Rental high-rises add homes directly, and they can also free up existing homes when new residents move in from elsewhere. That added supply can ease rent pressure, but it does not guarantee lower rents on every nearby block: results depend on the city, rent segment, comparison area and time period. Studies find both rent moderation and uneven or statistically uncertain local effects.
What new rental buildings add to the housing market
A new apartment building increases the number of homes available for rent. For households considering units that are reasonably interchangeable, the added choice can reduce competition for existing apartments. Landlords may then face less pressure to raise rents, or may need to offer more attractive terms to fill a unit.

How much competition a building creates depends on what it contains and where it is built. A high-rent building may not be a close substitute for a lower-cost apartment. A building with different unit sizes, amenities or transit access may appeal to a different group of renters. Even so, the new homes can affect existing housing through a second route: the people who move into them may leave other homes behind.

How moves from a new building can free up other homes
Suppose a household moves from an occupied apartment into a new unit. The former apartment becomes available to another household. If that household moves from a different home, that second home may become available too. Researchers call these sequences vacancy chains or rent spillovers. They can carry the effects of construction beyond the building itself and into homes that are cheaper or farther away.
This does not mean every move produces a vacant unit for long: a household may move into the old home, a property may be withdrawn from rental use, or the chain may stop. The mechanism describes how added homes can release existing housing, not a guarantee that a particular unit will reach the market or become affordable to a particular renter.

A study of one Honolulu condominium project followed address histories around a 512-unit tower, including market-rate and income-restricted homes. Its contribution is evidence about how households moved through successive homes around that project. It is not a general estimate of how much rents change near every tower, and one project cannot establish that all buildings produce the same chain.

Canada’s housing agency also uses the concepts of rent spillovers and vacancy chains to describe how new supply may affect other parts of a market. Its 2026 report finds differences across Canadian cities rather than a single national pattern. A chain’s reach depends on local conditions, including what kinds of homes are available and whether households can move between them.

What studies have found, and what each estimate measures
The results below are not directly interchangeable. They cover different geographies, periods, building types, distances and rent measures. Read each estimate alongside its comparison group and method rather than treating the figures as a single universal effect.
| Study and place | Finding | Scope and important qualification |
|---|---|---|
| Asquith, Mast and Reed; low-income U.S. neighborhoods | Nearby rents were 5–7% lower relative to locations slightly farther away or developed later. | The study examines large market-rate apartment buildings and rents and migration in low-income areas. The comparison is relative; it does not mean every nearby tenant experienced an absolute rent cut of that amount. Published in the Review of Economics and Statistics in 2023; the working-paper record dates to 2019. Study record. |
| Li; New York City | A 10% increase in housing stock within 500 feet corresponded to rents 1% lower. | The analysis covers high-rise completions from 2003 to 2013 and residential properties within 500 feet of approved projects, using completion timing. The estimate is local to those properties and that period. Published in the Journal of Economic Geography in 2022. Article. |
| Damiano and Frenier; Minneapolis | The single-market model found no rent effect. A model separating rent submarkets estimated 6.7% higher rents for lower-priced nearby units and 1.7% lower rents for higher-priced nearby units; a null effect was not ruled out for the higher-priced result. | The analysis uses 2000–2018 panel data, comparing rental buildings 300 meters from new construction with buildings 300–800 meters away over the five years after completion. The project summary says the estimates persisted at least two years. Project summary. |
| Canada Mortgage and Housing Corporation; Canadian cities | Nearby rents declined 2–3% after new construction in Calgary, while rents were more stable in Vancouver. Filtering was stronger in Winnipeg, Montréal and Québec City than in suburban Oshawa and Barrie. | These are city-specific findings from the agency’s 2026 report, not a direct estimate for every Canadian project or for high-rises in other countries. | The Impact of New Housing Supply on the Distribution of Rents; Germany | The study estimates a baseline rent response of −0.19 and estimates that second-hand rental listings rise by a factor of four per newly constructed unit. | The 2025 study analyzes local housing supply and rental prices from 2011 to 2018, uses weather shocks as an instrument and uses a structural model to examine second-hand supply. The factor-of-four relationship is the paper’s estimated mechanism, not a universal multiplier. German institutions and market conditions limit direct translation elsewhere. Article. |
Why nearby rent effects can differ
Distance and the comparison area matter
“Nearby” can mean a few hundred feet, a few hundred meters, or a broader set of neighborhoods. A study comparing properties beside a project with properties farther away is answering a different question from one tracking a citywide rent measure. The chosen comparison group matters too: locations developed later may differ from sites that never received a project. When reading a claim, check the actual distance band and what researchers used as the counterfactual.

Rent segments can move in different directions
An average across a rental market can conceal changes at different price levels. The Minneapolis results illustrate why a submarket analysis can tell a different story from a single-market model: lower-priced and higher-priced nearby units did not show the same estimated pattern. A reader should not infer that one segment’s result applies to all nearby apartments, or that a citywide average describes a low-rent household’s experience.
Building type and tenure shape the channel
Evidence from large market-rate apartment buildings, high-rise completions and a condominium tower can illuminate related mechanisms, but those are not identical forms of supply. Income-restricted homes may serve households with different options from market-rate units. Rental housing built for tenants may compete directly with existing rentals; a condominium project may influence rentals partly through the moves of its buyers. The mix of homes therefore matters alongside the building’s height.

Local demand and amenities can offset supply pressure
A construction project can arrive in a neighborhood where demand is already growing, or where nearby amenities change. More people may want to live in the area even as the housing stock increases. That combination can leave rents rising more slowly than they otherwise would, leave them stable, or produce different outcomes by segment. An observed rent increase after a project does not by itself show that construction caused the increase; the relevant question is how rents changed compared with what would likely have happened without the added homes.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to assess a claim about a proposed or completed tower
For residents, builders and local decision-makers, a useful rent claim should say what was measured and whose experience it describes. Before applying a study result to a specific site, look for these details:
- Location and market: Is the evidence from the same city or a market with comparable rental conditions? Results from Germany, Canada and U.S. cities should not be treated as interchangeable.
- Project and unit mix: Does the study concern high-rises, large apartment buildings, condominiums, market-rate homes or income-restricted units?
- Distance: How close were the measured homes to the project, and how far away were the comparison properties?
- Rent segment: Were lower- and higher-priced homes analyzed separately, or combined into one average?
- Rent outcome and timing: Was the study measuring listed, asking or existing contract rents, and how long after completion? Do not assume a result for one measure or time window applies to another.
- Counterfactual and method: What would likely have happened without construction, and how did the study estimate that comparison? Completion timing, panel data and other identification strategies answer the question with different assumptions.
- Geographic scale: Is the claim about properties near the site, a neighborhood, or a metropolitan market? A local estimate does not automatically predict a citywide effect.
These checks are especially important when someone presents a single percentage as the expected rent change from a particular project. Published studies can help identify plausible mechanisms and observed patterns, but their estimates are tied to their places, periods and research designs. For a project decision, the local housing context and the proposed homes’ price and unit mix matter as much as the building’s height.

A completed building adds homes to the housing stock. Whether those units ease pressure on nearby rents depends on who can use them, what housing they compete with, whether residents move from other homes, and how neighborhood demand changes. This is why a construction count and an affordability outcome are related but not interchangeable measures.
For the same reason, neither “new high-rises always lower nearby rents” nor “new high-rises raise nearby rents” follows from the evidence. The defensible conclusion is narrower: added housing can moderate rent pressure and generate vacancy chains, while local outcomes vary by market and price segment. The strongest interpretation keeps the direct supply effect, household moves and neighborhood-demand changes separate, then asks what the study actually measured.
