A 2013 report described a completed Product Category Rules (PCR) document from the Gypsum Association for gypsum board produced in North America. Its job was to establish common rules, requirements and guidance for preparing ISO 14025 Type III Environmental Product Declarations (EPDs), while aligning the underlying life-cycle assessment (LCA) work with the ISO 14040 series.
That distinction matters: the PCR was a rulebook for creating future declarations, not an EPD for a particular sheet of board. The report also does not establish whether the PCR is still valid, has been revised or remains available today.

What the 2013 report actually announced
Building Design + Construction reported on November 14, 2013, that the Gypsum Association had completed a PCR for North American gypsum boards. The stated purpose was to give manufacturers and LCA practitioners a shared method for developing environmental declarations that conform to ISO 14025’s Type III framework.

Instead of describing one manufacturer’s board, it sets the methodological conditions that declarations in the category are expected to follow. Those conditions are intended to make declarations consistent enough to be understood and compared on a like-for-like basis, provided the products, boundaries and declared information are genuinely comparable.

The report also says the PCR was intended to specify LCA requirements in conformance with the ISO 14040 series. In practical terms, that means the environmental assessment behind a declaration should use a defined scope, documented data and a consistent method for evaluating life-cycle impacts. The 2013 article does not reproduce the PCR text or enumerate its individual calculation rules.
PCR, EPD and product comparison are different things
| Document or activity | What it does | What the 2013 report establishes |
|---|---|---|
| Product Category Rules (PCR) | Sets common rules, requirements and guidance for preparing declarations for a defined product category. | The Gypsum Association had completed a PCR for gypsum board produced in North America. |
| Environmental Product Declaration (EPD) | Reports quantified environmental information for a defined product, using the applicable PCR and LCA method. | No specific gypsum-board EPD is identified. |
| Product comparison | Evaluates two or more products using equivalent scope, declared unit, assumptions and data quality. | No brands, board types or environmental rankings are compared. |
The existence of a PCR therefore cannot be read as evidence that a particular board has an EPD. Nor does it show that one manufacturer’s board has a lower environmental impact than another’s. Those conclusions require product-specific declarations and a comparison that uses equivalent assumptions.
Why a category rule is needed before an EPD can be useful
Manufacturers can calculate impacts in different ways if no category-level method exists. One declaration might include a different set of life-cycle stages, use another definition of the product being assessed or report results in a different format. Even when every calculation is performed honestly, those differences can make the numbers difficult to interpret.
A PCR addresses that problem by establishing a common starting point. It tells an organization preparing an EPD which product category it is addressing, what LCA information needs to be assembled and how the resulting environmental information should be presented. The goal is consistency of method, not a predetermined environmental result.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque
- Both the DEWALT impact driver and drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
For a gypsum-board manufacturer, that common method can reduce uncertainty about what data to collect and what an EPD audience will expect. For an architect, contractor or building owner, it provides a basis for asking whether two declarations follow the same category rules before using them in a design or procurement decision.
How the ISO framework fits together
ISO 14025 Type III declarations
The report identifies ISO 14025 Type III as the EPD framework. A Type III declaration is a standardized environmental information document tied to a defined product and assessment method. It is not a marketing claim that a product is “green,” and it does not by itself rank products from best to worst.
The PCR supplies the product-category instructions needed to apply that framework to North American gypsum board. An EPD prepared under the rules would still describe the product and the results of its own LCA; the PCR does not fill in those product-specific results.

ISO 14040-series LCA requirements
The report says the PCR was intended to align the underlying LCA requirements with the ISO 14040 series. For readers, the important implication is methodological discipline: the assessment needs a stated purpose and scope, a documented inventory of relevant inputs and outputs, a defined approach to impact assessment and an interpretation of the results.

The 2013 article does not provide the PCR’s declared unit, system boundary, life-cycle stages, data cut-offs, impact categories or calculation formulas. Those details should be taken from the applicable PCR itself rather than inferred from the announcement.
What preparing an EPD generally involves
The following sequence explains how a PCR normally supports an EPD. It describes the role of category rules, not undocumented provisions of the 2013 gypsum-board document.
- Confirm the product category. The manufacturer first determines that the product falls within the PCR’s defined scope. For this report, the stated scope is gypsum board produced in North America.
- Define the product being declared. The EPD must identify the product, its relevant characteristics and the declared or functional unit used to report results. The particular unit for the 2013 PCR is not stated in the available report.
- Set the LCA scope. The practitioner applies the PCR’s instructions for which life-cycle stages, processes and flows are included. A boundary that differs from another declaration can make direct comparison misleading.
- Collect facility and supply-chain data. Data may include materials, energy, transport, manufacturing outputs and other inputs required by the PCR. The 2013 announcement does not list required datasets or reporting periods.
- Perform the life-cycle assessment. The collected data are modeled according to the PCR and ISO 14040-series requirements. Calculations produce environmental indicators for the defined product and scope.
- Document assumptions and data quality. An EPD needs enough explanation for readers to understand what was measured, estimated or excluded. The applicable PCR determines the required disclosures; those disclosure fields are not reproduced in the report.
- Prepare the declaration. Results are organized in the format required by the EPD program and the PCR. The declaration should identify the product, manufacturer, applicable rules, version information and assessment period where required by the governing program.
- Use the EPD within its limits. Designers and purchasers can use the reported indicators in whole-building LCA or procurement analysis only when the declaration’s scope and assumptions fit the decision being made.
The geographic and product scope stated in the announcement
The report identifies North American-produced gypsum board as the product scope. That wording is narrower than “all drywall worldwide.” A declaration for a board manufactured in another region may use different electricity data, transport assumptions, regulations or category rules.
“Gypsum board” is also a category description, not a promise that every board formulation or specialty product is covered in exactly the same way. The 2013 article does not list individual board types, thicknesses, additives or manufacturing sites. A manufacturer or specifier would need to read the PCR’s scope statement to determine whether a particular product is eligible.

What the report does not prove
- It is not an EPD. No product-specific declaration is named in the report.
- It is not a product ranking. The announcement contains no environmental scores, performance comparison or preferred manufacturer.
- It is not proof of present-day availability. The report is dated November 14, 2013, and does not establish whether the PCR remains active, expired, replaced or revised.
- It does not establish current compliance. A board sold today cannot be assumed to meet the 2013 rules without a current declaration and applicable program documentation.
- It does not supply missing technical parameters. The available text does not state the declared unit, system boundary, impact categories, data rules, validity period or verification arrangements.
How to use this historical information in a project today
Treat the announcement as evidence of a standards effort, not as a current specification. Before relying on a gypsum-board EPD, ask the manufacturer or EPD program for the documents that establish present applicability.
Check the PCR version and status
Record the PCR title, version, publication date and validity period. Confirm whether it is still the governing rule for the product category or whether a later edition has superseded it. The 2013 report does not answer those questions.
Check the product and manufacturing region
Verify that the declared product falls within the PCR’s scope and identify where it was manufactured. A declaration prepared for North American production should not automatically be applied to a product made under another regional method.
Read the declaration’s scope and units
Look for the declared or functional unit, included life-cycle stages, exclusions, assumptions and data period. Two EPDs should not be compared merely because both use the word “gypsum.” Their units and boundaries must align.

Confirm the governing program information
An EPD should identify the program under which it was issued, the applicable PCR and the document dates. If those references are missing or inconsistent, request clarification before using the values in a specification, whole-building LCA or procurement scorecard.
Separate environmental data from product performance
An EPD reports environmental indicators. It does not replace requirements for fire resistance, acoustical performance, moisture resistance, structural use, code compliance or installation quality. Those decisions require the product’s technical documentation and the project’s adopted codes.
Questions a project team should ask a manufacturer
- Which PCR governs this EPD, and what is its publication or revision date?
- Does the PCR cover this exact board type and manufacturing location?
- What declared or functional unit is used?
- Which life-cycle stages and processes are included or excluded?
- What data period and assumptions support the results?
- Are the EPD’s indicators suitable for the project’s rating system or LCA software?
- Has a later PCR or EPD replaced the document being reviewed?
These questions prevent a common error: treating the 2013 announcement of category rules as if it were a current environmental certificate for every gypsum board on the market.

Bottom line for builders and specifiers
The 2013 Gypsum Association PCR was intended to make North American gypsum-board EPDs possible on a consistent methodological foundation. It set the stage for product declarations by defining common rules and LCA guidance; it did not declare the environmental performance of a particular board. Because the report does not establish the PCR’s current status or provide its technical details, current projects should rely only on a verifiable, in-scope EPD and the latest applicable category rules.
