How to assess fire safety and emergency planning for a utility-scale battery storage site

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assess a utility-scale battery energy storage system (BESS) as a complete installation, not as a container or battery chemistry in isolation. Begin with the fire, building and electrical codes actually adopted by the state and local authority having jurisdiction (AHJ). Then verify the installed chemistry and architecture, separation and exposures, detection and alarms, ventilation and explosion controls, fire protection, electrical isolation, responder access, monitoring, and post-incident controls. Finally, test the emergency plan with the fire department, utility and other responders through training and drills.

The result should be a documented finding that identifies which requirements are enforceable, which safeguards are installed and maintained, what evidence supports them, and how responders will manage toxic gases, stored energy, fire spread, possible reignition, runoff and damaged equipment. This article is a planning framework, not a substitute for a code determination or site-specific engineering review.

1. Establish the enforceable code and approval baseline

Identify the AHJ before evaluating equipment. The AHJ may be a local fire marshal, building department, electrical inspector, state agency or a combination of authorities. Obtain the adopted editions of the fire, building, electrical and hazardous-material codes, local amendments, zoning conditions, permit conditions and operating approvals. Record effective dates and any transition provisions.

NFPA’s standard-development page lists NFPA 855, Standard for the Installation of Stationary Energy Storage Systems, as having a 2026 edition. NFPA 855 addresses design, construction, installation, commissioning, operation, maintenance and decommissioning. The International Fire Code addresses energy storage systems in Section 1207 and is described by the U.S. Department of Energy (DOE) as largely harmonized with NFPA 855. A publisher’s current edition is not automatically enforceable: model codes must be adopted by a state or local jurisdiction, and adoption can lag or include amendments.

Build a short legal register with the following fields:

  • Jurisdiction and named AHJ for each approval.
  • Adopted code and edition, including local amendments.
  • Required permits, plan-review submissions, inspections and certificates.
  • State-specific BESS statutes or rules and their applicability thresholds.
  • Conditions governing changes, expansions, repowering and decommissioning.
  • Plan-sharing, notification, training and drill obligations.

Keep the 2024 NFPA fact sheet in context. It summarizes the 2023 edition, is dated February 2024 and states that it is not the official position of an NFPA technical committee. Use the full current standard and the local adoption record for requirements.

2. Collect a complete evidence package

Request documents that describe the system as installed, not merely the equipment proposed during procurement. Texas requirements provide a useful example of the level of detail an AHJ may request, including a site layout, equipment specifications, UL 9540A reports or listings, electrical drawings, monitoring procedures and fire-protection documentation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Core documents

  • Current site plan showing property lines, roads, gates, occupied buildings, neighboring equipment, utilities, water supplies, drainage and evacuation routes.
  • Equipment arrangement drawings, enclosure or rack layouts, nameplates, ratings and a list of every battery, inverter, transformer and auxiliary system.
  • Battery chemistry, cell and module configuration, battery-management-system functions, control logic and manufacturer operating limits.
  • Single-line diagrams, grounding and bonding details, disconnect locations, protection settings and arc-flash information.
  • Fire-detection, gas-detection, alarm, ventilation, suppression, sprinkler, explosion-control and emergency-power drawings.
  • Manufacturer instructions, safety data sheets, hazardous-material inventories, maintenance records and inspection reports.
  • Relevant product listings, system listings, fire and explosion test reports, hazard mitigation analysis (HMA), commissioning records and change-control history.
  • Remote-monitoring architecture, alarm set points, communication paths, cybersecurity or access controls that affect emergency operation, and outage procedures.

Check revision dates and field conditions. A plan is not evidence that a valve, detector, disconnect or access road exists and is operable. Walk the site, photograph or otherwise document critical components under the owner’s information-management rules, and reconcile discrepancies before drawing a safety conclusion.

3. Evaluate the installation’s hazards and safeguards

Chemistry and system architecture

Identify the cell chemistry and how cells are grouped into modules, racks, cabinets, containers or buildings. Architecture affects propagation paths, gas accumulation, cooling, isolation and responder tactics. Review the battery-management system’s ability to detect abnormal temperature, voltage, current and state of charge; issue alarms; limit charging or discharging; and place affected equipment in a safe state. Confirm what happens when controls, communications, cooling or auxiliary power are lost.

Thermal runaway, fire and explosion

Consider initiating events such as internal cell failure, overcharge, mechanical damage, manufacturing defects, external fire, water ingress and control-system failure. Determine how a cell failure could propagate within a module, rack or enclosure and whether flames, hot gases or pressure could affect adjacent units or structures. Evaluate deflagration or explosion hazards from accumulated flammable gases and the design of ventilation, pressure relief, gas detection and explosion control.

Stored electrical energy may remain after a disconnect is opened. NFPA’s fact sheet warns that stranded energy in damaged batteries can contribute to reignition after initial extinguishment. Your assessment should therefore distinguish isolation of the grid connection from removal of energy inside cells, modules and power-conversion equipment.

Layout, separation and exposures

Measure separation between enclosures, transformers, control buildings, public ways, property lines and occupied or critical facilities. Compare the installed arrangement with the assumptions in the fire-protection design and any test report. Check whether vegetation, fencing, vehicle routes, slopes or construction changes create new exposure or obstruct fire-department approach.

EPA guidance recommends evaluating site suitability and local siting, zoning, marking and permitting requirements. Include environmental constraints, flood or wildfire exposure, drainage, containment and the route that contaminated fire water could take. Mark equipment, disconnects, access lanes and hazards so a responder can find them in darkness, smoke or poor weather.

Detection, alarms and monitoring

List every detection function: smoke, heat, flame, off-gas, hydrogen or other gas, pressure, temperature and electrical-fault monitoring. For each, document the initiating threshold, alarm destination, delay, voting logic, power supply, communications path and required response. Confirm that alarms reach a staffed control point and the appropriate emergency contacts, and that a communications failure generates a supervisory indication.

Review remote monitoring for time-stamped event records, camera coverage where used, trend data and the ability to identify the affected enclosure or rack. Verify that operators know which alarms require immediate shutdown, evacuation or fire-department notification rather than a routine reset.

Fire protection, ventilation and electrical isolation

Compare installed suppression and cooling systems with the adopted code and design basis. Inspect water supplies, valves, pumps, sprinklers or other listed systems, detection interlocks and impairment procedures. Review ventilation normal modes, emergency modes, intake and exhaust locations, filtration if specified, and controls that prevent recirculation of hazardous gases.

Map every disconnect, breaker, emergency-stop device and utility isolation point. Determine what each device actually de-energizes and what remains energized. Include arc-flash, shock, step-and-touch, induced-voltage and back-feed hazards. Check impact protection for cabinets, bollards and cable routes, and verify enclosure integrity, seals and weather protection.

4. Decide whether an HMA and testing evidence are adequate

Ask the AHJ and a qualified fire-protection engineer whether an HMA is required and what scope is acceptable. An HMA should explain credible initiating events, propagation, fire and explosion consequences, detection and protection performance, separation, emergency access, shutdown, fire-department tactics and residual hazards. It should identify assumptions and show how they match the equipment and layout actually installed.

DOE’s 2024 technical-support material summarizes guidance from the Alliance for Codes and Permitting (ACP) that describes an HMA and UL 9540A fire and explosion testing for an assumed large outdoor installation exceeding 600 kWh under a 2023 NFPA 855 framework. That described scenario is not a universal threshold for every jurisdiction, chemistry, indoor installation or current code edition. Confirm the governing provision rather than applying “600 kWh” as a nationwide trigger.

Read test reports critically:

  • Identify the tested chemistry, cell format, module, rack, enclosure and suppression or ventilation configuration.
  • Compare spacing, doors, vents, barriers, state of charge and fault initiation with the proposed or installed system.
  • Note whether the test measured propagation, heat flux, gas composition, pressure, duration, reignition or water demand.
  • Record limitations, exclusions, instrumentation gaps and conditions that were not tested.
  • Explain what the evidence supports and what still depends on engineering judgment or AHJ approval.

5. Build an emergency response plan that responders can use

The plan should be site-specific, controlled by revision, available to the fire department and other authorized responders, and written for use under stress. Include a one-page facility overview and detailed procedures behind it.

Required plan content

  • Identification: facility address, coordinates, entrances, access codes, operating company, owner, emergency and technical contacts, and a current nameplate inventory.
  • System description: chemistry, enclosure and rack arrangement, ratings, state-of-charge limits, transformers, inverters, auxiliary systems and nearby exposures.
  • Hazards: thermal runaway, toxic and flammable gases, explosion or pressure release, electrical shock and arc flash, stranded energy, falling or damaged components, runoff and possible reignition.
  • Alarms and protection: detector types and locations, alarm meanings, ventilation and suppression functions, impairment status, remote-monitoring contacts and camera or data access.
  • Shutdown and isolation: step-by-step actions, device locations, confirmation methods, utility coordination and a statement of what energy remains after each action.
  • Response procedures: notification, evacuation or shelter decisions, access control, responder staging, PPE and respiratory protection, fire spread assessment, air monitoring, water and runoff management, and requests for specialized resources.
  • Damaged-system management: cooling and observation, restricted areas, temporary storage, qualified removal, transport, disposal and documentation of batteries that may retain energy.
  • Information resources: safety data sheets, manufacturer emergency instructions, HMA, test reports, one-line diagrams, contact escalation and mutual-aid arrangements.

DOE’s summary of ACP recommendations includes site overview and nameplate information, hazards, fire-protection and safety systems, response recommendations, emergency contacts and subject-matter experts, safety data sheets and PPE. NFPA’s fact sheet calls for safe-shutdown procedures, damaged-ESS removal, general emergency procedures and annual staff training.

Write procedures as decisions, not slogans

For each alarm or incident type, state who receives the alarm, what information is verified, when charging or discharging stops, when utilities are contacted, where responders stage, which areas are evacuated, and what conditions permit re-entry. Provide alternate actions for loss of communications, inaccessible disconnects, fire in an adjacent unit, visible damage without fire, and a suspected gas release. Do not promise that one tactic—such as immediate entry, flooding or ventilation—will fit every event; conditions and site design determine the safe response.

6. Coordinate with the fire department and other responders

Give responders a pre-incident plan, conduct a walk-through and demonstrate access, alarms, disconnects, ventilation controls, water supplies and monitoring. Explain that opening a disconnect may not remove all stored energy. Identify equipment that only qualified personnel may handle and the conditions that make damaged batteries unsafe to move.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Include the utility, emergency medical services, law enforcement, environmental officials, neighboring facilities and contractors where their actions affect isolation, evacuation, air monitoring, traffic control, water management or waste handling. Establish a single incident-information process so changing readings, shutdown status and re-entry decisions are shared consistently.

Indiana illustrates a state-specific approach: for covered systems generally capable of storing and releasing more than 1 MW for at least one hour using AC inverters and DC storage, subject to stated exclusions, operators are required in specified circumstances to provide responding fire departments with emergency response plans and offer annual training; the state generally requires NFPA 855 compliance. Verify the current threshold, exclusions and approvals with Indiana officials and the local AHJ.

Texas Chapter 187 is another jurisdiction-specific example. It links fire-safety rules to UL and NFPA standards and describes a site-specific emergency operations plan, HMA, document availability, drills and communication procedures, plus periodic independent fire-safety inspection. These examples demonstrate why a plan cannot be copied from another state.

7. Plan for incident tactics, toxic emissions and recovery

Response leaders should evaluate wind, terrain, nearby populations, access, exposure buildings and the possibility of prolonged monitoring. EPA identifies hydrogen, carbon monoxide, hydrogen fluoride, hydrogen cyanide and hydrogen chloride among gases for initial monitoring considerations, with additional sampling as an incident continues. Select instruments, sampling locations, respiratory protection and laboratory support with qualified industrial-hygiene and fire-service personnel.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Consider upwind or uphill staging where appropriate, exclusion zones, evacuation or shelter decisions, fire spread to adjacent units, electrical isolation, water application and runoff. Tactics depend on the event and site; the emergency plan should provide decision points rather than prescribe a universal maneuver.

NFPA’s February 2024 fact sheet says testing found water to be the most effective cooling agent for a battery ESS and relates that finding to sprinkler protection under the 2023 edition of NFPA 855. Treat that as context, not as the complete current standard or a direction to apply water without incident-specific assessment. Confirm water supply, application method, electrical controls, runoff containment and AHJ expectations in the adopted design.

Recovery can last far beyond visible flames. EPA describes a 2024 Gateway facility fire with continued flare-ups for seven days and a 2025 Moss Landing fire followed by a 24-hour evacuation of about 1,200 residents. These events illustrate why plans need prolonged air monitoring, perimeter control, public information, repeated inspections and a clear handoff from suppression to recovery.

Before damaged equipment is moved, establish that it is electrically and thermally stable, identify qualified personnel and equipment, select a controlled temporary location, and arrange compliant transport and disposal. Keep records of isolation, temperature observations, gas readings, re-energization decisions, waste characterization and final disposition.

8. Inspect, maintain, train and drill

Set inspection frequencies from the adopted code, manufacturer instructions, permit conditions and risk assessment. Track detector calibration, alarm tests, ventilation operation, suppression valves and pumps, emergency power, disconnect labeling, access routes, drainage, enclosure condition, monitoring communications and software or control changes. Document impairments, compensatory measures, notifications and restoration.

Train operators at least annually where required and whenever the system, hazards, procedures or personnel change. Training should cover alarm interpretation, safe shutdown, evacuation, communications, PPE limits, residual energy, damaged-battery isolation and re-entry authority. Fire-department training should include a practical tour and tabletop exercises using the actual plan.

Drills should test more than a notification call. Exercise loss of remote monitoring, an inaccessible disconnect, a fire in one enclosure with exposure to another, toxic-gas alarms without visible fire, prolonged reignition, evacuation, runoff control and transfer to a recovery contractor. Record times, decisions, communication failures and corrective actions; assign owners and due dates for every finding.

9. Compare sites or designs using consistent decision axes

There is no universal scoring method or weighting in the cited guidance. Use a documented comparison matrix, explain evidence and uncertainty, and have the AHJ and qualified engineers review conclusions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Detection and protection Are detection, suppression, ventilation, explosion mitigation, isolation and monitoring listed, maintained and powered? Design documents, inspection and impairment records
Responder readiness Can responders find controls, understand residual energy, communicate and obtain specialist support? Pre-incident plan, training attendance, drill records
Recovery and community consequence Can the site manage toxic emissions, reignition, damaged batteries, evacuation and public information for an extended event? Emergency procedures, contracts, monitoring and disposal plans

10. A practical assessment sequence

  1. Identify the AHJ and adopted requirements. Record code editions, amendments, permits, state rules and review contacts.
  2. Freeze the design basis. Confirm the installed chemistry, ratings, architecture, layout and operating modes; log all deviations from approved drawings.
  3. Verify the evidence package. Obtain drawings, listings, HMA, test reports, monitoring procedures, fire-protection records and maintenance history.
  4. Walk the site. Check separation, access, labels, disconnects, detectors, ventilation, suppression, water, drainage, fencing and neighboring exposures.
  5. Trace credible events. Follow thermal runaway, gas release, external fire, control loss, electrical fault and post-shutdown scenarios through detection, alarm, isolation and responder actions.
  6. Resolve testing and HMA gaps. Ask the AHJ and fire-protection engineer whether additional analysis or evidence is required and document limitations.
  7. Write and share the emergency plan. Include contacts, hazards, shutdown, access, communications, PPE, air monitoring, damaged-system handling and recovery responsibilities.
  8. Exercise the plan. Train operators and responders, run drills, correct findings and control revisions.
  9. Maintain readiness. Inspect systems, manage impairments, update contacts and drawings, and repeat the review after modifications, incidents or code changes.

What a defensible conclusion looks like

A defensible assessment states the jurisdiction and adopted rules, describes the actual system and surroundings, ties each major hazard to an engineered safeguard and supporting evidence, and identifies unresolved assumptions. It shows that responders helped shape the plan, know the limits of isolation and have practiced communications and access. It also covers the period after extinguishment, when stranded energy, toxic gases, damaged cells, runoff and reignition can still threaten workers and the community.

Communities should consult BESS safety experts when considering and designing installations, as the U.S. Environmental Protection Agency advises. Use that consultation alongside the AHJ’s determination, qualified fire-protection engineering and direct responder participation.
