There is no single universal height limit for a mass timber building. Under the 2021 and 2024 International Building Code (IBC), the commonly cited maximum story allowances for mass-timber construction types are 18 stories for Type IV-A, 12 stories for Type IV-B and 9 stories for Type IV-C. Those are orientation figures, not an automatic entitlement to build that high. The permitted height in feet and story count depend on the adopted code edition, occupancy classification, construction type, sprinkler protection, site conditions and applicable exceptions.
The 2024 IBC determines height and stories separately. Section 504.3 and Table 504.3 address allowable height in feet above grade plane; Section 504.4 and Table 504.4 address the maximum number of stories above grade plane. A project must satisfy both limits, plus the detailed fire-resistance and construction rules in Chapter 6.

What “mass timber height limit” actually means
“Mass timber” describes a family of large engineered-wood products and assemblies, but the phrase alone does not determine how tall a building may be. For code purposes, the design is assigned a construction type—such as Type IV-A, IV-B, IV-C or IV-HT—and then evaluated against the occupancy and building-height tables.

The IBC treats two measurements independently:
- Height in feet: the allowable vertical distance above grade plane, addressed in Table 504.3.
- Stories: the maximum number of stories above grade plane, addressed in Table 504.4.
A design can be below the story limit but exceed the feet limit, or fit within the feet limit while exceeding the permitted number of stories. The controlling result is the stricter applicable limit after all code adjustments and exceptions are applied.

The 2024 IBC’s Chapter 5 tables are organized by occupancy classification and construction type, with different values depending on whether an automatic sprinkler system is installed throughout the building. The official model-code provisions are in Chapter 5, General Building Heights and Areas.
Common story allowances for Type IV mass timber
WoodWorks summarizes the 2021 and 2024 IBC provisions as allowing the following upper story counts for the principal tall-mass-timber types:
| Construction type | Commonly cited maximum stories | What the figure means |
|---|---|---|
| Type IV-A | 18 stories | High-level IBC allowance summarized by WoodWorks; the project must still meet occupancy, sprinkler, feet-height and construction requirements. |
| Type IV-B | 12 stories | High-level IBC allowance summarized by WoodWorks; verify the applicable adopted table and any local amendments. |
| Type IV-C | 9 stories | High-level IBC allowance summarized by WoodWorks; the exact permitted height depends on the project conditions. |
These numbers come from the WoodWorks summary of tall mass timber trends and exposed-timber allowances. They are useful for early feasibility discussions, but they are not a universal “18-story rule” for every wood building. The occupancy, sprinkler status, height in feet and locally adopted code can reduce or modify the result.

Start with the adopted code and jurisdiction
The IBC is a model code. A city, county or state may adopt the 2024 edition, retain the 2021 edition or use another edition with amendments. The locally enforceable text controls the permit review. Confirm the edition and amendments with the authority having jurisdiction (AHJ) before relying on any height number.
The 2021 IBC Chapter 5 provisions are available through the International Code Council at Chapter 5, General Building Heights and Areas—2021 IBC. The 2024 tables should be checked in the adopted jurisdiction rather than assumed from a national summary.
Classify the occupancy
Table 504.3 and Table 504.4 assign different limits to occupancy classifications. A residential apartment, hotel, office, school, assembly space and industrial use may not receive the same allowance even when the structural system is identical. Mixed-occupancy buildings require the design team to apply the applicable mixed-occupancy provisions as well as the individual occupancy limits.

Select the construction type
Type IV-A, IV-B and IV-C are distinct code categories, not interchangeable labels. Chapter 6 specifies the required materials, dimensions, fire-resistance ratings, protection of mass-timber elements and limits on combustible concealed spaces for each type. Type IV-HT is another Type IV category with its own provisions and should not be treated as an automatic equivalent to IV-A, IV-B or IV-C.
The relevant requirements are in 2024 IBC Chapter 6, Types of Construction, Section 602.4 and related subsections.
Verify sprinkler protection
The Chapter 5 tables distinguish buildings with automatic sprinklers installed throughout from buildings without that protection. Sprinklers can change the allowable height and story values, but they do not eliminate the need to satisfy the Type IV fire-resistance and detailing rules. The sprinkler design must cover the complete building scope required by the adopted code, not only selected floors.
Check both tables and all modifications
Use Table 504.3 for feet above grade plane and Table 504.4 for stories above grade plane. Then check the rest of Chapter 5 for increases, reductions, special occupancy provisions, basements, podium or separated-occupancy arrangements and other modifications. A code official will also review how grade plane is established, because a sloping site can affect the measured height.
What Type IV construction requires beyond a story count
A tall mass-timber building is permitted only when its assemblies meet the construction-type requirements. The code addresses more than the size of the wood members.

- Protection of timber: Depending on the Type IV classification and assembly, timber may require noncombustible protection or other prescribed protection to maintain the required performance.
- Permitted materials and dimensions: Chapter 6 sets limits and conditions for the mass-timber products and member sizes that qualify as Type IV construction.
- Concealed spaces: Combustible concealed spaces are restricted. Voids, service cavities and interstitial areas must be detailed so they do not undermine the fire-performance assumptions of the construction type.
- Connections and penetrations: The structural and fire-resistance design must account for joints, fasteners, penetrations and interfaces between timber and noncombustible components.
Exposed wood is therefore a design decision with code consequences. Leaving timber visible may require a particular Type IV classification, protection strategy, fire testing or detailing approach. It cannot be assumed that an exposed finish is acceptable simply because the main structure is mass timber.

Special enclosure requirements for taller buildings
The 2024 IBC includes additional requirements for buildings with occupied floors above the applicable fire-department access threshold. Exit enclosures and elevator hoistway enclosures must be designed as required by the code for the building’s height and construction type. Above 12 stories or 180 feet above grade plane, those enclosures must be noncombustible.
This threshold is separate from the 18-, 12- and 9-story orientation figures. A building can fall within a Type IV story allowance and still need noncombustible exit and elevator enclosures because of its actual height or story count. The architect and code consultant should identify the fire-department access level, enclosure construction and shaft requirements during schematic design, not after the structural system is fixed.
Height in feet versus number of stories
Story count is often easier to quote, but feet can be the limiting measurement. Floor-to-floor dimensions, transfer levels, mechanical floors, parapets and grade conditions affect the measured height. Two nine-story buildings can have materially different code heights if one has unusually tall floor-to-floor assemblies or a large mechanical level.
Do not convert the story allowances into a universal feet-per-story estimate. The 2024 table extraction available for this topic does not establish one occupancy-independent height in feet, and the code tables vary by occupancy, construction type and sprinkler condition. Use the project’s actual dimensions and the adopted Table 504.3 value.
A practical code-check workflow for a proposed project
- Identify the jurisdiction. Confirm the state or local authority, adopted IBC edition and amendments.
- Map the building program. List every occupancy, mixed-occupancy condition, incidental use and special space.
- Establish grade plane and measured height. Document the site elevations, lowest and highest grade points used by the code and the proposed height in feet.
- Choose a candidate Type IV category. Compare IV-A, IV-B, IV-C and, where appropriate, IV-HT against the required fire-resistance, protection and material provisions.
- Confirm sprinkler scope. Determine whether the entire building will have the sprinkler protection assumed by the applicable Chapter 5 row.
- Read Table 504.3. Record the allowable height in feet for each relevant occupancy and construction condition.
- Read Table 504.4. Record the allowable number of stories above grade plane.
- Apply exceptions and related chapters. Check Chapter 5 modifications, occupancy-specific rules, area separations, basements, podium conditions and any local amendments.
- Coordinate life safety and structure. Resolve exit enclosure, elevator hoistway, fire-resistance, concealed-space, connection and penetration details with the architect, fire-protection engineer, structural engineer and AHJ.
- Document the code basis. Put the edition, table rows, assumptions, calculations and approved interpretations into the permit set.
Common mistakes and how to avoid them
Treating 18 stories as a blanket limit
Type IV-A’s commonly cited 18-story figure is an upper allowance under the summarized IBC provisions, not a guarantee for every occupancy or jurisdiction. A project can be lower because of its feet-height limit, occupancy, local amendment or failure to meet Type IV-A protection requirements.
Using a national table without checking local adoption
Model-code language does not establish the law in a particular location. Verify the adopted edition and amendments with the AHJ and obtain a formal interpretation when a project depends on an unusual condition.

Checking stories but not feet
Always perform two separate checks. Record the actual height above grade plane and compare it with Table 504.3; then compare the story count with Table 504.4.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteAssuming sprinklers solve every issue
Sprinklers affect the Chapter 5 allowance but do not replace required fire-resistance ratings, protection, enclosure construction or concealed-space controls. The sprinkler system must also be designed, supplied and maintained as required by the adopted code.
Leaving fire-protection decisions until construction documents
Protection thickness, shaft construction, connection detailing and exposed-timber decisions can change member sizes, floor depths, net area and cost. Resolve them while comparing Type IV alternatives.
How to use the official references
For a working code analysis, begin with the ICC’s 2024 Chapter 5 provisions and the 2024 Chapter 6 construction-type provisions. The ICC also lists a reference product covering allowable heights and areas at 2024 IBC Allowable Heights and Areas. That reference can help a professional locate the provisions, but it does not identify which edition a jurisdiction adopted or certify a design.
Use the WoodWorks summary at Tall Mass Timber Trends and Exposed Timber Allowances for the widely quoted 18/12/9 story orientation figures. For permitting, the adopted code text and the AHJ’s interpretation take precedence.

An early study should report a range of code-compliant scenarios rather than a single headline number. For example, it might state that a Type IV-A concept is being tested against an 18-story summary allowance, then list the occupancy, sprinkler assumption, calculated feet height, enclosure strategy and local amendments that still must be confirmed. A Type IV-B or IV-C option may have a lower story allowance but offer a different protection, exposure or architectural strategy.
The defensible answer to “How tall can this mass timber building be?” is therefore a documented result from the adopted jurisdiction’s tables. The 18-, 12- and 9-story figures are useful starting points; they become a project limit only after the occupancy, Type IV category, sprinkler condition, feet-height calculation, fire-resistance details and local code have all been checked.
