Overhead transmission lines are generally the lower-cost option when a suitable land corridor is available. Subsea electricity links are used when a route crosses water, connects offshore generation or offers a valuable controllable connection between grids. The choice is not simply “subsea or overhead”: route and electrical technology are separate decisions, and a submarine cable can carry either AC or DC. Long subsea links often use high-voltage direct current (HVDC), while overhead routes commonly use alternating current (AC).

What is the difference between a subsea link and an overhead line?

An overhead transmission line carries electricity on conductors supported by towers or poles along a land corridor. A subsea link carries it through insulated cables laid on or buried beneath the seabed. Both are ways to move bulk electricity; neither description alone specifies whether the power is AC or DC.

That distinction matters. “Subsea” describes where the cable runs. “HVDC” describes how electricity is transmitted. A submarine cable may be AC, though long subsea cable connections commonly use HVDC. Likewise, HVDC can be used on an overhead route as well as in a cable. Comparing a subsea HVDC project with an overhead AC line therefore compares both a route and an electrical configuration, not just two ways of supporting conductors.

For construction and project planning, the practical question is which complete route and system can deliver the required power between the specified grid points, on schedule and over the intended service life. A cable landing point is not the end of the transmission problem: power still needs an onshore connection from the coast to the grid or load.

How AC and HVDC change the engineering choice

AC transmission

AC is the standard form used by interconnected power grids. An AC line can connect into an AC network without the pair of large AC-to-DC and DC-to-AC converter stations required for a point-to-point HVDC link. Overhead AC is therefore often an economical solution over land when a corridor and grid connection are available.

Long AC cables present a different challenge from overhead conductors. A cable’s electrical characteristics cause it to generate reactive power, associated with the cable’s capacitance. This charging effect consumes part of the cable’s ability to carry useful power and can require compensation equipment. Providing that compensation at intermediate points along an underwater route is difficult, which helps explain why long subsea links often use DC rather than AC. The European Commission’s Joint Research Centre (JRC) and the Institution of Engineering and Technology (IET) describe this as an important technical consideration, not a universal distance rule.

HVDC transmission

An HVDC link converts AC to DC at the sending end, transmits power over a DC cable or line, then converts it back to AC at the receiving end. Converter stations add substantial fixed cost at the terminals. In exchange, DC avoids the same cable charging-current constraint that limits long AC cable routes, can offer lower losses over long distances, and allows operators to control the power flow. HVDC can also connect asynchronous AC systems that do not operate in synchronism.

The U.S. Department of Energy (DOE) notes that DC fault interruption and interoperability are challenges compared with the more standardized AC system. This means HVDC’s value is not just a question of cable length: terminal design, the grids at each end, operational needs and the capability to manage faults all belong in the engineering decision.

Where each option tends to fit

Project situation Why it may fit Key qualification
Land route with a feasible corridor Overhead AC commonly has a cost advantage and avoids HVDC converter stations. Land use, visual effects, permits, terrain and community impacts can make a corridor difficult or unacceptable.
Water crossing A subsea cable can cross a route that an overhead line cannot practically follow. Landfall works and onshore transmission are still needed; seabed, burial, installation and repair conditions matter.
Offshore generation connection A subsea cable can export electricity from offshore facilities to shore. The route continues through a shore landing and an onshore grid connection; subsea infrastructure does not eliminate land works.
Long subsea cable route HVDC may avoid the reactive-power limitations of a long AC cable and can be attractive over sufficient distance. Converters increase terminal cost, and the crossover point depends on capacity, voltage, route and project assumptions.
Connection between asynchronous grids HVDC can link grids that do not operate in synchronism and enables controlled transfers. Interoperability, protection and converter design must be addressed for the particular systems.

These are tendencies, not rules that determine a project without a route study. An overhead line may be infeasible across water or unacceptable along a particular land corridor. A subsea route may be feasible but costly, constrained by seabed conditions, or dependent on difficult landfall and grid works. The alternatives must be compared against the same endpoints and required power transfer.

What the published cost and distance figures do—and do not—show

There is no universal cost premium for a subsea link. A fair comparison must specify capacity, distance, terminal arrangements, construction and installation method, operating profile, energy losses, maintenance assumptions and project life. Cost per kilometre alone can obscure the effect of expensive fixed terminal equipment, especially on shorter routes.

Published figure What it compares or describes Source and qualification
Around 4.5 times Average lifetime cost of underground cables relative to overhead lines IET-hosted Mott MacDonald report, 2025; a report average across options and distances, not a project bid or universal ratio.
Around five times Average lifetime cost of an offshore HVDC point-to-point connection relative to overhead lines IET-hosted Mott MacDonald report, 2025; a report average, not a project estimate.
Around eleven times Average lifetime cost of an offshore HVDC multi-site network relative to overhead lines IET-hosted Mott MacDonald report, 2025; a report average, not a project estimate.
37 miles for submarine links; 124 miles for overhead lines Approximate distances at which HVDC may reach breakeven in the DOE explainer U.S. Department of Energy, September 27, 2023; broad explanatory figures, not design thresholds.
Up to 30–50% lower losses over long distances HVDC compared with comparable HVAC systems U.S. Department of Energy, September 27, 2023; the stated upper range is not a guaranteed project saving.
Roughly 50–100 km Range beyond which HVDC is often economically attractive for cable links, especially undersea European Commission JRC report; another broad range illustrating that no universal crossover distance applies.

The IET-hosted Mott MacDonald comparison expresses the cost figures as average lifetime costs in pounds per megawatt-kilometre. Its lifetime-cost framing includes construction, operation and maintenance, and the cost of energy lost. The report explains that the ratios depend on fixed connection costs and costs that vary with route length. They should not be applied as a multiplier to a proposed project budget without checking that project’s boundaries and assumptions.

The DOE’s 37-mile submarine and 124-mile overhead figures describe approximate HVDC breakeven distances in its 2023 explainer. The European Commission JRC discussion gives a different indicative range for cable links. The apparent difference is not a contradiction to resolve by selecting one number: it shows why breakeven depends on route, capacity, voltage, converter-terminal cost and local conditions. These figures can orient a screening discussion, but a route-specific engineering and economic comparison is needed for a decision.

How to make a fair project comparison

For a construction or infrastructure team, the comparison should be framed around equivalent service rather than a cable and a line in isolation. Define the endpoints, transfer requirement and expected operating life first, then evaluate complete systems using consistent assumptions.

  1. Fix the scope. Define the sending and receiving grid points, required capacity, expected power flows and service life. Include terminal and onshore connection works for each option, not just the central route segment.
  2. Establish route feasibility. Map possible land corridors and water crossings. Assess terrain, seabed depth and geology, shore landfalls, access, permits and the extent of construction required at each end.
  3. Choose candidate electrical configurations. Identify whether each feasible route would use AC or DC, the voltage and capacity, and whether HVDC converter stations or AC compensation equipment would be required. Include grid synchronization and power-flow control needs.
  4. Build a whole-life cost comparison. Use matched project boundaries for construction, stations and connections, operation and maintenance, losses, repair access and remaining service life. Separate fixed terminal costs from costs that grow with route length.
  5. Compare losses on a like-for-like basis. Distinguish conductor or cable losses from HVDC converter losses. Use the same endpoints and loading assumptions for each alternative; do not treat a general long-distance loss claim as the loss estimate for a specific design.
  6. Assess reliability and repair planning. Consider fault exposure, protection design, access for repair and likely outage duration for the route and system proposed. Available general comparisons do not establish a universal outage-rate or repair-time advantage for either option.
  7. Evaluate construction and environmental constraints. Consider land take, visual effects, seabed disturbance, habitat, construction vessels, cable burial and mitigation. Include cable fluid characteristics where relevant rather than assigning one risk profile to all cables.
  8. Test delivery and system value. Review permitting, manufacturing slots, specialist installation capability and construction windows alongside benefits such as offshore export, reserve sharing, asynchronous-grid connection and controlled power flow.

The IET report identifies cost-effectiveness, delivery speed, local environmental impact and mitigation, technology or supply-chain risk, operating flexibility and adaptability as considerations in technology selection. That is a more useful decision frame than treating initial construction cost as the only criterion.

Construction, seabed and land impacts

Overhead routes

Overhead lines require a land corridor for towers or poles, construction access and ongoing access. Their structures are visible, and the corridor can affect land use and nearby communities. For some routes these effects can be mitigated or accepted; for others, siting and permitting may make the route impractical. A lower typical cost does not make an overhead option automatically buildable.

Subsea routes

A subsea route can avoid some onshore overhead or underground corridors, but it shifts construction impacts to the seabed and coastal areas. Installation and repair can disturb sediment and habitat; NOAA identifies potential sediment disturbance, turbidity, noise and habitat effects, with scale depending on route, species, burial, construction method and mitigation. Cable installation may require specialist vessels and an appropriate weather and installation window.

NOAA describes general burial patterns: cables in waters deeper than 2,000 meters are generally not buried, while in shallower waters they are generally buried 0.6–1.5 meters beneath the substrate. These are broad patterns, not universal engineering requirements. Actual burial choices depend on the route and project conditions.

Oil-based fluids are used in some older or particular cable types, but not all subsea cables use them. Spill risk therefore depends on cable design and materials; it should not be generalized to every cable. Environmental assessment should identify the proposed cable type, installation and repair approach, affected habitats and mitigation measures.

Supply chain and schedule are part of the route choice

Equipment availability can affect a project’s critical path even after a preferred route is identified. The International Energy Agency’s 2025 report, Building the Future Transmission Grid, reports procurement lead times of two to three years for cables, up to four years for large power transformers, and more than five years for specialized DC cables. These are report findings, not guaranteed lead times for every supplier, region, specification or order date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The same IEA report says its survey findings show cable prices had nearly doubled since 2019 and power transformer prices had risen around 75%. Those figures are tied to the report’s survey context and comparison baseline; they are not current quotations for a particular procurement package. A project estimate should validate current supplier pricing, specification, manufacturing slot, transport and installation availability.

For subsea construction in particular, cable manufacture is only one delivery dependency. Route surveys, environmental approvals, landfall preparation, specialist installation capability and workable marine installation windows also need to align. For overhead projects, corridor acquisition, permits, tower and conductor procurement, access and grid interface works can govern delivery. Comparing only nominal construction durations misses these enabling tasks and supply constraints.

What cannot be inferred from general comparisons

A general article cannot establish the installed cost, lifetime cost, energy-loss percentage, outage rate or repair time of a specific connection. Those depend on its route, capacity, voltage, cable and converter design, seabed or terrain survey, grid conditions, environmental assessment and operator or vendor data.

In particular, a published cost ratio should not be treated as a multiplier for a local estimate; a breakeven distance should not be treated as a hard cutoff; and a quoted loss advantage should not be converted into a project forecast without a comparable loading profile and system boundary. Project teams need route-specific engineering, commercial and environmental inputs to resolve those questions.

Which option is likely to make sense?

Where a short or moderate land route has an acceptable corridor, overhead AC commonly offers a cost advantage. Where the route crosses water, connects offshore generation, extends a long distance undersea or must connect asynchronous grids with controlled flows, a subsea HVDC link may deliver feasibility or system value unavailable from an overhead route. There is no universal winner: the sound choice is the complete, route-specific system that meets the transfer need while balancing lifetime cost, schedule, technical fit and local impacts.
