The earthquake explains the shaking; it does not, by itself, settle why this particular building failed. Questions about design, construction, materials, procurement and individual responsibility remain matters of investigation and legal proceedings.
Which building collapsed in Bangkok?
The building was the new headquarters of Thailand’s State Audit Office (SAO), which was still under construction when it collapsed on 28 March 2025. Thailand’s Department of Special Investigation (DSI) described it as a 30-storey building and put its value at 2.136 billion baht in a briefing published on 2 April 2025.
The SAO said on 29 March that it had formed an independent investigation committee and invited technical experts to assess the structural failure and disaster impact. That response began a separate inquiry into the building’s failure; it did not establish a final cause or assign legal responsibility.
How did an earthquake in Myanmar affect Bangkok?
The earthquake and the distance
The Natural Hazards Commission Toka Tū Ake describes the 28 March 2025 event as a Mw 7.7 earthquake in the Mandalay region of Myanmar. Bangkok is more than 1,000 kilometres from the epicentral source region, but the earthquake produced strong shaking across Thailand. Distance alone does not mean a large earthquake will be imperceptible far from its source.

Bangkok’s basin setting
Bangkok sits on a deep sedimentary basin. The commission’s 2026 reconnaissance summary says the event gave researchers an opportunity to study how high-rise buildings performed there. The basin is important context for understanding the shaking and the observed building response, but the summary does not establish that basin effects alone caused the SAO tower to collapse.
What did investigators report about the SAO building?
Early questions were not findings of guilt
On 2 April 2025, DSI announced that it had accepted the collapse as a special case. Its inquiry included whether a company involved in the joint venture used nominee shareholding arrangements, whether competition for state contracts was fair, and whether materials met Thai standards. These were investigative questions, not determinations that wrongdoing had occurred.

Engineering findings reported by the SAO
In a report dated 27 December 2025, The Nation relayed findings attributed to an SAO update. The SAO reportedly said average concrete core test results fell below specification, drawings and details did not comply with applicable law, and reinforcing steel had short anchorage at a link-beam and shear-wall connection. These are reported findings from the SAO’s update, not a final court ruling.
Those reported details matter because a building’s response to shaking depends on its design and construction as well as the earthquake itself. But the available reporting does not establish a final technical or judicial determination that any one deficiency, on its own, caused the collapse.

What happened in the legal case?
On 27 December 2025, the Associated Press reported that Thai prosecutors had indicted 23 individuals and companies, including the lead contractors. The reported charges included alleged professional negligence connected with design, supervision or construction, and forgery or use of forged documents. AP also reported that an investigation found design and structural flaws and that some approved designs were not implemented.
An indictment is an accusation, not a conviction. The cited reporting does not establish final court outcomes, so the accused should not be described as having been found guilty. Nor do the early DSI questions about procurement, shareholding or materials standards establish those allegations as fact.

What does the Bangkok reconnaissance say about other buildings?
A Natural Hazards Commission Toka Tū Ake summary published on 24 June 2026 describes a reconnaissance mission that investigated ten Bangkok buildings. The team used temporary seismic instruments, visual inspections, functionality surveys and discussions with practitioners. Its findings describe the surveyed buildings, not every building in Bangkok.
- Non-structural damage—such as damage to infill walls, ceilings and façades—was the most widespread pattern reported.
- The mission also observed isolated shear-wall failures and noted that vertical irregularities amplified damage patterns.
- Lifts were out in 70% of the buildings visited. That figure applies to the mission’s ten-building sample, not to the city as a whole.
- Essential services generally recovered within hours to days in the buildings covered by the summary.
These observations help distinguish common disruption and non-structural damage from the exceptional collapse of the unfinished SAO tower. The reconnaissance summary does not make the surveyed buildings a direct comparison set for the tower or determine why it failed.
What is established—and what remains unresolved?
The earthquake occurred, strong shaking reached Thailand, and the unfinished SAO headquarters collapsed that day. The SAO later reported engineering and design concerns, while prosecutors indicted individuals and companies on charges that remain accusations in the reporting cited here. Those facts belong to different levels of explanation: the earthquake was the physical event, while whether design, construction, procurement or conduct contributed to the collapse—and who bears responsibility—must be resolved through technical and legal processes.
