Offshore wind farms are built as complete electrical and marine systems, not as isolated turbines. Developers select foundations for the seabed and water conditions, transport and erect turbine components with specialist vessels, connect turbines with inter-array cables, collect their output at an offshore substation, and send electricity to land through export cables. An onshore substation then prepares that power for the existing transmission network. The project can export electricity only after it has met the connection and commissioning requirements set by the relevant grid operator.
The exact foundation, cable burial method, installation order and grid procedure vary by site and jurisdiction. The sequence below explains the common engineering logic while identifying where a project-specific design is required.

What an offshore wind farm has to connect
A wind farm at sea combines mechanical structures, subsea cables, substations and onshore equipment into one power path. Each turbine generates electricity, but the turbine itself is only the first link in the chain.
| System element | Function | Where it is located |
|---|---|---|
| Turbine and foundation | Converts wind energy into electrical power and keeps the machine stable | At each offshore turbine position |
| Inter-array cable | Collects electricity from several turbines and carries it toward the collection point | On or beneath the seabed between turbines |
| Offshore substation | Collects array-cable circuits and raises voltage for transmission to shore | On an offshore platform or floating structure, depending on the project |
| Export cable | Transmits the collected power from the offshore substation toward land | Along a subsea route and through the landfall |
| Onshore substation | Further processes incoming power so it can connect to existing transmission infrastructure | On land near the grid connection point |
This distinction between inter-array and export cables matters. Array cables move electricity within the wind farm; export cables move it from the wind farm toward shore. Treating them as one cable system obscures different routes, installation work and protection requirements.

1. Plan the site, cable routes and grid connection
Read the seabed before choosing equipment
Water depth, bathymetry and geology influence the turbine layout, foundation concept and cable corridors. Bathymetry maps the shape and depth of the seabed. Geological surveys establish whether the ground can accept a driven or drilled foundation, an anchor, a mooring system or a cable trench. The same wind resource can therefore lead to different construction methods in different areas.
Fixed-bottom foundations are attached to the seabed. Floating foundations sit on the water and are held in position by mooring lines anchored to the seabed. A Victorian government explainer describes fixed-bottom projects in waters up to 60 metres, but that figure is a general educational description, not a universal engineering limit or a regulatory cutoff. Actual suitability depends on the complete site investigation and foundation design.
Define the transmission corridor
Planning must identify the route for offshore transmission infrastructure, including export cables, offshore substations and the point where the cable reaches an onshore connection. In Great Britain, the EN-3 planning policy describes both a traditional radial arrangement, in which one wind farm connects directly to shore, and coordinated approaches that can connect multiple nearby wind farms or other infrastructure. An offshore hybrid asset can combine a wind-farm connection with a point-to-point interconnector. These are policy and design options, not a single standard used everywhere; planning, consent and network rules are jurisdiction-specific.

Allow for the scale of the machines
Offshore components are too large for ordinary construction logistics. The Victorian explainer notes that blades can be more than 100 metres long and supporting structures can exceed 200 metres in height. Port staging areas, heavy-lift capacity, transport routes and weather windows must be planned around those dimensions. The figures describe the scale of modern projects, not a specification that every turbine must meet.
2. Install foundations suited to the water and seabed
Fixed-bottom construction
A fixed-bottom project transfers turbine loads into the seabed through its foundation. The selected concept may be installed using specialist marine equipment, but the exact method depends on soil, water depth, foundation geometry and environmental constraints. The foundation is secured first, after which the tower, nacelle and blades can be assembled in the sequence chosen by the project team.

Floating construction
A floating turbine is not attached rigidly to the seabed. Its floating foundation is held by mooring lines connected to seabed anchors. Installation therefore includes tow-out or offshore positioning, mooring deployment and connection of the station-keeping system, in addition to turbine assembly. Floating and fixed-bottom projects should not be treated as interchangeable installation jobs: they require different vessels, interfaces and seabed work.
Marine logistics
Project components are moved from construction ports on heavy-lift vessels, dedicated installation vessels or barges. Components may be assembled in port or offshore, depending on draft, port capability, vessel availability and the foundation design. Official environmental referral material supports these logistics but does not establish one universal timeline or sequence. Weather, vessel access and the condition of the prepared foundation can change the order of offshore operations.

Once a foundation or floating platform is ready, crews install the turbine’s supporting structure and major components. The tower sections, nacelle and rotor components are lifted with marine cranes or other heavy-lift systems. Blades may be installed individually or as part of a pre-assembled rotor where the vessel and weather conditions allow it. The practical sequence is project-specific, so a published construction plan should be read as that project’s method rather than a universal rule.
Marine installation vessels need stable positioning, adequate crane reach and enough deck space for the components they carry. Some operations use dynamic positioning to hold a vessel over a route or worksite without a conventional anchor pattern. The vessel spread, lifting plan and weather limits are selected for the turbine model, foundation type and local sea conditions.
4. Lay and protect inter-array cables
Collect power between turbines
Inter-array cables link turbines in strings or other collection layouts and carry their output to the offshore substation. Cable routes must account for turbine spacing, seabed geology, crossing points and access for future inspection or repair. The cable design and collection arrangement are part of the electrical system plan, not an afterthought once turbines are installed.

Bury where conditions permit
Specialist cable-laying vessels install array cables along the approved route. Depending on the seabed, a vessel may use a plough, jet sled or hybrid trencher to create a path and place the cable below the seabed. Burial reduces exposure to anchors, fishing gear, currents and other hazards, but the achievable depth and method depend on local geology and engineering requirements.

Rock or other hard ground can prevent the planned burial method. In that case, a project may use protective systems such as rockbags or concrete mattresses. Protection is selected for the specific exposure and seabed condition; it is not evidence that every offshore cable is laid on top of the seabed.
5. Install the export cable and bring it ashore
Follow the offshore route
Export cables carry the collected power from the offshore substation toward shore. Cable-laying vessels can use dynamic positioning to follow the approved route while paying out the cable at a controlled rate. The route must pass seabed surveys, crossing agreements, environmental conditions and engineering checks before installation.
Choose burial, trenching or protection
The same tools used for array-cable work may be used for export cables: ploughs, jet sleds or hybrid trenchers can bury or cut a path where the seabed allows. Where rock prevents burial, engineered protection such as rockbags or mattresses can be installed. These are options, not requirements for every project; the design follows the route survey and risk assessment.
Limit disruption at landfall
At the shoreline, horizontal directional drilling is a common way to bring an export cable ashore while limiting disturbance to a beach or sensitive coastal area. The drilling creates a subsurface route from an onshore worksite to the offshore exit point, allowing the cable to pass beneath the shoreline rather than requiring an open trench across it. Other landfall methods may be selected where geology, space or permits make them more suitable.

6. Collect, raise and condition the power
Offshore substation
The offshore substation receives electricity from the inter-array cable circuits and raises its voltage. Higher voltage allows the power to travel to shore more efficiently, reducing losses for a given transfer. The number and configuration of offshore substations depend on project size, distance from shore, turbine layout and the capacity of the receiving grid.
Export system and onshore substation
From the offshore substation, the export cable carries power to land. The onshore substation then further processes the incoming electricity so it can connect to existing transmission infrastructure. The Victorian Department of Energy, Environment and Climate Action describes this path as: “High voltage undersea cables then transmit the electricity to an onshore substation where it is further processed so it can be connected into existing transmission infrastructure to power homes, industry and businesses.”
An onshore connection may require new switchgear, protection systems, control equipment and a connection bay at the receiving network. The exact equipment and voltage arrangement are determined by the network operator and the approved connection design, so a generic offshore-wind diagram should not be read as a project-specific single-line diagram.

Construction completion is not the same as energisation
Finishing turbine erection or cable installation does not automatically authorize electricity export. The project must demonstrate that its equipment can be energized and operated in accordance with the local system operator’s connection agreement, protection requirements and commissioning process. The names and order of these steps vary by jurisdiction.

Great Britain’s separate milestones
For a direct connection to Great Britain’s National Electricity Transmission System, the National Energy System Operator identifies separate notifications for first energisation and first export. An Energisation Operational Notification covers first energisation, while ION Part B covers first export of active power. These milestones should be kept distinct: equipment can be energized for testing or commissioning before the project is authorized to export active power to the network.

Other jurisdictions
Projects connecting in other countries follow their own transmission-owner, regulator and system-operator processes. The connection point, required studies, protection tests, operating limits and formal notices must therefore be confirmed from the applicable authority rather than copied from the Great Britain process.
How to compare two offshore wind projects
Project comparisons are meaningful only when they use the same technical and regulatory questions. Use the following framework instead of comparing turbine names or headline capacity alone.
| Comparison axis | Questions to ask | Why it changes the work |
|---|---|---|
| Foundation and site | Is the project fixed-bottom or floating? What are the water depth, bathymetry and geological conditions? | These factors determine foundation, mooring, vessel and seabed methods. |
| Transmission architecture | Is the connection radial, coordinated with other wind farms, or part of a hybrid offshore asset? How many offshore substations are used? | The architecture changes cable routes, interfaces and onshore connection requirements. |
| Cable installation | What are the route, seabed conditions, burial or protection method and landfall approach? | These choices affect vessels, environmental work, repair access and shoreline construction. |
| Grid commissioning | Where is the connection point, and which system-operator milestones apply? | Physical completion and permission to export are separate deliverables. |
What controls the schedule and risk
- Seabed uncertainty: Unexpected geology can require a different foundation, trenching tool or cable-protection design.
- Weather and marine access: Lifting, cable laying and vessel positioning require safe operating conditions, so offshore work is planned around weather windows.
- Port and vessel capacity: Blades longer than 100 metres and support structures over 200 metres demand suitable quays, cranes, deck space and transport routes.
- Interface management: Turbine suppliers, foundation contractors, cable installers, substation teams and the network operator must work to compatible designs and handover points.
- Permits and route constraints: Export routes and landfalls must satisfy planning, environmental and seabed-use requirements before installation.
- Grid readiness: A completed offshore plant still depends on the onshore substation, transmission connection and formal commissioning approvals.
For Great Britain, the government’s Offshore Transmission Network Review page says new offshore transmission infrastructure currently takes 11–13 years to develop. That figure concerns transmission-infrastructure development, not a guaranteed duration for installing an individual wind farm, and it should not be used as a universal schedule for projects in other countries.
The complete power journey
- Wind turns each offshore rotor and generator, producing electricity at the turbine.
- Inter-array cables collect that electricity between turbines and deliver it to an offshore substation.
- The offshore substation raises voltage for the export journey.
- Export cables carry the power across the seabed and through the landfall to shore.
- The onshore substation further processes the incoming power for the existing transmission network.
- The project completes the applicable operator notifications, tests and commissioning steps before exporting electricity.
That chain explains why offshore wind construction is both a marine-building project and a grid-integration project. Foundations and turbines capture the wind, but cables, substations, landfall works and system-operator approval are what turn that generation into electricity the wider grid can use.
