How Lock and Dam Construction Projects Keep Workers Safe Around Heavy Equipment and Water

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Lock-and-dam crews control risk by treating water and machinery as changing, interacting hazards—not as separate checklist items. A cofferdam and pumps may create a temporarily workable area, but they do not make the area inherently safe. Employers must still control drowning exposure, equipment swing and traffic zones, communication failures, inspections, and emergency response under the conditions of the specific project.

For U.S. construction work, OSHA rules provide several concrete minimums. Workers exposed to a drowning hazard must receive U.S. Coast Guard-approved life jackets or buoyant work vests. Applicable jobsites must have inspected flotation equipment, ring buoys with at least 90 feet of line and no more than 200 feet between buoys, and at least one immediately available lifesaving skiff. Crane operations require recognized and marked hazard areas plus communication before rotation when a worker is in an out-of-view danger zone. Jobsite motor vehicles require audible warnings, controlled backing when the rear view is obstructed, and beginning-of-shift checks of specified systems and safety devices.

Why lock-and-dam work is unusually demanding

Construction around a lock or dam combines an industrial worksite with a live water system. Water levels, releases, currents, turbulence and temperature can change while crews are placing concrete, installing gates, excavating, dewatering or moving materials. At the same time, cranes, trucks and other vehicles operate in confined areas where a worker can be struck, crushed or caught in a rotating or reversing machine.

The exact controls depend on the project, jurisdiction, employer, phase of construction and current safety plan. The federal requirements below are a U.S. overview; they are not a substitute for the site’s competent safety professionals, rescue arrangements or water-control plan.

How cofferdams and pumps change the work area

A cofferdam creates a temporary enclosure

A cofferdam is a temporary watertight enclosure used to permit work in an area that would normally be underwater. In a U.S. Army Corps of Engineers example at the New Savannah Bluff Lock and Dam, cofferdams redirected the Savannah River and created a drier surface for construction. Pumps inside the enclosure continually moved water back into the river. Work proceeded in phases, with construction on one side followed by diversion and construction on the other.

That example explains the purpose of the method, not a universal design or operating procedure. A cofferdam can reduce standing water in the immediate work area while leaving workers exposed to water entry, seepage, changing river conditions, vehicle traffic, lifting operations and emergency-access problems.

Water control is not worker protection

Diversion, pumping and dewatering are construction methods. Worker protection still requires a hazard assessment that addresses what happens if conditions change, a person enters the water, equipment approaches an edge, a pump or barrier fails, or an emergency vehicle cannot reach the work area. The project plan must establish its own sequencing, access, inspections, alarms and rescue arrangements; those details cannot be inferred from the existence of a cofferdam.

Protection required when employees could fall into water

Employer-provided flotation equipment

OSHA’s construction standard, 29 CFR 1926.106(a), states: Employees working over or near water, where the danger of drowning exists, shall be provided with U.S. Coast Guard-approved life jacket or buoyant work vests.

The obligation is on the employer to provide equipment that is approved and suitable for the task and site. A worker should not have to self-procure the required workplace flotation device. Whether a life jacket or a buoyant work vest is appropriate depends on the work activity and conditions; the project’s safety professionals must make that selection.

Inspection before and after use

The same rule requires flotation devices or life preservers to be inspected before and after each use. Defective units may not be used. Inspection should identify damage or deterioration that could compromise buoyancy, closures, straps or other essential parts. A device that fails inspection must be removed from service rather than left in a storage rack for someone else to discover.

Ring buoys and rescue lines

For applicable work locations, OSHA 29 CFR 1926.106(c) requires ring buoys with at least 90 feet of line to be readily available for emergency rescue, with no more than 200 feet between buoys. These are regulatory specifications, not estimates of how far a person can swim or how quickly a rescue can occur. Placement must fit the actual work area so a worker can reach a buoy during an emergency.

Lifesaving skiff

Where employees work over or adjacent to water, 29 CFR 1926.106(d) requires at least one lifesaving skiff to be immediately available. “Immediately available” is a readiness requirement for the work location; it is not satisfied by a boat that is stored elsewhere or cannot be launched promptly. The site must still define who operates the skiff, how it is accessed and how rescue is coordinated.

Why water near operating dams can turn hazardous quickly

The Army Corps of Engineers cautions that water around dams can involve large releases, strong currents, rapidly changing conditions, turbulence and cold water. Those characteristics explain why a calm-looking surface is not a reliable indication of safe footing or a predictable rescue environment.

Public boating restrictions or warnings around an operating dam are not a complete construction procedure. A construction employer must account for the particular intake, outlet, gate, channel, cofferdam, weather condition and work phase. The safety plan should identify how crews receive notice of changing water conditions and how work is stopped or personnel moved when those conditions exceed the plan’s limits.

Controlling crane swing and pinch zones

Recognize the rotating-superstructure hazard

A crane’s rotating superstructure can strike a worker or crush someone between the machine and a fixed object. OSHA 29 CFR 1926.1424 requires employers to train authorized employees to recognize struck-by and pinch/crush areas created by that rotation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mark or barricade the hazard area

Employers must use control lines, warning lines, railings, similar barriers or the specified alternative markings where a barrier is not feasible. The control must be visible and usable in the actual work environment, including changing light, weather, congestion and the presence of other trades. A painted line by itself does not make every crane operation safe, and the rule does not establish one universal exclusion distance for every crane.

Use a prearranged communication system

When a worker enters an out-of-view location within the hazard area, the operator must be informed. The operator must not rotate until a prearranged communication system confirms that the employee is in a safe position. The practical point is positive communication before movement, not an assumption that the operator can see everyone or that a nearby worker will notice the rotation.

Training, boundary control and communication work together: workers need to recognize the danger zone, the zone must be controlled, and the operator must receive confirmation before rotating when visibility is lost.

Keeping jobsite motor vehicles under control

Scope matters

OSHA 29 CFR 1926.601 applies to motor vehicles operating within off-highway jobsites that are not open to public traffic, subject to the section’s stated scope. It does not automatically cover every excavator, crane, barge or other mechanized item. Equipment covered under 29 CFR 1926.602 is addressed by separate rules.

Audible warnings and backing

The vehicle must have an adequate audible warning device. If the driver’s rear view is obstructed, the vehicle must either have a reverse-signal alarm audible above surrounding noise or be backed only when an observer signals that it is safe. This requirement is particularly important where trucks share narrow access routes with workers on foot, temporary cofferdam approaches or pumping and material-handling areas.

Beginning-of-shift checks

Specified systems and safety devices must be checked at the beginning of each shift, and defects must be corrected before the vehicle is used. A daily check is a use decision, not merely a paperwork exercise: a vehicle with a defective required safety device is not ready for operation until the defect is corrected.

How a project integrates the controls

1. Define the current work phase

Identify whether the crew is installing or modifying a cofferdam, pumping and dewatering, placing concrete, diverting flow, erecting gates or moving materials. The hazards and access routes can change when work shifts from one side of a waterway to another.

2. Map people, machines and water

The competent safety team should identify where employees can reach the water, where cranes can rotate, where trucks reverse and where a person could become trapped between equipment and a structure. The map should reflect current conditions rather than a permanent drawing made before construction began.

3. Verify flotation and rescue readiness

  • Provide U.S. Coast Guard-approved life jackets or buoyant work vests to employees exposed to a drowning hazard.
  • Inspect flotation devices before and after each use and remove defective units.
  • Keep ring buoys with at least 90 feet of line readily available, with no more than 200 feet between buoys where the rule applies.
  • Have at least one lifesaving skiff immediately available where employees work over or adjacent to water.
  • Confirm that workers know how to summon help and that the site’s emergency arrangements match the current access and water-control layout.

4. Establish equipment boundaries and signals

  • Train authorized workers to recognize crane swing and pinch/crush areas.
  • Use control lines, warning lines, railings, similar barriers or an allowed alternative marking.
  • Use a prearranged communication system before a crane rotates toward an out-of-view hazard area.
  • Keep vehicle warning devices functional and control backing with an alarm or a signaling observer when the rear view is obstructed.

5. Recheck after changes

Moving a pump, opening a diversion, changing a crane position, altering an access road or starting a new lift can invalidate an earlier arrangement. The work group should reassess boundaries, visibility, rescue access and communication whenever the work phase or water condition changes.

Common mistakes and how to correct them

Treating a dewatered area as automatically safe

Problem: A dry-looking surface inside a cofferdam is treated as proof that drowning and water-entry risks have ended.

Correction: Continue to apply the water-exposure assessment, flotation and rescue requirements wherever a drowning danger exists, and account for seepage, overtopping, changing levels and access to the river.

Using a line or paint as the only crane control

Problem: Workers assume a boundary marking alone prevents entry or makes rotation safe.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Combine a visible control with worker training and the required operator-worker communication when a person is out of view.

Correction: Place and maintain equipment according to the applicable rule and the current work layout, including the 90-foot line, 200-foot maximum spacing and immediately available skiff requirements.

What the cited sources do—and do not—establish

The OSHA provisions establish specific minimum requirements for flotation, rescue equipment, crane hazard zones and certain jobsite motor vehicles. They do not identify the controls for a particular lock, dam, state, employer or construction phase.

The Corps’ March 18, 2025 EM 1110-2-2610 addresses mechanical and electrical design for lock-and-dam operating equipment. It is not a comprehensive field safety manual or a step-by-step construction solution; it emphasizes sound engineering judgment. The Corps publications catalog identifies EM 1110-2-3105 as covering pumping stations, including lock dewatering and temporary pumping. That technical context does not turn either publication into a worker-safety checklist.

Before applying any rule to an actual project, confirm the governing jurisdiction, any state-plan requirements, project-specific Corps requirements, employer procedures and the current emergency and water-control plan. Those details determine how the general controls are implemented in the field.
