The report says the alleged losses totaled at least $30,000. The men described in the story had been charged and released from jail by that date; the report does not establish guilt or provide a later case outcome.
How investigators connected the reported incidents
According to the San Antonio Express-News, an arrest affidavit described roofing shingles being taken from a new-home construction site on September 29. The report does not specify the year for that date. A black SUV was allegedly used to remove about $2,300 in materials.

A later theft was reported at the Lennar at Espada subdivision, near Mission Espada. The affidavit reportedly said video showed three men in the same black SUV attempting to take roofing shingles.
Detective Joaquin Galvan said investigators used license plate readers to identify the SUV and locate an address associated with it. Deputies reportedly found the vehicle and construction materials stacked in plain view at that address. The newspaper’s report does not identify the reader system’s vendor or describe its technical process.

What the report says about the allegations
The sheriff’s office said both men admitted they had gone to the location to take materials. The report says Pedro Damian Jeronimo Martinez told investigators he had been hired to drive through new-home construction sites at night and steal materials with an unidentified person. According to the affidavit as described by the newspaper, Martinez said he gave materials to his landlord in exchange for rent credit. Galvan said one man also admitted to previous construction-material thefts.
These are allegations and statements attributed to investigators, the sheriff’s office, and an arrest affidavit in the newspaper’s account—not findings of guilt. The report attributes its details to records and officials, but the underlying affidavit and court docket were not separately reviewed for this account.

What license plate readers contributed—and what remains unknown
In the account provided by Galvan, the readers helped investigators identify the vehicle and find an address associated with it. The report does not establish that the technology alone identified the people involved or determined what happened at either site; it describes the reader information alongside video, an affidavit, and deputies’ reported discovery of the SUV and materials.
The report also does not explain how the readers generated or matched vehicle information, identify the system provider, or document a court’s assessment of the evidence. Without the affidavit and docket, the newspaper’s account is the available basis for describing the investigation and the charges.
