A delay-ready construction schedule is a logic network, not a list of optimistic dates. Build a CPM baseline that shows dependencies and the critical path; model weather, curing, procurement, labor and unforeseen conditions as explicit risks; place every inspection in the sequence with notice, access, correction and approval activities; then update the schedule against actual records at least monthly. This makes it possible to see whether a problem is consuming float, moving the completion date or requiring a contract time decision.
What a delay-ready construction schedule must show
The schedule should answer five questions for every activity: what must happen first, who is responsible, how long the work should take, what approval or physical condition is required, and what work can follow. A critical path method (CPM) baseline supplies that structure. It separates controlling activities from work that has usable float, displays internal milestones and other contractual constraints, and gives the team a reference for measuring delay.

Caltrans describes a schedule as a tool for monitoring progress, identifying controlling work and analyzing the time consequences of changes or delays. Treat the baseline as a management and contract record, not merely a bid attachment. The first approved version should be detailed enough to test an actual delay without rebuilding the project from memory.
- Use a work breakdown structure that reaches the level at which a foreman, subcontractor or inspector can report status.
- Give each activity a predecessor, successor, responsible party, planned duration and calendar.
- Mark permits, submittals, material releases, inspections, tests, owner decisions and access dates as schedule items.
- Identify the completion milestone and any interim milestones that control funding, occupancy, utilities, traffic switches or liquidated damages.
- Record assumptions separately: working hours, holidays, seasonal restrictions, procurement basis, crew availability and weather calendars.
Build the CPM baseline before adding delay allowances
1. Define the work breakdown
Start with project phases, then decompose each phase into activities with a measurable start and finish. For example, “concrete structure” is too broad to diagnose a delay. “Set forms,” “install reinforcing steel,” “request reinforcing inspection,” “complete inspection,” “place concrete,” “cure concrete” and “strip forms” create useful logic and handoffs.

- Stronger Solid Lead: This work pencil is matched with a 2.8 mm thick lead , which is much thicker and stronger during the drawing process of construction work, it will not break or damage easily
- Marks on Various Surfaces: 3 colors solid construction pencil can marks on various surfaces, such as metal, plastic, wood, paper etc. Ideals for woodworkers, contractors, craftsmen, builders, merchants and masons
Assign an owner to each activity and state the completion evidence: an approved submittal, delivery ticket, test result, installed quantity, signed inspection report or field measurement. This prevents an activity from being marked complete simply because a crew left the area.
2. Add dependencies and calendars
Link activities using the relationship that actually controls the work. A successor may wait for physical completion, an approval, a delivery, a curing period or access by another trade. Use calendars to represent nonworking days and known restrictions rather than hiding them inside arbitrary durations.
Separate a normal working calendar from special calendars such as concrete curing, night work, shutdown windows or environmental restrictions. If a weather condition prevents a task only during certain months, encode that limitation where the scheduling software can show its effect on the path.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors3. Calculate the critical path and float
The critical path is the longest dependency chain to the completion milestone. Activities on that chain have little or no total float; a delay to one of them can move project completion unless the team changes the logic, sequence, resources or scope. Non-critical activities have float that can absorb some slippage, but that float is a project resource, not free time.
For each activity, track early start, early finish, late start, late finish and total float. Also identify free float where a task can move without delaying its immediate successor. A delay that consumes total float may have no completion-date effect today but can make a later delay critical. Recalculate after every meaningful change, not only when the finish date is already at risk.
4. Establish a status-date convention
Choose a recurring data date, such as the last working day of each month, and require every contributor to report actual starts, actual finishes, remaining duration and the reason for variance. A baseline should not be silently overwritten. Preserve the approved version, create a current update, and explain each change in a narrative.

Caltrans guidance calls for at least monthly baseline updates with a narrative covering progress, changes, unresolved time issues and requested schedule changes. More frequent updates are appropriate for fast-moving work, commissioning, major shutdowns or a developing delay.
Model delay risks explicitly instead of hiding them in float
Do not add a single unexplained “delay allowance” at the end of the project. It cannot show which event used the time, whether the event was foreseeable or who controlled it. Represent a risk with a calendar assumption, an activity, a lag, a scenario or a risk event linked to the work it can affect.
Weather and saturated sites
Weather allowance should reflect the task, season, location and contract definition of a compensable weather day. Earthwork may stop when a site is saturated, while interior work may continue. Define the physical trigger, the affected activities and the recovery rule. A practical model includes a weather calendar for normal nonworking conditions and a separate risk scenario for unusually adverse conditions.
There is no universal number of “weather days” to add. Use historical project or site data when available, confirm the contract’s weather-day method, and test several scenarios. Place the allowance where the exposure occurs, or model it as a risk event with a probability and impact range, rather than placing all time after the final activity.
Concrete curing and testing
Curing, strength-gain testing and release of forms are technical constraints. Link the successor to the required test result or elapsed curing period, and state whether the period is calendar time or working time. If cold weather or mix changes can extend curing, create an alternate scenario so the team can see which milestones are affected.

Late materials and procurement
Break procurement into submittal preparation, review, approval, purchase, fabrication, shipping, receipt and inspection. Connect installation to the actual delivery or release condition. Identify long-lead items in a procurement register and give them their own milestones; otherwise a “material delivery” activity can conceal a problem until the installation crew is waiting.

Labor, coordination and access interruptions
Show crew handoffs, trade stacking, access windows, shutdowns, utility outages and owner-furnished information as logic. OSHA notes that construction schedules are rarely met exactly and that interruptions are common; its description that “actual construction activity is less orderly” is a warning against assuming every crew will work continuously in isolation.
Design changes, litigation, finance and unforeseen conditions
Give design decisions, requests for information, change-order pricing, authorization and rework enough detail to expose their effect. For litigation, financing interruptions or unforeseen site conditions, use a documented risk or fragnet: a small network inserted into the baseline that shows the event, investigation, decision and recovery work. Do not simply extend the completion milestone without showing the causation chain.
FHWA identifies weather, curing time, late materials and poor scheduling among common causes of dormant or delayed work. Include these causes in the project risk register and assign an owner, trigger, response and schedule impact for each one.
Put inspections and hold points into the logic network
An inspection is not a note in a calendar. It is a sequence that controls whether work may proceed or be concealed. For every required inspection, include the readiness condition, notice, inspection window, result, correction and approval before the successor activity.
Inspection activity pattern
- Complete and expose the work. Link the inspection request to the predecessor that makes the work complete, safe to access and visible. Include required tests, documents, tags or survey points.
- Prepare the notice. Add a notification activity owned by the permit holder or designated contractor. Its duration should reflect the local office’s required lead time, not an assumed same-day call.
- Reserve an inspection window. Schedule the expected visit as a window or milestone, with a calendar that reflects the authority’s operating hours.
- Record the result. Use separate outcomes for approved, approved with conditions, failed or not attended. A failed result should branch to correction and reinspection rather than pushing the next activity by an unexplained lag.
- Correct and reinspect. Add the likely correction duration, material availability and another notice or appointment allowance where required.
- Release the successor. Connect concealment, backfill, concrete placement, energization or occupancy to documented approval. Do not allow the schedule to show the successor starting merely because the inspector’s visit was requested.
Pennsylvania’s 34 Pa. Code § 403.45 states that “The work shall remain accessible and exposed for inspection.” The practical scheduling implication is that enclosure, backfill or covering must be a successor to the inspection approval, not a parallel activity. Exact stages and notice periods vary by jurisdiction and permit.
Inspection windows are uncertain
Keep usable slack around an inspection instead of treating the appointment as a guaranteed instant. Washoe County’s building-program policy effective April 1, 2026 states: “Inspection windows are estimates only.” It instructs contractors to schedule only when the work is ready and will remain ready throughout the window. Build that operating rule into the plan: finish early enough to tolerate an arrival later in the window, keep the area accessible, and avoid booking an inspection before prerequisite work is genuinely complete.

Make hold points visible
Use a distinct activity type or milestone for mandatory hold points. Color or filter them in look-ahead schedules so supervisors can see what cannot be covered, energized or commissioned. Include owner, special inspector, testing agency and code-official responsibilities where they differ. A hold point without a named decision-maker is an unresolved risk.

Choose the right allowance and risk method
| Approach | How it represents uncertainty | Best use | Limitation |
|---|---|---|---|
| Deterministic CPM | One duration, calendar and logic network produces a forecast and calculated float. | Approved baseline, progress control, payment or contract reporting. | It can look precise when durations or relationships are uncertain. |
| Scenario or fragnet analysis | Alternative networks show the effect of a defined event, such as a late permit or design change. | Explaining a known delay and testing recovery options. | It depends on a defensible event scope and dates. |
| Probabilistic risk analysis | Ranges or distributions for durations and events produce a range of possible completion dates. | Setting contingency decisions for uncertain weather, procurement or productivity. | Results are only as credible as the assumptions and data. |
Use CPM as the contractual backbone, then layer scenarios or probabilistic analysis on top when uncertainty is material. Keep contractual milestones and approved logic distinguishable from management contingencies. A contingency is not automatically an extension entitlement; the contract and governing law determine that question.
Set inspection lead time, float and recovery rules
How much float should weather receive?
Calculate the exposure instead of selecting a universal percentage. Identify the weather-sensitive activities, their seasonal window and the contract’s definition of a delay day. Estimate normal nonworking weather in the calendar, then model abnormal conditions as a risk range. Compare the resulting completion dates with the required milestone and decide whether to add contingency, resequence work or procure a recovery resource.
Protect the critical path first. If weather affects a non-critical excavation activity with 10 days of float, the project may have no completion impact until that float is consumed. If the same event affects a critical enclosure activity, even a short interruption may move occupancy. Display both total float and the weather-sensitive chain in the monthly narrative.
How much inspection slack is practical?
Allow time for the authority’s notice rule, the estimated window, access preparation, possible correction and reinspection. The correct duration depends on the jurisdiction, inspection type, project complexity and office workload. State the assumption in the schedule basis and replace it with actual performance data after the first visits.

When a delay appears, test options such as resequencing, a second crew, extended shifts, prefabrication or expedited procurement as separate activities with cost and safety implications. Run the schedule through a disciplined update cycle
- Hold a preconstruction scheduling meeting. Confirm calendars, activity coding, reporting rules, notice responsibilities, inspection stages, submittal flow and the definition of a schedule change.
- Collect field facts. Obtain daily quantities, actual starts and finishes, remaining durations, crew information, deliveries, test results, inspection requests and decisions.
- Update the current schedule. Enter actual dates and realistic remaining work; do not force progress to preserve the baseline finish.
- Recalculate the network. Review the critical path, near-critical paths, float erosion, missed milestones and new constraints.
- Analyze each delay event. Insert a fragnet or documented scenario, identify the affected controlling activities and distinguish direct delay from a concurrent or unrelated condition.
- Issue a narrative and action list. Explain progress, changes, unresolved time issues, requested schedule changes, owner decisions and recovery actions.
- Obtain decisions and preserve the record. Identify who must approve a resequence, change, time extension, inspection release or access decision, and retain the response with the update.
Federal inspection guidance emphasizes preconstruction controls and CPM revisions. A recurring update meeting should therefore review both the forward-looking three- or six-week plan and the retrospective variance record. The look-ahead is not a replacement for the controlled CPM update.
Keep the evidence needed to explain delay
Schedule logic cannot prove a delay by itself. Pair each update with contemporaneous records that show what was ready, what was prevented and when the condition changed. The Philippine National Building Code requires a jobsite logbook recording actual progress, tests, weather conditions and other pertinent data; the same discipline is useful wherever the governing rules differ.
- Daily reports with locations, quantities, crews, equipment and work stopped or restricted.
- Weather observations tied to the affected work area and the contract’s weather-day definition.
- Delivery orders, shipping notices, rejected materials and approved substitutions.
- Inspection requests, appointment windows, arrival times, results, correction notices and reinspection outcomes.
- Test reports, curing records, survey data and photographs showing whether work was accessible and exposed.
- Requests for information, design revisions, owner directives, change proposals and approval dates.
- Meeting minutes that assign an action, responsible person and required decision date.
Use consistent activity IDs across the schedule, daily report, inspection request and change record. That cross-reference lets a reviewer trace an event from field condition to network impact without relying on recollection.

After calculating the time effect, classify the event under the governing contract rather than assuming every lost day earns an extension or compensation. Common categories include:
- Excusable delay: an event the contract recognizes as grounds for additional time, subject to notice and proof.
- Compensable delay: an excusable event for which the contract also permits recovery of defined costs.
- Concurrent delay: independent delays overlap so that responsibility and entitlement require a detailed analysis.
- Absorbed by float: the event uses available float without moving a contractual milestone, although the float consumption should still be recorded.
Definitions, notice periods, weather-day rules and extension rights vary by contract and jurisdiction. Confirm the project’s specifications, permit conditions, building code and dispute provisions before issuing the baseline or a time-extension request. A schedule update can identify the effect; it does not replace the required contractual notice.
Common schedule failures and their fixes
| Failure | Why it causes trouble | Fix |
|---|---|---|
| One bar called “inspections” | It hides readiness, notice, failure and reinspection time. | Create a logic-linked sequence for each inspection stage and hold point. |
| A large end-of-project contingency | No one can tell which risk consumed it or whether a milestone is actually protected. | Place allowances at exposed activities and document the assumptions. |
| Weather treated as a fixed percentage | The effect differs by season, location, task and contract definition. | Use task-specific calendars and scenario ranges tied to site evidence. |
| Baseline overwritten during updates | Actual variance and approved changes become impossible to distinguish. | Lock the baseline, save each update and issue a narrative. |
| Inspection requested before work is ready | A missed or failed visit consumes time and may require another notice. | Make readiness a predecessor and verify that the area will remain accessible throughout the window. |
| Progress reported as a percentage only | A percentage does not reveal remaining duration, constraints or the controlling path. | Report actual dates, remaining work, quantities and the reason for variance. |
| Recovery shown without resources | Overlapping crews or extended shifts may be impossible, unsafe or unapproved. | Model crews, access, permits, procurement and inspection releases in the recovery logic. |
A practical schedule-basis checklist
- Project scope, work breakdown and activity coding are complete.
- Every activity has a predecessor, successor, owner, duration and calendar.
- Critical path, near-critical paths and float have been calculated.
- Weather, curing, procurement, labor, coordination and unforeseen-condition risks are documented.
- Permits, submittals, tests, inspections, hold points and approvals are in the network.
- Inspection notice periods and uncertain arrival windows are stated as assumptions.
- Concealment or successor work cannot start before required approval.
- Baseline, status date, update cadence and narrative responsibilities are defined.
- Daily records identify actual progress, weather, tests, deliveries, notices and corrections.
- The contract’s delay categories, notice rules and time-extension process have been confirmed.
What happens when an inspection is delayed?
First, preserve the condition: keep the work accessible and exposed, protect it from damage and document its readiness. Record the requested date, the stated window, the actual arrival or cancellation, communications and any resulting standby or correction work. Then update the inspection activity and recalculate the network.
If the delay consumes float but does not move a milestone, record the consumed float and monitor the new critical path. If it moves a controlling activity, issue the contract-required notice, insert the inspection delay and any reinspection sequence as a fragnet, and evaluate lawful resequencing or recovery. Do not conceal the work to maintain production unless the responsible authority has released it under the applicable rules.

Build the schedule around CPM logic, then make uncertainty visible. Weather and other disruption risks belong at the activities they can affect; inspections require readiness, notice, window, result, correction and approval steps; and every update should reconcile field records with the baseline. With that structure, a delayed inspection or weather event becomes a traceable schedule event with a measurable effect, a documented responsibility and a defensible recovery or time-extension decision.
