Event venues are returning to city-building plans as more than stand-alone halls or arenas. Recent projects in Dallas, Fishers, Indiana, and Fayetteville, North Carolina, pair convention, sports, performance, banquet, and conference uses with larger district strategies intended to attract visitors, support nearby development, and give residents reasons to spend time in urban centers. The plans show how public agencies and private partners are positioning event spaces as anchors for walkable districts—but they do not, by themselves, prove that construction will deliver broad economic growth.
Why cities are putting event spaces back at the center of development plans
The pandemic disrupted the meetings, conventions, concerts, games, and other gatherings that normally generate steady activity in downtowns and mixed-use districts. As those activities returned, city leaders began treating venues as pieces of a wider recovery strategy rather than isolated capital projects.

Dallas is planning a major convention-center rebuild tied to a walkable district. Fishers announced a sports and entertainment venue as the anchor of a large suburban district expansion. Fayetteville is replacing an older theater and arena with a multipurpose facility intended to serve entertainment, banquets, and business conferences.
The common idea is straightforward: a venue can create a dependable reason for people to visit, while hotels, restaurants, apartments, retail, public spaces, and transportation improvements capture more of the surrounding activity. That is a development objective, not a measured result. The cited project sources do not establish that any of these venues has already caused broad downtown revitalization or economic growth.

What the three projects have in common—and where they differ
| Project | Primary purpose | Relationship to surrounding development | Published scale or capacity | Stage and source date |
|---|---|---|---|---|
| Kay Bailey Hutchison Convention Center, Dallas | Large conventions, exhibitions, meetings, and ballroom events | Rebuild and expansion linked to a planned walkable convention-center district and redevelopment of nearby land | 2024 report: 2.5 million sq. ft.; 800,000 sq. ft. exhibit space; 260,000 sq. ft. breakout/meeting space; 170,000 sq. ft. ballroom space | Planning and early implementation advanced by January 2026; current official plan targets a 2030 debut |
| Fishers Event Center, Fishers, Indiana | Sports, concerts, and other large-scale entertainment | Announced as the anchor of a nearly $550 million expansion of Fishers District | 8,500 seats | City announcement May 2023; completion was then anticipated by the end of 2024. The cited sources do not establish current operations or team tenancy |
| Crown Event Center, Fayetteville, North Carolina | Entertainment, banquets, and business conferences | Replacement for the older Crown Theater and Arena in a downtown civic and economic-development context | 137,000 sq. ft.; main entertainment center, VIP and general-admission balconies, banquet hall, and conference uses | Groundbreaking reported October 2024; local economic-development organization lists a spring 2027 opening |
The comparison matters because “event space” covers different operating models. A convention center depends on multi-day meetings and exhibitions. An arena needs a calendar of games, concerts, and touring shows. A civic event center may combine ticketed entertainment with banquets and conferences. Each model creates a different pattern of visitors, staffing, traffic, hotel demand, and nearby business activity.
Dallas: a convention-center rebuild wrapped into a district plan
The 2024 project description
In its November 2024 account, Building Design + Construction described a $3.7 billion overhaul of the Kay Bailey Hutchison Convention Center. The article said the replacement and expansion would reach 2.5 million square feet, including 800,000 square feet of exhibit space, 260,000 square feet of breakout and meeting space, and 170,000 square feet of ballroom space.
That report also said 43 events had already been booked for the new center and that redevelopment could free 21 nearby acres for hotels, apartments, and walkable amenities. Those figures describe the plan as reported in 2024; they should not be treated as the current scope without qualification.
The current scope is smaller in published figures and later in schedule
Dallas’s current official expansion page lists a planned 2.1-million-square-foot facility with a 2030 debut. Its published program includes 750,000 square feet of exhibit space, 180,000 square feet of meeting rooms, and a 105,000-square-foot ballroom. The same plan includes a renovated arena and theater, outdoor event terraces, and a walkable convention-center district.
A June 2026 industry update from Northstar also reports a 2030 opening. The City of Dallas said in January 2026 that planning, design, and early implementation work had advanced. Taken together, those updates show a project whose scope and timetable have evolved. They do not establish final delivery, final cost, or realized economic effects.
Why the district connection is significant
The Dallas example illustrates the difference between replacing a building and rebuilding a piece of a city. A convention hall can be busy during a major show yet empty between events. Adding terraces, adjacent development opportunities, hotels, apartments, and walkable public amenities is intended to spread activity beyond the exhibition calendar.

The district approach also creates construction and phasing challenges. Work must account for event operations, traffic, pedestrian routes, loading, security, and connections to existing arena and theater facilities. The public-facing goal is a more active district; the delivery task is coordinating a large building program with surrounding infrastructure and multiple stakeholders.
Fishers: an 8,500-seat venue as the anchor of a lifestyle district
The City of Fishers announced the Fishers Event Center in May 2023 as an 8,500-seat venue and the anchor of a nearly $550 million expansion of Fishers District. The city then anticipated completion by the end of 2024. In November 2024, Building Design + Construction described the center as poised to open that month and as a prospective home for four professional sports teams.
Those statements are historical announcements. The cited sources do not establish whether the venue is operating now, which teams currently play there, or whether the full district expansion has been delivered. The project is useful here because it shows a different development pattern from Dallas: a suburban entertainment and sports venue used to organize a larger lifestyle district rather than a downtown convention-center redevelopment.
An arena of this size can provide concentrated peaks of activity around games and shows. The surrounding district is expected to capture that traffic through dining, retail, hospitality, and residential uses. Such a strategy requires careful management of arrival and departure surges, parking and transit, pedestrian safety, deliveries, noise, and event-day access for residents who are not attending a ticketed event.

Cumberland County broke ground in October 2024 on the Crown Event Center, intended to replace the older Crown Theater and Arena. A local economic-development organization describes the planned facility as 137,000 square feet, with a main entertainment center, VIP and general-admission balconies, a banquet hall, and business-conference use. Its published schedule lists a spring 2027 opening.
The program is deliberately multipurpose. Entertainment can draw ticket buyers, while banquets and conferences create additional booking opportunities that do not depend on a touring concert or a sports season. Balconies and a main room can support different audience configurations; a banquet hall and conference functions broaden the potential user base.

Replacing an existing civic venue also raises continuity questions. A county must maintain event service, protect surrounding businesses from prolonged disruption, and coordinate demolition or transition work with the opening schedule. The available sources establish the intended uses and schedule, not the eventual operating performance.
How event venues are supposed to revive surrounding districts
They create recurring reasons to visit
Conventions, games, concerts, banquets, and conferences bring people at specific times. Visitors may arrive from outside the region, stay in hotels, eat nearby, and use transportation and public spaces. Residents may attend evening or weekend events. The value cities are pursuing is the activity generated around the event, not only the ticket sold inside the building.

They support mixed-use development
Dallas’s plan explicitly connects the convention-center project with hotels, apartments, walkable amenities, terraces, and neighboring venues. Fishers presents its arena as the anchor of a larger district expansion. Fayetteville’s center combines entertainment with banquet and conference uses. In each case, the venue is positioned as one component of a broader land-use plan.
They can give public investment a visible focus
A major venue is a recognizable civic project. Officials can use it to coordinate streets, utilities, public spaces, hospitality development, and private investment. That visibility can help align separate projects, but it does not guarantee that private development will follow or that benefits will be distributed evenly.
They may restore social activity displaced during the pandemic
Rob Svedberg, a principal at design firm TVS, said, “The convention center is fulfilling a social function that used to happen in the office.” Building Design + Construction reported that statement from a recent Urban Land Institute article. It captures why cities see gathering places as part of the post-pandemic urban mix: meetings and informal interaction can happen in a venue district as well as in a workplace. The quotation is an attributed observation, not a measurement of project results.
What the attendance data does—and does not—tell us
Building Design + Construction reported an estimate from the Center for Exhibition Industry Research that U.S. convention attendance rose by more than 15% in 2023. The figure was relayed through an Urban Land Institute article, and it is a 2023 estimate rather than a current national measure. It was not independently checked against an original CEIR release in the cited material.

The statistic helps explain why convention facilities reappeared in city investment plans after the disruption of 2020 and 2021. It cannot show that a particular building caused attendance to rise, that attendance will keep increasing, or that a venue will produce net economic gains for its host city.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to read a venue announcement without confusing goals with results
- Separate the announcement date from the delivery date. Fishers’ end-of-2024 completion target and Dallas’s 2030 debut are schedule statements tied to different project updates. A groundbreaking, planned opening, and operating venue are three different milestones.
- Check which version of the scope you are reading. Dallas’s 2024 report listed 2.5 million square feet, while the current official page lists 2.1 million square feet. Exhibit, meeting, and ballroom figures also differ. Do not combine the two descriptions into one specification.
- Ask what the cost includes. Dallas’s $3.7 billion figure belongs to the 2024 account of that overhaul. Fishers’ nearly $550 million figure describes a district expansion anchored by its event center. The sources do not provide an aligned, same-date cost comparison.
- Identify the promised district effect. Look for hotels, housing, retail, public space, streets, transit, and pedestrian links—not only the number of seats or square feet.
- Look for operating evidence. Booked events, signed tenants, opening dates, attendance, hotel nights, tax receipts, and local business performance are separate measures. A project goal is not proof of an outcome.
Construction and planning issues that determine whether the concept works
Phasing around live events
Large venues often sit beside active roads, businesses, or existing theaters and arenas. Construction plans must protect event access, loading routes, emergency response, and pedestrian circulation while work proceeds. Dallas’s combination of a new convention facility with renovated arena and theater functions makes that coordination especially important.
Flexibility inside the building
Different event types need different room sizes, seating layouts, back-of-house routes, acoustics, rigging, catering, and security arrangements. Fayetteville’s entertainment, banquet, and conference program demonstrates why multipurpose planning matters. Flexible rooms can widen the booking calendar, but they also add operational and technical complexity.
Edges between venue and district
Terraces, plazas, sidewalks, retail frontages, and visible entrances determine whether a venue contributes to daily street life or turns its back on the city outside event hours. Dallas’s planned outdoor terraces and walkable convention-center district make those edges part of the stated program rather than an afterthought.
Transportation and event-day pressure
An 8,500-seat arena and a major convention center create short periods of intense demand. District plans must account for traffic queues, parking, transit, rideshare loading, service vehicles, and safe pedestrian crossings. These systems influence neighbors’ experience as much as the building interior does.
Measuring the promised public value
To test whether a venue is doing what officials promised, cities need measures beyond ribbon-cutting attendance: event days and occupancy, visitor origin, hotel demand, local hiring, tax receipts, nearby business activity, residential use, public-space utilization, and the cost of debt or subsidies. The project sources summarized here do not report those outcomes for the three venues.
A practical timeline for the three examples
| Date | What was reported |
|---|---|
| May 2023 | Fishers announced an 8,500-seat event center and nearly $550 million Fishers District expansion, with completion then anticipated by the end of 2024. |

| November 6, 2024 | Building Design + Construction published its roundup, including Dallas’s 2024 scope, Fishers’ expected opening, Fayetteville’s replacement project, and the CEIR attendance estimate. |
| January 2026 | The City of Dallas reported progress in planning, design, and early implementation work. |
| Current Dallas plan | The official expansion page lists a 2.1-million-square-foot facility and a 2030 debut, with 750,000 square feet of exhibit space, 180,000 square feet of meeting rooms, and a 105,000-square-foot ballroom. |
| Spring 2027 | The local economic-development organization’s published target for the Crown Event Center opening. |
| June 2026 | Northstar’s industry update also reported a 2030 Dallas opening. |
The larger lesson for urban projects
These examples show a renewed confidence in gathering places, but they also show why venue construction should be judged as district infrastructure. Dallas is tying a convention-center rebuild to walkability and adjacent development. Fishers is using an arena to organize a lifestyle district. Fayetteville is combining entertainment, banquet, and conference functions in a replacement civic facility.
The strongest plans make the surrounding public realm, operating calendar, transportation network, and development program part of the same conversation as the building. The evidence available for these projects establishes ambitions, designs, schedules, and announced investments. It does not yet establish that the venues have delivered the broad urban or economic transformation their sponsors hope to achieve.
