Start with that board’s official portal, app or local labour office: registration rules, benefit forms, document lists and status tools vary by jurisdiction. The steps below explain the general route without treating one state’s process as a national procedure.
1. Find the BOCW board for your state or Union Territory
Welfare assistance is administered through jurisdiction-specific boards. Use the official BOCW board channel for the place where you work, not a portal selected solely because it appears in a general search. For example, Himachal Pradesh lists a portal and Labour Welfare Office route, Meghalaya provides an online registration and benefits portal, and Punjab has a government app for applications and status checks. These are examples, not interchangeable services.
If you are unsure which board covers your work, contact the relevant state or Union Territory labour department or local labour office and ask for the official BOCW welfare-board application channel.
2. Check beneficiary registration and the benefit’s rules
Meet the Act’s registration baseline
Section 12(1) of the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 says a worker is eligible to register as a beneficiary if they are at least 18 but under 60 and have worked in building or other construction for at least 90 days during the preceding 12 months. The official Act text hosted by the Meghalaya board sets out this baseline. It is not, by itself, a guarantee of eligibility for a particular welfare benefit.

Confirm the scheme and membership conditions
Before applying for a cash, education, medical, pension, maternity, death or other benefit, read that board’s current scheme details. A scheme may impose additional qualifications, a required period of board membership, current contribution or renewal conditions, or particular supporting documents. Confirm that the worker’s beneficiary registration is active and that the chosen scheme applies to their circumstances.
Renew if the local board requires it
Renewal rules are not uniform. For instance, Himachal Pradesh says renewal is due every three years and requires the latest employment certificate. Follow your own board’s instructions rather than applying that cycle elsewhere. Himachal Pradesh Labour Department

3. Prepare the documents on your board’s checklist
Gather records only after checking the checklist for the specific registration, renewal or benefit application. Depending on the service, boards may request identity and age proof, evidence of construction work, a photograph, bank details, nomination information, declarations or a fee receipt.
Local lists differ. Meghalaya’s portal, for example, lists a photograph, ID proof, employer certificate and bank passbook among new-account enclosures. Odisha’s board lists items including age proof, an employment certificate, nomination form, bank passbook copy, fee receipt and applicable declarations. Neither example is a nationwide checklist. 4. Submit through the official channel
- Open your jurisdiction’s official channel. Use the BOCW board portal or app, or visit the Labour Welfare Office serving the worker’s area if that board provides an in-person route.
- Choose the correct service. Apply for beneficiary registration or renewal first if required; otherwise select the specific welfare scheme.
- Complete the form and provide the requested records. Upload files through the portal or submit the documents as directed by the board. Check that names, dates and bank details match the supporting records.
- Save the acknowledgement and application number. Keep a copy of the submitted form and documents, screenshots where useful, and any official SMS or email. You will need the acknowledgement details to follow up.
Available channels depend on location. Meghalaya offers online registration and benefits services; Punjab’s government app supports beneficiary registration, scheme applications and status checking; Himachal Pradesh lists both its portal and the jurisdictional Labour Welfare Office. 5. Track the application
- Return to the same board’s status service or app. Use the official channel for the state or Union Territory where you applied.
- Select the service category that matches your application. Depending on the portal, this may be registration, renewal or a welfare-scheme claim.
- Enter the acknowledgement or application number. Delhi’s scheme guidance describes choosing the service type and entering the acknowledgement number; Punjab’s app listing says it supports status checks for registration and welfare schemes. Delhi guidance on myScheme · Punjab app listing
The exact screen labels and tracking route depend on the board. Match the service type and number to your acknowledgement rather than assuming every portal uses the same form or terminology.

6. If the status is missing, pending or incomplete
- Compare the number you entered with the acknowledgement and confirm that you selected the right service category.
- Check the portal or app for a request to correct information or provide additional documents.
- If you cannot resolve it online, contact the board using its published support details or ask the jurisdictional labour office what is needed. Keep your application number and relevant acknowledgement available.
- Do not assume there is a national processing time. Himachal Pradesh displays a 30-day service limit for registration under its public-service guarantee; that limit is specific to that service and jurisdiction, not a general deadline for all boards or welfare claims. 7. What to do if a registration application is rejected
For a decision on beneficiary registration, section 12(4)–(5) of the 1996 Act provides that an application may not be rejected without giving the applicant an opportunity to be heard, and that a person aggrieved by a decision under subsection (4) may appeal within 30 days to the Board’s Secretary or another officer specified by the Board. The relevant text is in the Act hosted by the Meghalaya board.
This statutory appeal provision concerns a registration decision. It should not be assumed to set the appeal deadline or remedy for every welfare-scheme claim. Read the decision notice and follow the relevant board’s rules for that application.
