For most modest ornamental projects, a pond-rated liner is the practical starting point: excavate a shaped basin, protect and fit the liner, fill it gradually, install properly sized circulation and filtration, and let the water settle before adding fish. Check local rules and buried utilities before digging; depth, fencing, permits, and electrical requirements vary by location.
1. Check whether the site is suitable and safe
Choose a location only after considering the ground, water movement, access, and hazards. Soil, slope, and site hazards are central factors in pond placement, according to Cornell Cooperative Extension. Gravelly or loamy soils may need special provisions, and a lined pond still needs a stable, well-prepared basin.
- Slope and drainage: Avoid a location where runoff can carry soil or contaminants into the pond, or where water will undermine the edge. Keep the planned perimeter level.
- Soil and excavation: Consider whether the soil can be shaped and compacted reliably. Difficult soil, drainage issues, or a large excavation may call for local technical help.
- Trees and access: Account for roots, falling leaves, debris, and whether tools or excavation equipment can reach the site.
- Power: If you plan to run a pump, establish whether a properly installed electrical supply is available. Ask a qualified electrician about the applicable installation requirements.
Before any digging, locate buried utilities. Check your local rules for permits, setbacks, pond depth, fencing, and electrical work; these requirements depend on jurisdiction. Penn State Extension warns that even a small pond can be hazardous for small children. Plan access and barriers with household safety in mind, and follow local requirements rather than assuming one fence rule applies everywhere. 2. Choose the pond’s size, shape, fish, and depth
Decide which fish and plants you want before settling the footprint. Fish species, local climate, and pond design all affect the depth and care the pond will need. Penn State says most fish need at least two feet of water, depending on species; a USDA backyard-pond guide recommends making part of a PVC-lined pond 18 to 24 inches deep and describes 24 to 36 inches as preferable for supporting a wider diversity of fish and plants. These are contextual recommendations, not a universal guarantee for every species or climate.

Plan a shallow shelf for plants and a deeper zone suited to the intended fish and local conditions. Estimate the pond’s volume from its planned dimensions before choosing a pump or filter. A garden hose or rope can help you lay out and adjust the shape before excavation.
3. Select a pond liner and protection
A flexible liner allows more freedom in shape and size. Preformed plastic or fiberglass units can resist punctures but constrain the design and may cost more. Whichever system you choose, use material explicitly intended for ponds: other materials may have coatings or chemicals unsuitable for fish. Penn State Extension explains the liner options and sizing considerations in its pond guidance.

Protect the liner from punctures. Remove sharp stones and roots from the basin, then use a suitable smooth base or protective underlay for the liner and site. 4. Mark and excavate the basin
- Mark the outline. Use a hose or rope to define the pond’s shape. Check that the planned perimeter is level before digging.
- Excavate shelves and depth zones. Shape planting shelves and a deeper area based on your chosen fish, plants, and climate. Keep the top edge level so water does not spill unevenly.
- Prepare the basin. Remove sharp rocks, roots, and other objects that could damage the liner. Smooth the bottom and sides; add the appropriate protective base or underlay for the liner system you selected.
Match excavation equipment to the project and site. If the work involves a large excavation, difficult soil, drainage concerns, or a dam, seek local technical assistance rather than relying on a small-pond approach.

5. Measure, fit, and anchor the liner
Measure the liner route across the basin, including down the deepest contour and up the opposite side. Add enough material to reach beyond the pond edge so it can be secured and anchored. Measure the actual excavated shape with a tape measure before buying a flexible liner; a footprint measurement alone will not account for the basin’s depth.
- Lay the pond-rated liner over the prepared basin without stretching it taut.
- Begin filling slowly so the liner can settle into the contours as the water presses it into place. Adjust folds as needed while keeping the liner from being pulled tight.
- Once the liner has conformed to the basin, secure and disguise its edge. Leave enough material at the perimeter for anchoring rather than trimming it too early.
6. Fill the pond and choose circulation and filtration
Fill gradually, watching the liner and edges as the water rises. If using treated municipal water, follow local water-supply guidance before introducing fish. The USDA backyard guide recommends letting the pond sit for a few days before adding fish and plants so chlorine can dissipate; it also notes that treatment products are available to neutralize chlorine and other compounds. Follow the product directions if you use one.

Size the pump for the real water route
Choose a pump only after estimating pond volume and mapping the system. The pump has to move water through the actual lift and route, including the filter and any waterfall. Compare pump flow at the required lift, energy use, durability, and filter compatibility rather than relying on a flow figure that ignores the height and distance water must travel. The available guidance does not establish a universal pump model or flow rate.
Position the pump where it is less likely to clog with bottom debris, while keeping it accessible for maintenance.

Match filtration to the fish load
Filtration needs depend on the system design and how many fish it will support. Penn State describes mechanical, biological, and plant-based filtration approaches and notes that a filter is needed for a large number of fish. A heavier fish load increases filtration needs, so decide on stocking only in relation to the pond volume and filtration capacity.
7. Let the water settle before stocking
Do not add fish as soon as the pond is full. Allow time for the system and water to settle, and address chlorine or other water-treatment concerns based on your water source. The USDA guide recommends waiting a few days before adding fish and plants, but water-source conditions and any treatment product’s directions should guide the final timing.
Before stocking, make sure the circulation and filtration equipment are operating as intended. Select fish and stocking levels for the pond’s actual size, depth, climate, and filtration; those choices cannot be specified responsibly without those project details.
