Address a construction labor shortage by identifying which roles and project phases are constrained, recruiting through several local channels, and building qualified capacity through supervised training and retention. Do not solve a headcount gap by lowering qualification standards, reducing competent supervision, or assigning safety- or quality-critical work to people who are not ready. Make schedule and staffing decisions around the qualified workforce actually available.
The challenge is widespread among surveyed US contractors. In the Associated General Contractors of America (AGC) and NCCER’s 2025 Workforce Survey Analysis, 92% of firms that were hiring reported difficulty finding qualified workers; 57% said available candidates lacked essential skills or an appropriate certificate or license. Those results describe survey respondents, not every construction employer, but they point to a practical distinction: filling a vacancy and supplying a qualified worker are not the same thing.

What the shortage means for project delivery
A labor shortage can be a shortage of people overall, of workers in a particular trade, of experienced workers, or of people with the credentials needed for a specific assignment. Those problems require different responses. More applications may help with an open entry-level position, for example, but will not immediately supply an experienced superintendent or a properly qualified specialist.
The 2025 AGC/NCCER analysis found that 88% of firms directly employing craft workers had craft openings, while four-fifths had salaried openings. Mechanics, iron workers, electricians, and crane or heavy-equipment operators were among the hardest-to-fill craft positions; superintendents were especially difficult to find among salaried roles. The analysis also found that 45% of respondents said shortages of their own or subcontractors’ workers caused project delays in the prior year, and 78% reported at least one delayed project. These are respondent-reported figures, not a forecast of the effect on any particular job.

Other industry surveys likewise describe pressure but should not be treated as interchangeable measurements. In AGC’s 2024 survey account, 94% of surveyed firms reported difficulty finding workers, and half said new hires failed to show up or quit soon after starting. AGC and Sage’s 2025 outlook report said 59% of contractors selected insufficient workers or subcontractors, 56% selected worker quality, and 42% selected rising direct labor costs among their top three concerns for 2025. The survey wording, respondents, and year differ, so these percentages do not establish a year-over-year trend or a universal national headcount.
For a project leader, the useful question is not simply “How many people are missing?” It is “Which qualified capacity is missing, where will the gap affect the work, and what can the project safely do about it?”
Diagnose the bottleneck before choosing a response
Map roles, skills, and credentials
List open positions by trade, experience level, credential or license requirement, and project assignment. Separate craft roles from salaried roles and supervisory positions. For each vacancy, determine whether the constraint is:

Pick the symptom - the matching free tool is one click away.
- Headcount: there are too few available people for the planned workload.
- Qualification: applicants do not yet have the relevant skills, certificate, or license.
- Experience: a worker may be trainable but cannot yet perform independently at the required level.
- Supervision: the team lacks enough capable supervisors or instructors to safely bring more people onto the work.
- Retention: hiring activity is not translating into a stable workforce because people leave, fail to report, or are not a good fit for the work.
Use the distinction to avoid counting a new hire as immediate capacity before their qualifications and readiness for assigned tasks have been verified.

- Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure
Connect the gap to the schedule and work sequence
For each affected project, identify the phase, task, and crew that depend on the missing role. Ask which subcontractor commitments are essential, whether a single absent specialty could block follow-on work, and which activities can be resequenced without creating unsafe congestion or disrupting quality checks. Review the assumptions with the project superintendent and relevant subcontractors rather than relying on a single top-line headcount.
Keep the diagnosis specific enough to guide a decision. “We need more workers” does not tell a recruiter which candidates to seek, a trainer what to teach, or a scheduler which activities are at risk. “We need qualified electrical workers for a defined phase, and the current crew has limited capacity to mentor newcomers” gives each function a problem it can address.
Recruit through multiple local entry points
Use more than job postings. In the 2025 AGC/NCCER survey, 55% of firms reported adding online recruitment strategies and 52% reported engaging with career-building programs at high schools, colleges, or career and technical education (CTE) institutions. AGC’s 2024 survey account describes construction academies, pre-apprenticeship and registered apprenticeship programs, CTE teacher networks, and career fairs supported by AGC chapters. These are examples of channels firms use; the surveys do not establish one universally best recruiting source.

- Online outreach: Make openings easy to find and clear about the trade, expected experience, location, work conditions, and qualifications. Direct interested candidates toward a real conversation or application step.
- Schools and CTE providers: Explain local roles and career paths to students, educators, and career advisers. Coordinate outreach with the trades and hiring needs in your area rather than offering a generic presentation.
- Pre-apprenticeship and apprenticeship connections: Talk with relevant sponsors or providers about candidate preparation, entry requirements, and the transition from instruction to supervised work. Confirm that the program fits the occupation and jurisdiction.
- Referrals and existing networks: Ask current employees and subcontractors to help reach candidates, while applying the same qualification checks to referred applicants as to everyone else.
- Career fairs and community events: Use these to explain roles and collect genuine leads, then follow up promptly with the next step and the information candidates need.
Track the route from initial contact to qualified hire, not just the number of applications. If a channel attracts interest but few applicants meet the essential requirements, adjust the outreach or connect it to training. If qualified candidates do not proceed, investigate the hiring process and the conditions being offered. Local labor supply and trade needs vary, so review results by role instead of declaring a single channel successful across the company.

Turn training into qualified capacity, not just orientation
Training is a way to develop capacity, but a worker who has attended orientation is not automatically ready for every task. The 2025 AGC/NCCER analysis found that 57% of firms said available candidates lacked essential skills or an appropriate certificate or license. In the same survey, 42% of firms said they had initiated or increased spending on training and professional development in the previous 12 months. The figures show reported skill gaps and employer activity; they do not compare training programs or prove that a particular curriculum improves outcomes.
Use a staged training and qualification process
- Define the work and its prerequisites. Identify the actual tasks, hazards, quality requirements, credentials, and level of independence expected for the assignment. Check applicable requirements for the work and jurisdiction.
- Assess what the worker already knows. Review relevant experience and credentials, then verify practical readiness rather than inferring it from a job title or résumé alone.
- Provide site- and task-relevant instruction. Cover the project’s work plan, hazards, controls, communication expectations, inspection requirements, and escalation process. General learning materials can supplement instruction but cannot replace employer instruction, required credentials, competent supervision, or site-specific rules.
- Pair instruction with supervised practice. Assign a qualified mentor or supervisor who can observe the work, answer questions, and intervene. Match the amount of oversight to the task and the worker’s demonstrated readiness.
- Verify readiness before expanding responsibility. Confirm that the worker can perform the assigned task to the required standard and follow its safety controls. Record qualifications and training in a way project leaders can check.
- Reassess when the task changes. A worker’s readiness for one task does not automatically qualify them for a different, more hazardous, or more technically demanding assignment.
Coordinate with apprenticeship sponsors, CTE providers, or other education partners when their programs fit the role. Clarify what candidates will learn, what credentials the program does or does not provide, and which project-specific instruction remains the employer’s responsibility. Do not treat a program name or a completed course as proof of competence for work it does not cover.
Protect safety and quality as non-negotiable constraints
A shortage does not justify putting an unqualified person on hazardous or quality-critical work, reducing required supervision, skipping inspections, or treating automation as a replacement for competent workers. Capacity planning should start from the people who can perform the work safely and to specification—not from a target number of bodies on site.
Set assignment and escalation rules
- Make task prerequisites and limits of responsibility clear to the worker and supervisor.
- Confirm that required instruction, credentials, work plans, and supervision are in place before the assignment begins.
- Define who can stop work and how to report a hazard, uncertainty, defect, or condition outside the plan.
- Keep required inspection and verification steps in the sequence even when the schedule is under pressure.
- When qualified coverage is unavailable, escalate the issue to project leadership and consider resequencing, additional qualified support, or a revised schedule rather than informally expanding an unqualified worker’s duties.
These are operational safeguards, not effect sizes established by the cited workforce surveys. Those surveys describe hiring, training, and delay conditions; they do not test the impact of particular safety or quality interventions.

Improve retention by examining the whole employment experience
Hiring more people will not build durable capacity if new hires do not arrive, leave soon after starting, or cannot see a path to grow. AGC’s 2024 survey account said half of firms reported that new hires failed to show up or quit soon after starting. The 2025 AGC/NCCER analysis found that seven out of eight firms raised base pay as much as or more than a year earlier. These findings identify reported problems and employer responses; they do not prove a particular retention formula.
Look for fixable reasons people leave
Review pay and benefits alongside predictable scheduling, communication, supervisor capability, onboarding, and the day-to-day work environment. Ask new hires and departing employees what made the job difficult to start or continue. Compare answers by crew, role, location, and point in the employment process so that a broad policy change is not used to solve a local management problem.
Make the first weeks understandable: explain where to report, who to contact, what equipment or documentation is needed, what the job entails, and how questions or concerns are handled. Ensure supervisors know how to assign work, explain expectations, and give feedback. If workers repeatedly leave a particular crew or role, investigate that pattern before increasing recruitment volume.
Use technology only against a defined bottleneck
Project-management, document, or training tools may help address an identified coordination or information problem. Automation may be worth considering for a specific task. But technology adds implementation, training, maintenance, and oversight needs of its own; adopting a tool does not by itself create qualified labor or establish that work is safer or better.

In the 2025 AGC/NCCER survey, 45% of firms believed AI and robotics would positively affect construction jobs by automating manual, error-prone tasks, and 44% expected improvements to job quality, safety, or productivity. These are contractor expectations, not independently measured results. AGC and Sage’s 2025 outlook also captured contractors’ concerns about labor and material prices, but it does not establish that technology will resolve those constraints.
Evaluate a tool before relying on it
- Name the task or verified bottleneck the tool is intended to address.
- Check whether the task is suitable for the tool and what human skills, training, maintenance, and oversight remain necessary.
- Plan implementation and training without assuming the tool can be used effectively on day one.
- Set a baseline and measure task-specific results, such as rework, schedule reliability, or relevant safety observations, before and after adoption.
- Keep a responsible person accountable for decisions and work verification; do not treat an automated output as a substitute for required professional judgment or inspection.
Do not claim an improvement from adoption alone. A result needs to be measured in the context of the task and project, and the cited surveys do not provide head-to-head evidence that a particular technology improves safety, quality, or productivity.
Plan capacity honestly and communicate schedule risk early
Build staffing assumptions from qualified workers expected to be available, the needs of each project phase, and realistic subcontractor commitments. Sequence work to avoid overloading crews, and identify dependencies that could leave follow-on trades waiting. When a gap threatens a milestone, tell the project owner and affected teams early enough to discuss options; concealing the constraint until the work is blocked reduces the opportunity to adapt.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →There is no universal staffing ratio or exact national shortage count established by the cited surveys. The 2025 AGC/NCCER finding that 45% of respondents reported delays caused by shortages—and that 78% had at least one delayed project—shows that respondents experienced schedule consequences, not how many workers every project needs. Use project-specific scope, sequencing, qualifications, and available subcontractor capacity to make the plan.
Choose a response using evidence from your own operation
Recruitment, training, retention changes, subcontracting, resequencing, and technology are not interchangeable fixes. Compare options using the constraints that matter to the role and project rather than relying on a generic claim that one approach is fastest or best.
| Decision factor | Questions to answer |
|---|---|
| Time to deploy | How soon can this option supply productive, qualified capacity, including onboarding or implementation time? |
| Local candidate supply | Are suitable candidates available in the project’s labor market, school, CTE, or apprenticeship network? |
| Qualification reached | What skills, experience, credentials, or license will the person actually have for the assigned work? |
| Instruction and supervision | Who can train, mentor, verify readiness, and oversee the work without overloading existing supervisors? |
| Retention burden | Will the option address why people leave or fail to start, or merely add more recruitment activity? |
| Cost per qualified worker | What are the costs of recruiting, training, supervision, and any needed implementation—not just the initial expense? |
| Schedule risk | Which task or milestone becomes more reliable, and what dependencies remain vulnerable? |
| Safety and quality evidence | What task-specific measures will show whether performance is acceptable, and who will verify it? |
The industry surveys do not rank these approaches or provide comparative outcome data on these factors. Use them as a decision framework, then review actual hiring, qualification, schedule, rework, and safety information from your own projects. Change course when an approach is not producing the capacity or verified performance needed.
