The Essex County Courthouse in Newark, New Jersey, was modernized by hiding new mechanical infrastructure inside a 1902 Greek Revival landmark and repairing the historic elements that give it authority. The two-year, $43 million project reported by Building Design + Construction in 2010 reused an abandoned elevator shaft, installed equipment in former boiler rooms, reinforced unexpected foundation weaknesses, restored more than 900 furniture pieces, and replaced only the marble facade stone that could not be saved.
What building was restored?
The courthouse is a five-story Greek Revival building designed by Cass Gilbert in 1902, according to the Aug. 11, 2010, Building Design + Construction case study. It occupies an elevated downtown site in Newark, New Jersey. Its exterior is organized around an entry portico supported by eight Corinthian columns, with nine marble statues above the main entrance. Inside are a four-story rotunda and 11 courtrooms.

Farewell Mills Gatsch Architects of Princeton, New Jersey, served as lead architect for the reported $43 million restoration and modernization. The facility contains 180,000 square feet, figures that the 2010 feature attributes to the project rather than presenting as current measurements.
After court operations moved to the adjacent Hall of Records, the courthouse was vacant for eight years. The restoration began in 2003 and lasted two years, as reported in the case study. Before design work started, the team surveyed the building to document damage, catalog historic components, and identify locations for new mechanical and electrical infrastructure.

Michael Mills, FAIA, a partner at Farewell Mills Gatsch Architects and the lead architect, summarized the condition this way: “After 80 years of use, the courthouse had simply run its course in time,” as quoted by Building Design + Construction.
Why modernization was difficult
The project had to satisfy two requirements that often conflict in historic buildings: provide reliable contemporary building services and leave the public rooms visibly recognizable. The case study describes tight floor-to-floor conditions, security concerns, inadequate HVAC, stuffy and damp interiors, roof leaks, and deteriorating decorative plaster. It also reports mildew on murals, vandalism in bathrooms, and marble facade pieces falling from the cornice. Those conditions are descriptions in the 2010 feature and statements attributed there to the project team, not a current inspection of the courthouse.
Finished courtroom interiors and historic skylights left little space for conventional ductwork or rooftop equipment. Cutting new chases through significant rooms would have damaged fabric the restoration was intended to preserve. The design therefore began with a search for spaces that were already hidden, structurally useful, or historically expendable.
The concealed HVAC strategy
Reusing a prison-elevator shaft
The decisive discovery was an abandoned prison elevator system that had been walled off in the mid-1980s. Its shaft offered a continuous vertical route without opening the rotunda, courtrooms, or other finished spaces. The team extended the shaft from the second floor to the attic and used it for major vertical ductwork. Horizontal ducts then branched across the floors.
Mills explained the reason for the reuse: “We needed major vertical runs from the basement up to the attic so that we could distribute conditioned air throughout the entire building,” according to the feature. Reusing the shaft reduced the amount of new construction visible in public rooms while allowing the mechanical system to reach every level.
Putting equipment in former boiler rooms
Large HVAC equipment was placed in old basement boiler rooms. Those rooms could accept service equipment without consuming courtroom or circulation space, and their location simplified the connection between the basement and the rediscovered shaft. The approach demonstrates a practical preservation principle: first look for obsolete service zones before disturbing significant architectural finishes.
Working around the skylights
Historic skylights occupied much of the roof, so conventional rooftop placement was not available. The solution used a 20-foot-deep light well above a former criminal courtroom. A structural concrete platform was suspended five feet above the skylight, with vibration isolators between the platform and the equipment. A roof enclosed the new mechanical area.

Because the platform occupied the space above the skylight, the design team recreated the daylight effect from below. Fluorescent fixtures were installed under the platform to imitate the appearance of natural light through the original skylight. The result kept air handlers out of the historic interior while preserving the visual role of the courtroom’s overhead light source.
Structural surprises changed the work
Reinforcing the new equipment supports
The added rooftop loads exposed a capacity problem. The piers intended to carry the new equipment did not have enough strength, so steel plates were used to reinforce them from the basement to the roof. This was not a cosmetic intervention: the load path had to be strengthened through the full height of the building.
Finding foundations missing from the drawings
Construction revealed a second problem beneath four of the piers. The foundation footings were atypical and were not shown in the original drawings. Mills described the discovery as follows: “During construction, we found that the foundation footings for those four piers were atypical from the rest of the building, and this didn’t show in the original drawings,” as quoted in the 2010 case study.

Granite blocks beneath those piers could not support the additional load. Work paused while the team installed spread-footing foundations. The building was monitored for settlement during the intervention, allowing the engineers to verify that the new loads were not producing damaging movement.
The sequence illustrates why historic modernization cannot rely solely on archival drawings. Existing construction may differ from the documents, and a seemingly simple equipment location can trigger a structural investigation, a redesigned foundation, and temporary monitoring.
Lighting that adds performance without visual competition
Lighting upgrades were designed to improve usability while keeping the historic rooms legible. Historic fixtures were restored and modernized rather than discarded. In courtrooms, recessed halo fixtures were placed around the ceilings. In the rotunda, small fiber-optic lights were installed around the dome.
Norman Crowe, a judge and professor of architecture at the University of Notre Dame, praised the result in the feature: “The circulation, MEP, and lighting systems were wonderfully re-created for modern use,” he said. He also noted, “The lighting does not disturb any other aspect of the interior.”

The choices show two complementary tactics. Existing fixtures carry the visual language of the building, while new sources are recessed, miniature, or located at the perimeter so that illumination improves without becoming the dominant architectural element.
Restoring the courthouse’s designed furniture
The work extended well beyond air and light. The team restored more than 900 historic furniture pieces, including 400 chairs, 175 courtroom benches, and 35 tables, according to the 2010 report. The inventory also included window openers, umbrella stands, coat racks, and cabinets.
Many pieces had been designed by Gilbert specifically for the courthouse. As court functions moved between the courthouse and the Hall of Records, some objects had disappeared from their original rooms. The restoration team documented the surviving pieces and identified missing items so that the interior could be understood as a coordinated design rather than a collection of unrelated replacements.
Furniture restoration matters operationally as well as visually. Benches and chairs must withstand daily public use, and window hardware and storage cabinets support the way rooms function. Retaining those elements preserved material evidence of how the courthouse was intended to operate.

Repairing the marble facade
The facade required a balance between retaining original stone and removing material that was no longer safe. The feature reports that about 30% of the marble facade stone was replaced, a proportion attributed there to Mills. The figure is a project-era estimate from Building Design + Construction, not a current condition survey.
Where feasible, masons used the Dutchman technique. They removed only the damaged portion of a stone block, cutting straight or keyed edges, and fitted a replacement piece into the opening. This localized repair keeps sound historic marble in place and limits the visual and material impact of replacement.
The method is especially appropriate for a facade whose character depends on coursing, joints, color, and tooling. Wholesale replacement would have erased more original fabric; leaving failing stone in place would have exposed the building to continued loss and falling fragments.

How the decisions fit together
| Project problem | Reported response | Preservation objective |
|---|---|---|
| Insufficient routes for new ductwork | Reuse and extend the concealed prison-elevator shaft; branch ducts horizontally | Keep new distribution out of finished historic rooms |
| Little roof area because of historic skylights | Place air handlers over a 20-foot-deep light well on a platform five feet above the skylight | Protect the skylight and retain its visual effect |
| Insufficient capacity at equipment piers | Install steel plates from basement to roof | Carry new loads without rebuilding the principal rooms |
| Unexpected granite-block footings | Pause, install spread footings, and monitor settlement | Stabilize the building before loading the new system |
| Need for brighter, usable rooms | Restore historic fixtures; add recessed halos and fiber optics | Add light without competing with historic interiors |
| Deteriorated marble | Replace about 30% of facade stone; use Dutchman repairs where possible | Retain sound original material and remove only failed areas |
What this case teaches about historic courthouse modernization
Start with a fabric and systems survey
The initial survey did more than record damage. It cataloged historic components and mapped possible routes for mechanical and electrical work. That combined survey let the team protect significant rooms while identifying concealed opportunities such as the abandoned shaft and basement boiler rooms.
Use hidden volume before adding visible volume
The project looked first to spaces that had already served non-public functions. A disused elevator shaft and obsolete boiler rooms absorbed much of the new infrastructure. Only after those options were used did the design introduce a visible roof enclosure, and even that enclosure was placed over an existing light well rather than across the skylight field.
Design structure and preservation together
Mechanical loads can change the structural problem. The steel-plate reinforcement and new spread footings were not separate from the preservation strategy; they made it possible to place equipment without sacrificing historic rooms. Monitoring settlement provided a control while the unanticipated foundation work was completed.
Treat lighting as part of the architecture
Lighting can damage a historic interior through glare, visible conduit, or misplaced fixtures even when the electrical work is technically sound. Recessed halos, fiber optics, and restored historic fixtures allowed the courthouse to function with more light while keeping the ceiling, dome, and room proportions visually dominant.
Restore movable heritage, not only walls
The inventory of chairs, benches, tables, hardware, and cabinets shows that architectural character includes objects people touch and use. Restoring those pieces helped return the courtrooms to a coherent Gilbert-designed environment rather than furnishing them with generic modern items.

The source is a retrospective project report published Aug. 11, 2010. It documents the restoration and modernization described above, but it does not establish the courthouse’s present condition, current public-access rules, operating status, later alterations, or present-day stewardship. Anyone planning a visit, researching current court services, or evaluating the building today should consult a current official source.
Within its stated period, however, the case study presents a clear design logic: modern performance was inserted through concealed routes and carefully engineered supports, while restoration of light, furniture, and marble maintained the building’s civic expression.
The project’s civic meaning
Crowe connected the completed work to the courthouse’s public role, saying it “recognizes and celebrates the dignity of the law and the belief that the law provides a great public service.” In context, the statement describes the architectural effect of the restored interiors, not a current assessment of court operations.
That effect came from coordinated decisions rather than a single dramatic gesture. The mechanical system disappeared into former service spaces; the skylight received a simulated daylight treatment instead of being abandoned; unexpected foundations were strengthened rather than ignored; and damaged marble was repaired piece by piece where possible. The building could support contemporary requirements without becoming visually detached from the 1902 design.
