bakery build-out

How Long Does a Restaurant or Bakery Build-Out Usually Take?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plan on roughly four to 12 months from a signed lease to opening day for a restaurant. A bakery or café moving into a suitable second-generation food space can sometimes open in about three to five months. Shell spaces, retail-to-restaurant conversions, heavy-ventilation kitchens, bars and full-service concepts commonly require six to 12 months or longer.

Those are planning ranges, not promises. The local permitting authority, existing utilities and exhaust, change-of-use requirements, equipment lead times, site conditions and the number of design changes determine the actual date. Construction is only one part of the schedule; design, approvals, procurement, inspections, commissioning, staff training and a soft opening all sit on the critical path.

What the typical schedule looks like

The most useful comparison is the condition of the space when you take possession. A second-generation restaurant already has some combination of a hood, grease management, drainage, electrical capacity, gas service and a food-service layout. A shell or white-box unit generally has none of that, so the project needs a larger design, engineering and approval package before finishes can even begin.

Project condition or concept Indicative lease-to-opening range Why the schedule moves
Coffee shop or bakery in a second-generation food space 3–5 months Existing food-service infrastructure reduces demolition, utility and approval work.
Second-generation restaurant conversion 5–8 months in Nexus Build’s 2026 DMV planning range Existing hood, utilities and drainage can be reused, subject to inspection and capacity.
Typical restaurant, broad planning range 4–12 months Concept scope, site condition, equipment and jurisdiction vary widely.
Shell or white-box restaurant 8–14 months in Nexus Build’s 2026 DMV planning range Full mechanical, electrical, plumbing, exhaust, fire and approval scope is required.
Full-service or heavy-ventilation concept 6–12 months or longer Larger kitchens, more ductwork, fire-suppression work, inspections and specialized equipment add time.

Nexus Build’s 2026 estimate for a typical DMV restaurant is six to 12 months from signed lease to first service. Pereff Development Group’s 2026 guidance puts restaurant construction itself at roughly four to seven months, with specialty equipment often requiring eight to 16-plus weeks. Frans Construction’s 2026 estimate is six to 11 months end to end, including long-lead equipment that can take eight to 22 weeks. RCC / Restaurant Construction Contractor reported three to five months for a coffee shop or bakery in a second-generation space in 2025. Ontario Food Handler / NHFC gave a roughly four-to-seven-month planning range for a typical Ontario project in 2026.

Because these figures come from contractors and regional guidance, they should be used to set expectations, not to promise an opening date. A site-specific schedule should be prepared with an architect, kitchen designer, general contractor and the local building and health authorities.

When does the build-out clock start?

“Lease to opening” normally starts when the lease is signed, but the construction clock may start later. Many leases include a period for due diligence, landlord approvals, design, permitting or tenant improvements. If the landlord must approve an exhaust route, structural opening, rooftop equipment or utility connection, that review can affect the schedule before the contractor mobilizes.

Ask for a written schedule that identifies at least four milestones:

  • Lease execution and access for surveys and design.
  • Permit submission and permit issuance.
  • Substantial completion and the start of inspections.
  • First customer service, including any soft-opening period.

This prevents a contractor’s “four-month construction” estimate from being mistaken for a four-month lease-to-opening commitment.

Phase 1: feasibility and site review

Before committing to the lease, verify that the intended use is allowed and that the building can support the concept. Ontario guidance cites about one to three weeks for this early feasibility work, although a difficult site or slow landlord response can take longer.

Checks that should happen before signing

  • Zoning and use: Confirm restaurant or bakery use, occupancy classification, operating hours and any change-of-use trigger.
  • Exhaust: Trace a code-compliant hood and duct route to the exterior. A route through occupied floors, a roof penetration or a new shaft can add structural and approval work.
  • Utilities: Verify electrical service, gas availability, domestic water, sewer capacity and the location of panels, meters and shutoffs.
  • Grease: Identify the existing interceptor, its size and access requirements. A new or undersized interceptor can require excavation and utility coordination.
  • Drainage and floor levels: Check whether floor sinks, trench drains and under-slab lines can serve the proposed kitchen.
  • Lease work letter: Define who pays for utility upgrades, roof work, fire-alarm changes, permits, landlord review and restoration at the end of the lease.

A space that appears inexpensive can become the slower and more expensive option if it cannot support the menu, hood, refrigeration load or production volume.

Phase 2: freeze the concept, menu and kitchen

The menu drives the equipment schedule, and the equipment schedule drives mechanical, electrical, plumbing and fire engineering. Freeze the menu and kitchen workflow as early as practical. Changing from induction to gas, adding a fryer, increasing bakery production or moving a walk-in cooler after engineering has started can force drawing revisions, permit comments and rework in the field.

What the design package must coordinate

  • Architectural plans, seating, accessibility and restroom layouts.
  • Kitchen equipment plans and utility connections.
  • Mechanical ventilation, make-up air, heating and cooling.
  • Electrical service, panels, dedicated circuits and emergency power requirements where applicable.
  • Plumbing, grease waste, floor sinks, hot-water demand and backflow protection.
  • Fire alarm, hood suppression and other life-safety systems.
  • Signage, exterior work and any zoning or historic-review requirements.

Construction documents and engineering typically take several weeks. They are also the point at which long-lead equipment should be identified, quoted and released for production.

Phase 3: permits and health review

Restaurant projects commonly need building, health and fire approvals, plus sign, zoning or change-of-use approvals. A liquor license may add a separate review. The cited planning range for building and health reviews is roughly four to 16 weeks, with the local authority having jurisdiction controlling the queue and the number of correction cycles.

Where the jurisdiction allows it, submit building and health packages in parallel. A complete kitchen plan, equipment schedule and menu description help the health reviewer evaluate food flows, handwashing, warewashing, refrigeration and ventilation without repeated requests for missing information.

Why permit duration is hard to predict

  • Incomplete drawings create correction notices and restart review clocks.
  • Change of use can trigger accessibility, plumbing, parking, fire or energy upgrades beyond the kitchen.
  • New exhaust shafts, rooftop units or structural openings may require separate engineering.
  • Health departments may review the menu and equipment differently from the building department.
  • Final inspections often depend on certificates, test reports and sign-offs from several agencies.

Do not set an opening announcement from the submission date. Use the issuance date and the authority’s inspection sequence as the more meaningful checkpoints.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Phase 4: procure equipment while permits are moving

Procurement should run in parallel with design and permitting once the drawings are sufficiently settled. The cited lead-time range for hoods, walk-ins, refrigeration, custom stainless and specialty bakery equipment is approximately eight to 22 weeks. Pereff Development Group reported eight to 16-plus weeks for specialty equipment in 2026; Frans Construction cited eight to 22 weeks for long-lead items the same year.

  • Custom stainless fabrication, counters and dish tables.
  • Deck ovens, proofers, mixers and other bakery-production equipment.

Phase 5: physical construction

Construction generally proceeds from demolition and under-slab work to rough plumbing and electrical, HVAC, hood and duct installation, fire suppression, walls and ceilings, finishes, millwork and equipment connections. Depending on the concept and the amount of infrastructure involved, cited construction windows range from about eight to 22 weeks. Pereff’s 2026 restaurant-construction estimate of four to seven months includes projects with broader scopes.

Second-generation space

Reuse can shorten the schedule when the existing hood, grease interceptor, drains, electrical service and layout pass inspection and match the new menu. Reuse is not automatic: equipment capacity, code compliance, roof condition, fire suppression certification and duct cleanliness still have to be verified.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Shell or white-box space

A shell project needs the complete backbone of the restaurant: new utilities, kitchen ventilation, gas or high-capacity electrical service, grease handling, drainage, restrooms, finishes and often structural or roof work. That is why Nexus Build’s 2026 DMV range for shell or white-box restaurants is eight to 14 months, compared with five to eight months for second-generation conversions.

  • Hard hat clip- attaches for easy access

Phase 6: commissioning, inspections and opening

After construction, allow roughly one to four weeks for commissioning and opening activities. The team sets and connects equipment, tests utilities, balances ventilation, completes fire and building inspections, closes punch-list items, obtains occupancy approval, trains staff, stocks the operation and conducts a controlled soft opening.

Health approval may require the kitchen to be clean, operating and fully equipped. A failed inspection can delay occupancy or service even when the room looks finished. Schedule final inspections in the order required by the local authority and keep certificates, test reports, equipment manuals and suppression records available.

Can you open in six months?

Six months is plausible for a bakery, café or small restaurant in a well-suited second-generation space, but it is an aggressive target for a shell, bar or heavy-ventilation concept. The target is most credible when all of the following are true:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The use is already approved and no major change-of-use review is required.
  • The hood, grease interceptor, drainage and utility capacity are documented and adequate.
  • The menu and equipment layout are frozen before engineering is submitted.
  • Building and health packages can be reviewed concurrently.
  • Long-lead equipment is released during design and has a confirmed delivery date.
  • The landlord, contractor and inspectors agree on access and inspection sequencing.
  • The announced date includes float rather than relying on every activity finishing on its earliest day.

If one of those conditions is uncertain, communicate a range instead of a single date. A three-to-five-month bakery or café estimate applies specifically to a second-generation food space, not to every bakery lease.

What usually causes delays?

The main delay drivers identified in contractor guidance are permit comments, utility upgrades, owner changes, late equipment and failed inspections. Each can add weeks because downstream trades cannot finish or inspectors cannot sign off.

Practical controls

  1. Investigate before leasing. Confirm zoning, change of use, utility capacity, grease, exhaust routing and landlord obligations during due diligence.
  2. Freeze decisions early. Approve the menu, equipment schedule and kitchen layout before MEP engineering.
  3. Submit coordinated packages. Where permitted, file building and health reviews in parallel and answer comments with one coordinated revision.
  4. Buy long-lead items early. Track fabrication, shipping, site delivery and installation dates for every critical item.
  5. Control changes. Route owner-requested changes through a written impact review covering cost, permit drawings, fabrication and the opening date.
  6. Maintain a commissioning checklist. Test equipment and utilities before requesting final inspections so deficiencies are found while trades are still available.
  7. Protect the public date. Build float between substantial completion, final approvals, training and the first advertised service.

How to build a realistic opening schedule

Start with the required opening date and work backward, but let the jurisdiction and equipment vendors establish the hard constraints. Your schedule should show responsibility and evidence for each milestone rather than a single optimistic bar labeled “build-out.”

  • Lease access, surveys and feasibility confirmation.
  • Concept and menu freeze.
  • Completed architectural, kitchen, MEP and fire drawings.
  • Permit and health submissions, comments and issuance.
  • Equipment release, fabrication and delivery.
  • Demolition, rough-ins, finishes and equipment setting.
  • Testing, punch list and agency inspections.
  • Occupancy approval, staff training, stocking and soft opening.

Use the most restrictive item—often a permit, hood, walk-in, utility upgrade or final inspection—as the schedule’s controlling milestone. Then ask the architect, kitchen designer, contractor and local authorities to validate the dates for the actual address and concept.
