How Multifamily Owners Can Plan and Deploy Heat Pump Systems

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Multifamily housing can deploy heat pumps by treating the work as a building program rather than a one-for-one equipment swap: establish the property’s heating, cooling, and hot-water loads; choose an air-, ground-, or water-source configuration (plus heat-pump water heating where appropriate); model the design for the local climate; secure incentives and financing; then install, commission, and operate the systems with trained staff. ICAST’s Very High-Efficiency (VHE) Heat Pump HVAC and Water Heating Systems: A Resource Guide organizes that process for owners, managers, policymakers, utilities, and efficiency-program implementers.

What the ICAST guide is designed to solve

Building Design + Construction reported on December 22, 2023, that the International Center for Appropriate and Sustainable Technology (ICAST) released a resource guide focused on very-high-efficiency (VHE) heat-pump HVAC and water-heating deployment in multifamily properties. The guide can also inform single-family and commercial projects, but its examples and stakeholder advice are aimed at the complications of apartments, common areas, affordable housing, and portfolio-scale work.

  • Technology fact sheets for air-source, ground-source, water-source, and heat-pump water-heating systems.
  • White papers on multifamily deployment practices and policy guidelines.
  • Research on market, policy, and regulatory barriers, with recommendations for addressing them.
  • Deployment case studies.
  • Information about ICAST’s design and installation training activities.

ICAST says its material draws on reviews of programs around the United States and on its own multifamily deployment experience. The organization reported that it had facilitated more than 10,000 multifamily heat-pump HVAC installations when the guide was published in 2022; that is a historical figure stated by ICAST, not a current independently verified total.

How heat pumps work in a multifamily building

Unlike a boiler, furnace, or electric resistance heater that generates heat at the equipment, a heat pump transfers heat between locations. The guide’s official description is: “Heat pumps can heat a space or water by moving available heat from one space to another, rather than generating heat.” In cooling mode, the cycle reverses and moves indoor heat outside (or to another heat sink).

Because the equipment moves heat, ICAST describes modern systems as potentially several times more efficient than conventional heating and cooling equipment. Actual energy use depends on the building envelope, indoor set points, distribution losses, outdoor conditions, controls, occupancy, electricity and fuel prices, and the selected equipment. Lower utility bills and carbon emissions are potential outcomes, not guaranteed results.

Earlier heat pumps could lose capacity or efficiency in severe cold. ICAST highlights newer designs, including inverter-driven compressors, that modulate output and improve cold-weather performance. The guide says such systems can be installed across U.S. climate zones, including Alaska, often without backup heat. That is a general technology description: the engineer must verify capacity at design temperatures, defrost behavior, electrical service, and any backup requirement for the particular property and model.

Choose the system family for the building’s actual loads

No source or system type is universally best. Start by separating the decisions for space conditioning and domestic hot water, then evaluate the building configuration, climate, site, distribution system, and available capital.

System family What it uses Where the decision usually turns
Air-source heat pump (ASHP) Outdoor air as the heat source or sink; equipment may serve individual apartments, central areas, or both. Outdoor design temperatures, placement and noise, refrigerant-line routing, electrical capacity, unit-by-unit access, and whether existing distribution can be reused.
Ground-source heat pump (GSHP) Ground or rock through a buried or drilled heat-exchange loop. Available land or drilling access, loop design, geology, permitting, capital cost, and the long-term value of a relatively stable heat source.
Water-source heat pump (WSHP) A building or site water loop, geothermal loop, or another engineered water source. Water-loop temperature, pumping and treatment, central-plant space, controls, and coordination among apartments and common areas.
Heat-pump water heater (HPWH) Heat extracted from surrounding air to warm domestic water; systems may be commercial or centralized. Peak and recovery demand, storage volume, plant-room temperature and ventilation, electrical and plumbing capacity, recirculation, noise, code, and maintenance access.

For an apartment property, the design may combine categories—for example, cold-climate ASHPs for units and common areas with a commercial HPWH for domestic water. A centralized solution can simplify plant maintenance, while distributed equipment can reduce dependence on one plant; the right balance is site-specific.

A deployment process owners can follow

1. Define the project and protect residents

Document the buildings, unit count, common areas, current heating and cooling equipment, domestic-hot-water arrangement, fuel sources, electrical service, complaints, and planned renovation dates. Identify affordable-housing requirements, resident access constraints, indoor-air-quality concerns, and whether work must occur while units are occupied. Establish a resident-communication and temporary-heating plan before construction begins.

2. Audit the existing property

ICAST lists ASHRAE Level 1, 2, and 3 energy audits among its consulting capabilities. Select the audit depth to match the decision: a screening audit can identify obvious opportunities; a more detailed audit can support equipment sizing, controls, envelope measures, and capital planning. Gather utility bills, interval data where available, maintenance records, domestic-hot-water usage, and panel and transformer information.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Model loads and alternatives

Use an energy model and load calculations to test seasonal heating and cooling demand, hot-water peaks, envelope improvements, distribution losses, operating schedules, and utility rates. Compare alternatives on installed cost, lifecycle cost, carbon effects, resilience, resident disruption, and maintainability. Confirm design performance at the local winter and summer conditions instead of relying on a nominal equipment rating.

4. Verify infrastructure and code

Have qualified designers check service capacity, feeder and panel upgrades, disconnects, controls, condensate drainage, structural support, penetrations, fire stopping, refrigerant or water-loop routing, ventilation, and domestic-water temperatures. For HPWHs, confirm storage, recovery, recirculation, mixing valves, plumbing code, electrical requirements, and access for filter and tank maintenance. Obtain permits and coordinate inspections before ordering equipment.

5. Build the financial plan

Separate design, enabling work, equipment, installation, commissioning, resident support, and recurring maintenance in the budget. Check utility rebates, public incentives, tax provisions, and affordable-housing programs for the property’s location and application date. Program rules and amounts change; an old announcement is not evidence that funds remain available.

6. Procure qualified design and installation capacity

Request proposals that include load calculations, controls sequences, startup and commissioning, resident protection, training, warranty terms, and measured performance documentation. ICAST identifies design and installation training as part of its deployment work. Require contractors to demonstrate experience with the selected system type and with occupied multifamily construction, not merely residential split-system installation.

7. Install in phases and commission

Sequence work around leases, accessibility, weather, and domestic-hot-water continuity. Before turnover, verify airflow or water flow, refrigerant or loop charge, sensor placement, electrical protection, controls, set points, defrost operation, alarms, and balancing. Record equipment serial numbers, test results, warranties, and maintenance intervals. Train maintenance staff and give residents simple operating instructions; controls that are misunderstood can erase expected savings.

8. Track results and correct defects

Compare post-installation energy use with weather-adjusted baseline data where possible. Monitor comfort calls, hot-water recovery, peak demand, alarms, filter condition, and compressor or pump cycling. Investigate commissioning defects, control conflicts, blocked airflow, leaking condensate, and inadequate domestic-water recovery promptly rather than assuming the technology failed.

How owners can pay for the work

ICAST’s consulting page lists several financing and implementation categories: energy-performance contracts, Property Assessed Clean Energy (PACE), power-purchase agreements (PPAs), and Pay for Success arrangements. These structures allocate capital cost, performance risk, ownership, and repayment differently. Compare contract term, measurement and verification, escalation clauses, equipment ownership, roof or site rights, lender consent, and obligations if the property is sold or refinanced.

Utility programs can combine technical assistance with cash incentives. In a December 2020 announcement, ICAST said Pepco awarded it a three-year contract for a District of Columbia low-income multifamily efficiency program that included heat-pump HVAC and hot-water upgrades and cash incentives for qualifying properties. That announcement describes a historical program; it does not show that the program is still open or that a current project qualifies.

What a real project can look like

ICAST’s 2024 Safe Haven case study illustrates a combined retrofit rather than a standard price list. The project replaced old gas boilers and central air conditioners with 1.0- to 1.5-ton cold-climate air-source heat pumps serving units and common areas. It also replaced a gas water heater with an 80-gallon commercial heat-pump water heater and installed programmable thermostats.

Safe Haven case-study figure Qualification
Approximately $406,000 project cost Reported for this specific 2024 project; not a typical multifamily estimate.
Approximately $92,000 in utility rebates Reported for this project; current rebate levels vary by location and program.
$21,500 annual utility-cost reduction ICAST’s projected result for the project, not a guaranteed outcome elsewhere.
$446,000 lifetime utility-cost savings ICAST’s projected lifetime value for the case study, based on its assumptions.

The example is useful for defining scope, combining HVAC and water heating, and showing how rebates can change capital economics. It cannot establish what another property will pay or save. Existing distribution, envelope condition, climate, tariffs, financing, resident behavior, and maintenance all change the result.

Common deployment barriers and ways to address them

Insufficient electrical capacity

Large electrical upgrades can dominate schedule and cost. Confirm service and transformer capacity during the audit, then model coincident heating, cooling, hot-water, cooking, and vehicle-charging loads. Phasing, load management, envelope improvements, or a different system arrangement may reduce peak requirements, but only an engineer can validate the design.

Cold-weather and backup uncertainty

Do not use a broad “works in Alaska” statement as a sizing shortcut. Check the selected unit’s capacity and efficiency at the project’s design temperature, defrost strategy, low-ambient controls, and manufacturer-approved operating range. Decide whether backup heat is needed for resilience, code, or extreme events and document how it will be controlled.

Domestic-hot-water peaks

HPWHs need a design for storage, recovery, recirculation, and peak draw. A residential appliance may not meet a centralized multifamily duty cycle. Specify commercial or central equipment when the load requires it, and verify electrical, plumbing, temperature, legionella-control, noise, and service requirements before procurement.

Occupied-building disruption

Unit access, temporary outages, drilling, refrigerant lines, condensate, and noise can create resident hardship. Use a building-by-building schedule, advance notices in accessible formats, temporary water-heating and heating plans, and a clear escalation route for comfort or safety complaints.

Operations capacity

Heat pumps are not maintenance-free. Assign responsibility for filters, coils, condensate, sensors, controls, pumps, water treatment, alarms, and firmware or set-point management. Keep commissioning records and train the staff who will actually respond to faults.

A decision checklist for a multifamily portfolio

  • Scope: Decide whether the project covers apartment HVAC, common areas, domestic hot water, or all three.
  • Building: Record envelope condition, distribution, electrical service, plant space, roof or ground access, and resident constraints.
  • Climate: Use local design temperatures and verify equipment performance, defrost, and backup requirements.
  • Economics: Compare capital, maintenance, replacement, utility, demand, and financing costs over the chosen analysis period.
  • Programs: Verify current incentives and eligibility in writing before relying on them.
  • Delivery: Select designers and installers with multifamily and occupied-building experience; require commissioning and staff training.
  • Operations: Set up metering, maintenance procedures, resident instructions, and a post-installation troubleshooting process.

ICAST’s guide is most valuable as a framework for making those decisions: it brings technology, deployment practice, policy barriers, case studies, and training into one multifamily-focused resource. Owners still need a project-specific audit, engineering design, current program checks, and qualified installation to turn the framework into a reliable retrofit.
