Road construction can change how customers, employees, delivery drivers, pedestrians, cyclists, transit riders and emergency responders reach a nearby business or property. A business may remain open while a driveway is closed, parking is harder to find, traffic is diverted or its entrance becomes less visible. The actual effects depend on the project, its construction phases and traffic-management plan, so owners should confirm current access arrangements with the responsible agency rather than assume a route or schedule will stay the same.

What changes when road construction starts?

A work zone affects more than the pavement immediately beside a property. It can change routes to a site, the places where vehicles can turn, where people can park or load, and how safely people can walk or cycle to the entrance. Construction can also affect deliveries, utilities, visibility and emergency access. These are issues to check—not a prediction that every project will cause every kind of disruption.

The Federal Highway Administration (FHWA) summarizes two central business concerns this way: “The two main issues during construction are maintaining access to businesses for customers and deliveries and having sufficient signage and visibility so that customers know a business is open and understand how to enter and exit the site.” The statement appears in FHWA’s Safe Access for Everyone Is Good for Business, chapter 10.

Access or operating issue What may change What to verify for your location
Customer and employee routes Traffic patterns, turns, detours or the route from a transit stop may change by phase. Which approach is open, how it is signed, and whether a route changes on particular dates.
Driveways and entrances A driveway may be closed temporarily, harder to reach, or replaced by a temporary access point. Which entrance remains usable and the dates or work stages when that arrangement applies.
Parking, loading and deliveries Nearby parking or loading areas may be affected, and delivery vehicles may need a different approach. Where customers can park and where deliveries can safely stop or unload.
Visibility and wayfinding Equipment, barriers or changed traffic flow may make an entrance less obvious. Whether customers can see and follow signs to the open entrance.
Walking, cycling and transit access Pedestrian and bicycle routes, crossings or transit access may be altered. Whether there is a safe, signed route to the property and any relevant transit stop.
Emergency access and utilities Work-zone arrangements may affect responder routes; utility work may interrupt service. How emergency responders will reach the property and whether any utility interruption is planned.

FHWA work-zone assessment guidance considers mobility, safety, pedestrian and bicycle access, transit, businesses, residences and emergency services. Which concerns matter most depends on the site and project. A business on a road with a temporary detour may face different access issues from a property whose usual driveway is being rebuilt.

How construction affects access to a business or driveway

Temporary closures and staged work

Construction is often organized in phases, and the access arrangement can change as work moves along a corridor. A driveway that is open during one phase might be restricted during another. A detour can also alter how customers or suppliers approach a property even when its entrance itself stays open. Ask for the phase schedule and confirm which entrance is available during each stage; a general project timeline may not answer those site-specific questions.

Impacts may be direct, such as a temporary driveway closure, or indirect, such as changed traffic flow, reduced parking or an entrance that is more difficult to see. The SR 36 project assessment discussed temporary effects to 18 private rural access roads and possible temporary disruption to access at one identified business in that project’s study area. Those are findings for that particular proposal—not a typical count, prediction or estimate for other road projects.

Temporary construction access is not necessarily a permanent change

A temporary work-zone restriction and a lasting change to a driveway are different matters. FHWA describes access management as the control of entrances and exits, including driveways serving properties beside a road. A long-term access-management decision may therefore concern a different issue from a short-term closure needed to complete construction. Ask the project team to state whether a proposed change is temporary or permanent, and what plan or decision governs it.

Effects depend on the whole route, not just the property line

A usable entrance is only one part of access. Customers may need a clear route through the corridor, safe walking access from the nearest available parking, or directions that make sense if the usual turn is unavailable. Delivery vehicles may need a route suited to their size and a workable place to unload. For properties with time-sensitive operations, a brief interruption at a particular stage may matter more than a longer period of changed traffic. Explain the operational need and ask how it will be handled.

How customers can find an open business during road work

When the normal approach is confusing, clear directions to the open entrance can help customers. FHWA’s business-access guidance identifies entrance signs and adequate visibility as possible ways to address this problem. A business-facing “open” or entrance sign may be useful if customers have trouble spotting the way in, but it cannot substitute for official roadway signs, a safe route or the project’s approved traffic-control plan. Ask the agency or project team what signs are appropriate before placing anything near the road or work zone.

Businesses can also keep their own directions current—for example, by telling customers which entrance to use and where available parking is located. The details should match the current construction phase. Do not direct customers through a closed, unsafe or unauthorized route; confirm the approved path with the project team if conditions on site are unclear.

What agencies and project teams may consider

FHWA guidance describes several potential measures for maintaining business access and communicating changes. They are options to discuss, not guaranteed services, legal entitlements or promises that a particular project will provide them. Feasibility, safety and the construction plan determine what can be used at a specific location.

  • Temporary or secondary access: A project team may consider an alternate entrance where it is feasible and safe.
  • Clear entrance directions: Signs can help customers identify an open entrance and understand how to enter or exit.
  • Alternative parking: Another parking arrangement may be considered where space and site conditions permit.
  • Scheduling: When feasible, work may be scheduled outside business hours or seasonal peaks that are important to a business.
  • Staging along a corridor: Work can be organized in stages to manage impacts as construction progresses.
  • Keeping entrances clear: FHWA’s guidance identifies avoiding equipment or barriers at entrances as a possible way to protect access.
  • Communication: A single project contact, notice of construction-phase changes and regular progress updates can help owners plan and raise issues.

FHWA training guidance emphasizes temporary entrances, advance notice when access changes by phase, communication with owners and consideration of business peak periods in work-zone planning. In the FHWA–MoDOT I-64 case study, the corridor-wide approach included detour planning, information for road users, emergency-access planning and monitoring mitigation measures. A case study describes one project’s approach; it does not establish that every project will use the same measures.

What to ask the project team before and during construction

Contact the responsible agency or its project representative, and describe the property and the issue rather than asking only whether the road will be “open.” Ask for answers that identify the relevant construction phase and dates.

  1. Get the current phase schedule. Ask which work is planned near your property, when it is expected to occur and how you will be told about schedule changes.
  2. Confirm entrances and driveway access. Ask which entrance stays open in each phase, whether a temporary entrance is planned and whether any driveway closure is expected.
  3. Trace each route to the property. Ask how customers, employees, delivery vehicles, pedestrians and cyclists can reach the site, and whether transit access changes.
  4. Locate parking and loading. Confirm where customers can park, where deliveries should stop and whether those arrangements change during construction.
  5. Discuss accessible access. Ask whether the accessible route to the entrance remains available and how people will be directed if it changes.
  6. Plan for emergency response. Ask how emergency responders will reach the property during each phase and how a changed route will be communicated.
  7. Agree on a way to report problems. Get the name or role of the project contact and ask whom to reach when on-site conditions differ from the plan.
  8. Explain operating constraints early. Share peak customer periods, delivery windows, seasonal demand and time-sensitive work so the project team can consider them while planning.

Keep the current project notice or access plan available to staff who answer customer calls, receive deliveries or direct visitors. When conditions change, compare what is happening on site with the latest information and contact the project representative about a mismatch. A schedule or access arrangement can be phase-specific, so an older notice may no longer describe the route in use.

How to compare construction or traffic-control options

If a project presents alternatives, compare how each one works for the property and for the corridor—not just how long a particular construction task lasts. FHWA guidance identifies access, mobility, safety, communication and mitigation as relevant work-zone considerations.

Comparison point Questions to ask about each option
Access for different users Can customers, employees, deliveries, pedestrians, cyclists and people using accessible routes still reach the property?
Emergency response How will responders reach the property, and how are route changes handled?
Timing and duration When do closures or restrictions occur, how long are they expected to last, and do they overlap with peak business periods?
Detours and directions How far is the detour, and will signs clearly guide road users to the entrance?
Parking and loading Where can customers park and delivery vehicles load during each phase?
Safety and corridor effects How does the option affect movement and safety across the corridor as well as at one property?
Updates and issue resolution How are phase changes announced, and who can address a problem that differs from the plan?

Where the project team can explain a trade-off, ask it to distinguish confirmed arrangements from possibilities still under consideration. That helps owners plan around what is actually scheduled rather than rely on a mitigation measure that has not been agreed or shown to be feasible.

What construction may mean for sales or property value

The FHWA material cited here identifies potential operational concerns, but it does not establish a general amount of lost sales or a typical decline in property value caused by road construction. Outcomes depend on project-specific conditions, including the work phases, access arrangements, business type, customer routes and duration. Without evidence tied to a particular project and property, a universal dollar amount or percentage would be misleading.

For planning, identify the access changes and operating constraints that apply to your own location, and keep the project’s current schedule and contact information close at hand. If you need to discuss a business-specific impact, explain the circumstances to the responsible agency and ask what documentation or process, if any, applies to that project. FHWA’s descriptions of possible mitigation measures should not be read as a promise of compensation or a statement about legal rights.
