The exact job varies: one foundation may lead a capital campaign, another may simply receive and account for gifts, while another may pass grants to a park partner or provide fiscal sponsorship. A donor should therefore identify the foundation’s role, the project or fund being supported, and the reporting and receipt terms before giving.
What a park foundation actually does
A park foundation is an independent nonprofit that connects donors with a park, park system, or community project. It can provide an organized route for private money to support public land without becoming the public agency that owns or manages that land. The foundation may help set priorities with a parks department, explain a project to donors, collect gifts, issue acknowledgments, hold restricted funds, pay vendors, make grants, or report results.

Those functions are not interchangeable. Fairfax County’s FY2025 foundation plan in Virginia, United States, distinguishes between projects for which the foundation proactively fundraises and projects for which it receives, accounts for, thanks, recognizes, and disburses donations raised by others. That local plan is an example of one operating model, not a definition that applies to every foundation.

- Project fundraiser: The foundation identifies a priority, sets a campaign goal, solicits major gifts and public donations, and helps deliver the completed improvement.
- Gift administrator: Donors or a public agency identify the project, while the foundation receives the money, keeps records, acknowledges donors, and disburses funds under agreed terms.
- Grantmaking intermediary: The foundation awards money to a parks department, nonprofit partner, or community organization that carries out the work.
- Fiscal sponsor: The foundation provides an administrative and charitable structure for a community group that does not have its own qualifying entity. Seattle Parks Foundation in Washington, United States, says its fiscal-sponsorship model lets community partners seek government grants and reach a wider supporter network.
A foundation can combine these roles, but a donor should not assume that a foundation raising money for one project also operates the park, hires the construction contractor, or pays routine expenses from every gift.

How donations move from an appeal to park work
- Priority setting: A parks department, foundation board, community group, or partner defines a need such as a trail, playground, restroom, visitor facility, garden, memorial, or historic restoration.
- Fund design: The parties decide whether gifts will be restricted to a named project, available for a broader park purpose, used as matching funds, or placed in a long-term maintenance fund.
- Fundraising or gift intake: Depending on its role, the foundation solicits donations through direct appeals, major gifts, grants, sponsorships, appreciated stock, online or on-site giving, or a campaign managed by a partner.
- Accounting and compliance: The foundation records gifts, applies any restrictions, issues donor acknowledgments or receipts where permitted, and tracks campaign costs and balances.
- Disbursement: Money may be transferred to a public agency, paid to project vendors, awarded as a grant, or retained in a reserve or endowment according to the gift agreement.
- Reporting: The foundation or project partner tells donors what was built, repaired, staffed, or reserved for future work and publishes financial information according to its policies.
These steps can occur in a different order. For example, a community group may design a project and approach a fiscal sponsor before seeking a government grant, while a national foundation may invite applications from park partners and then award grants.
How foundations finance construction and major renewal
Construction is usually a discrete, explainable need. A campaign can show donors a site plan, budget, schedule, and purpose, making it easier to connect a gift with a visible result. Typical projects include accessible paths, playgrounds, restrooms, visitor centers, gardens, shelters, bridges, landscape improvements, and restoration of historic features.
Capital campaigns and major gifts
A foundation may run a capital campaign with a public goal and a quiet phase for lead gifts. Major donors can fund an entire feature, a named room, or a substantial share of the construction budget. Smaller gifts can fill the remaining gap. A campaign should state whether the target covers design, permits, construction, equipment, contingency, and post-opening costs; a construction gift does not automatically cover later operations.

Grants and matching funds
Foundations can award grants to park partners or use their own money as a match that unlocks public, institutional, or corporate support. The National Park Foundation (United States) reports providing matching funds for large infrastructure, construction, and programmatic projects. Its 2024 report also says it partnered with 470 park philanthropic organizations and funded 45 nonprofit park-partner capacity projects. Those figures describe that foundation’s reported network and grants, not the total number of park foundations or projects nationwide.
Sponsorships and designated gifts
Corporate or community sponsors may underwrite a playground, trail segment, event space, or restoration component. A donor can also designate a gift to an identified project. Fairfax County’s FY2025 plan lists direct appeals, grants, appreciated stock, major gifts, sponsorships, and on-site giving among the funding sources used for different priorities. The available methods vary by project and foundation; no single list is universal.
Examples of completed or reported capital work
| Organization and geography | Construction or renewal role described by the organization | Reported figure or detail |
|---|---|---|
| National Park Foundation, United States | Matching funds for large-scale infrastructure and construction projects with park partners | $83.8 million granted to parks and partners in 2025 |
| Holliday Park Foundation, Indianapolis, Indiana, United States | Funding for the Nature Center, renovation of the historic Ruins, a playground, and a restroom pavilion | Projects listed in the foundation’s description of its contributions |
| Parks Foundation Calgary, Alberta, Canada | Donor- and partner-supported creation and revitalization of public spaces | $15.5 million raised in 2025, as reported by the foundation |
The Calgary amount is specific to that foundation’s reported 2025 year; its allocation should be read in the context of the full report. Likewise, the National Park Foundation’s $83.8 million is its own 2025 grant figure, not a sector-wide total.

Why maintenance needs a different funding plan
Opening a new facility is a capital event; keeping it safe, clean, accessible, and useful is a recurring obligation. Trails erode, trees require care, playground components wear out, landscapes need seasonal work, and historic structures need periodic repairs. A foundation can support those needs through annual project funding, operating grants, service crews, or a dedicated long-term reserve.
Recurring campaigns and maintenance grants
A foundation may ask donors to fund trail maintenance, beautification, invasive-species control, landscape work, or repairs as needs arise. Fairfax County’s FY2025 plan lists trail maintenance and beautification as a fundraising priority. This approach is flexible, but it requires repeated appeals and clear annual budgets.
Crews and direct project support
Money can pay for staff, contractors, tools, materials, or organized service teams. The National Park Foundation’s 2025 report describes a $4 million investment that helped mobilize 30 service corps crews and maintenance action teams for high-priority projects, including trail repair and historic-site restoration. The figure and crew count apply to that reported investment and should not be treated as a general measure of park maintenance capacity.

Endowments and quasi-endowments
An endowment invests principal and uses an approved spending policy to support future needs. A quasi-endowment is generally board-designated rather than permanently restricted by a donor, so its terms and flexibility can differ. These vehicles can reduce dependence on annual appeals, but they do not guarantee that every future maintenance bill will be paid.
Fairfax County’s FY2025 plan lists funds intended to endow future needs and identifies some as quasi-endowments. Holliday Park Foundation in Indianapolis says it established a maintenance and operations endowment. Its own statement reads: “The Foundation’s most significant contributions have been securing funding for the construction of the Nature Center, the renovation of the historic Ruins, and the establishment of a maintenance and operations endowment to support Holliday Park in perpetuity.” That is the foundation’s description of its intended long-term support, not an independent guarantee of funding for every cost.
How the main approaches compare
| Approach | Primary purpose | Who may carry out the work | What a donor should check |
|---|---|---|---|
| Restricted capital campaign | Build or renovate a named facility or feature | Public agency, nonprofit partner, or contracted builder | Project scope, campaign goal, construction budget, and treatment of surplus or shortfall |
| Grantmaking | Finance projects proposed by park or community partners | Grant recipient under the foundation’s agreement | Eligibility, grant restrictions, reporting schedule, and whether the foundation controls final project selection |
| Matching fund | Leverage outside donations or public money | Partner receiving the match and completing the project | Match ratio, deadline, qualifying gifts, and what happens if the match is not met |
| Fiscal sponsorship | Give a community project charitable administration and access to grants | Sponsored community group, with the foundation providing oversight | Administrative fee, control of funds, project reporting, and gift-receipt rules |
| Maintenance campaign | Pay for recurring trail, landscape, facility, or access work | Park staff, service crews, contractors, or partner organizations | Annual spending plan, duration of the appeal, and whether gifts cover operations or a specific task |
| Endowment or long-term fund | Create a continuing source for future maintenance or operations | Foundation or designated fund manager under an investment policy | Spending rule, restriction type, investment disclosures, and whether principal may be used |
Questions to answer before donating
- What is the geographic scope? Confirm the specific park, park system, city, county, state, province, or national network benefiting from the gift.
- What role does the foundation have? Is it leading fundraising, administering another party’s appeal, making grants, or fiscally sponsoring a community group?
- Is the gift restricted? Read whether the money is limited to construction, maintenance, access, programming, general park support, or a named long-term fund.
- Who receives and controls the money? Identify the legal recipient, the public agency or community partner involved, and who can approve changes if the project scope changes.
- What happens if the target is missed or exceeded? Look for the campaign’s surplus, shortfall, substitution, and refund policies.
- What reporting is available? Check annual reports, audited financial statements, Form 990 filings for US organizations, project updates, and gift terms.
- What receipt or tax documentation applies? Confirm the current rules for the intended recipient and your jurisdiction before relying on a deduction or credit.
The National Park Foundation says it publishes annual reports, audited financial statements, and Forms 990. Parks Foundation Calgary identifies itself as a qualified donee and directs donors to its donation-receipt policy. Calgary’s qualified-donee and charitable-tax-credit information applies to that Canadian organization; it does not determine the treatment of a gift to a US foundation or to another Canadian recipient.

What accountability looks like in practice
Good donor information separates money raised from money spent, capital costs from recurring operations, and restricted balances from unrestricted support. A campaign page should identify the project partner and explain whether the foundation will pay invoices, make a grant, or hold funds until conditions are met. Financial statements should make it possible to see fundraising revenue, grants or program expenses, administrative costs, investments, and restricted funds.
Public reporting also helps a donor understand timing. A foundation may raise money years before construction, retain a reserve for warranty or replacement work, or spend an endowment’s approved annual distribution rather than its principal. Those choices are not inherently improper, but they should be disclosed in the gift terms and financial reports.
Bottom line for donors and park partners
Park foundations are financial and civic intermediaries, not a single standardized institution. They can turn a private gift into a new trail or visitor facility, leverage a matching grant, place a community project under fiscal sponsorship, fund a maintenance crew, or build a reserve for future care. The useful question is not simply whether a foundation supports parks; it is how that particular foundation receives, restricts, reports, and disburses the donation. Read the project description, identify the operating model, and verify the current financial and receipt documentation before giving.
