Homes immediately beside a busy project can instead lose value, while properties a little farther away may gain an amenity premium. The balance depends on distance, project design, retail mix, neighborhood context, housing type, and the local market.
Published percentages are estimates from particular places and research methods—not a reliable forecast for any individual address. Studies in Finland, Medellín, the Netherlands, and other urban settings show why a proposed project should be evaluated on its own plans and surroundings.

What the strongest studies show
Several studies find a positive average relationship between retail investment and residential prices, but none establishes a universal premium. Kurvinen and Wiley analyzed property-registry records and residential transactions in Finland, using propensity-score matching to compare homes affected by new retail development with similar homes that were not. Their estimates were positive overall, became smaller with distance, and also varied with project size. Their results are described in the University portal record for “Retail Development Externalities for Housing Values”.

Other research reaches different conclusions at different distances. A study of an open-air, mixed-use shopping center found a negative effect inside a critical radius and a positive effect farther away. That pattern is consistent with a close-range nuisance zone surrounded by a wider access-and-amenity zone, but the study does not establish one radius that applies to every project.

The practical answer is therefore conditional: retail can support values when the services are useful and the site is well separated from the most disruptive activity. It can weigh on values when homes face concentrated traffic, late operating hours, loading activity, glare, or persistent noise.
Do not add the percentages from different studies. They cover different countries, projects, housing markets, samples, and statistical assumptions.
Distance changes the balance between amenity and nuisance
Very close homes
The closest properties experience the project most directly. A home next to a center may gain a short walk to groceries, restaurants, or services, yet also face vehicle movements, parking searches, deliveries, lighting, crowds, and sound. Whether the convenience compensates for those burdens depends on the center’s operating pattern and the home’s orientation. A rear boundary beside a service road is a different exposure from a front door facing a landscaped pedestrian street.

Homes within an easy walking or cycling trip can receive access benefits without bearing every on-site impact. This is the distance band in which a project may function as a neighborhood amenity: residents can reach daily services quickly, while their streets remain quieter than the project edge.

Broader market area
Effects can fade as distance increases. In the Finnish estimates, the reported effect was 1.5% within 0.5 kilometers and 0.6% within 1.0 kilometer. Those figures are estimates for that study area and project set; they are not a formula for converting a home’s distance into a price change.
Distance alone is not enough. A physical barrier, a major road, a steep grade, weak pedestrian connections, or a center’s entrances can make a home that is geographically close functionally distant—or expose a farther home to traffic routed through its street.
Retail format and neighborhood setting matter
New construction versus redevelopment
A newly built center changes land use, access, and traffic patterns at once. Redevelopment of an existing center may add less new disruption but can alter tenant mix, building height, public space, and operating hours. Zhang, van Duijn, and van der Vlist studied inner-city shopping-center redevelopment in the Netherlands using a difference-in-differences design. They reported a 1.43% average increase for a property next to a redeveloped center shortly after redevelopment, with effects wearing off relatively quickly across space and time. See the University of Groningen record for the study.

An open-air, mixed-use project may combine retail with restaurants, offices, housing, plazas, and entertainment. That mix can create more useful public activity, but it can also extend activity into evenings and weekends. Kholdy, Muhtaseb, and Yu examined one open-air, mixed-use center and reported a negative effect within a critical radius and a positive effect farther away. Their abstract is available through IDEAS/RePEc. Because this is a single project, its distance pattern should be treated as an example, not a universal rule.

Incremental neighborhood retail
Small shops integrated into an existing street network are a different intervention from a regional mall with large parking fields. The incremental addition of daily services may produce a smaller traffic shock and fit an established mixed-use neighborhood more easily. Conversely, a large concentration of similar stores may create congestion without adding much new convenience.
Retail category and local mix
Research on local retail services finds that effects vary by retail category, concentration, neighborhood composition, and housing type. A convenience grocery, a late-night entertainment venue, and a destination restaurant generate different schedules and traffic profiles. The 2023 Journal of Economic Geography article, “Are local retail services an amenity or a nuisance?”, is available at https://doi.org/10.1093/jeg/lbad034.
Published estimates and what each one actually measures
| Study and setting | Reported result | Scope and method |
|---|---|---|
| Kurvinen and Wiley, Finland | 1.5% within 0.5 km; 0.6% within 1.0 km | New retail development; property-registry and transaction data with propensity-score matching; effect diminished with distance and varied by project size |
| Villada-Medina, Medellín | 3.59% to 7.39% for homes up to 0.5 km from a shopping mall | Shopping-center proximity estimated with hedonic models and spatial econometrics; range applies to the Medellín study, not other cities |
| Zhang, van Duijn, and van der Vlist, Netherlands | 1.43% average increase for a property next to a redeveloped shopping center shortly after redevelopment | Inner-city redevelopment studied with difference-in-differences; reported effects wore off relatively quickly across space and time |
| Kholdy, Muhtaseb, and Yu, one open-air mixed-use center | Negative within a critical radius; positive farther out | Single-center study of nearby residential prices; no general distance threshold established |
| “Are local retail services an amenity or a nuisance?”, 2023 | Direction varies by retail category, local concentration, neighborhood mix, and housing type | Evidence concerns local retail services; findings are not interchangeable with every new shopping-center project |
Villada-Medina’s Medellín analysis reports the 3.59%–7.39% range for homes up to 0.5 kilometers from a mall, using hedonic models with spatial econometrics. The journal page is available from the Universidad Complutense de Madrid. The range should not be combined with the Finnish or Dutch estimates: each study defines its treatment, comparison group, and market conditions differently.
Why studies disagree
Different questions are being estimated
A sales-based matching study asks how similar homes with and without a new development differ after accounting for observed characteristics. A hedonic model estimates the relationship between prices and features such as distance, size, and neighborhood attributes. A difference-in-differences design compares changes over time between affected and less-affected areas. None of these methods observes every factor that influences a home’s price, and each relies on assumptions about comparable properties and timing.

Different projects create different exposures
“Retail development” may mean a new shopping mall, a neighborhood service cluster, an open-air lifestyle center, or redevelopment of an existing center. A project’s floor area, tenant schedule, parking supply, loading plan, access points, and public-realm design determine who experiences benefits and who experiences costs.
Different homes respond differently
A detached house with a private garden, an apartment above a shop, and a condominium facing a parking deck do not receive the same exposure. Views, sound insulation, outdoor space, building entrances, and the street used for deliveries can all change the market response. Existing neighborhood conditions also matter: a center may fill a service gap in one area and add redundancy or congestion in another.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How a homeowner can evaluate a proposed project
A percentage from another city cannot substitute for site-specific analysis. Use the following sequence to identify the channels most likely to affect your home.
- Map actual walking and driving routes. Measure the route to the nearest public entrance, not only the straight-line distance. Note whether paths cross major roads and which streets connect to parking, loading, and public transport.
- Separate public-facing and service activity. Locate loading bays, waste storage, delivery gates, parking ramps, ride-hailing areas, and employee access. These may be on a different edge from the main shops.
- Read the operating schedule. Check proposed opening hours, restaurant or entertainment uses, delivery windows, construction phases, and any restrictions on amplified sound or overnight servicing.
- Check the site plan and elevations. Look for building height, setbacks, retaining walls, trees, lighting, screens, and the position of windows or balconies relative to homes.
- Identify traffic changes. Review intersection upgrades, turning lanes, signal timing, parking capacity, and whether neighborhood streets are likely to carry diverted traffic.
- Compare the retail mix with existing services. A grocery, pharmacy, childcare service, or other daily-use tenant may address a local need. A concentration of destination uses may produce more peak-period trips.
- Track approvals and conditions. Planning conditions can require noise controls, delivery-hour limits, landscaping, pedestrian links, or traffic monitoring. Record which commitments are enforceable and which are only proposed.
- Use local market evidence. Ask a qualified local appraiser or broker to compare sales near similar operating centers, using homes with comparable construction, tenure, and exposure. A professional opinion should identify the selected comparables and the adjustments made.
Design and construction choices that can influence the outcome
For developers and project teams, the evidence points to exposure management rather than a guaranteed “retail premium.” Place the most disruptive functions—loading, waste handling, mechanical equipment, and late-night access—away from residential edges where possible. Use building mass, setbacks, acoustic treatment, landscape buffers, and carefully aimed lighting to reduce direct impacts. Provide continuous, safe pedestrian routes so nearby residents can reach useful services without crossing service yards or high-speed entrances.

Traffic planning should distinguish customer trips from deliveries and employee parking. A site that concentrates access on streets designed for the expected volume is less likely to shift congestion into residential blocks. Phased construction plans also matter: temporary haul routes, dust, vibration, and construction traffic can affect perceptions and transactions before the finished center opens.
These measures do not create a measurable value increase by themselves. They reduce specific burdens that studies identify as reasons a close-in location may underperform a more convenient but quieter location.
How buyers, sellers, and appraisers should use the evidence
For buyers
Price the exposure you can observe, not a headline percentage. Visit at morning and evening peaks, during a weekend, and when deliveries are likely. Listen indoors and outdoors, inspect sightlines, and ask how access will change after opening. Confirm whether proposed mitigation is funded and enforceable.

Document advantages that are actually usable: a short, safe route to daily services, transit connections, or a public plaza. Also disclose material construction or access changes required by local rules. Buyers will assess the same traffic, sound, and privacy conditions, so precise information is more credible than claiming an automatic appreciation premium.
For appraisers and analysts
Define the treatment carefully: new construction, redevelopment, or incremental retail. Use distance bands that reflect the site’s access and traffic pattern, control for housing type and neighborhood trends, and report whether effects are immediate, persistent, or concentrated near the edge. Do not pool estimates from Finland, Medellín, the Netherlands, or another city as though they were observations from one market.
Quick Recap
Common mistakes to avoid
- Applying a published percentage to one address. The reported numbers are context-specific estimates, not appraisal adjustments.
- Using straight-line distance alone. Route design, barriers, entrances, and service roads can matter more than map radius.
- Treating all retail as the same. Tenant category, hours, concentration, and delivery activity change the exposure.
- Ignoring time. A short-lived post-redevelopment effect is different from a durable neighborhood change; construction impacts may precede operating benefits.
- Counting benefits but not costs. Convenience and amenity access should be weighed against noise, traffic, lighting, privacy, and safety conditions at the specific home.
- Assuming one study settles the question. Different methods and settings answer different questions, so the local plan and comparable sales remain essential.
