How Long Does a Restaurant Construction Project Usually Take?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Most restaurant projects take about six to 10 months from lease signing or project kickoff to opening. A compatible second-generation restaurant can sometimes open in three to six months, while a shell-space build-out often needs five to nine months. A ground-up restaurant commonly takes 12 to 18 months or longer. The range is wide because contractors may measure from different starting points, and existing utilities, permit reviews, equipment lead times and concept complexity can change the critical path.

Why restaurant construction schedules vary so widely

“Construction time” can mean the physical work only, or the entire period from signing a lease to serving the first customer. Published benchmarks illustrate the difference:

As an Amazon Associate I earn from qualifying purchases.

  • Four to seven months: NHFC’s 2025 benchmark for a typical Ontario project from signed lease to open doors.
  • Six to 10 months: a 2026 Bay Area Realty & Construction example measured from lease signing to opening.
  • Six to 14 months: Restaurant Construction Contractor’s 2025 broad range for a complete restaurant build-out.
  • Six to 11 months: Frans Construction’s current end-to-end guide.
  • Four to seven months: a common estimate for construction itself in contractor schedules, separate from design, approvals and pre-opening work.

These are planning benchmarks rather than an industry-wide statistical average. Local review times, the condition of the premises and the type of restaurant matter more than floor area alone. A small restaurant that needs a new electrical service, grease system and exhaust route can take longer than a larger space with an existing compliant kitchen.

Typical duration by project type

Project type Planning range What drives the schedule
Second-generation restaurant Roughly 3–6 months; very compatible spaces may be scheduled at 12–18 weeks An existing hood, grease trap, utilities and kitchen infrastructure can reduce demolition, engineering and MEP installation.
Shell-space build-out Roughly 5–9 months; one baseline is 20–28 weeks New plumbing, electrical, HVAC, exhaust, grease and other building systems require more design, permits and construction.
Full-service or fine-dining raw shell Roughly 7–12 months Larger kitchens, bars, custom fabrication, detailed finishes and additional inspections add work and coordination.
Ground-up restaurant building Roughly 12–18 months or 40–60-plus weeks Site work, foundations, structure, envelope, utilities and complete building approvals are added to the restaurant fit-out.

A second-generation space is not automatically ready to open. Existing equipment may be undersized, obsolete or noncompliant, and a new menu can require different ventilation, refrigeration or drainage. Confirm the condition and capacity of every system before relying on the shorter range.

Phase-by-phase restaurant construction schedule

The following sequence covers the work from initial feasibility through opening. Durations overlap when the jurisdiction permits parallel reviews and procurement.

1. Feasibility and site review: about 1–3 weeks

Before committing to a lease or final concept, verify that the premises can physically and legally support the operation. Review zoning and use permissions, electrical and gas capacity, domestic water, sanitary drainage, grease-management requirements, exhaust-routing options, fire protection and delivery access. Inspect slab conditions, ceiling heights and structural locations for hoods, rooftop equipment and walk-ins.

NHFC’s 2025 guidance treats this as a roughly one-to-three-week step. The output should be a written feasibility decision, a preliminary budget and a list of unknowns that need surveys or landlord information. If a hood cannot reach an approved discharge point or the utility upgrade is impractical, discover that before design fees and construction deposits accumulate.

2. Concept, menu and kitchen layout: about 1–2 weeks in a streamlined project

The menu determines cooking methods, refrigeration, preparation space, warewashing, storage and exhaust demand. Develop the menu and equipment schedule together, then test the workflow from receiving to storage, prep, cooking, service and waste removal.

In a streamlined project, NHFC and Pereff Development Group describe roughly one to two weeks for this focused planning step. More complex concepts may need longer. Freeze the core menu and equipment list early: mechanical, electrical and plumbing engineering depends on equipment loads, connection points, gas demand, hood capture requirements and floor drains.

3. Construction documents and engineering: about 3–10 weeks

Typical architectural phases are schematic design, design development, construction documents, bidding or contractor award and construction administration, as outlined by the USDA Agricultural Marketing Service in 2022. The package normally coordinates architecture with structural, mechanical, electrical, plumbing, fire-protection and kitchen-equipment information.

Three weeks is possible for a simple, well-defined alteration with an experienced team. Ten weeks or more is more realistic when the space needs extensive MEP redesign, structural coordination, custom millwork or landlord review. Incomplete coordination at this stage often reappears as permit comments, change orders or field rework.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Permits and health review: about 4–16 weeks, sometimes longer

Restaurant approvals can include building, fire, mechanical, plumbing, zoning, health, signage, liquor and local operating permits. Submit building and health packages as soon as they are complete, and run reviews in parallel where local rules allow.

Boston’s official guidance says food-service plan review should occur before construction when a restaurant kitchen is built or changed. It allows at least two to six weeks for that review, while some projects take three months or more. Contractor benchmarks commonly place combined permitting and plan review at four to 16 weeks, with longer periods in busy jurisdictions or when drawings are incomplete.

Ask the authority having jurisdiction which approvals are prerequisites for a building permit, which can be reviewed concurrently and which final inspections must occur before a certificate of occupancy. A permit issued for one scope does not necessarily authorize a different kitchen layout or equipment schedule.

5. Physical construction: about 8–20 weeks for many build-outs

Once approved work can start, a typical sequence is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Protect the site and complete selective demolition.
  2. Perform under-slab plumbing, sanitary, grease and drainage work.
  3. Frame walls and service areas, then install rough mechanical, electrical, plumbing and fire-protection systems.
  4. Complete required rough-in inspections before covering walls or ceilings.
  5. Install drywall, ceilings, flooring, tile, millwork, paint and other finishes.
  6. Set kitchen equipment, connect utilities and complete hood, refrigeration and life-safety systems.

Restaurant Construction Contractor and Bay Area Realty & Construction place many build-outs in an approximately eight-to-20-week physical-construction window. The shorter end assumes a straightforward space and timely inspections; structural discoveries, utility upgrades or extensive custom fabrication can push the work beyond it.

6. Commissioning, final inspections and opening preparation: about 2–4 weeks

The final phase includes equipment start-up and testing, balancing and commissioning of ventilation, fire and health inspections, correction of deficiencies, the certificate of occupancy, staff training, cleaning, stocking and a controlled soft opening. Bay Area Realty & Construction and Frans Construction allow roughly two to four weeks for this group of tasks.

Do not treat the final week as spare time. A failed inspection creates corrective work and a new appointment, while an uncommissioned hood, refrigeration system or cooking appliance can prevent a health or fire sign-off even when the finishes look complete.

How the phases overlap

A six-to-10-month opening schedule is not simply six consecutive blocks added together. Design can continue while early feasibility questions are resolved; permit review can run while approved equipment is ordered; and construction can begin in authorized portions of a site while another review remains open, subject to local rules.

The critical path is the longest chain of dependent tasks. For one project it may be health approval followed by hood installation and inspection. For another it may be an electrical-service upgrade or a structural change needed before equipment can be set. Identify that chain on the schedule instead of assuming the longest trade activity is automatically decisive.

Schedule risks that commonly delay an opening

Permit comments and resubmissions

Uncoordinated drawings, missing equipment data or an incorrect code assumption can produce review comments and a resubmission cycle. Have the architect, engineer and kitchen designer check the same plans before filing. Track every comment, the responsible responder and the promised resubmission date.

Long-lead kitchen equipment

Pereff Development Group identifies lead times of eight to 16 weeks or more for commercial hoods, walk-ins and specialty kitchen equipment. Release those orders from the approved equipment schedule during design or permitting, rather than waiting for finishes. Confirm dimensions, utility connections, delivery access and installation requirements before fabrication.

Owner changes after rough-in

Moving a cookline, adding a sink or changing a refrigeration package after rough-in can require revised drawings, demolition, new inspections and reordered materials. Establish a decision deadline before each rough-in and finish milestone. If a late change is unavoidable, price both the direct cost and its effect on inspection and opening dates.

Utility capacity and hidden site conditions

Electrical-service upgrades, new gas piping, water-main limitations, grease routing, exhaust paths and slab or structural surprises can extend the schedule beyond the nominal construction period. Make utility verification part of feasibility, and carry an allowance for exploratory demolition where records are unreliable.

  • Hard hat clip- attaches for easy access

Failed or poorly sequenced inspections

Rough-in work that is covered before inspection may have to be reopened. Final inspection can also fail because of missing labels, incomplete fire protection, uncommissioned equipment or accessibility details. Put each inspection on the baseline schedule with preparation tasks, required documents and float for a second appointment.

Licensing and operating approvals

Health, fire, building, signage, liquor and local operating approvals may be handled by different offices. A construction completion date is not an opening date unless every required operating approval is mapped and assigned to an owner. Begin applications early and confirm whether any license requires an approved floor plan, certificate of occupancy or final inspection first.

How to set a realistic opening date

  1. Choose the trading date first. Work backward from the intended first service, not forward from an optimistic demolition date.
  2. Confirm the starting point. State whether the schedule begins at lease execution, project kickoff, permit submission or the first day of construction. This prevents a “six-month” estimate from hiding several months of preconstruction.
  3. Freeze the menu and equipment schedule early. Record model numbers, dimensions, utilities, hood requirements and delivery dates. Treat substitutions as design changes until the engineer confirms they fit.
  4. Commission coordinated drawings. Require architecture, MEP, fire protection and kitchen plans to agree before submission and before rough-in.
  5. Submit complete building and health packages promptly. Ask the jurisdiction about concurrent reviews, review calendars, fees and required resubmission formats.
  6. Order long-lead items during review. Tie each purchase to an approved submittal and a verified site condition so an early order does not create an unusable piece of equipment.
  7. Build a dependency-based schedule. Show permits, utility work, inspections, equipment delivery, commissioning, training, stocking and the soft opening, with responsible parties and decision deadlines.
  8. Carry explicit contingency. Reserve time for permit comments, utility work, failed inspections, re-inspection appointments, weather and supply interruptions instead of hiding contingency inside an arbitrary completion date.

What is the fastest a restaurant can open?

The fastest credible path is a highly compatible second-generation restaurant: a legal restaurant use, serviceable hood and exhaust, adequate electrical and plumbing capacity, a usable grease system, minimal layout changes, readily available equipment and a responsive permitting authority. Such a project may fit the three-to-six-month planning range, and some contractor schedules cite 12 to 18 weeks for an especially compatible space.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That speed requires decisions and approvals to happen early; it does not mean skipping inspections or operating approvals. A space advertised as “restaurant-ready” still needs verification that the existing systems match the new menu, current code requirements and the proposed equipment. Shell spaces and ground-up buildings cannot normally match this timetable because their utilities, structure and approvals are part of the work.

Planning checklist before signing a lease

  • Confirm zoning and the permitted restaurant use.
  • Obtain records for electrical, gas, water, sanitary and grease systems.
  • Locate possible hood discharge routes and verify landlord and code requirements.
  • Check ceiling heights, structural supports, roof access and delivery paths.
  • Test whether the proposed menu fits the available kitchen, storage and waste areas.
  • Ask the local building and health authorities for current submittal requirements and review sequencing.
  • Obtain a preliminary budget that separates construction, equipment, professional fees, permits and contingency.
  • Make the lease, landlord work letter and opening assumptions consistent with the feasibility findings.

No single national statistic captures every restaurant project. Use the ranges above as a starting framework, then replace them with a jurisdiction-specific schedule based on the actual premises, approvals, equipment and concept.
