The safest way to apply for affordable housing is to start with the agency that actually administers the program, verify every contact through an independently found official phone number or website, and confirm fees, availability and eligibility before sending money or documents. In the United States, applications for public housing and Housing Choice Vouchers (often called Section 8) go through a local Public Housing Agency (PHA), not directly through the U.S. Department of Housing and Urban Development (HUD).
Start with the right program and agency
Scammers often use broad phrases such as “HUD housing,” “government apartment” or “Section 8 approval” without identifying the actual program or administering agency. Clarify what you are applying for before responding to an advertisement.

Public housing
Public housing is operated by local housing authorities. You apply through the PHA serving the area where you want to live. HUD sets federal policy and funding rules, but HUD does not own a nationwide inventory of apartments that applicants can rent directly.

Housing Choice Voucher
The Housing Choice Voucher program helps eligible households rent qualifying privately owned homes. The local PHA determines its application process, maintains any waiting list and explains how a voucher can be used in its jurisdiction. “Section 8” is commonly used to describe this program, but a message using that term is not proof that it came from a PHA.

Some properties receive public financing or operate income-restricted units without being public housing. Their applications may be handled by the property’s management company, a nonprofit or another local administrator. Ask exactly which organization is accepting the application and which program’s rules apply.
Find and verify the local PHA
Use HUD’s official housing-assistance information to identify the PHA for the city or county you are considering. Many PHAs have waiting lists, and HUD’s renting FAQs note that applicants may consider applying to more than one PHA. Each agency sets its own opening dates, document requirements and submission method.
- Write down the program and location. Record whether you seek public housing, a Housing Choice Voucher or a specific income-restricted property.
- Locate the PHA independently. Find the agency through HUD’s official directory or a local-government source, rather than using a phone number, email address or link supplied only in a text, social-media post or unsolicited call.
- Call or visit the agency using that independently obtained contact. Ask whether its waiting list is open, how applications are submitted, what documents are required and whether there is an application charge.
- Save the verification. Keep the agency’s official web address, phone number, office address, staff member’s name and the date you confirmed the information.
If someone claims to work for HUD or a PHA, end the conversation and call the agency through the independently located contact route. Ask whether the person, application link, payment request or appointment is genuine. Do not rely on caller ID, an email signature or a logo; those details can be copied.

Use HUD’s affordable-housing locator correctly
HUD’s affordable-housing resource can help you find property locations and contact details. It is a starting point, not an availability or application system. HUD states: “HUD does not have information about vacancies, waitlists, or how to apply.” A listing in the locator does not establish that a unit is open, that a waitlist is accepting names or that the listed phone number is still current.

After finding a property:
- Independently confirm the management office’s telephone number and address through the property’s official records, local government information or the PHA.
- Ask whether the property has an available unit or an open waitlist on the date you call.
- Ask who administers the application and where the official form is submitted.
- Ask whether the property accepts Housing Choice Vouchers or can process a voucher applicant.
- Request a written breakdown of application fees, deposits, screening criteria and any recurring charges before paying.
Management details and vacancies can change. Recheck them immediately before submitting an application, especially when a listing has been reposted or a contact person has changed.
Verify a listing before you send money or documents
A legitimate-looking apartment advertisement can still be copied from a real property. Compare the claim with information obtained directly from the PHA or management office.
| Question | What to confirm | Why it matters |
|---|---|---|
| Is the unit real? | The street address, building name and management office match independently obtained records. | Scammers frequently use photographs and addresses from genuine listings. |
| Is it available? | Management confirms a vacancy or an open waitlist and gives the date that information was checked. | HUD’s locator does not report openings or waitlists. |
| Who receives applications? | The PHA, property manager or named administrator identifies its official submission channel. | A random “housing agent” may have no authority to accept an application. |
| Will assistance be processed? | Management explains whether it accepts vouchers and the steps for inspection, approval and lease signing. | A listing’s affordability claim does not guarantee voucher compatibility. |
| What will you pay? | Each fee or deposit, its recipient, the timing and the written policy. | A fee can be lawful, excessive, misdirected or unrelated to a real application. |
Insist on an in-person visit when practical. HUD’s voucher guidance recommends seeing the unit before deciding. If a person refuses any reasonable opportunity to see the property, pressures you to pay immediately or says a viewing is available only after an electronic transfer, treat that as a serious warning and verify with management.

A payment request is not automatically proof of fraud. HUD says some landlords may charge an application fee, and some PHAs may require a voucher holder to pay a unit security deposit. The key questions are whether the charge is permitted locally, whether the named PHA or property confirms it, who receives the money and whether you are applying through the real process.

In a 2023 announcement, HUD gave “$100 or more per application” as an example of rental application fees that could exceed the actual cost of background and credit checks. That is a dated example, not a current nationwide average, a federal legal cap or evidence that every fee at that level is fraudulent. Local and state law may limit or regulate fees.
Before paying an application fee
- Ask for the written fee amount and what screening it covers.
- Confirm that the PHA or property manager recognizes the recipient and payment method.
- Ask whether the fee is refundable, transferable or charged separately for each adult applicant.
- Check local tenant-protection rules for fee limits, disclosures and receipts.
- Keep the receipt, application copy, payment confirmation and the name of the person who authorized the charge.
Before paying a security deposit
- Confirm that you have been approved for the specific unit and that the lease or written offer identifies the landlord.
- Ask the PHA how the deposit fits with voucher approval and your responsibilities.
- Obtain the deposit amount, due date, refund conditions and escrow or handling information in writing.
- Never send a deposit to a person whose identity and authority have not been confirmed by the property manager or PHA.
Check whether the home actually works with a voucher
Finding a low advertised rent is not enough. For a Housing Choice Voucher, the PHA must approve the tenancy and the unit must meet program requirements. Ask the PHA how it evaluates the unit’s rent, utilities, inspection and payment standard.
Compare the property’s gross rent—the rent plus tenant-paid utility costs—with the applicable PHA payment standard and your required tenant contribution. The exact amount depends on the PHA, household circumstances, bedroom size and local rules. A landlord’s statement that a home is “Section 8 friendly” does not replace this review.

Protect your identity and payment information
Affordable-housing applications can require sensitive information, including income records, identity documents and household details. Provide it only after you have verified the agency or property and reached its official application page or office.
- Do not email a Social Security card, bank statement or full identity document to an unverified address.
- Use the PHA’s or management office’s secure upload system when one is provided.
- Do not share one-time verification codes, online-banking passwords or debit-card PINs.
- Be cautious with wire transfers, cryptocurrency, gift cards, cash delivered by courier and payment-app transfers to a personal account. Ask the verified office whether that method is accepted before paying.
- Watermark copies of documents with the recipient and purpose when appropriate, while keeping all required information legible.
- Use a separate email address and strong, unique password for housing applications if possible.
Urgency is a tactic, not a qualification rule. A caller who says you will lose a voucher unless you pay within minutes, or who refuses to provide a written policy, should not control the decision. Pause and call the PHA or management office yourself.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Recognize warning signs without relying on one clue
No single feature proves that a listing is fraudulent. Evaluate the whole process and verify it through an official channel.
- The contact claims to be HUD but cannot identify the local PHA or provide a verifiable office contact.
- The advertised rent is dramatically below comparable homes and the person demands immediate payment to “hold” it.
- The address, photos or management name change during the conversation.
- The applicant is told that a voucher, inspection or eligibility decision can be guaranteed before the PHA completes its process.
- The person requests payment to a personal account, gift card, cryptocurrency wallet or an unrelated business name.
- The application form asks for extensive financial information before the agency or property is verified.
- The contact refuses an in-person visit, gives only a messaging-app account or will not provide a written fee policy.
- The message contains a link that does not match the independently located agency or management website.
These signs justify stopping and checking; they do not by themselves establish a crime. A real landlord may use an outside screening company, and a real PHA may have a closed waiting list. Verification resolves the uncertainty.

Get help from a HUD-approved housing counselor
If you are unsure how to compare programs, interpret a fee or assess an application, HUD-approved housing counseling agencies provide rental counseling. HUD says participating agencies must disclose any counseling fee before services begin and must waive a fee the client cannot afford.
Use HUD’s counselor search or call 800-569-4287 to locate an agency. A counselor can help you identify the responsible PHA, organize documents, understand a lease or voucher requirement and find local tenant resources. Counseling does not replace the PHA’s eligibility or inspection decision, so confirm program-specific answers with the administering agency.
Report suspected fraud and choose the right office
Fraud involving HUD or HUD-funded programs
Suspected fraud, waste, abuse or mismanagement involving HUD or a HUD-funded program belongs with the HUD Office of Inspector General (OIG) Hotline. Preserve the advertisement, messages, email headers, phone numbers, payment records, receipts, names, dates and screenshots. Give investigators facts you can document and distinguish what you personally observed from what someone claimed.
Routine help with a voucher or public housing case
For a waiting-list question, application status, inspection, rent calculation or existing tenancy, contact the local PHA first. HUD’s contact information also lists assistance routes for housing questions. The OIG Hotline is not a substitute for routine casework or an appeal handled by the PHA.
If money or identity information has already been sent
- Contact your bank, card issuer or payment service immediately and ask whether the transaction can be stopped or reversed.
- Tell the verified PHA or property manager that someone used its name or listing; ask whether your application or records exist.
- Change passwords, enable multifactor authentication and monitor accounts if identity information was disclosed.
- Save all evidence in its original form and report the suspected HUD-program misconduct to the OIG Hotline when applicable.
- Ask a HUD-approved counselor or local tenant-support organization about additional state or local reporting options.
A practical decision checklist
Use this checklist before submitting an application or paying any charge:
- I can name the exact program and the agency administering it.
- I found the PHA or property-management contact independently.
- The agency confirmed that the waitlist, unit or application period is current.
- I know who receives the application and how my documents are protected.
- I have a written explanation of every fee and deposit, including the recipient and refund terms.
- I have checked whether the property accepts vouchers and asked the PHA about rent, utilities and inspection requirements.
- I have considered local source-of-income protections.
- I have visited the unit or arranged a legitimate viewing when possible.
- I have retained copies of the listing, application, receipts and communications.
What federal guidance cannot decide for you
HUD’s guidance is national, but it does not determine every state or municipal fee cap, tenant-rights rule, PHA waiting-list status or listing’s authenticity. Contact the named PHA, property management and local tenant-support resources for those current details. Phone numbers, office hours, management companies and vacancies can change, so verify them at the time you apply.
The central safeguard is independent confirmation: identify the real administrator, contact it through a trusted route, and make no payment or disclosure until the agency or property verifies the offer and its terms.
