Commissioned in 2006, it converted a polluted, obstructed urban river corridor into a connected system of wetlands, controlled water infrastructure, retained trees, paths and public spaces. The project’s published dimensions and beneficiary estimate come from the American Society of Landscape Architects (ASLA), while its awards recognize design quality rather than independently measured environmental performance.
What the Sanlihe Greenway is
The Sanlihe Greenway is a 13.4-kilometre landscape and infrastructure project in Qian’an, a city in Hebei Province. Turenscape designed it for the Qian’an City Government, with Kongjian Yu, FASLA, as lead designer. The commission addressed an urban river corridor that had been heavily altered as industrial development and population growth increased. Sewage and solid waste had polluted the corridor, the river had dried up, and refuse obstructed the channel.

Rather than treating the site as a decorative park, the project combined sewage management, ecological restoration and urban design. Its central idea was to make water treatment, flood accommodation, habitat and daily public access operate in one continuous landscape. The result is commonly described as a recovered mother river because it reconnects the city with a waterway that had become functionally absent.

Why the river needed a different kind of construction
The pre-project condition created several problems at once. Sewage entered the river system, stormwater could carry additional pollutants, and solid waste physically blocked the channel. A dried or obstructed channel also removes the everyday functions people expect from an urban river: moving water, storing runoff, supporting vegetation and providing a legible public route through the city.
The 2006 commission therefore had three linked objectives:
- Separate wastewater from stormwater so contaminated flows could be managed instead of being mixed indiscriminately.
- Clean up and treat industrial waste associated with the corridor.
- Restore a functioning water landscape and reconnect it to the city through public paths and spaces.
The design account describes these as project strategies and intentions. The available project records do not provide an independent, long-term audit of pollutant concentrations, fish populations, flood losses or operating costs after construction.

How the water system was assembled
Separating wastewater and stormwater
The first move was infrastructural: wastewater and stormwater were treated as different flows. This distinction matters because sewage requires collection and treatment, while rainfall runoff arrives in pulses and can be held, slowed and filtered through landscape. Separating the two allows a wetland corridor to perform stormwater functions without being used as an open sewer.
Using a controlled connection to the Luan River
The designers introduced water through a controlled connection from the Luan River. The project narrative does not describe this as an uncontrolled diversion; it presents the connection as a managed source used to reintroduce water through Qian’an. Control is important in a constructed river because inflow, seasonal variation and downstream capacity must be coordinated with the wetland system.

Replacing the concrete channel with a multi-course wetland
The existing concrete channel was replaced by a multi-course riparian wetland system. Instead of one hard, uniform trench, the corridor uses a sequence of water and planted zones. Wetland pools were intended to retain water at low levels, buffer runoff and create varied habitat. In practical construction terms, that means the channel edge becomes a graded, planted system rather than a single vertical or uniform surface.
This approach also gives the river corridor more than one operating condition. Pools can hold water when flows are low, planted areas can slow and filter runoff, and the broader corridor can accommodate changing water levels. The records explain the design logic but do not publish measured storage volumes, treatment rates or flood-reduction percentages.

Wetlands, trees and planting as working infrastructure
The planting strategy is part of the river system, not a layer added after engineering. Wetland planting and pools were intended to provide habitat while helping retain and buffer water. The project also retained mature trees, preserving established canopy and the spatial character of the corridor instead of clearing the site for an entirely new landscape.
ASLA describes the planting as native and low maintenance. “Low maintenance” should be read as a design objective rather than a guarantee that the landscape requires no care. A wetland still needs inspection, vegetation management, litter removal and attention to water-control structures. Native planting can reduce the need for intensive replacement or irrigation when it is matched to local conditions, but the published project material does not state annual maintenance hours or budgets.
The ASLA narrative recalls older residents describing a former landscape where reeds and lotus flourished and water supported fish and soft-shelled turtles. That recollection explains the cultural memory behind the recovery effort; it is not presented as a measured ecological baseline or a post-construction biodiversity survey.

Public access: a river corridor people can use every day
Walking and cycling paths run through the restored corridor. The project describes these routes as serving both commuting and recreation, which changes how the greenway should be evaluated. It is not only a destination park visited for scenery; it is also everyday transport infrastructure and a continuous public right-of-way.

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →The busiest middle section serves nearby residents and schoolchildren. That location makes the design’s practical value visible: people can cross, walk beside water, cycle through the corridor or use shelters and seating without treating the restored river as an inaccessible ecological reserve. The paths also connect the environmental work to ordinary urban routines, helping explain why the project was framed as urban design as well as restoration.
For a construction team, this combination creates coordination requirements. Circulation routes, wetland edges, lighting, seating and maintenance access must be planned together. A path that is attractive but disconnected from homes, schools and daily destinations would not deliver the commuting function described for Sanlihe.
Folding Paper: cultural infrastructure in the landscape
The project’s most recognizable public element is Folding Paper, an 800-metre red fiberglass installation inspired by Qian’an’s local paper-cutting tradition. It is not simply a freestanding sculpture. The installation incorporates shelters, seating, boardwalk and lighting, turning a cultural reference into usable public infrastructure.
Its length helps bind separate parts of the greenway into a legible sequence. Red fiberglass gives the route a visible identity, while the integrated shelters and seating provide places to pause along the water. Boardwalk sections allow people to experience wetland areas without walking directly through planted or saturated ground; lighting extends the installation’s civic presence beyond daylight, although the available records do not state operating hours or energy consumption.

Architectural Record’s report on the 2011 World Architecture Festival winners lists “A Mother River Recovered – The Sanlihe Greenway, Qian’an, China” in the Landscape category. ASLA later gave the project a 2013 Professional Awards Honor Award in General Design. These are separate recognitions in separate years.
ASLA attributes this assessment to its awards jury: “The scale is impressive, the transformation is amazing, and the detail is wonderful. The sophistication of the planting shows a strong understanding of horticulture.” The quotation explains why the project attracted professional attention: it joins regional infrastructure, planting design, public access and detail at a very large scale. An award, however, is not a substitute for a water-quality or post-occupancy study.
How to read the project as a construction and landscape model
Plan the corridor as a system
Sanlihe shows why a river recovery project cannot be delivered by channel work alone. Wastewater separation, stormwater routing, water-source control, wetland grading, planting, paths and public amenities are interdependent. Changing one element can affect the others: a path alignment may alter wetland area, a control structure may change pool levels, and a maintenance route may require a stronger edge treatment.

Retaining mature trees is both an ecological and a construction decision. It preserves shade and established habitat while reducing the need to create an entirely new canopy. Retention requires protection zones, careful grading and sequencing around roots, but it can make the completed corridor feel established sooner than a cleared-and-replanted site.

Make water visible without exposing people to untreated flows
The project’s separation of wastewater and stormwater illustrates a basic public-health principle: visible water should not be assumed to be clean merely because it is in a landscaped setting. Treatment and control occur before water is presented as an amenity. Signage, edge detailing and maintenance access should reinforce that distinction in any comparable project.
Design for both ordinary use and exceptional weather
Wetland pools and runoff buffers indicate an intention to accommodate variable water conditions. Paths, boardwalks, shelters and lighting must be detailed for the same variability. The available Sanlihe records do not publish design storm recurrence intervals, flood depths or damage reductions, so those values cannot be inferred from the project’s dimensions.
What is documented—and what remains unmeasured
The strongest documentation concerns the project’s design, scale and recognition. The sources identify the location, client, design firm, lead designer, commission year, water and wetland strategy, public paths, retained trees and Folding Paper installation. They also publish the dimensions and the approximate beneficiary figure listed above.
The records do not provide independent post-construction measurements for:
- Water-quality improvement or pollutant-removal rates.
- Changes in fish, turtle, bird or plant populations.
- Flood-peak reduction, avoided flood damage or downstream water levels.
- Annual visitor numbers, commuting counts or school-use data.
- Long-term maintenance cost, staffing or replacement cycles.
- Current operational status or a post-occupancy evaluation.
Accordingly, it is accurate to say that the project was designed to clean and buffer water, restore habitat and improve access. It is not accurate to present those aims as independently measured outcomes without additional monitoring evidence.
Why A Mother River Recovered still matters
The Sanlihe Greenway is significant because it treats a damaged urban river as a combined environmental, civic and mobility problem. Its response is neither a purely engineered drain nor a park placed beside an unchanged channel. Wastewater management, a controlled connection to the Luan River, multi-course wetlands, retained trees, native planting, cycling and walking routes, and the Folding Paper artwork are parts of one corridor strategy.
For construction and landscape professionals, the project offers a clear sequence of questions: What flows must be separated? Where can water be held and slowed? Which existing trees and site structures are worth retaining? How will people move through the corridor during and after construction? Which cultural elements can perform practical functions? And which claimed benefits will be measured after handover?
Those questions are more transferable than any single visual feature. They explain how a dried, waste-obstructed channel could become a public greenway while keeping the limits of the available evidence visible.
