business units, regions, trades, job families, and planning dates covered. For each project, note the milestones when crews must be available, such as mobilization, a major installation phase, commissioning, or turnover. A person who becomes available after the needed phase is not capacity for that phase.

  • Committed work: Work under contract or otherwise approved for delivery.
  • Probable work: Opportunities that may affect hiring or training decisions but are not yet certain.
  • Scenario work: A clearly labeled possibility used to test whether a staffing decision would remain workable if demand changes.

Use the same periods across project and workforce records—such as months, quarters, or project phases—so a demand peak can be compared with availability. If projects span multiple locations, retain location in the plan: a qualified worker in one market is not automatically deployable in another.

Translate each project into role and qualification requirements

For each project and period, estimate the number of workers needed by role. Then state what “qualified” means for that assignment. Be specific enough that a planner can check a worker record against the requirement rather than relying on a broad label such as “experienced” or “trained.”

Keep these fields separate:

  • Role and headcount: The job or function and the number of people required for the period.
  • Skills: The tasks or capabilities the worker must demonstrate.
  • Credentials and licenses: Required certificates, licenses, endorsements, or other documented qualifications, including relevant expiration dates.
  • Experience: The prior work or level of responsibility needed for the assignment, where applicable.
  • Supervision: Foreperson, general foreperson, superintendent, or other leadership capacity needed to organize and oversee the crew.
  • Availability: The date and location when a person must be ready to work.

Skills, credentials, and licenses are related but not interchangeable. A course record may establish attendance or completion, but it does not by itself show that someone can perform a task to the required standard. Likewise, an experienced worker may not hold a current license required for a particular assignment. Write down the evidence that will count for each qualification, such as a valid credential record or an observed task demonstration.

Build requirements with the people who understand the work: project managers, field leaders, safety staff, training leads, and HR or workforce planners. This helps expose assumptions that a project schedule or job title alone may miss. It also gives the team a shared definition of readiness before a gap becomes urgent.

Inventory the workforce you can actually deploy

Compare project needs with verified worker capability, not just payroll totals or job titles. For each current employee or other worker you are entitled to consider, record role, location, expected availability, demonstrated skills, current qualifications, expiry dates where applicable, and relevant training history. Respect privacy and applicable employment rules when collecting and using worker data.

Separate current readiness from potential readiness. A worker who already meets a requirement can count toward deployable capacity if they will be available at the needed time. A worker who could meet it after training, assessment, or credential renewal belongs in a development pipeline until the requirement is verified. Record the expected completion date and the evidence needed to move that person into the qualified count.

Do not count course attendance alone as proficiency. Record both the learning activity and an appropriate way to verify capability, such as an assessment or supervisor-observed performance. The verification should match the task and the consequence of an error; a simple completion record may be adequate evidence for some learning objectives but not for every field task or regulated qualification.

For outside candidates, distinguish confirmed hires from recruiting assumptions. A vacancy, verbal expression of interest, or candidate who has not completed a required qualification is not yet a deployable worker. Keep expected start dates and qualification checks visible so the plan does not quietly depend on unconfirmed capacity.

Compare demand with qualified capacity

For every role, qualification, location, and period, compare the required number of people with the number you expect to be ready and available. Mark the result as sufficient, uncertain, or short. Record the reason for any mismatch rather than reporting a single undifferentiated shortage number.

Classify each gap so the response fits the cause:

  • Headcount gap: There are not enough people in the role, even if available workers are qualified.
  • Skills gap: People are available, but one or more required capabilities have not been demonstrated.
  • Credential or license gap: The worker lacks a required qualification, or it will expire before the assignment.
  • Timing gap: Qualified capacity exists but is committed elsewhere or will not be ready by the need date.
  • Location gap: Qualified people are in a different market or cannot reasonably reach the work.
  • Leadership gap: The plan has craft capacity but insufficient qualified supervision for the planned crews.

Keep uncertain assumptions visible. Examples include an expected project award, a prospective hire, a credential renewal in progress, or a worker whose availability depends on another project’s schedule. A plan becomes less useful if tentative capacity is presented as settled fact.

Rank gaps by delivery risk

Not every shortage deserves the same response or urgency. Prioritize gaps by considering the work affected, the date the capability is needed, how difficult it would be to replace the person or skill, and the schedule and safety consequences of leaving the gap open. This is a practical prioritization method, not a ranking published by the labor surveys.

Ask the project team to describe the consequence in operational terms. Would a shortage prevent a critical activity from starting, slow a crew, create an excessive span of supervision, or affect a safety-sensitive task? How much time remains to hire, train, assess, or obtain a credential? Is there a qualified substitute, and is that person genuinely available without creating a new gap somewhere else?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use those answers to distinguish immediate critical gaps from manageable or contingent ones. A role needed next week with no qualified backup deserves a different response from a possible need several months away tied to an unawarded project. Revisit rankings when the schedule or scope changes; a gap’s priority is not permanent.

Choose a response that can close the specific gap

For each priority gap, compare plausible actions by time to readiness, evidence that the worker can perform the task, credential or license fit, access to qualified candidates, cost and worker time, retention effect, and ability to scale across the project pipeline. The sources cited here do not establish that one intervention is best in every situation, so choose against your own requirements and constraints.

Hire for a genuine capacity or expertise shortfall

Recruit externally when the business needs additional people or a capability that is not practical to develop internally by the required date. Make the job requirements concrete: specify the tasks, credentials, location, schedule, and experience actually needed. Check qualifications and availability rather than assuming that a filled position automatically closes the gap.

Hiring can take time and does not guarantee a candidate pool with the required skills. The AGC/NCCER survey’s qualification finding—half of respondents said candidates lacked needed skills, certificates, or licenses—supports separating recruiting activity from verified readiness. Track qualified candidates and expected start dates, not only applications or open requisitions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Train and assess workers against a documented gap

Use training when a worker can reasonably reach the required capability within the available time. Name the exact skill or task, the learning activity, who will coach or assess it, and the evidence that will count as proficiency. Add a due date tied to the project need date and allow time for practice and verification.

The U.S. Bureau of Labor Statistics’ 2025 Occupational Requirements Survey profile for construction laborers says on-the-job training was required for 84.2% of workers in that occupation; prior work experience was required for 11.4%. These figures describe construction laborers, not every construction occupation, and should not be used as a universal estimate of training needs. They do reinforce why a plan should account for learning on the job while still checking the actual requirements of each role.

Use credentials and licenses as explicit milestones

If the gap is a missing or expiring credential, treat obtaining or renewing it as its own action with an owner, deadline, and verification step. Check that the qualification matches the task and jurisdiction. Do not mark the gap closed merely because a worker enrolled in a course or submitted an application.

Where skill and credential requirements overlap, track each separately. A worker may need both to demonstrate performance and hold a current credential. Your plan should show which requirement remains open so managers do not mistake progress in one field for completion of the whole qualification.

Develop an apprenticeship or other education pipeline

Apprenticeship and structured education can support a longer-term pipeline when future demand is predictable enough to justify development time. ABC describes education pathways spanning craft, safety, management, and apprenticeship. Its June 24, 2024 workforce-development survey release reported $1.6 billion invested in craft, leadership, and health-and-safety education for more than 1.3 million course attendees in 2023. That is ABC-member reporting, not an industry-wide total, and it does not establish comparative program outcomes.

When considering a pathway, confirm that the curriculum and practical experience align with the roles and qualifications in your plan. Set expectations for attendance, progress, practical assessment, and how graduates will be assigned work. A pipeline is a future-capacity action, not a substitute for covering a near-term project need.

Cross-train, retain, or adjust sequencing where appropriate

Cross-training may create flexibility when workers can learn adjacent tasks and the project can accommodate a development period. Retention actions may protect capabilities that would be difficult to replace, especially when experienced workers or supervisors are a bottleneck. Crew sequencing or reassignment may reduce a short-term mismatch if the project team can change the order of work without creating a more serious delay or safety concern.

Evaluate these options against the specific constraint. Moving a qualified worker to one project may solve that project’s gap while opening another. Changing sequence may buy time but does not create a missing license or skill. Record any dependency or trade-off rather than treating a workaround as a permanent capacity increase.

Turn each response into an owned action

Every open gap should have a named owner who can move the response forward, a due date, and a completion measure. “Improve training” is not an action. “Field training lead schedules task assessment for the identified workers by the date needed for the next project phase” is closer to something that can be checked.

Use measures that test readiness rather than activity alone. Depending on the gap, track qualified people available by the need date, a current credential, demonstrated proficiency, retention of a critical worker, or the number of critical roles still unfilled. Training hours, applications, or interviews can help explain progress, but they do not alone prove that a project has the capability it requires.

Make dependencies explicit. If a training action requires equipment access, a supervisor’s time, an assessment slot, a credentialing body’s decision, or a project award, identify that dependency and what happens if it slips. If the response cannot meet the need date, escalate early enough to consider a different hiring, sequencing, or staffing decision.

Review the plan as work and labor conditions change

Set a regular review cadence that fits your project rhythm, and trigger an earlier review when a meaningful assumption changes. Useful triggers include a new project award, scope or schedule revision, delayed hiring, a credential expiry, a worker departure, a change in crew availability, or a shift in local labor competition.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Market conditions may differ by segment. In the 2026 AGC/NCCER survey, 28% of respondents reported construction work on a data-center project during the prior 12 months; among those firms, 58% said data-center projects increased competition for skilled workers. That finding illustrates segment-specific pressure, not a forecast that every contractor or local market will face the same effect. AGC chief economist Ken Simonson said in the survey release, “The need for people to work on new data centers is keeping labor conditions tight even as demand for many other types of projects remains relatively soft.” The observation describes market conditions; it does not replace a company’s own forecast or prescribe a planning method.

At each review, compare the current project forecast with the latest worker availability and verified qualifications. Close actions only when their stated evidence is in hand; revise dates and owners when circumstances change. If demand has fallen or moved, release capacity assumptions and avoid continuing to train or recruit for a need that no longer exists without a business reason.

Keep the plan usable and auditable

A detailed plan does not need a complicated system. A controlled spreadsheet or workforce platform can work if project demand, worker qualifications, availability, action ownership, and review dates remain current and accessible to the people who make staffing decisions. Use consistent role and skill labels so information can be compared across jobs and projects.

Keep a short record of the basis for important assumptions: who confirmed the requirement, what evidence established the worker’s qualification, and when an availability estimate was last checked. This makes it easier to distinguish verified facts from estimates and to explain why a gap was prioritized or an action chosen.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep national statistics in their proper role. The AGC/NCCER survey is a national labor-market backdrop and reports variation by project segment; it cannot identify your company’s local or trade-specific shortage. The BLS figures above apply to construction laborers. ABC’s education investment figures reflect member reporting. Your own project forecasts, worker records, and local hiring information are the evidence needed for a company-specific decision.
