How much does it cost to build a leisure centre, and what affects the budget?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no useful single price for a leisure centre. In the UK, a current order-of-magnitude budget depends on the facility schedule, site, procurement date, specification and what the quoted total includes. Sport England’s Q3 2026 benchmarks put defined community-hub packages from the low teens to the mid-£20 millions, while smaller local facilities are around £6 million. Those figures are planning benchmarks for stated packages, not guaranteed tender prices.

Current UK benchmark costs

The most defensible starting point is to compare your proposed facility with a published package that has a similar pool, hall, gym and support-space schedule. Sport England’s Facility Costs 3Q2026 Revision 1 gives rounded Q3 2026 capital costs for good-quality community sports facilities. The examples below are materially different buildings, so they should not be treated as a simple price-per-square-metre ladder.

Package Indicative area and facilities Rounded capital cost What the comparison tells you
Leisure local 1,070 m²; 15 x 8 m pool; multipurpose studio hall; 20-station gym; reception hub £6.035 million A compact local offer with a small pool and limited fitness capacity
Leisure local 1,170 m²; 20 x 8 m pool; multipurpose studio hall; 20-station gym; reception hub £6.35 million A slightly larger local pool package; the extra pool length and area change the cost
Community leisure hub 2,215 m²; four-lane 25 m pool; 17 x 18 m multipurpose studio hall; 50-station gym; group-cycling studio £13.115 million A step up in pool, hall and gym capacity, with more specialist accommodation
Community leisure hub 4,700 m²; six-lane 25 m pool; 13 x 10 m teaching pool; 20 x 34.5 m multipurpose hall; 90-station gym; three studios including group cycling £24.28 million A large wet-and-dry centre with a separate teaching pool and substantial hall
Community leisure hub 5,410 m²; eight-lane 25 m pool; 17 x 10 m teaching pool; 27 x 34.5 m multipurpose hall; 120-station gym; three studios £26.47 million A high-capacity hub with larger sports and fitness spaces

Sport England describes these as good-quality community facilities based on typical Lottery-funded schemes and, where applicable, layouts developed under its design guidance. The figures are useful for testing whether an early business case is in the right order of magnitude. They are not a contractor’s offer for your site, and the smallest package is not a uniformly scaled-down version of the largest: pool type, lane count, hall dimensions, gym capacity and support spaces all change together.

What Sport England’s benchmark includes—and leaves out

Sport England’s facility-cost page says its published capital costs are intended for planning. The Q3 2026 notes include fees and a notional allowance for external works. The fee allowance covers project management, site investigation, planning and associated fees. That makes the figures more useful than a bare construction-only rate, but only if you keep their boundaries intact.

  • Excluded site conditions: poor ground, difficult access, long utility connections and other project-specific enabling requirements are not automatically covered.
  • Excluded financial items: VAT and land acquisition are outside the benchmark.
  • Excluded future movement: inflation after Q3 2026 is not included.
  • Regional differences: materials and labour vary by location; a national benchmark cannot remove that variation.
  • Potentially separate environmental obligations: biodiversity net-gain requirements and similar site-specific obligations may need their own allowances.

Check every line against the project’s own cost plan. If a quantity surveyor has already included professional fees or an external-works allowance, do not add Sport England’s allowance again. Conversely, do not assume an excluded item is covered simply because the benchmark is described as a capital cost.

The main factors that move a leisure-centre budget

1. Facility mix and capacity

The schedule of accommodation is the largest early decision. A small 15 x 8 m pool, a four-lane 25 m pool, a competition-oriented eight-lane pool and a leisure pool with play features have different structural, mechanical and operational requirements. A teaching pool adds another basin, plant, circulation route and changing demand. A large multi-court hall needs greater clear spans, sports flooring, storage, acoustics and spectator or event infrastructure than a studio hall.

Fitness capacity also compounds the difference. A 20-station gym does not require the same floor area, ventilation, power, equipment loading or changing provision as a 90- or 120-station gym. Additional studios bring acoustic separation, sprung or specialist floors, storage and more peak-time circulation. Sport England’s combined-leisure guidance is intended to help authorities test these combinations against local needs before fixing a design.

2. Wet-side engineering

Pools are expensive because the water is only one part of the installation. The wet side normally requires specialist structure, waterproofing, tiled or resin finishes, circulation and filtration, chemical dosing, heating, ventilation and humidity control. Plant rooms, drainage, backwash arrangements and safe access consume space that may not appear in a headline pool dimension.

Leisure features such as flumes, splash areas and other attractions add specialist fit-out, controls, structural support and maintenance obligations. The Valuation Office Agency’s local-authority valuation guidance separates wet and dry accommodation and identifies pool-type cost elements, including leisure-pool fit-out and flumes. It is a valuation framework, not a turnkey project quotation, so use it to understand cost composition rather than to price a complete centre.

3. Site and enabling works

A straightforward, serviced site can preserve the benchmark’s assumptions. A constrained town-centre or previously developed site can consume a large allowance before the new building is fully designed. Investigate ground conditions, contamination, groundwater, flood risk, abnormal foundations, access for cranes and deliveries, and the location and capacity of incoming utilities.

Demolition, asbestos removal, diversion of existing services, temporary works, traffic management and complex phasing are common sources of additional cost. These items may sit outside a benchmark building rate, so they should appear as identifiable packages in the cost plan rather than as an unexplained percentage.

4. Location, project scale and professional fees

Labour, materials, logistics and subcontractor availability vary by region. The VOA framework directs adjustments for location and contract size and adds professional fees. Sport England’s published costs also account for regional adjustments and include fee allowances. Establish which source and price base your team is using, then make one deliberate allowance for each cost category.

Large projects can achieve efficiencies in some preliminaries and procurement packages, but they also bring more complex interfaces, longer programmes and greater client-side management. A bigger contract is not automatically cheaper per square metre.

5. Inflation and procurement date

For its Q3 2026 guidance, Sport England states: “Tender prices are forecast to have increased by 3.2% in the 12 months to 3Q2026.” It forecasts further rises of 2.4% in 2027 and 2.8% in 2028. Those are dated forecasts, not guaranteed escalation rates; the outcome will vary with procurement route, project type and region.

Your cost plan should state its base date, the intended tender date and the escalation method between them. A scheme that is affordable at Q3 2026 prices may need a different funding envelope if approvals, land assembly or planning push tendering into a later year.

6. Quality, sustainability and design ambition

Energy targets, heat-recovery systems, all-electric plant, low-carbon materials, water-saving systems, biodiversity measures and high-performance envelopes can increase capital cost while reducing operating emissions or future utility exposure. The right decision depends on the whole-life case, not just the lowest construction figure.

The £82 million Woolwich Leisure Centre case study published by the Southern Construction Framework illustrates how specialist engineering, a large mixed-use facility, town-centre regeneration constraints and demanding environmental performance can combine into a complex project. Its value should not be converted into a unit-cost benchmark because the cited case study does not establish a comparable area and scope basis.

Construction cost is not the same as total development cost

Keep the building contract separate from the wider development budget. Newcastle City Council reported a £28 million build cost for the Outer West Leisure Centre and a £34.15 million total development cost. The larger figure included professional fees, design and planning fees, legal costs, asbestos removal, demolition and service diversions.

This distinction matters when a funding approval, public-sector business case or board paper asks, “How much will it cost?” State whether the answer means the main works contract, the full development envelope or the amount required to open the facility. A total that omits land, VAT, financing, surveys or enabling works can look affordable while leaving unavoidable commitments unfunded.

How to build a credible leisure-centre cost plan

  1. Write a room-by-room brief. Define pool lengths and lanes, teaching or leisure features, hall dimensions and court markings, gym and studio capacities, changing, reception, offices, storage, catering, plant and circulation. Record what is explicitly out of scope.
  2. Set the capacity and operating model. Peak bather loads, school use, clubs, events, accessibility requirements and opening hours affect changing areas, plant sizing, staffing spaces and back-of-house provision.
  3. Prepare an area schedule. Separate net activity areas from circulation, walls, plant, storage and support accommodation. Compare the total area with the closest Sport England package, but do not apply a simple square-metre multiplier where the facility mix differs.
  4. Investigate the site early. Commission ground, contamination, utilities, access, flood and asbestos investigations at a level that can expose abnormal costs before the design is fixed.
  5. Choose the price base and procurement assumptions. Record the estimate date, planned tender date, contract form, packaging, programme, inflation allowance and regional adjustment. Ask the quantity surveyor to show escalation rather than burying it in a general contingency.
  6. Define inclusions line by line. Identify fees, surveys, planning, external works, utilities, furniture and equipment, specialist pool systems, IT, security, signage, commissioning, testing and opening costs. Mark whether VAT and land are included.
  7. Separate known risks from contingency. Give abnormal ground, demolition, utilities and design development their own allowances where possible. A single unexplained contingency makes it difficult to see whether risk has been double counted or ignored.
  8. Stress-test options. Compare a local pool, a four-lane hub and a larger teaching-pool hub against demand, capital funding, operating income and lifecycle obligations. Remove or add capacity deliberately; do not trim rooms randomly after the design has created fixed plant and circulation requirements.
  9. Update at each gateway. Reprice when the brief, site information, planning conditions, specification or tender date changes. A benchmark is a starting point, not a frozen budget.

Comparison axis Questions to ask
Facility schedule How many pools, lanes, teaching areas, courts, studios, gym stations and spectator or community spaces are provided?
Total area Are both figures measured on the same gross internal-area basis, with plant, storage and circulation included?
Wet-side specification Are filtration, treatment, humidity control, heat recovery, leisure features and pool finishes equivalent?
Sports and fitness capacity Are hall dimensions, court numbers, gym stations, studio count and changing capacity comparable?
Quality and sustainability Do the envelopes, energy systems, materials, certifications and carbon targets match?
Site and enabling works Are demolition, asbestos, abnormal ground, access, utilities and external works included in both options?
Commercial basis Do both use the same region, price date, tender date, contract scale, procurement route and inflation assumptions?
Fees and taxes Are design, project management, planning, legal costs, VAT and land treated consistently?
Risk and contingency Are allowances stated separately, with the same confidence level and exclusions?
Lifecycle Have planned replacements, maintenance and day-to-day repairs been assessed as well as construction?

Why leisure-centre projects go over budget

  • The brief grows after the benchmark is chosen. Adding a teaching pool, larger hall, extra studios or leisure attractions changes structure, plant and support spaces, not just the room containing the new feature.
  • Early surveys miss abnormal conditions. Poor ground, contamination, asbestos and service diversions emerge after an apparently low construction estimate.
  • Scope boundaries are unclear. Fees, external works, equipment, VAT, land and opening costs are omitted or counted twice.
  • Approval delays increase escalation. A price based on Q3 2026 conditions may not remain valid when tendering occurs later.
  • Performance requirements arrive late. Energy, carbon, accessibility, acoustic or water-quality requirements can force redesign and reprocurement.
  • Interfaces are underestimated. Pool specialists, building services, sports equipment, controls and general construction must work together; late coordination creates variation orders and programme delay.

Controls include a signed accommodation schedule, staged surveys, an assumptions and exclusions register, independent cost checks, design-change approval and a forecast that shows both base cost and escalation. The quantity surveyor should state the price base date, exclusions, contingency and escalation assumptions in every formal estimate.

Plan for lifecycle cost, not only opening day

The construction budget is the cost of creating the asset, not the cost of owning and operating it. Sport England defines lifecycle costs as the expenditure needed to keep facilities open and fit for purpose over their life, including major replacements, planned preventative maintenance and day-to-day repairs. It provides separate lifecycle guidance for sports halls, swimming pools and changing rooms.

For a pool, the long-term plan may need to account for plant renewal, waterproofing and finishes, filtration and treatment equipment, heating and ventilation systems, controls, roofs and building fabric. Sports halls and changing areas have different replacement cycles and maintenance profiles. Include these forecasts in the business case so a lower capital option is not selected without understanding its future obligations.

The practical answer for a new proposal

For an initial UK feasibility study, use the £6.035 million and £6.35 million local packages only when the proposed facility genuinely resembles those compact schedules. A four-lane 25 m pool hub with a 50-station gym and studio hall has a Sport England Q3 2026 benchmark of £13.115 million. Larger six- and eight-lane hubs with teaching pools are benchmarked at £24.28 million and £26.47 million respectively. Then adjust the selected benchmark for the actual site, region, specification, procurement date, VAT, land and excluded works.

Present the result as a range with explicit assumptions until surveys, design development and procurement evidence justify a firmer figure. The most reliable budget is not the lowest headline number; it is the one that clearly states what the centre contains, when the price applies, which risks remain and how the building will be maintained after opening.
