Assess a plastic pyrolysis plant as a site-specific chemical process, not as a generic recycling project. First document the actual feedstock, reactor and operating envelope, products, release points, controls and nearby receptors. Then quantify stack and non-stack releases, apply the jurisdiction’s screening method, model impacts that cannot be screened out, and perform a separate process-safety review covering loss of containment, fire, explosion, toxic exposure and abnormal operation. State every assumption, identify uncertainty, verify safeguards and monitoring, and compare residual risks with credible alternatives. A checklist alone cannot certify safety or compliance.

What a plastic pyrolysis plant does—and why the definition matters

Plastic pyrolysis is thermal treatment in the absence of oxygen. The US Environmental Protection Agency describes a typical range of 400–800°C and outputs of pyrolysis oil, hydrocarbon gases and char. Polyolefins are commonly targeted feedstocks. This is different from direct combustion: the process is intended to break polymers into products, while combustion oxidizes material. The distinction makes reactor atmosphere, gas recovery, product storage and any downstream combustion or flaring central to the assessment.

Do not assess a plant from its label alone. “Pyrolysis” may cover different reactors, feed preparation systems, condensers, gas-treatment units, boilers, flares and storage arrangements. A credible review defines the actual process and its boundaries, including what happens to non-condensable gas, off-specification oil, char, contaminated feed and residues.

1. Set the scope and collect facility data

Before calculating an emission rate or judging a safeguard, obtain a process description that reflects the proposed or operating installation. Record the following in a controlled design basis:

  • Abnormal conditions: loss of power or cooling, blocked lines, failed controls, high pressure or temperature, off-specification feed, emergency venting, firewater, maintenance opening and shutdown purging.

Require a mass and energy balance for each material and operating case, together with the assumptions behind yields and control efficiency. The EPA notes that conversion technologies may accept some contaminated or multilayer plastics that mechanical recycling cannot readily handle, but feedstock quality and quantity still require monitoring. Operators should be able to explain inputs, product yields, processing feasibility and environmental impacts to regulators and communities.

Separate facts from estimates

Mark each input as measured, demonstrated in a comparable trial, supplied by a vendor, modelled or assumed. A design that has only a nominal emission factor should not be presented as having demonstrated performance. Identify which assumptions control the result—for example, chlorine content, gas composition, maximum feed rate or destruction efficiency—and test them in sensitivity cases.

2. Build a source–pathway–receptor model

For every credible release, write down three linked elements:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Source: what is released, at what rate, temperature, duration and physical form?
  2. Pathway: how can it travel—stack dispersion, fugitive leakage, odour, noise, deposition, stormwater, wastewater, soil or groundwater migration?
  3. Receptor: who or what could be affected, at what location and exposure time?

Map workers, nearby residents, schools, hospitals, workplaces, ecological receptors, protected or conservation sites, surface water, groundwater and agricultural or recreational land. Include the plant boundary and off-site transport routes where loading, unloading or product transfer can release material.

The England permit-risk framework expects an explanation of sources, pathways, receptors and controls, including accidents, odour, noise, fugitive and visible emissions. If a pathway is screened out, state the physical or administrative reason: for example, an impermeable contained area with verified drainage isolation, or a release point that cannot reach a receptor under the defined operating conditions. “Not considered significant” is not an explanation by itself.

3. Quantify and screen air emissions

Build a pollutant inventory

Start with feedstock chemistry and the process flow diagram. Inventory pollutants from reactor vents, heaters, boilers, flares, product condensers, storage tanks, loading, material handling and emergency or maintenance releases. Consider particulate matter, volatile organic compounds (VOCs), acid gases, combustion products, metals and any substance created by additives or contaminants. Include fugitive sources where seals, valves, pumps, connectors, hatches or open handling can release vapour.

Use measured test data where representative. If measurements do not exist, the Environment Agency’s air-emissions method calls for estimates, preference for similar operations or trials where possible, and otherwise worst-case assumptions that are clearly stated. Apply control-device performance only within the conditions for which it is demonstrated: a condenser’s efficiency depends on composition and temperature, while an oxidizer’s destruction performance depends on residence time, mixing and operating temperature.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Calculate process contributions

For each substance and operating case, calculate both short-term and long-term process contributions (PCs). In a dispersion assessment, the basic relationship is a release rate multiplied by an appropriate dispersion factor, with averaging time matched to the applicable standard. The Environment Agency states: “You must calculate both your short term and long term PC (process contribution) to air for each substance.”

Screen each PC against the current jurisdictional screening criteria. A result below a screening threshold is a decision point in that regulator’s method, not proof that the plant has no impact and not a universal legal limit.

Add background and calculate predicted environmental concentrations

Where screening does not rule out an effect, combine the process contribution with an appropriate background concentration to obtain the predicted environmental concentration (PEC). Background data must represent the receptor and averaging period; explain the monitoring station, year, interpolation and any adjustment for local conditions. Compare the PEC with the relevant environmental standard or assessment level for the substance and receptor.

Use detailed dispersion modelling when required

Obtain specialist dispersion modelling when emissions fail screening, when receptors are close, when terrain or buildings could affect plume behaviour, or when ecological deposition and cumulative effects require a more resolved analysis. The model should use the actual stack geometry, exit conditions, operating schedule, controls, terrain, building effects, receptor grid and representative meteorology. Check model inputs and perform sensitivity cases for maximum credible emissions.

A historic Environment Agency determination for a proposed plastic pyrolysis installation near Chelveston illustrates the approach: it assessed stack dispersion and nearby residential and sensitive habitat receptors with ADMS 5.2 and five years of meteorological data from Bedford (2006–2010). Those details describe that 2019 application; they are not default assumptions for a new site. A different location may require different meteorological years, ecological receptors, terrain treatment or model configuration.

Treat uncertain VOC composition conservatively—but by jurisdiction

The UK guidance says to provide VOC constituent details and, where constituents cannot be identified, treat the unknown fraction as 100% benzene unless another treatment is explained. That is a UK assessment instruction, not a worldwide emissions limit or a rule that automatically applies elsewhere. In any jurisdiction, explain how unidentified compounds, speciation uncertainty and toxicological endpoints were handled.

4. Assess impacts beyond the main stack

A permit risk review should not stop at modelled stack concentrations. Examine:

  • Fugitive releases: leaks from pumps, valves, flanges, seals, tanks, transfer lines and sampling points; include inspection, leak detection and repair intervals.
  • Accidental releases: ruptured lines, failed relief devices, tank overfill, fire exposure, emergency venting and loss of containment during maintenance.
  • Odour: feedstock reception, storage, condensate, oil handling, char and wastewater; define complaint response and corrective actions.
  • Noise and visible emissions: fans, shredders, compressors, flares, loading, night operation, smoke and abnormal plume conditions.
  • Water and land pathways: contaminated runoff, firewater, process wastewater, tank leaks, char storage, deposition and groundwater migration.
  • Cumulative effects: nearby industrial sources, traffic, existing background pollution and ecological loads.

Local conditions can lead a regulator to impose stricter conditions or refuse an application. The Chelveston determination states: “If, as a result of reviewing of the risk assessment and taking account of any additional techniques that could be applied to limit emissions, we consider that emissions would cause significant pollution, we would refuse the Application.”

5. Perform a separate process and worker-safety analysis

Environmental dispersion modelling does not demonstrate that workers are protected from a flash fire, pressure excursion or toxic exposure. Conduct a process hazard analysis (PHA) appropriate to the process complexity and update it for design changes, incidents and new information.

Analyze credible deviations and loss-of-control cases

At minimum, examine the following scenarios and connect each to prevention, detection, isolation, mitigation and emergency response:

  • Loss of containment of flammable gas, pyrolysis oil or contaminated condensate.
  • Ignition, flash fire, pool fire, vapour-cloud explosion or explosion in a vessel, duct or building.
  • High or low reactor temperature, pressure excursion, blocked outlet, failed relief or loss of vacuum.
  • Oxygen ingress into hot equipment, air leakage during feeding, and unsafe purging or inert-gas failure.
  • Toxic exposure from feed contaminants, process vapours, combustion products, char dust or maintenance residues.
  • Loss of electricity, cooling, instrumentation, combustion air, inert gas or control-system function.
  • Off-specification feed, excessive halogens or metals, wet feed, foreign objects and failed sorting.
  • Start-up, shutdown, line breaking, sampling, confined-space entry, hot work and contractor activities.

For each scenario, verify alarm set points, independent shutdowns, pressure relief, isolation valves, inerting, ventilation, gas detection, fire protection, safe discharge locations, access control, operating procedures, inspection and training. Recommendations should have an owner, due date and verification record before start-up or the relevant change.

US process-safety management applicability

In the United States, OSHA’s Process Safety Management rule, 29 CFR 1910.119, applies only when its coverage criteria are met. One condition involves a process containing a Category 1 flammable gas or specified low-flashpoint flammable liquid at or above 10,000 pounds (4,535.9 kg), subject to exceptions and the rule’s other criteria. Do not assume every pyrolysis plant is covered; check the actual chemical inventory, concentration, process and thresholds.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a covered process, OSHA requires a PHA that is appropriate to the complexity of the process and that identifies, evaluates and controls the hazards involved. The review includes process hazards, prior incidents, safeguards and their failure consequences, facility siting, human factors and potential workplace effects. The rule also includes management of change, pre-startup review and emergency-planning requirements. A plant outside PSM coverage still needs a competent process-safety analysis under applicable law and accepted engineering practice.

UK and other jurisdictions

UK Health and Safety Executive waste-industry guidance notes that waste and energy-recovery operations may require consideration of dangerous substances and explosive atmospheres, pressure systems, confined spaces, electrical safety and control of substances hazardous to health. That material is general waste-sector guidance, not a pyrolysis-specific design code. Use a competent process-safety team familiar with the actual equipment, chemistry and local requirements.

6. Specify safeguards, monitoring and emergency arrangements

Controls should be tied to the scenario they are intended to prevent or mitigate. A useful safeguard register identifies the initiating event, independent protection layers, proof-test interval, bypass controls, failure response and evidence that the layer is available during start-up and abnormal operation.

Environmental monitoring

  • Define stack-testing methods, operating conditions, sampling locations, detection limits and laboratory quality assurance.
  • Specify continuous instruments where required for combustion, oxygen, pressure, temperature or key pollutants; document calibration, validation and data availability.
  • Use leak-detection and repair records for fugitive sources, with action levels and reinspection dates.
  • Track feedstock composition, throughput, operating temperatures, control status, product yields, flaring and shutdowns so emission estimates can be reconciled with actual operation.
  • Set complaint, odour, visible-emission and incident-reporting procedures that trigger investigation rather than merely recording events.

Consumer air-quality monitors, portable detectors or general respirators cannot substitute for calibrated industrial monitoring, laboratory analysis, permit-grade dispersion modelling or a PHA. Instrument selection must follow the hazard, concentration range, response time, certification and maintenance requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Emergency response

Emergency plans should cover isolation, evacuation, firewater containment, mutual aid, communication with regulators and neighbours, medical response, re-entry criteria and post-incident sampling. Exercise credible cases such as a gas release with ignition, a reactor overpressure, a tank fire, toxic smoke and loss of utilities. Confirm that responders know product inventories, shutoff locations, drainage controls and the limits of fixed and portable detection.

7. Compare alternative designs on the same basis

When reviewing competing plant designs or a pyrolysis proposal against another waste-management option, hold the assessment basis constant. Otherwise a design can appear cleaner simply because it was assigned a lower feed contamination, fewer operating hours or more favourable weather.

Comparison area Questions to ask Evidence to distinguish
Feedstock and quality assurance What plastics and contaminants are accepted? How are loads sampled, rejected and recorded? Measured incoming data and trial results versus contractual or vendor assumptions.
Operating envelope What are normal, maximum, turndown, start-up, shutdown and upset conditions? Commissioning data, control narratives and alarm histories versus design intent.
Pollutant inventory Which substances arise from feed, reactor, combustion, storage and handling? Validated analyses and representative tests versus generic emission factors.
Controls What removal or destruction performance is demonstrated, and under what composition and load? Source tests and guaranteed ranges versus unsupported efficiency claims.
Receptors and modelling Are residents, workers, habitat, protected sites, water and cumulative sources included? Site-specific model inputs and sensitivity cases versus screening-only statements.
Accidents and safeguards What can burn, explode, overpressure or expose workers, and how are those events prevented and mitigated? PHA actions, proof tests and emergency exercises versus a generic checklist.
Residuals and water How are char, wastewater, contaminated firewater and off-specification products contained and disposed of? Waste classifications, containment design and disposal routes versus assumed outlets.
Uncertainty and residual risk Which assumptions dominate the result, and what monitoring will verify them? Quantified sensitivity, contingency controls and permit conditions versus a single headline number.

EPA guidance recommends transparent communication of inputs, yields, allocated recycled content, processing feasibility and environmental impacts. Present measured performance, modelled estimates and worst-case assumptions in separate columns or paragraphs so decision-makers do not confuse them.

8. Check the legal framework for the actual site

Requirements vary by country, state, province and permit type. Confirm current rules with the regulator rather than importing a limit or exemption from another jurisdiction. The source set for this framework combines England permitting guidance and a historic England determination with US EPA descriptions and OSHA requirements; it does not establish a globally applicable checklist of legal limits or a universal safe exposure figure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

England’s RPS 112, updated 2 December 2025, is a narrow regulatory position for specified waste-plastic heat treatment as part of an extrusion process under stated T4/U9 conditions. It includes restrictions such as eligible plastics and no more than 100 tonnes per week, and it does not remove the legal requirement for a permit where one is required. It is not a general authorization for a commercial-scale pyrolysis plant.

The US EPA has described an advance notice of proposed rulemaking on pyrolysis and gasification units as information gathering toward possible regulation. An advance notice is not a final pyrolysis rule. Check the current federal, state and local requirements, including air, waste, water, fire, building and worker-safety obligations.

9. Document a decision that can be audited

A defensible assessment package should allow another qualified reviewer to reproduce the conclusion. Include:

  • A signed process description, site plan, flow diagrams and equipment list.
  • Feedstock specifications, sampling data, mass and energy balances and yield assumptions.
  • Emission calculations for normal and abnormal cases, control efficiencies and source-test evidence.
  • Screening calculations, background data, PECs, model files, meteorology, receptor grids and sensitivity results.
  • Source–pathway–receptor maps covering air, odour, noise, water, land, accidents and ecological deposition.
  • PHA or equivalent hazard-study worksheets, safeguard registers, management-of-change records and pre-start-up actions.
  • Monitoring, calibration, maintenance, inspection, training and emergency-response procedures.
  • A comparison matrix showing alternatives on identical assumptions and a clear list of residual risks, uncertainties and conditions needed for operation.

The final conclusion should be conditional and specific: identify which operating envelope was assessed, which controls are required, what remains uncertain, how performance will be verified and what event would require reassessment. It should never imply that a generic method proves a particular plant safe, compliant or harmless to health.
