Sikkim’s Dhara Vikas scheme aims to improve dry-season water security by restoring the springs that rural communities rely on. Launched in 2008, it uses springshed assessment, recharge work and community knowledge to help more rainwater reach underground aquifers. The state reported in 2025 that the programme had recharged more than 1,035 million litres of groundwater annually and revived 51 springs; those are government-reported outcomes, not proof that summer shortages have ended in every village.
Why springs matter to Sikkim’s villages
Springs are a crucial part of rural water supply in Sikkim. UNDP’s 2022 Dhara Vikas handbook page says around 80 per cent of the state’s rural households depend on springs for drinking water and irrigation. When a spring’s flow weakens during the dry season, households and farms can face pressure on a water source they depend on.
Dhara Vikas is a springshed-revival initiative of the Government of Sikkim. The Rural Management and Development Department launched it in 2008 in response to water-security concerns, with the aim of reviving drying lakes, springs and streams. The state’s Rural Development Department continues to describe the scheme as focused on rejuvenating drying springs and providing for safe drinking water.
How springshed work can support dry-season flow
A spring is connected to the area that collects and channels water into the underground aquifer feeding it. Work across that area—the springshed—seeks to reduce rapid runoff and encourage rainwater to infiltrate the ground. If more water replenishes the aquifer, it may help sustain spring discharge during lean periods.

Dhara Vikas combines geohydrology, watershed approaches and GIS with community knowledge, according to UNDP’s programme description. This combination helps identify the spring’s contributing area and guide where recharge work may be useful, rather than treating the spring outlet as an isolated site.
Recharge measures described in a NITI Aayog case study
A 2015 NITI Aayog case study explains the hydrological logic: slowing surface runoff can allow more rainwater to infiltrate and recharge underground aquifers. Its example from Kitam Manpur Gram Panchayat includes contour trenches and horticultural and forestry planting. That example illustrates the approach; it does not establish that identical works were carried out in every village.

What outcomes has Sikkim reported?
In the Governor of Sikkim’s Independence Day address, published by the state on 15 August 2025, the government said Dhara Vikas had recharged over 1,035 million litres of groundwater annually, revived 51 natural springs and restored six lakes across drought-prone Gram Panchayats. These are programme-level figures reported by the state.
The address does not provide an evaluation design, baseline or independent verification for those figures. Nor does it give a village-by-village comparison of summer water availability. The reported achievements therefore indicate the scale of outcomes claimed by the government, but do not show that shortages have been eliminated or establish how much a particular household’s supply changed.

What the evidence can—and cannot—show
- Supported: Dhara Vikas was launched to improve water security by reviving springs, lakes and streams, and its methods are designed to encourage aquifer recharge.
- Reported by the state: annual groundwater recharge of more than 1,035 million litres, 51 natural springs revived and six lakes restored, as stated in the 2025 address.
- Not established by the available programme reporting: that every village has sufficient water through summer, that shortages have ended, or that Dhara Vikas alone caused a specific household-level change.
In April 2026, the state also reported a separate Gangtok Springshed Revival Plan targeting four GPUs and six identified sources over three years. That Glenmark-funded Jal Kavach/Bhavishya Bharat project is distinct from the historical Dhara Vikas programme; it is evidence that springshed work remains active, not an additional Dhara Vikas result.
