Use recent, specific information and a careful walk-through—not a broad “safe” label—to identify questions that need answers before you commit. An inspection can reveal defects, but it cannot guarantee future conditions or establish that a neighborhood is safe.
1. Check the local context and the routes you will use
Start with the exact property, not a neighborhood-wide reputation. Map the entrances, parking, transit stops, paths, and services your household would use. If possible, visit at the times you expect to travel and notice lighting, visibility, and whether routes are practical for your household’s mobility needs.

Look for recent, specific incident information from local police or another relevant public source. Compare the types of offenses and how they have changed over a relevant period rather than relying on a single undifferentiated rating. HUD’s older Security Planning for HUD-Assisted Multifamily Housing recommends considering recent offenses, neighborhood trends, and local facilities and services alongside conditions at the property.

If practical, speak with current residents about lighting, access, maintenance response, and recurring concerns. Their views can add useful context, but are not a substitute for incident information or a property inspection. Do not use residents’ income, race, or housing type as a proxy for safety; focus on observed conditions and evidence.

2. Examine entrances and shared areas
Walk the route from the street or parking area to the unit. Check whether doors close and latch, whether access is controlled as represented, and whether stairs, paths, exits, and common areas are lit and usable. Notice damaged locks, broken lights, obstructed exits, or signs that repairs have been left unresolved.
Ask who handles broken lighting, damaged entry hardware, and access problems, how residents report them, and what response process applies. HUD’s security guide identifies layout, landscaping, structural design, equipment, lighting, and hardware as relevant security factors. A formal architectural security assessment requires qualified expertise; a prospective resident’s walk-through is not one.
3. Inspect the unit for health and safety defects
Look for visible damage or warning signs, and ask about known repairs and repeat problems. Pay particular attention to:

- Smoke and carbon monoxide alarms: check that they are present and appear intact; ask when they were last tested and who is responsible for maintenance.
- Doors, locks, and windows: check that entry hardware is secure and windows open and close as intended.
- Electrical and plumbing systems: note damaged wiring, leaks, non-working fixtures, or other obvious faults.
- Heating, cooling, damp, and mould: look for damp patches, mould, condensation, or peeling finishes, and ask about heating, ventilation, and prior remediation.
- Appliances and other included equipment: ask what is included and whether known faults are awaiting repair.
HUD’s National Standards for the Physical Inspection of Real Estate (NSPIRE) prioritize health, safety, and functional defects over appearance. Its NSPIRE information and tools include a score calculator, but HUD says the calculator gives only an estimate and multiple factors affect an actual score. A visual walk-through should not be treated as an official inspection.
Alarm requirements depend on location and housing rules. In England, the government’s How to rent a safe home guide specifies smoke alarms on each floor used as living accommodation and carbon monoxide alarms in rooms using solid fuels; it says landlords must ensure alarms work on the first day of the tenancy. Those rules should not be assumed to apply elsewhere. Check the law where the property is located and consider the appliances in the home.
The same England guide flags damp and mould, heating, insulation, ventilation, and secure windows as condition checks. Separate England guidance for providers recommends clear ways to report damp and mould, prompt response, records of remedial work, follow-up checks, and checks between tenancies. Treat these as useful prompts, not universal legal requirements.

4. Find out which inspection and rules apply
“Affordable housing” covers different programs and local rules; an inspection process for one program does not automatically apply to every lower-cost rental. Ask the landlord or provider which inspection standard and housing program apply, when the unit was last inspected, what the inspection covered, and whether you can review available results and repair follow-up.

HUD’s Housing Choice Voucher tenant guidance lists working plumbing and electrical systems, heating and cooling, smoke and carbon monoxide detectors, operable windows, appliances, and lead-paint compliance among key requirements. Program administration is local, so confirm the current process and requirements with the relevant PHA.
For other U.S. affordable rentals, England, or another country, establish the applicable inspection scheme and local housing requirements directly with the relevant housing agency or local authority. Do not infer a property’s condition from its rent level or assume a voucher inspection is universal.

5. Ask focused questions and compare homes consistently
Written, specific questions are more useful than asking whether a property is “safe.” Ask the provider:
- Which inspection standard or program applies, and when was the unit last inspected?
- Can I see available inspection results and records of repairs or follow-up?
- Are any health or safety defects unresolved, and what is the response process for urgent repairs?
- How are entry doors, locks, exterior lighting, and shared spaces maintained?
- What recurring security concerns have residents or management reported, and what source can verify the information?
- Which agency should residents contact if a serious problem remains unresolved?
When weighing more than one home, use the same decision factors for each rather than relying on one overall rating:

6. Record concerns and use the right reporting route
If you find a visible problem, take notes and photographs where permitted, including the date and location. Send concerns to the landlord or manager in writing, describe what you observed, and keep a copy. Ask for a response and retain any repair follow-up.
Reporting routes depend on your location and program. HUD advises Housing Choice Voucher tenants to report concerns promptly to management and contact their PHA if they are not addressed. In England, the government’s safe-home guide recommends written reports and keeping a copy; serious health risks that remain unresolved may be raised with the local authority. Elsewhere, check the local housing-code, tenant-protection, or housing-agency process. Verify applicable law and agency responsibilities locally before relying on any one route.
