California’s New Animal Services Center: How San Martin Designed for Humane, All-Species Care

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The County of Santa Clara Animal Services Center in San Martin, California, is a 37,000-square-foot, open-admission facility built to care for companion animals and large livestock under one county program. Opened in February 2021 on an eight-acre site, it combines veterinary treatment, shelter housing, emergency capacity, rehabilitation space and a livestock barn. Building Design + Construction reported that the center was intended to let the county animal-care team serve as many as 8,000 pets annually—about twice the previous capacity.

The project is useful as a case study in how public animal facilities are changing: access is not limited to easy-to-house animals, clinical care is integrated into the shelter, and building systems are planned around infection control and animal anxiety. The published account describes design goals and project delivery, but it does not provide independent post-occupancy measurements or current operating results.

Project profile: a county facility, not a private pet shelter

The center serves Santa Clara County service areas and is operated as a public animal-care resource. Dreyfuss + Blackford Architecture designed the project with Florida-based animal-care specialist Bacon Group, and XL Construction delivered the building. The facility opened in February 2021, according to Building Design + Construction’s March 4, 2021 report and the architecture firm’s republication the following day.

What “open admission” means at this center

Building Design + Construction describes the center as “open admission,” meaning that animals from the county’s service areas are accepted regardless of temperament or condition. In practice, that policy distinguishes the center from a facility that can turn away animals because they are ill, injured, fearful or behaviorally difficult. Admission is a service commitment; it does not mean every animal has the same housing plan or that every case can be resolved without outside treatment.

Why the policy changes the building brief

A center accepting animals with widely different medical and behavioral needs needs separation, observation and treatment capacity built into ordinary operations. Exam rooms and recovery areas must support animals that cannot safely share a general population room. Staff also need routes for moving an animal from intake to quarantine, diagnostics, surgery or rehabilitation without exposing the entire population.

The policy is especially significant in a county system because emergency demand can rise quickly after evacuations, disasters or large-scale seizures. The project account says the facility includes emergency shelter capacity for community pets, giving the county a place to receive animals when households are temporarily displaced.

Clinical care is part of the shelter, not an afterthought

The center’s veterinary program includes examination rooms, radiology, surgery and recovery suites. That combination allows the animal-care team to diagnose and stabilize animals on site rather than relying on a single intake room and external referrals for every complex case.

Exam and diagnostic rooms

Exam rooms provide controlled settings for initial assessment, vaccinations, wound checks and follow-up visits. Radiology adds diagnostic capability for fractures, swallowed objects and other conditions that cannot be evaluated reliably from a visual examination alone. The published descriptions identify these spaces but do not state the number of rooms, equipment models or staffing levels.

Surgery and recovery

Dedicated surgery and recovery suites separate procedures from kennel traffic. That separation can support cleaner workflows and let staff monitor animals after anesthesia before they return to housing. The sources do not publish surgical volumes, procedure outcomes or recovery-time data, so the presence of these suites should be read as a program feature rather than proof of a measured clinical improvement.

Housing designed for dogs, cats and rehabilitation

For companion animals, the project includes cat “condos” and dog “dorms.” Those terms describe purpose-built housing rather than a single undifferentiated kennel room. Cat housing can provide vertical separation and protected resting areas, while dog dorms can be organized for individual or compatible-group placement. The article does not specify dimensions, occupancy limits, sound ratings or the proportion of private to communal housing.

The center also has specialized outdoor rehabilitation space. Outdoor areas can support controlled exercise, mobility work and behavior decompression when an animal is medically able to leave an indoor ward. A rehabilitation yard is not automatically a public dog park: access, surfaces and supervision must be matched to each animal’s condition and behavior plan.

One of the region’s unusual capabilities: large livestock care

The project extends beyond cats and dogs with a 2,500-square-foot barn, 10 stalls and extensive pastures. Building Design + Construction calls the center the only shelter in Santa Clara County that takes in livestock and describes it as one of the few regional facilities equipped to shelter and rehabilitate large livestock. The geographic limit matters: “only in the county” is not a claim that no other California facility accepts livestock.

Livestock capacity changes circulation, site planning and safety requirements. Large animals need vehicle access, loading and unloading areas, secure fencing, feed and bedding storage, separation from companion-animal traffic and enough open ground for turnout. Pastures also provide room for rehabilitation that cannot be replicated in a standard kennel wing.

Those details would be necessary to evaluate day-to-day operating performance, but they are not established by the project account.

Reducing anxiety through design intentions

The design team framed the facility around WELL Building principles, LEED green-building standards and Fear Free concepts intended to reduce anxiety for animals. The account also cites healthier-building principles, energy efficiency and efforts to minimize animal stress.

What those concepts can influence

  • Animal experience: quieter circulation, visual separation and access to appropriate outdoor areas can reduce unnecessary exposure to unfamiliar people and animals.
  • Staff health: healthier indoor conditions and safer work zones can support employees who spend long periods in kennel, clinical and cleaning areas.
  • Resource use: energy-conscious systems can reduce operational demand when they are commissioned and maintained as designed.
  • Workflow: locating intake, treatment, housing and recovery spaces in a coherent sequence can shorten handling routes and limit avoidable contact.

These are design objectives, not measured outcomes. The two published accounts do not report post-occupancy noise readings, animal-stress scores, energy-use data, infection rates or staff-health results. A reader should therefore distinguish between what the building was designed to support and what has been independently demonstrated after opening.

Infection control and materials for heavy-use spaces

XL Construction’s project description includes zoned airflow and trench-drain and chemical-washdown systems. Zoned airflow can help manage air movement between areas with different contamination risks, while trench drains and washdown provisions allow staff to clean floors and remove wastewater without improvised hoses or standing water.

Named interior materials include polished and sealed concrete, epoxy-coated floors, structural glazed tile and block walls, plastic toilet partitions and Caesarstone countertops. The project account characterizes these finishes as durable and requiring little maintenance beyond regular topical cleaning. That is a description from the project team, not an independently audited lifecycle study; actual service life depends on cleaning chemicals, impact, repairs and maintenance practice.

Why drainage and finish selection matter

Animal facilities combine moisture, organic waste, disinfectants, claws, carts and frequent equipment movement. Floors and wall bases must tolerate repeated cleaning while limiting cracks, joints and porous surfaces where contamination can persist. Drainage also affects worker safety: water directed into planned channels is less likely to create slippery pools in animal-care paths.

Material choices cannot replace operating protocols. Isolation procedures, vaccination, hand hygiene, personal protective equipment, cleaning verification and staff training remain necessary even in a facility with purpose-built surfaces and airflow.

How the project was delivered

Santa Clara County supervisors approved the Dreyfuss + Blackford contract in February 2017. In June 2018, the county awarded XL Construction a construction-manager-at-risk contract valued at $31,452,406. Building Design + Construction reported 240 calendar days of preconstruction and 580 days of construction in that agreement.

What a modern county animal-services program needs to coordinate

The San Martin project shows that a contemporary shelter is an integrated public-service campus rather than a row of kennels. Its program brings together functions that are often separated in older facilities.

  • Intake and assessment: a controlled point for receiving animals, documenting condition and assigning an immediate housing or treatment pathway.
  • Veterinary medicine: examination, imaging, surgery and recovery spaces that support routine and urgent care.
  • Species-appropriate housing: separate arrangements for cats, dogs and animals needing isolation or rehabilitation.
  • Emergency operations: capacity to shelter community pets during evacuations or other disruptions.
  • Large-animal infrastructure: stalls, barn service areas, fencing, pasture and safe vehicle movement where a county accepts livestock.
  • Cleaning and disease-control systems: drainage, washdown, airflow zoning and finishes that support documented sanitation procedures.
  • Public and staff spaces: meeting capacity and work areas that let the facility function as a county service center, not only an animal holding site.

Planning these functions together can reduce handoffs, but it also increases the need for clear zoning. Public circulation, animal movement, clinical work, food and supply delivery, waste removal and livestock transport should not compete for the same narrow paths.

How to read the project’s performance claims

The previous Santa Clara County shelter reportedly had a 95% live-release rate. That statistic belongs to the previous shelter and should not be presented as the new center’s result. Likewise, the new center’s planned capacity of 8,000 pets annually is not evidence that 8,000 animals were actually served in any particular year.

The available coverage is a project account from Building Design + Construction and a near-identical republication by Dreyfuss + Blackford Architecture. It provides useful detail about the program, design intentions and delivery history, but it is not an independent evaluation. The accounts do not establish the center’s current operating status, present-day capacity, contemporary costs, post-occupancy energy performance, animal outcomes or measured stress reduction.

For counties planning a similar facility, the most transferable lesson is the breadth of the brief: humane care depends on policy, staffing, clinical workflow, species-specific housing, emergency readiness and maintainable building systems working together. The San Martin center demonstrates how those requirements can be assembled in one public project; it does not by itself prove that any single design feature guarantees a particular outcome.
