Factory-built room modules must arrive in a deliberate order, trucks must be able to enter, turn, wait, unload and leave, and a crane must place each module within its rated capacity and a safe lift path. Those conditions change as the building rises. A gate that works on day one may be blocked by the structure, crane supports or temporary works later.
The practical answer is to plan access, delivery sequencing, crane geometry, ground support and installation timing as one evolving system. The UK Department for Business and Trade describes “lifting operations and the associated logistics onsite” as a key risk in volumetric modular construction. Its review covers the broad planning issues; a separate UK hotel inquiry illustrates how those issues can conflict on one project, but it is not a universal hotel rule.

Why modular hotel construction changes the logistics problem
In conventional hotel construction, many materials arrive as pallets, bundles or loose components and can be redistributed around the site. Volumetric modular construction concentrates a large proportion of the work into finished or partly finished three-dimensional units. Each unit has a defined pick, route, set location and installation sequence. A missed delivery slot can therefore stop a crane crew, leave a transport vehicle occupying scarce space or force the team to alter the planned order.

The UK government’s Volumetric Modular Construction research says planning should account for the number, type and location of cranes; supply and demand points; operating radius; capacity for the heaviest modules; weather; surrounding conditions; lift paths; task scheduling; and the supports or foundations that keep cranes stable. The review also emphasizes that the site layout is dynamic as work progresses.

That means a logistics drawing is not a one-time traffic plan. It is a sequence of workable site states, each showing where vehicles can travel, where they can wait and unload, where the crane can stand, and which areas are still available for assembly, storage or public movement.
How site access changes during the build
Route geometry is more than a gate and a road
A delivery route must be checked from the public highway to the unloading position and back out again. The team needs swept paths for the actual vehicles, not just a line drawn between the entrance and the building. Check approach widths, gradients, overhead clearances, turning radii, reversing requirements, gate operations and whether another vehicle can pass while a delivery is being handled.
Access must also work at each construction stage. A crane, temporary hoarding, scaffold, welfare compound or partly completed block can remove the turning space that existed at the start. If a truck cannot leave without reversing through a live work area, the arrangement is not robust even if the entrance itself is wide enough.
Unloading and waiting areas compete with crane space
Modules need a defined pick or handover point. That area must be large enough for the selected trailer, safe exclusion zones, rigging preparation and the crane’s working envelope. If vehicles arrive early, the plan needs a holding location that does not obstruct emergency routes, public access or the crane’s counterweight and outrigger zones.
Unloading locations should be mapped against the installation order. A truck that unloads at a point outside the crane’s practical reach may require a second handling operation, temporary storage or a different crane setup. Each extra move adds time, congestion and another opportunity for damage or an uncontrolled lift.
Public and neighbouring access may remain live
Hotels are often built in constrained urban or mixed-use locations. Footways, bus stops, neighbouring entrances and rights of way can remain operational while construction is under way. The project must show how those users are protected during arrivals, crane operations and vehicle movements, and how temporary closures or banksman-controlled crossings will be authorized.

The planning inquiry for one UK hotel proposal questioned how lorries would reach proposed unloading areas when crane or building works obstructed access. It also considered turning arrangements, temporary unbuilt areas and the effect on public access. Those observations relate to that submitted scheme and location, not to every hotel project. Read the hotel construction logistics planning inquiry document as a project example rather than a national design standard.

What delivery planning must define
Confirm module data before booking transport
Obtain the latest approved schedule of module dimensions, weights, centres of gravity where relevant, lifting points and rigging arrangement. Identify the heaviest planned load, but do not use that number as a substitute for checking every lift. A lighter module may have a different geometry, pick point or radius that changes the crane configuration.
Transport planners also need the trailer type, axle arrangement, overall vehicle dimensions, loading orientation and any restrictions on height or width. If the manufacturing sequence changes, the delivery schedule and access assessment must be updated rather than assuming that the original order still works.
Match arrivals to the set sequence
Delivery slots should be allocated to the crane’s installation tasks. The useful handoff is not simply “a module arrives”; it is “the correct module reaches the agreed supply point when the crane, riggers and installation crew are ready.” Define arrival windows, check-in procedures, document checks, marshalling instructions and what happens if a vehicle is early or late.
Sequence modules to avoid trapping vehicles or creating inaccessible work fronts. A building area that is deliberately left open for turning or unloading may be essential until a later stage. Once a module is installed, it can become an obstacle to a subsequent pick, so the set order should be tested against the three-dimensional site model and the actual access route.

Allow a controlled holding area or an off-site call-forward system. The site should have a clear response when a module fails an inspection, a trailer arrives outside its slot, weather stops lifting or the crane becomes unavailable. Sending a vehicle into a confined site without a recovery route can create a blockage that affects every following delivery.

Crane planning is a geometry and support exercise
Capacity depends on radius and configuration
A crane’s headline capacity does not prove that it can place a hotel module. The usable capacity depends on the load, lift radius, boom or jib arrangement, counterweight and other configuration details. The peer-reviewed paper Automated Crane Planning and Optimization for modular construction represents crane capacity in relation to project constraints, rigging and schedules rather than as one universal number. Review its planning method at Automated Crane Planning and Optimization for modular construction.
For each lift, document the pick point, set point, maximum radius, required height, rigging weight, planned crane configuration and available capacity at that configuration. Check the heaviest and most remote lifts, not only the average module.
Check the complete lift path
The path from trailer to final position must be clear in plan and elevation. Identify buildings, temporary works, overhead lines, façades, scaffolds, neighbouring property, public areas and previously installed modules. Include the crane’s slew envelope and the exclusion zone beneath a suspended load. A route that is clear before the first floor is installed may be unavailable when later floors or cores are in place.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsHigh-rise modular planning research has treated collision detection and construction simulation as useful functions for testing these interactions. The VR-supported study by Zhiqian Zhang and Wei Pan is available in the HKIE Transactions. It demonstrates planning capabilities; it does not make a particular software package mandatory.
Verify ground and support conditions
Crane stability depends on suitable ground-bearing capacity and an engineered support arrangement at the proposed position. Confirm whether the crane stands on prepared pads, a designed slab, temporary mats or another support system, and verify that the support remains adequate as excavation, drainage or adjacent construction changes the ground.
Coordinate support locations with underground services, basements, retaining structures, vehicle routes and the building foundation. A position that is geometrically ideal may be unusable if it cannot safely carry the crane reactions or leaves no route for deliveries.

Include weather and surrounding conditions
Wind, visibility, rain, ice, lighting and nearby activities can change whether a lift is permitted. The government review specifically identifies weather and the surrounding environment as planning factors. Set the project’s operating limits, monitoring method, stop-work authority and restart checks in the lift plan, and show how a suspended load will be secured if conditions deteriorate.

Build one integrated logistics and lift plan
Use the following sequence before committing to a delivery programme or crane hire. It is a planning workflow, not a replacement for a competent person’s engineered lift plan, traffic assessment or statutory approvals.
- Freeze the current design data. Record module revisions, dimensions, weights, lifting points, rigging and the planned installation order. Mark assumptions that still require confirmation.
- Survey the whole route. Measure the highway approach, gates, turns, gradients, overhead clearances, unloading surface and exit route. Plot public interfaces and neighbouring constraints.
- Test candidate crane positions. For each position, calculate the required radii and heights, check capacity in the proposed configuration, and draw the slew and exclusion envelopes.
- Engineer the support. Confirm ground-bearing information, outrigger or track reactions, foundation interfaces, underground services and any temporary works needed for the crane.
- Model each construction stage. Show the site before deliveries start, during early module placement, at intermediate floor levels and near completion. Remove turning or staging areas from the model when the building or temporary works occupy them.
- Assign supply points and demand points. Identify where each module arrives, where it waits, where rigging is attached and where it is set. Ensure the route does not cross an active exclusion zone.
- Publish time windows and controls. Define call-forward rules, banksman duties, radio channels, public-protection measures, weather limits, inspection hold points and emergency access.
- Rehearse changes. Agree who can approve a revised sequence, crane relocation, delivery diversion or temporary closure. Update drawings and brief crews whenever the physical site differs from the model.
How to compare crane and site-layout options
When two or more arrangements are feasible, compare them against the same project-specific criteria. A nominally larger crane is not automatically better if it blocks the only delivery route or requires unachievable ground support.
| Comparison axis | Questions to answer |
|---|---|
| Crane type, position and configuration | Can the crane reach every pick and set point at the required radius, height and capacity, including the heaviest module and rigging? |
| Ground support and setup area | Are the reactions supported by verified ground or designed foundations, and is there enough room for assembly, counterweights, outriggers or tracks? |
| Vehicle access and unloading | Can the selected trailers enter, turn, wait, unload and leave at every planned stage without entering the crane exclusion zone? |
| Lift path and installation order | Will installed modules, temporary works or the rising structure obstruct later lifts or create collision risks? |
| Schedule coordination | Do factory dispatch, site arrival, rigging, crane tasks and installation crews share realistic time windows? |
| Public and neighbouring effects | How are footways, bus stops, entrances, oversailing concerns, noise, closures and emergency routes managed? |
The available technical sources establish these comparison axes, but they do not establish a universal module dimension, delivery vehicle, crane model or “best” layout. Those choices require the project’s verified loads, geometry, ground information and permissions.
What the hotel inquiry example shows
The cited UK inquiry described a proposed tower crane expected to remain on site for about 23 weeks and discussed heaviest items of around 2.5 tonnes. Both figures belong to that proposal; they are not typical values for modular hotels. The document is useful because it exposes the interactions a reviewer may test: whether lorries can reach unloading areas after crane or building works begin, whether temporary unbuilt space is needed for turning, and whether public access can be maintained.

Safety controls and common failure modes
Failure: the route works only on the first day
Symptom: A later delivery cannot turn because the crane base, structure or hoarding occupies the original space. Fix: Draw staged access plans and reserve the turning or holding area until the last delivery that needs it, or provide an approved alternative route.
Failure: the crane is selected from headline capacity
Symptom: The crane appears large enough, but capacity falls below the module demand at the actual radius. Fix: Check every lift against the manufacturer’s load chart for the precise configuration, including rigging and accessories, and redesign the position or sequence if necessary.
Failure: deliveries and lifts are scheduled independently
Symptom: Trailers queue while the crane is occupied, or the crane waits for a module that has not arrived. Fix: Link dispatch slots to crane task IDs, use call-forward control and maintain a documented recovery sequence for delays.
Failure: installed modules block later lifts
Symptom: A module set early creates an obstruction or removes the planned slew path. Fix: Simulate the full installation order in three dimensions and review the model whenever module geometry, crane position or temporary works change.
Failure: public access is treated as an afterthought
Symptom: A footway, bus stop, neighbouring entrance or emergency route conflicts with a delivery or lift. Fix: Put public interfaces on the logistics drawing, assign controls and marshals, obtain the required approvals and define safe alternatives before work starts.
What a complete logistics package should contain
- Current module register with dimensions, weights, lifting points, rigging and installation order.
- Vehicle schedule showing trailer type, route, arrival window, holding arrangement, unloading point and exit route.
- Staged site plans showing crane position, support system, slew envelope, exclusion zones, supply points, demand points and changing access.
- Lift studies for critical and worst-case modules, including radius, height, configuration, capacity and obstructions.
- Ground and temporary-works information, including bearing assumptions, support design and service checks.
- Traffic and public-interface controls covering footways, neighbouring property, emergency access, banksmen, communications and closures.
- Weather limits, inspection requirements, stop-work authority and recovery arrangements for delays, rejected modules or crane unavailability.
- Change-control records showing who approves revisions and how crews are briefed when the physical site diverges from the plan.
Keeping these documents synchronized is more important than producing a visually elaborate drawing that no longer matches the site. The plan should be reviewed at each major construction stage and whenever a module, route, crane configuration or temporary work changes.
Project-specific limits to keep in view
The government review addresses volumetric modular construction generally. The crane-optimization paper supplies a technical framework for representing capacities, constraints, rigging and schedules. The VR study concerns high-rise modular integrated construction and demonstrates simulation and collision-detection functions. None of these sources says that one crane type, software tool or hotel layout is mandatory.
The hotel inquiry is geographically and procedurally specific to one UK proposal. Its comments should not be presented as a rule for other countries or sites. Confirm local highway permissions, crane oversailing rights, public-space controls, lifting regulations, working-hour limits and emergency-access requirements with the relevant authorities and competent professionals.
