Wind and solar are cheaper on the latest generation-cost benchmarks available here, while small modular reactors (SMRs) remain a developing option rather than a proven mass-market replacement for gas, solar, or wind. SMRs could provide firm, low-carbon electricity in smaller units than conventional nuclear plants, but their actual costs, construction schedules, and commercial operating record are still uncertain. Natural gas is an established dispatchable option, but its fuel-price exposure and direct combustion emissions make it a different trade-off. No single technology is the universal winner: the useful comparison depends on the local grid, financing, output needs, and which costs are counted.

What an SMR is—and what the label does not promise

A small modular reactor is a nuclear reactor designed at a smaller unit scale than a typical large reactor, with components intended to be factory assembled and transported to the construction site. The U.S. Energy Information Administration (EIA) describes an SMR as generally having a capacity of about 300 megawatts (MW) or less per unit, compared with roughly 550–1,500 MW per unit for typical large-scale reactor designs. It describes microreactors, a subset of SMRs, as generally 20 MW or less.

Those numbers describe reactor size, not a guaranteed price, build time, or power-system role. Modular construction is intended to make it possible to manufacture components away from the site and assemble them there; that approach could reduce construction time, but it is not yet an established outcome across commercial SMR projects. A smaller unit may also be easier to match to some sites or loads than a very large plant, but smaller scale alone does not make a project cheaper.

“SMR” also covers different reactor designs. The EIA’s U.S. overview includes light-water reactors, high-temperature gas reactors, molten-salt reactors, and sodium-cooled reactors. Fuel requirements vary too: some designs use standard low-enriched uranium, while others require high-assay low-enriched uranium (HALEU), enriched to between 5% and under 20% uranium-235. A design’s fuel supply chain and readiness therefore matter; there is no single SMR configuration with uniform construction or operating requirements.

How the costs compare—and why the numbers are not a four-way price ranking

The clearest current generation-cost benchmarks in the available figures are for wind and solar. The International Energy Agency (IEA), in a report published in 2025, gives weighted-average global levelized costs of electricity (LCOE) for 2024 of USD 0.034 per kilowatt-hour (kWh) for onshore wind and USD 0.043/kWh for solar photovoltaic (PV). Those are global averages for generation, not guaranteed project prices or a full accounting of each technology’s value to a particular grid.

LCOE divides a plant’s lifetime costs by its lifetime electricity generation under specified assumptions. It can help compare generation options, but it is not automatically a like-for-like estimate of the total cost of providing reliable electricity. A standalone figure may not include the same storage, transmission, balancing, fuel-price, reliability, or policy effects for each technology. The wind and solar figures below are historical global weighted averages for 2024; the SMR figures are conditional future scenarios; there is no matching gas figure in the available sources.

Technology Cost evidence What the figure does—and does not—mean
Onshore wind USD 0.034/kWh IEA weighted-average global LCOE for generation in 2024, reported in 2025. Not a local project quote or a complete grid-system cost.
Solar PV USD 0.043/kWh IEA weighted-average global LCOE for generation in 2024, reported in 2025. Local resource, financing, policy, and integration conditions can differ.
SMRs No observed commercial-market LCOE supplied IEA construction-cost and deployment figures are conditional scenarios, not current installed costs, bids, or assured results.
Natural gas No common-basis figure supplied The EIA points to separate U.S. observed construction-cost and modeled projection datasets, but the figures here do not establish a directly comparable current gas LCOE.

The IEA’s 2025 outlook sets out one rapid-cost-reduction case for SMRs: construction costs reaching USD 2,500/kW in China and USD 4,500/kW in the United States and Europe by 2040. The scenario assumes costs converge to parity with large reactors built on budget; it is not an observed price or a forecast guaranteed to occur. In that same conditional case, SMR deployment reaches 190 gigawatts (GW) by 2050, cost-effective uptake rises by a further 60%, and cumulative global investment through 2050 is USD 900 billion. These are scenario outcomes, not present capacity, committed investment, or a project-level cost estimate.

Because the available figures measure different things, it would be misleading to place the SMR scenario costs beside wind and solar LCOE as though they were the same metric, or to infer a gas-versus-renewables price ranking. A defensible four-way numerical comparison needs a chosen jurisdiction and year, common financing and plant-life assumptions, comparable operating profiles, a specified gas price and carbon treatment, and a clear boundary for grid costs. The EIA’s 2024 construction-cost FAQ points to multiple U.S. datasets, including historical costs and modeled projections; those categories should not be treated as interchangeable.

How each technology contributes electricity to a grid

Cost per unit of generation is only one part of a power-system decision. A grid also needs electricity at particular times and places. The technologies differ in how their output is available, and a comparison should avoid assuming that their megawatt-hours are equally valuable in every operating hour.

Technology Typical system role Key qualification
SMRs Nuclear generation is commonly considered a firm, low-emissions resource. Do not assume a particular reactor’s ramping capability or operating profile without design-specific evidence.
Natural gas Dispatchable generation; plants can produce electricity when called on. Economics depend on gas prices and operating role, and direct combustion produces emissions.
Solar PV Generation varies with daylight, weather, and location. Its output profile and system value depend on local conditions and the grid; generation-only LCOE omits integration costs.
Wind Generation varies with wind conditions and location. Its output profile and system value depend on local conditions and the grid; generation-only LCOE omits integration costs.

SMRs and the meaning of “firm” power

Nuclear generation is commonly treated as firm, low-emissions generation because its output is not dependent on sunshine or wind at the moment electricity is needed. That broad category is not a promise that every proposed SMR will operate the same way. Reactor design, plant configuration, licensing, and operating strategy matter. Without design-specific evidence, it is not sound to claim that every SMR can ramp quickly or provide a particular level of flexible output.

Gas and dispatchability

Natural gas is an established generation technology that can be dispatched to produce power when needed. Its value and cost depend in part on how often it runs and the price of its fuel. A plant used to supply electricity during selected periods faces a different operating pattern from one expected to run frequently. Gas also has direct combustion emissions, so its role differs from nuclear, wind, and solar even when all are considered in the same reliability plan. No matched cost or lifecycle-emissions figures here support a numerical ranking among the four.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Wind and solar variability

Solar production is tied to daylight and weather; wind production depends on wind conditions. The timing and strength of output vary by location, and therefore so does the contribution a project makes to a particular grid. As the shares of variable generation change, planners may consider transmission, storage, flexible demand, or other balancing resources. Those needs cannot be converted into a single universal add-on cost from the global LCOE figures alone.

Are SMRs cheaper than solar and wind?

Not on the evidence available for a direct, current comparison. The IEA’s 2024 global generation-cost averages put onshore wind at USD 0.034/kWh and solar PV at USD 0.043/kWh. The SMR figures provided are future construction-cost scenarios, not observed commercial electricity costs. They therefore cannot establish that SMRs are cheaper—or more expensive—than wind or solar on a common basis.

The distinction matters for construction decisions. A project’s financing cost, delivery schedule, site, design, and supply chain influence what it costs to build and operate. For an SMR, first-of-a-kind construction and the ability to deliver repeat projects at lower cost are central uncertainties. For wind and solar, resource conditions, financing, and grid integration affect local project economics. The global renewable benchmarks are useful context, but they do not substitute for a project estimate.

Can SMRs replace natural gas power plants?

They may be able to serve some of the same broad system need—firm electricity—but the evidence here does not support a claim that SMRs can already replace gas plants at scale or at lower cost. Gas is an established, dispatchable technology; SMRs are still in development, with costs and delivery records not yet established across a mass market. Whether a particular reactor could substitute for a particular gas plant depends on the reactor design, local grid requirements, fuel supply, licensing, construction schedule, and project economics.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

It is also important to distinguish replacing a plant from replacing the service it provides. A gas generator may be valued for output at particular times, while a nuclear project’s suitability depends on its own operating characteristics and the grid’s requirements. A credible site-level assessment must compare the needed output profile, timing, transmission access, financing, fuel and operating assumptions, and emissions treatment—not just the nameplate capacity of two plants.

What is known about SMR construction and commercial maturity?

The EIA’s April 2026 overview describes U.S. activity as development, pilots, demonstrations, and prospective projects—not widespread commercial operation. Its account covers designs under development and federal initiatives, including the Department of Energy’s Energy Reactor Pilot Program and a separate domestic fuel-line effort. Vendor selections for a pilot program and initiatives at military installations are development milestones; they do not prove that a project has entered commercial service or guarantee a completion date.

The distinction between a design, a pilot, a demonstration, and a commercial operating plant is consequential for buyers, utilities, and construction planners. An announced project is not an operating reference plant. A demonstration can provide important evidence about licensing, construction, and performance, but it does not by itself establish repeatable costs at a fleet scale. The IEA made the underlying point in its 2020 Sustainable Recovery analysis: “The prospects for SMRs will depend to a large extent on the successful deployment of prototypes and first-of-a-kind plants.” That assessment is historical; the EIA’s 2026 account is the more recent description of U.S. development activity.

Construction factors to test before treating modularity as a schedule advantage

  • Design and licensing: Verify the status of the specific design and the applicable licensing pathway. A reactor category is not evidence that an individual project is approved.
  • Site and infrastructure: Establish that the proposed site, supporting infrastructure, and grid connection suit the selected project. The smaller unit scale does not settle siting or transmission questions.
  • Component delivery: Check whether the claimed factory-built modules and other critical components can be manufactured and transported as planned. The modular approach is intended to support off-site assembly, but schedule gains should not be assumed.
  • Fuel readiness: Confirm whether the design uses standard low-enriched uranium or requires HALEU, and whether its required fuel supply chain is available for the project’s needs.
  • Cost and schedule contingency: Separate a developer’s target from an observed construction cost and a binding delivery commitment. First-of-a-kind estimates and future cost scenarios are not interchangeable with completed-project data.

How to compare projects on a common basis

A useful comparison starts by defining the decision: selecting a generator for a specific site, planning a grid portfolio, or judging technology costs generally. The wider the question, the easier it is to mistake a global average or a technology scenario for a project-specific answer. For a construction or utility decision, make assumptions explicit before comparing bids or models.

  1. Choose the geography and year. State the country or market and the price year. The IEA renewable figures are global weighted averages for 2024, not forecasts or local quotes.
  2. Set one financial basis. Use consistent financing assumptions, including the treatment of construction duration and cost of capital. This is especially important when comparing a developing nuclear project with generation technologies that have different project timelines.
  3. Define the plant and operating assumptions. Specify the design or plant configuration, expected operating profile, and project life used in the estimate. Do not assume one SMR design’s characteristics apply to all SMRs.
  4. State fuel and carbon assumptions. For gas, specify the gas-price assumption and whether emissions costs or policies are included. For nuclear, establish the fuel type and supply assumptions. Do not combine numbers with different carbon boundaries.
  5. Decide where the system boundary ends. Identify whether the comparison includes only plant generation or also transmission, storage, balancing, and reliability-related costs. An LCOE ranking cannot answer a broader system-cost question unless those elements are treated consistently.
  6. Separate evidence from scenarios. Label observed historical costs, modeled projections, and conditional scenarios distinctly. For SMRs, do not present the IEA’s 2040 construction-cost case as a market price or its 2050 deployment scenario as committed capacity.

These steps do not guarantee that every uncertainty can be quantified. They do make clear which assumptions drive the result and where a precise ranking is not supported. If a current gas figure or a common lifecycle-emissions comparison is essential, use data for the same jurisdiction, year, and accounting boundaries rather than inserting an unrelated estimate.

Advantages and disadvantages depend on the decision

Option Potential advantage Main trade-off or uncertainty
SMRs Smaller nuclear units and a factory-modular approach could suit some sites; nuclear generation is commonly considered firm and low-emissions. Commercial costs, financing, licensing, construction delivery, fuel readiness, and operating experience remain unsettled at scale.
Natural gas Established, dispatchable generation can respond to power-system needs. Fuel-price exposure and direct combustion emissions affect economics and the technology’s role.
Solar PV Mature generation option with a 2024 global weighted-average LCOE of USD 0.043/kWh in the IEA’s 2025 report. Output varies with daylight, weather, and location; integration costs are not represented by the generation-only figure.
Onshore wind Mature generation option with a 2024 global weighted-average LCOE of USD 0.034/kWh in the IEA’s 2025 report. Output varies with wind conditions and location; integration costs are not represented by the generation-only figure.

This is not a universal ranking. The wind and solar cost averages do not show that either resource is cheapest in every market or that a grid can use them without complementary infrastructure. SMRs’ potential attributes do not erase their development risks. Gas’s dispatchability does not make its fuel and emissions trade-offs disappear. The right choice depends on the service required and the local conditions under which a project would be built and operated.

What the available evidence can—and cannot—settle

The figures establish that wind and solar had low global weighted-average generation costs in 2024 and that the IEA has modeled a rapid-cost-reduction pathway for SMRs. They do not establish a current, harmonized LCOE comparison for all four technologies, a common lifecycle greenhouse-gas emissions ranking, or the total system cost of a specific grid plan. Precise cost or emissions rankings beyond the stated figures would require compatible data and assumptions.

For now, the most defensible conclusion is a qualified one: wind and solar lead on the cited generation-only cost benchmarks; natural gas provides established dispatchable generation with fuel and combustion-emissions exposure; and SMRs offer a possible firm, low-emissions option whose commercial economics and delivery record depend on successful projects and cost reductions. Treating those distinctions as meaningful is more useful than forcing unlike numbers into a single winner-takes-all comparison.
