How to Budget for Road, Bridge, and Utility Connection Costs on a Building Project

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Budget road, bridge and utility connections as an off-site infrastructure package, not as incidental site work. Start with a scope-based estimate that shows physical construction, design, permits, right-of-way, utility-owner charges, utility adjustments, traffic management, escalation and risk as separate lines. At concept stage, report a range rather than a falsely precise total; narrow it after surveys, utility responses, design development and quotations.

A project-specific total cannot be established without the location, road and bridge geometry, traffic and loading, utility services, distance to existing mains, easements, design stage, construction schedule and current authority or utility quotations. The workflow below gives you a defensible way to set an early allowance and replace it with measured quantities and firm inputs.

What belongs in the connection budget

The Federal Highway Administration (FHWA) says a program cost estimate should include “all costs and the value of any resources needed” and should be treated as the equivalent of the project’s total purchase price. For an access and connection package, that means more than asphalt, concrete and pipe.

  • Access works: roadway widening or new alignment, pavement, kerbs, drainage, retaining walls, sidewalks, lighting, signals, signs, barriers, bridge approaches and restoration.
  • Structures: bridge superstructure, foundations, abutments, piers, bearings, deck, barriers, load-rating requirements, temporary works and approach transitions.
  • Utilities: water, wastewater, stormwater, electricity, gas, telecommunications and fire-service infrastructure, including mains, services, meters, chambers, pumping equipment, protection and testing.
  • Third-party and regulatory items: utility relocation or protection, railway interfaces where applicable, environmental mitigation, land purchase, easements, legal work, agency review and public outreach.
  • Professional and project costs: survey, geotechnical and environmental studies, preliminary and final engineering, construction engineering, inspection, construction management, traffic management, financing or carrying costs where applicable.
  • Uncertainty allowances: design development, unidentified utilities, right-of-way, environmental conditions, schedule, market escalation and other risks that are not yet resolved.

Show each category separately. Combining everything into one “off-site works” percentage hides the assumptions that decision-makers need to challenge and update.

Why an early estimate must be a range

The UK Infrastructure and Projects Authority describes a realistic estimate as “not a fixed single figure” but a range that evolves as a project matures and uncertainty decreases. At concept stage, the alignment, bridge arrangement, service capacity and utility ownership may be unknown. A single number implies certainty you do not have.

Use a low, expected and high case (or an equivalent confidence range) and state what drives the spread. For example, the high case may assume a longer utility extension, difficult ground, a land purchase instead of an easement, night-time traffic control and a required network upgrade. As those questions are answered, remove the corresponding uncertainty rather than simply trimming the percentage.

Step 1: Define the service and access scope

Write a scope statement before requesting prices. It should describe what the building needs and who will own each improvement after completion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record the building and traffic requirements

  • Building program, floor area and construction phases.
  • Peak construction traffic, delivery vehicles, employee traffic and emergency access.
  • Permanent traffic generation, turning movements, sight-distance requirements and the road classification used by the authority.
  • Fire-apparatus route, turning radius, clear width, grade, load requirements and connection points.
  • Whether future phases must use the same road, bridge or utility capacity.

Record physical and ownership limits

  • Road alignment length, lane count, pavement type, drainage outfalls and retaining conditions.
  • Bridge span arrangement, width, design loads, flood or navigation constraints, foundations and utilities carried on the structure.
  • Distance and elevation from the site to existing water, sewer, electric, gas and telecommunications mains.
  • Parcels, easements, public rights-of-way and access needed for construction and future maintenance.
  • Which assets will be private, dedicated to the authority or transferred to a utility owner.

Ask the authority having jurisdiction and each utility development-services department to confirm the point of connection, service size, design standards, inspection requirements and ownership handover rules in writing.

Step 2: Build a quantity basis

A quantity basis converts the scope into measurable work. It is the foundation for local unit prices and for explaining why the estimate changes.

Road quantity checklist

  • Alignment length, lane and shoulder areas, pavement layers and subgrade treatment.
  • Earthworks, unsuitable-soil removal, imported fill, rock excavation and slope stabilization.
  • Kerbs, sidewalks, cycle facilities, driveway tie-ins and property restoration.
  • Surface and subsurface drainage, culverts, detention, outfalls and erosion control.
  • Retaining walls, guardrails, signs, markings, lighting, signals and street furniture.
  • Traffic staging, temporary access, lane closures, flagging, detours and final restoration.

Bridge quantity checklist

  • Number and length of spans, deck width, superstructure type and deck area.
  • Design vehicle, pedestrian, rail or waterway loads; seismic, wind, scour and flood criteria where applicable.
  • Abutments, piers, piles or spread footings, excavation support and foundation improvements.
  • Approach embankments, settlement treatment, retaining walls, barriers, expansion joints and drainage.
  • Utilities attached to or crossing the bridge, protection systems and future spare capacity.
  • Temporary works, cofferdams, work platforms, access roads, environmental controls and navigation or traffic management.

Use local and dated cost data

Apply recent local bid tabs or agency unit costs to the measured quantities. VDOT provides bridge-area and long-range estimating tools; British Columbia publishes historical and forecast construction-cost indexes and worksheets. Record the source, bid location, bid date, project conditions and whether the rate includes contractor overhead, design, traffic control and escalation. A rate from a different market or an older price base should be adjusted or flagged rather than presented as current.

Step 3: Add design, land and project-delivery costs

Non-construction costs can determine whether an access option is affordable. Carry them as explicit lines instead of burying them in a general contingency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Cost group What to include Pricing basis to obtain
Investigations Topographic and boundary survey, geotechnical borings, pavement testing, hydrology, environmental and utility investigations. Consultant proposals tied to the number of acres, borings, crossings and permit studies.
Engineering Concept, preliminary, final and record design; structural, drainage, traffic and utility design; specifications and bidding support. Scope and deliverables from the designer, with assumptions about design stage and review cycles.
Land and legal Right-of-way, temporary construction easements, permanent utility easements, appraisal, acquisition, legal and recording costs. Parcel plans, owner negotiations and current appraisal or agency guidance.
Permits and mitigation Road-opening, stormwater, environmental, floodplain, watercourse, utility and traffic permits; mitigation, monitoring and agency fees. Written agency determinations and permit applications; identify fees that are one-time or recurring.
Delivery and oversight Construction engineering, inspection, testing, project management, public outreach, bonds, insurance and financing or carrying costs where applicable. Owner and consultant fee proposals, contract requirements and the planned procurement method.

FHWA specifically identifies right-of-way, environmental mitigation, management, reserves, utility adjustments and related third-party costs as part of a complete program estimate.

Step 4: Investigate utilities before setting the allowance

Existing utility records are often incomplete, and a service shown on a map may be at a different depth or alignment. Commission subsurface utility engineering (SUE), or an equivalent locating and potholing program, when the consequence of a conflict justifies the cost. Washington State Department of Transportation recommends budgeting for SUE to identify utilities and inform adjustment strategies.

Minimum utility investigation actions

  1. Collect utility-owner records, as-built drawings, franchise maps and recent work orders.
  2. Perform a records quality review and mark the confidence level of each line on the base plan.
  3. Complete field designation and geophysical locating; pothole or vacuum-excavate at proposed crossings and connection points where needed.
  4. Ask each owner to confirm available capacity, service size, connection point, design standards, lead time, inspection and ownership.
  5. Obtain a written budgetary quotation for extension, relocation, protection, meter, testing and energization or activation work.
  6. Show unresolved crossings, abandoned lines, private services and possible network upgrades as named risks.

Do not treat a utility allowance as a substitute for an owner response. Replace the allowance with a quotation and a defined scope as soon as the owner can provide one.

Step 5: Separate utility charges from utility construction

Utility bills commonly combine several distinct items. Separating them prevents a low connection fee from concealing a large extension or capacity obligation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Line item Typical question
Application, review and permit fees What does the authority charge to review the design, inspect work or issue a road-opening permit?
Tap or connection work Is the physical tap, tee, valve, service saddle or sewer connection performed by the utility or by the contractor?
Meter, chamber and deposits Are meter, backflow, testing, security deposit or refundable contributions required?
System-development, capacity or impact charges Is the charge based on service size, fixture units, flow, demand, equivalent dwelling units or another capacity measure?
Main extension or network upgrade Must the project extend a main, upsize an existing line, add a pump, transformer or substation, or fund off-site reinforcement?
Private construction Who pays for trenching, casing, bedding, pipe, cable, valves, hydrants, testing, disinfection and restoration?
Land and traffic controls Are easements, traffic control, lane closures, railway permits or public-way restoration separate charges?

The Texas Water Development Board distinguishes tap fees, deposits and system-development charges. Portland notes that development can trigger separate charges for sewer, parks, water and streets. Confirm the current tariff and billing trigger with the local provider; do not transfer a fee from another jurisdiction.

What published connection charges demonstrate

Utility pricing is local, service-specific and time-sensitive. United Utilities’ 2026/27 developer-service information lists environmental components of £84.48 for water and £64.64 for sewerage per applicable household premise. Those are components for the stated tariff year and customer category, not a universal commercial-building connection price.

Uisce Éireann’s 2019 policy examples show standard-connection charges of €2,272 for water and €3,929 for wastewater where the connection infrastructure length is up to 10 metres. These examples illustrate the effect of provider rules and connection length; they are not a national rule of thumb and should not replace a current project quotation.

Step 6: Escalate to the expenditure year

State the price-base date, expected bid date, construction duration and index used. Escalate each major line to when the money will be spent, not merely the date the estimate was prepared. A bridge steel package bought in a later year and a utility charge payable at permit issuance may require different timing assumptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a published, relevant index and document whether it measures highways, bridges, utilities or general construction. British Columbia provides historical and forecast indexes that can support this step. If the bid date or duration is uncertain, show the timing assumption and a sensitivity case rather than hiding schedule exposure in a single contingency.

Step 7: Structure contingency and risk allowances

Keep known scope, quantified risk and unknown uncertainty distinct. A useful estimate ledger has separate lines for:

  • Design development: quantities or details likely to change as the design advances.
  • Construction contingency: unforeseen work within the defined construction scope.
  • Utility uncertainty: unknown lines, conflicts, owner requirements and relocation or protection.
  • Right-of-way and third-party risk: acquisition, easement negotiation, railroad or neighboring-owner requirements.
  • Environmental and ground risk: contamination, unsuitable soil, groundwater, rock, scour or mitigation.
  • Schedule and market risk: restricted work windows, escalation beyond the base index, procurement delay and traffic-staging changes.

FHWA says unidentified third-party work needs an appropriate contingency. Make the amount traceable to the risk register: identify the event, probability, cost consequence, owner and trigger for releasing or revising the allowance.

Published allowances are examples, not universal rates

Massachusetts Department of Transportation’s January 2023 guide lists construction-contingency guidance of 10% for federal-aid projects, 10% for municipal non-participating projects and 15% for NFA site-specific projects. The same guide lists indicative utility-force-account allowances of 8% for roadway projects under $20 million, 5% for roadway projects over $20 million, 8% for bridges under $20 million and 4% for bridges over $20 million.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Those percentages are Massachusetts examples for early estimating. MassDOT states that engineering judgment is required and that known utility conditions may justify a different amount. Do not transfer them mechanically to another state, country, project type or market. Once utility-owner scopes and quantities are available, replace the percentage with those estimates.

A practical estimate worksheet

Set up a worksheet with one row per scope item and columns for quantity, unit, unit rate, source, price-base date, expenditure year, low case, expected case, high case, owner, confidence and notes. Use formulas rather than typing a hidden lump sum.

Worksheet section Rows to create
Road Earthworks, pavement, drainage, walls, sidewalks, lighting, signals, signs, traffic control, restoration.
Bridge Foundations, substructure, superstructure, deck, barriers, joints, approaches, temporary works, environmental controls.
Utilities Water, sewer, electric, gas, telecommunications, fire service; each split into owner charges, extension, private construction, testing and restoration.
Professional and approvals Survey, geotechnical, environmental, design, permits, right-of-way, legal, inspection, construction engineering and management.
Risk and escalation Design development, utility uncertainty, third-party, environmental, schedule, market escalation and construction contingency.

For each row, record an exclusion explicitly. Examples include building-side plumbing beyond the utility meter, utility-company work paid directly by the owner, land value, finance charges, taxes, or off-site network upgrades not yet confirmed. An exclusion is useful only when its responsible party and confirmation date are stated.

When to re-estimate

Set formal estimate gates and preserve the previous version so changes can be explained.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Site investigation: update quantities for ground, drainage, flood, environmental and utility findings.
  2. Concept approval: compare alignment, bridge arrangement, service points and ownership options.
  3. Thirty-percent design: replace broad allowances with measured quantities and preliminary agency requirements.
  4. Sixty-percent design: obtain or refresh utility-owner budgets, easement plans, traffic staging and permit conditions.
  5. Ninety-percent design: check pay items, specifications, quantities, escalation and risk register against the bid package.
  6. Bid opening: reconcile bids to the estimate, document scope gaps and reset the remaining contingency for construction.

At every gate, identify the estimate owner, assumptions changed, new source dates, unresolved decisions and the amount moved between base cost and risk.

Choosing between two access or connection options

Lowest initial construction cost is not automatically the best project choice. Compare alternatives on the same expenditure-year basis and with the same scope boundary.

Comparison axis Question to answer
Capital cost What is the low, expected and high cost after escalation to the same year?
Land and easements Which option requires acquisitions, temporary access or long-term maintenance rights?
Utility exposure Which alignment creates relocations, protection work or a network upgrade?
Approvals and impact What environmental, flood, community, traffic or third-party permissions are required?
Schedule How long do design, land, utility lead times, traffic stages and construction take?
Ownership and maintenance Who inspects, repairs, replaces and funds the asset after handover?
Future capacity Can the option serve later phases, larger demand or emergency redundancy?
Estimate confidence Which option has better surveys, quotations and defined quantities, and what is its downside risk?

Common budgeting failures and corrections

Using a per-square-foot shortcut

A building-area ratio cannot represent a bridge span, utility distance, easement purchase or capacity charge. Use it only as a high-level reasonableness check after a scope-based estimate exists.

Putting all utilities in one percentage

A single percentage conceals whether the exposure is an unknown water main, an electric upgrade, a sewer pump or a utility-owner fee. List each service and risk separately, then replace allowances with written responses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Counting only the contractor’s construction price

Design, survey, permits, right-of-way, mitigation, inspection, traffic management and utility adjustments remain real project costs even when another party performs the work. Include them in the total purchase-price view recommended by FHWA.

Using an old or foreign tariff

Connection charges change with provider, service size, capacity, distance and tariff year. Record the authority, tariff date, customer category and conditions, and obtain a current quote.

Ignoring temporary works and restoration

Bridge access, cofferdams, temporary roads, lane closures, protection, testing and final pavement or landscape restoration can be substantial. Give them their own quantities and responsibility assignment.

Leaving ownership unresolved

An authority may require a different standard, easement or inspection regime for an asset it will accept. Confirm the handover boundary before selecting materials or assigning costs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
