How Soil Type and Moisture Affect Underground Utility Scans

Soil can determine whether an underground utility scan produces a clear, usable image or only a shallow, ambiguous response. Ground-penetrating radar (GPR) generally performs best in well-drained sand. Clay, conductive groundwater, soluble salts and increased moisture can raise electrical conductivity, absorb radar energy and reduce penetration. Electromagnetic-induction methods can complement GPR for metal utilities or lines with metallic tracer wires, including in some highly conductive soils.

No scan method proves that a utility is absent under every ground condition. A reliable survey matches the method to the soil, moisture at the time of collection, target material and required depth, then documents limitations and interpretation before excavation.

What an underground scan is actually measuring

GPR transmits electromagnetic energy into the ground and records reflections. Those reflections occur where the electrical properties of one material differ from the next, such as at a boundary between soil and a pipe, a void or another buried object. GPR therefore detects contrasts; it does not identify a utility by name or material on its own. If a utility and the surrounding ground have too little electrical contrast, the response may be weak or indistinguishable from background features. The U.S. Environmental Protection Agency explains the GPR principle, and the Federal Highway Administration (FHWA) describes its use for utility investigations.

Electrical conductivity is the central soil variable. Conductive ground dissipates radar energy more quickly, so less energy returns from depth. The result can be lower penetration, weaker reflections and a smaller depth range in which a utility can be distinguished. Conductivity is affected by soil texture, clay minerals, water and dissolved salts, not simply by whether the surface looks dry.

Because a scan is a site measurement rather than a universal performance test, there is no single depth or detection percentage that applies to every soil, target and instrument. The survey report should state the conditions and method that produced its findings.

How soil type changes GPR performance

Well-drained sandy soil

Well-drained and excessively drained sandy soils are generally favorable for deep, high-resolution GPR profiling. Their lower conductivity usually allows radar energy to travel farther before attenuation obscures the return. This is a suitability tendency, not a guarantee: a sandy site can still contain water, salts, fill or other layers that change the response. The Natural Resources Conservation Service (NRCS) identifies well-drained sandy conditions as favorable for GPR.

Clay-rich soil

Clay commonly limits GPR depth. FHWA notes that detection depth typically decreases as subsurface clay content increases. Clay minerals and conductive groundwater provide paths for electrical current, increasing attenuation and reducing the energy available to image a deeper target. The EPA likewise notes that conductive groundwater and clay minerals make ideal GPR conditions uncommon and limit the depth of investigation.

Clay does not make every scan useless. A shallow utility may still produce a clear reflection, and a target with strong contrast may remain visible. The correct conclusion is conditional: the survey may detect utilities within the achieved range, while deeper or lower-contrast utilities remain less certain.

Soils containing soluble salts or conductive groundwater

Dissolved salts increase the ability of pore water to conduct electricity. When salty moisture is present, radar energy can attenuate rapidly even if the soil texture alone appears suitable. Conductive groundwater has a similar effect. A site with alternating sandy and conductive layers can therefore produce changing visibility along the same utility route.

Layered or variable ground

Real construction sites often change from one material to another over short distances. A scan can work well in one part of a corridor and lose depth or clarity nearby because the electrical properties changed. Marking those transitions and recording them in the report is more useful than assigning one label such as “good soil” to the entire project.

Does wet soil affect GPR?

Yes, moisture at the time of collection can affect survey success. Water raises electrical conductivity, and the increase is especially significant where clay is also present. More conductive ground attenuates radar energy, which can reduce penetration and make deeper reflections harder to interpret. The NRCS states: “Site conditions and soil moisture at the time of collection also affect survey success.”

That statement does not mean that any rain makes scanning impossible. The effect depends on how much water entered the soil, the soil’s texture and drainage, dissolved salts, the target’s depth and the contrast between target and ground. A brief shower over well-drained sand may have a different consequence from prolonged saturation of clay.

Before collecting data, record recent weather, visible ponding or saturation, drainage conditions and any changes from an earlier survey. If two scans made under different moisture conditions disagree, treat the difference as a site-condition issue to investigate rather than assuming that one instrument has automatically failed. A repeat survey after conditions change can be useful, but no universal waiting period applies to every soil.

How GPR and electromagnetic methods differ

GPR and electromagnetic induction respond to different aspects of the ground and target. Selecting between them, or using both, requires knowing whether the utility is metal, whether it has an accessible tracer wire, how conductive the soil is and what depth and confidence the project requires.

Method Primary response Conditions or targets it can favor Important limitation
Ground-penetrating radar (GPR) Reflections caused by contrasts in electrical properties Generally deeper, higher-resolution profiling in well-drained sandy soils Clay, water and soluble salts increase conductivity and attenuation; a low-contrast utility can be difficult to distinguish
Frequency-domain electromagnetic induction (FDEM) Differences in electrical conductivity Metal utilities and utilities equipped with a metallic tracer wire Cannot independently detect some nonmetallic pipe materials without a conductive path
Time-domain electromagnetic induction (TDEMI) Electromagnetic response from conductive targets Metal utilities or tracer-equipped lines in highly conductive soils Requires a conductive target or tracer; it is not a universal substitute for GPR

FHWA’s SHRP2 utility-investigation material describes TDEMI as useful in highly conductive soils for metal utilities and tracer-equipped lines. The FHWA FDEM overview explains that FDEM responds to conductivity differences. These methods can complement GPR, but neither removes the need to understand the target and site conditions.

Choosing a method for the utility you need to find

Metallic utility or accessible tracer wire

A metal pipe, cable or tracer wire provides a conductive path that electromagnetic-induction equipment can respond to. This can be valuable where clay or saturated ground restricts GPR penetration. The operator still needs to establish that the line is continuous and accessible to the applied signal; a broken, disconnected or incorrectly mapped tracer may not produce the expected response.

Nonmetallic and untraced pipe

Plastic and other nonmetallic lines without a metallic tracer cannot be independently located by an electromagnetic method that requires a conductive target. GPR may provide the only geophysical response, but its usefulness depends on electrical contrast, depth and attenuation. A weak or absent GPR response is not proof that the pipe is absent.

Mixed utility corridors

When a work area contains both conductive and nonconductive utilities, a complementary approach is usually more informative than relying on one signal. Use the method that can respond to each target type, compare the resulting alignments and flag locations where the soil limits one method. FHWA recommends considering multiple complementary methods because every utility-locating survey has inherent limitations.

A field workflow that accounts for soil and moisture

  1. Gather records and define the target. Identify expected utility materials, any tracer-wire information, approximate depths and the corridor to be cleared. Follow the utility-notification and verification procedures required for your jurisdiction before excavation; those requirements vary by location.
  2. Characterize current ground conditions. Note soil texture where exposed, clay content indicated by site information, drainage, standing water, recent rainfall and any evidence of salts or conductive groundwater. Record these observations on the survey plan.
  3. Select complementary methods. Use GPR where a useful electrical contrast and penetration are plausible. Add FDEM or TDEMI when metal or tracer-equipped utilities must be found, particularly where conductivity is high. Do not select a method solely because it worked on a neighboring parcel.
  4. Collect coverage across the full work area. Scan along and across the expected utility paths so that a linear response can be followed and separated from isolated objects. Mark zones where signal quality, penetration or interpretation changes.
  5. Interpret responses with the soil context. Distinguish a visible reflection from a confirmed utility identity. Compare GPR anomalies with electromagnetic responses, records and surface evidence, and identify where attenuation could hide deeper targets.
  6. Document and verify. Deliver a plan showing detected alignments, confidence and unresolved areas, together with ground conditions, equipment, method, achieved limits and interpretation. Use the project’s approved physical verification process before digging where the consequences of a missed utility are significant.

How to read a negative or ambiguous result

“Not detected with this method under these conditions” is a different statement from “no utility is present.” A negative result can mean that the utility lies beyond the achieved depth, has insufficient contrast, is masked by conductive soil or is a nonconductive target that the selected electromagnetic method cannot sense. It can also reflect an interpretation limit where several responses overlap.

Ask the survey provider to identify the area actually investigated and the conditions that constrained it. FHWA guidance recommends reporting site conditions, method and equipment, encountered limitations and interpretation. A map that shows only positive marks without the limits of detection can create unjustified confidence during excavation planning.

What to request in the survey deliverable

  • Soil and moisture observations made during collection, including notable clay, saturation, drainage or conductive-ground conditions.
  • The method or combination of methods used and the equipment class, with the target types each method was intended to detect.
  • The surveyed footprint, interpreted alignments and any areas where signal quality or penetration was reduced.
  • A clear distinction between detected, interpreted and unresolved features.
  • Limitations explaining why a weak or absent response cannot establish that no utility exists.
  • Recommendations for complementary investigation or physical verification before excavation, consistent with local procedures.

Practical decision rule

Start with the ground and the target, not with a favorite instrument. Well-drained sand generally gives GPR the best opportunity for deep, high-resolution work. Clay, moisture and soluble salts make attenuation more likely, so expect reduced depth and consider electromagnetic induction for metal or tracer-equipped utilities. In every soil, treat the result as a site-specific assessment whose reliability depends on documented conditions, method limits and verification before digging.
