Its sustainability strategy pairs more than 1,920 solar panels with 56 geothermal wells, efficient lighting and mechanical systems, insulation and occupancy controls. Lake County describes the building as its first net-zero facility, meaning the county says on-site renewable energy is intended to meet 100% of the building’s energy demand.
The ROC was completed in June 2025, and LakeComm began operating there on November 7, 2025. The project consolidated seven emergency communications centers serving 30 police and fire agencies, while reducing six Emergency Telephone System Boards to one. Those changes create a single regional operating model, but measured improvements in response times or incident outcomes have not yet been published in the cited project material.

What the ROC facility is and why it matters
The Regional Operations and Communications (ROC) Facility is Lake County’s purpose-built emergency coordination campus in Libertyville, Illinois. Rather than treating 9-1-1 call-taking, dispatch coordination and emergency management as separate real-estate problems, the county placed them in one building. That arrangement is the project’s central operational idea: the same facility supports routine emergency communications and countywide coordination during a major incident.

Three functions in one public-safety hub
- LakeComm: the consolidated emergency communications operation for 9-1-1 call handling and dispatch coordination.
- Emergency management: Lake County’s emergency-management staff and Emergency Operations Center can coordinate a broader response from the same campus.
- JETSB oversight: the Joint Emergency Telephone System Board provides the countywide governance function that previously involved multiple boards.
Co-location does not automatically guarantee faster dispatch or better outcomes. It does, however, remove physical separation between agencies that must exchange information during an incident and gives the county one facility to maintain, secure and plan around.
How Lake County’s net-zero strategy works
Lake County calls the ROC its first net-zero building. On the county’s sustainability page, that term means the facility is designed to meet 100% of its energy demand with on-site renewable energy. The published material identifies solar generation, geothermal heating and cooling and demand-reduction measures as the main components.
| System or measure | Published specification | Role in the strategy |
|---|---|---|
| Solar array | More than 1,920 panels on the county sustainability page; the 2025 annual report says more than 1,900 | Generates renewable electricity on site |
| Geothermal field | 56 wells approximately 400 feet underground | Provides the ground-source loop used for heating and cooling |
| Building envelope | Insulation is identified as an efficiency measure | Reduces heating and cooling loads |
| Lighting | LED lighting | Reduces lighting electricity use and heat gain |
| Controls | Occupancy sensors and efficient mechanical systems | Adjusts building operation to actual use and lowers wasted energy |
| Emissions estimate | Approximately 1.5 million pounds of CO₂ equivalent avoided annually, according to the county | County estimate; the published page does not state the baseline or calculation method |
The panel count and emissions figure are county-reported values, not results from an independent performance study identified in the project coverage. The county’s net-zero description also does not provide a complete annual metering period or third-party verification in the material cited here. The most accurate wording is therefore that the ROC is designed and described by Lake County as net-zero, rather than presenting the label as independently certified operating performance.
What geothermal heating and cooling does in this building
A geothermal system uses the relatively stable temperature below ground as a heat source in winter and a heat sink in summer. A fluid circulates through a closed loop of underground piping. Heat pumps move heat between that loop and the building: in heating mode, the system extracts heat from the ground; in cooling mode, it rejects indoor heat into the ground.
The ROC’s annual report identifies 56 wells at approximately 400 feet underground. The sources do not state the loop length, heat-pump capacity, design temperatures, peak loads or seasonal coefficient of performance, so those engineering values should not be inferred from the well count alone.

Why geothermal suits a 24/7 facility
- Continuous load: a communications center operates around the clock, so heating and cooling equipment serves a relatively steady occupancy rather than a daytime-only schedule.
- Reduced combustion: ground-source heat pumps can provide heating without a conventional on-site fuel-burning boiler, although the building still requires electricity to run pumps and compressors.
- Lower peak demand potential: pairing an efficient thermal system with insulation, LEDs and occupancy controls reduces the amount of energy the rest of the plant must supply.
- Long-term planning: an underground loop is a major capital decision intended to serve the building for many years; it is not a quick retrofit comparable to replacing light fixtures.
Geothermal does not make a building independent of the electric grid by itself. The ROC’s resilience depends on the complete electrical design, renewable generation, controls and backup arrangements. The cited sources do not publish a one-line diagram, storage capacity, generator rating or islanding sequence.
Solar generation and the meaning of “net-zero” here
More than 1,920 panels represent the visible renewable component of the project. Solar production varies with season, weather, panel orientation, shading, equipment efficiency and the building’s instantaneous demand. A net-zero claim is therefore an energy-accounting statement over a defined boundary and period, not a promise that the building produces exactly as much electricity as it consumes every hour.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsLake County’s published definition says on-site renewable energy meets 100% of the facility’s energy demand. The sources reviewed do not state whether that balance is demonstrated through a full year of utility meters, modeled production, net-metering records or another accounting method. They also do not identify battery storage or explain how excess midday production and nighttime demand are balanced.
Resilience for severe weather and outages
The ROC was constructed with the intent of withstanding severe weather and prolonged outages, according to project coverage. That is an important design objective for a 9-1-1 facility, but it is not the same as a documented resilience rating or a tested outage duration.
No cited source supplies a quantified result such as hours of autonomous operation, generator fuel endurance, flood elevation, wind-load certification, recovery time or a completed exercise report. Readers should therefore distinguish among three statements:
Rank #3
- Established: the project team and county describe the building as designed for severe weather and long-term outage conditions.
- Not established in the cited material: how long the facility can operate without utility service or which specific hazards were tested.
- Still to be measured: whether the resilience design produces better continuity, restoration time or emergency outcomes in actual operations.
For a public owner evaluating a similar facility, the useful follow-up documents would include generator and fuel specifications, UPS coverage, electrical separation, flood and wind criteria, commissioning records and results from emergency exercises.

How the November 2025 consolidation changed operations
LakeComm’s November 7, 2025 launch followed a two-week transition. The county and LakeComm report that the move consolidated seven emergency communications centers and 30 police and fire agencies. Six Emergency Telephone System Boards were reduced to one.
That scale changes more than the address on a dispatch center. A single operating organization can standardize procedures, training, technology administration and quality assurance. It can also reduce the number of governance bodies that must coordinate funding and policy. The ROC provides the shared physical setting for that model, while LakeComm supplies the operating organization.
The available announcement describes improved coordination and response as goals or expected benefits. It does not publish a before-and-after analysis of answer times, dispatch times, call transfers, staffing levels, mutual-aid activation or outcomes by agency. Those metrics would be needed to demonstrate operational improvement rather than simply describe the consolidation.
What the project cost figures do—and do not—say
Two different cost figures appear in the cited sources, and they should not be treated as competing bids for the same scope.

| Figure | Source context | How to interpret it |
|---|---|---|
| $30 million | Building Design + Construction’s 2025 report, describing facility funding in part through a county general-obligation bond | Article-era funding description; the report does not establish that it is the complete project cost |
| $53.8 million | Lake County facility information page, describing the cost for the entire project | County-reported whole-project figure; the cited sources do not reconcile its scope with the $30 million bond description |
The difference may reflect funding versus total project cost, or different inclusions such as site work, equipment, design, financing and related infrastructure. The published material does not provide a cost breakdown. Any budget comparison with another emergency center should identify exactly what each figure includes before drawing a conclusion.
How to evaluate this project against another emergency center
The ROC is a single-project case study, not a consumer product comparison. A fair comparison with another public-safety facility should use the same boundaries and definitions on both sides.
- Define the energy boundary. Determine whether “net-zero” covers the building only, the site, transportation energy or another scope, and whether the balance is modeled or metered.
- Check the time period. Ask whether results cover a complete operating year and how seasonal solar production is handled.
- Inventory renewable and thermal systems. Record panel capacity, geothermal well count and depth, heat-pump capacity, storage and utility interconnection—not just the presence of each technology.
- Request resilience evidence. Compare backup-power capacity, fuel autonomy, critical-load coverage, hazard criteria, commissioning and exercise results.
- Compare communications scope. Count agencies served, call-taking and dispatch responsibilities, governance structure and interoperability arrangements.
- Separate capital costs by scope. Put building, site, communications equipment, financing and related program costs in matching categories.
- Use measured operations data. Compare emergency-call answer time, dispatch time, uptime, staffing stability and incident outcomes after a defined period.
Lessons for planning a sustainable public-safety facility
Lake County’s project illustrates several planning principles that apply beyond Illinois.
Start with the operating model
Energy systems should be sized around the actual 24/7 load, occupancy pattern and critical equipment. Consolidating agencies can change staffing, room layouts, communications loads and peak demand, so those decisions belong in the earliest programming work.

Reduce demand before adding generation
Insulation, efficient mechanical equipment, LEDs and occupancy controls lower the load that renewable systems must cover. This sequence generally gives designers more flexibility than attempting to offset an inefficient building with a larger array.

Treat resilience as a measurable requirement
“Designed to withstand” should be translated into criteria: required autonomous hours, protected electrical systems, fuel logistics, hazard levels, recovery targets and exercise schedules. Without those values, resilience remains an intention rather than a performance specification.
Publish accounting boundaries
A public owner can make a net-zero claim more useful by reporting annual energy consumption, renewable production, utility imports and exports, the accounting period, baseline assumptions and verification method. The same transparency should apply to avoided-emissions estimates.
Plan for post-occupancy verification
Commissioning and follow-up measurement can show whether modeled geothermal efficiency, solar output, indoor conditions and critical-system uptime match design expectations. For a 9-1-1 center, that evidence is as important as the ribbon-cutting date because the building’s value is delivered through uninterrupted operations.
What is confirmed—and what remains open
- The ROC is about 37,000 square feet and was completed in June 2025.
- LakeComm began operations there on November 7, 2025, after a two-week transition.
- The consolidated operation covers seven former emergency communications centers and 30 police and fire agencies.
- The facility includes more than 1,920 reported solar panels and 56 geothermal wells approximately 400 feet deep.
- Lake County describes the building as net-zero under its definition of meeting 100% of energy demand with on-site renewable energy.
- The county estimates approximately 1.5 million pounds of CO₂ equivalent avoided each year, but does not publish the baseline or calculation method on the cited page.
- The sources describe severe-weather and prolonged-outage resilience as a design intent, without a quantitative rating or outage test.
- The $30 million and $53.8 million figures have different stated contexts and are not reconciled by the cited sources.
The ROC’s significance is therefore twofold: it is a functioning regional communications consolidation that opened in November 2025, and it is a public demonstration of how solar, geothermal and efficiency measures can be integrated into a continuously staffed emergency facility. Its long-term proof will come from transparent energy records, documented resilience testing and published operating results.
