How Large Construction Projects Affect Nearby Home Values, Traffic, and Noise

Construction can disrupt nearby homes temporarily, while completed projects may change access, congestion, and noise. The effect on home values depends on project type, phase, exposure, and local context.

Large construction projects can affect nearby homes in two distinct ways: temporary disruption while work is underway, and lasting changes after the project opens. Construction traffic and noise may make daily life harder during the build; completed roads or other infrastructure can change access, congestion, and operating noise. Home values can move in either direction, and available studies do not support one percentage forecast for every project or property.

The project type, phase, distance, traffic and noise exposure, and local housing market all matter. The strongest directly relevant price evidence concerns roadway improvements and traffic-noise barriers; separate studies of wind projects and older highways illustrate why results should not be transferred casually from one type of development to another.

How a project can affect a nearby home

A large project does not have one single “construction impact.” What neighbors experience depends on whether the project has been announced, is actively being built, has just opened, or has been operating for years. The effects can be temporary, lasting, or a mix of both.

During construction

Work can bring heavy vehicles, detours, lane closures, equipment activity, and noise. The location of haul routes and the times and duration of hauling are relevant to the disruption a household experiences. A 1987 construction-engineering article examined how to compare noise from alternative haul routes while accounting for the length of time hauling would take on each route. That supports looking at both route and duration; it does not establish a measured home-value effect.

These construction-stage effects should not be confused with the impact of the completed project. A temporary detour may disappear when work ends, while a permanent change in road access or traffic can remain. Conversely, construction noise can be temporary even when a new facility later produces ongoing operating noise.

After opening

A completed roadway may improve access or reduce congestion, but it can also bring more traffic near some homes. A noise barrier may reduce exposure to traffic noise for nearby properties. Other types of development can have different effects, and evidence about one project type is not a reliable substitute for evidence about another.

For a household, the practical question is not simply whether a project is “nearby.” It is what changes at the property: the route vehicles use, the level and timing of noise, access to destinations, and the amount of traffic or activity once construction is over.

Will a nearby project lower my home’s value?

It might, but a decrease is not inevitable. Home prices reflect tradeoffs. Improved access or less congestion may appeal to buyers, while proximity, noise, visual effects, or other neighborhood conditions may weigh against a property. The net result depends on the project and the home’s exposure to its benefits and costs.

The available estimates come from particular places, project types, periods, and methods. They are evidence about those cases, not a dependable prediction for an individual sale. Even a study reporting an average effect does not mean every home within the study area changed by that amount.

What selected studies found

Project or intervention Reported home-price finding How to interpret it
Texas road widening and intersection upgrades The 2024 study authors found an average 1–2% increase in nearby home prices; for the average nearby home in that study, the increase was less than $4,000. The finding concerns congestion-reducing roadway projects in Texas, not construction projects generally. The authors also found that homes near major roads sold for less than homes farther away on average.
Traffic-noise barriers Moretti and Wheeler’s 2025 NBER working paper estimated an immediate, largely permanent 6.8% price increase within 100 meters after barrier construction, with smaller gains farther away. This is an estimate for properties exposed to traffic noise and a noise-barrier intervention. It is not a general estimate of the effect of nearby construction. The authors also estimated the nationwide economic cost of traffic noise at $110 billion.
Commercial wind projects in the United States A 2023 Lawrence Berkeley National Laboratory study using 2005–2020 project and property transaction data found an approximately 11% decline within one mile after announcement. Nine or more years after announcement—roughly five years after operations began—the estimated impact was about 2% and statistically insignificant. This concerns commercial wind projects. It should not be used as a direct estimate for roadworks, buildings, or other developments.
Highway improvements in Washington State A 1980 Washington State Department of Transportation study reported 12–15% value increases where a highway significantly improved accessibility. Some gains were offset for the closest houses in relation to highway noise. The study’s age and specific context limit how directly its results apply today.

These findings show why a headline percentage is not enough to assess a home. A roadway improvement can create an access benefit while proximity to a major road remains a disadvantage. A noise barrier can have a different relationship to prices than a new road or a wind project. The studies also differ in geography, date, intervention, and the way they measure distance and time.

Why a study average is not a sale-price forecast

A study estimate describes an average for a defined group of properties under a particular set of conditions. A specific home may be closer to a haul route, farther from a new access point, shielded from noise, or affected by a local market shift that the average does not represent. A reported percentage also does not, by itself, tell a homeowner what a future buyer will pay for one property.

For a local decision, identify what the study actually examined before applying its number: the project type, the point in the project timeline, the distance band, the location, and whether the reported result is statistically distinguishable from no effect. The wind-project estimate that became statistically insignificant over time, for example, should not be described as proof that every home recovered its previous value.

How traffic changes during and after construction

Traffic impacts are often phase-specific. During the build, construction vehicles and work-zone restrictions can change the routes people use and the time it takes to reach a destination. After completion, the project may change road capacity, intersection operation, access, or traffic volumes. Those are different questions and should be assessed separately.

For roadway projects, the Texas study provides evidence that some congestion-reducing widening and intersection upgrades were associated with higher nearby home prices on average. It does not show that all road projects reduce congestion, that every nearby household benefits, or that a home near a major road carries no traffic-related disadvantage. The same study found lower average prices for homes near major roads than for homes farther away.

What to check in a project’s traffic information

  • Construction routes: Ask where trucks are expected to travel and whether routes differ by construction stage.
  • Work schedules: Check when work and hauling are planned, and how long the relevant activity is expected to continue.
  • Access changes: Find out whether driveways, local streets, intersections, or routes to essential destinations may be restricted or changed.
  • Post-opening conditions: Separate temporary work-zone effects from expected traffic and access after the project is operating.
  • Mitigation commitments: Ask which measures are planned to address construction traffic and whether they apply throughout the work or only during specified periods.

The responsible agency or developer is the place to request project-specific traffic plans and haul-route information. Local procedures and the documents available vary; a general study of another project cannot tell you what a particular contractor or agency has committed to do.

How construction and operating noise differ

Noise should be evaluated as its own impact, not treated as a side note to traffic or home prices. Construction noise comes from work activity and, in some cases, vehicles moving materials. Operating noise is the sound associated with the completed project, such as traffic on a road. The source, schedule, duration, and available mitigation may differ between these phases.

  • 【MAX/MIN Measurement】Press RANGE key to measure the maximum value of MAX and minimum value of MIN.A maximum duration of more than 3 seconds is recorded, with a normal test sampling rate of 0.5 seconds. The maximum error is ± 5%.

The distinction matters because a short, intense period of work and a lower but persistent operating sound are not interchangeable experiences. For construction noise, the route used for hauling and the length of time hauling occurs can matter, as the 1987 construction-engineering article’s comparison of route alternatives illustrates. For ongoing traffic noise, the 2025 NBER working paper on barriers offers a price estimate tied specifically to a noise-reduction intervention.

Moretti and Wheeler estimated that traffic-noise barriers were associated with an immediate and largely permanent 6.8% increase in home prices within 100 meters, with smaller gains farther away. That finding is specific to barrier construction and the study’s setting. It does not mean a barrier is appropriate or feasible at every location, nor that the same price change should be expected at a home near any construction project.

Noise assessment and mitigation

UK government guidance says: “It is important that the impacts on noise are fully considered in decision making for any policy, programme or project.” The guidance calls for detailed analysis when noise impacts may be substantial or could affect the decision. This is a useful decision principle: the more consequential the potential noise exposure, the more important it is to examine project-specific evidence rather than rely on a general description.

How to assess a project near your home

A practical assessment starts with exposure, not a general radius around a project. Two homes the same distance from a site can experience different effects if only one faces a haul route, sits close to a changed intersection, or is exposed to a noise source.

  1. Identify the project and its stages. Determine whether the project is a road, noise barrier, wind facility, or another development. Note what is known about announcement, active construction, opening, and operation.
  2. Locate your home relative to the effects. Compare the property with the site, work zones, planned haul routes, affected roads, access points, and any noise source or proposed barrier. Use project maps or plans when available rather than relying only on a broad description such as “nearby.”
  3. Separate temporary from lasting changes. List construction-period restrictions and activity separately from expected post-opening traffic, access, and operating noise.
  4. Request project-specific documents. Ask the responsible agency or developer for traffic plans, haul routes, work schedules, noise studies, and mitigation commitments. Check whether a document covers the phase and location relevant to your home.
  5. Compare evidence carefully. When looking at a study, check its project type, location, distance measure, timeline, and result. Do not apply a roadway estimate to a wind project, or a noise-barrier estimate to ordinary construction.
  6. Track observations if useful. A resident may keep a dated log of observed traffic, work activity, or noise. A consumer sound-level meter can also record observations, but the sources cited here do not validate consumer devices as regulatory or formal compliance evidence. Verify local requirements before treating any measurement as proof of a violation.

This process can help a homeowner ask more precise questions and distinguish a documented exposure from a general concern. It cannot substitute for a local technical assessment or establish a legal threshold; applicable procedures depend on the project and jurisdiction.

What a project comparison should include

When comparing two proposed or completed projects, compare like with like. A roadway project intended to improve congestion is not directly comparable to a new facility whose main effect is added activity near homes. Nor should a temporary construction effect be compared as though it were a permanent operating condition.

  • Project type: Roadway, noise barrier, wind energy, or another development.
  • Project phase: Announcement, active construction, opening, and longer-term operation.
  • Distance and exposure: How close the home is to the relevant route, road, facility, or noise intervention—and whether distance-sensitive results apply.
  • Access and congestion: Whether mobility improves, worsens, or changes in a way that affects the particular home.
  • Noise: Whether exposure is temporary construction noise or ongoing traffic or operating noise; consider routes, duration, and mitigation.
  • Local context: Neighborhood conditions and the features buyers may value or dislike in that market.

There is no universal “safe distance” or guaranteed price effect established by the evidence presented here. The 100-meter figure belongs to the traffic-noise-barrier study, and the one-mile figure belongs to the U.S. commercial wind-project study. Neither distance should be treated as a general boundary for all construction impacts.

What the evidence can—and cannot—tell homeowners

The evidence supports a conditional conclusion: large projects can affect nearby residents through temporary construction traffic and noise, and through lasting changes in access, congestion, and operating noise. Some mobility improvements and noise-abatement interventions have been associated with higher nearby home prices in specific studies. Other project types have produced different estimates, and proximity to a major road can be associated with lower prices.

What the evidence does not establish is a single percentage change that applies to every nearby home, or a rule that construction necessarily lowers values. The four price findings above concern distinct interventions and contexts; they are most useful for understanding possible tradeoffs and the importance of exposure, not for calculating an individual home’s likely sale price.

For an individual property, the most useful next step is to learn what the specific project will change at that location and when. Project plans and local technical assessments can clarify routes, schedules, access, noise exposure, and mitigation; the home-price studies provide context, not a substitute for those local facts.
