A heating plant makes or collects useful heat, a distribution network carries that heat as steam or hot water, and a building connection measures, controls and transfers it to the building’s heating and hot-water systems. That three-part chain lets one plant serve a campus, hospital, airport, downtown or industrial site instead of giving every building its own boiler.

The three-part system: plant, network and building connection

“Heating plant” is a broad term. It can mean a boiler house, a combined heat and power (CHP) facility, a geothermal installation, a large heat-pump plant or a network that combines several sources. The common feature is that heat is produced, recovered or upgraded at a central location and then delivered to more than one building.

1. The thermal energy plant

The plant supplies the network’s heat. A boiler burns a fuel to heat water or make steam. A CHP plant produces electricity and captures useful heat that would otherwise leave with exhaust or cooling systems. A heat-pump plant uses electricity to move heat from air, ground, water or a waste-heat source. A geothermal system may use heat directly from the ground or use heat pumps to raise its temperature. Some networks combine these sources with solar thermal equipment, thermal storage or a backup boiler.

2. Distribution piping

Insulated pipes leave the plant, deliver steam or hot water to connected buildings, and carry condensate or cooler return water back to the plant or source equipment. The pipe network is an energy asset in its own right: its insulation, route, pumps, valves and operating temperatures affect heat loss, pressure and reliability.

3. Building interconnections

At each building, an interconnection normally includes isolation valves, control valves, pumps where required, a meter and a heat exchanger or other transfer equipment. The connection limits and measures the heat supplied to that building. The building then distributes heat through radiators, fan-coil units, underfloor circuits, air-handling coils or another hydronic or forced-air system.

How different heating plants make or collect heat

Boiler plants

A boiler transfers combustion heat to water or produces steam. Steam can be sent through a district steam network; hot-water boilers send heated water through a supply-and-return loop. Boiler plants are familiar and controllable, but their emissions and running cost depend on the fuel, combustion equipment, operating hours and local requirements. A boiler may also serve as peak or backup equipment alongside lower-carbon sources.

Combined heat and power

CHP generates electricity and useful thermal energy in one facility. The U.S. Environmental Protection Agency describes two common arrangements: a combustion turbine or reciprocating engine with heat recovery, and a steam boiler with a steam turbine. Recovered heat can be supplied as steam or hot water.

EPA gives a broad comparison of more than 80% efficiency for CHP versus about 50% for typical separate electricity generation and on-site boiler technologies when otherwise wasted heat is captured and distribution losses are avoided. Those figures are comparison values, not a guaranteed result for an unspecified plant. CHP makes the most sense where electrical and thermal demand occur at the same time and where the plant runs enough hours to use the recovered heat. EPA notes that operating hours, thermal requirements and electricity and gas rates determine the fit.

Heat-pump plants

A heat pump moves heat rather than creating all of it through combustion. Its compressor circulates refrigerant through a cycle, while heat exchangers transfer energy between the refrigerant and the source and distribution circuits. The source might be outdoor air, the ground, surface water, wastewater, industrial process heat or heat rejected by a data center.

Electricity is required to run the compressor and pumps, but the delivered heat includes energy extracted from the source. At the building, the result can feed forced air or hydronic equipment such as radiators and underfloor heating. Large district heat pumps are therefore a way to use low-temperature or otherwise wasted heat that a conventional boiler could not use directly.

Geothermal and networked thermal systems

A networked geothermal or thermal energy system links several buildings through shared loops. Depending on the design, the loop may connect heat pumps, heat exchangers, direct-use geothermal wells, solar panels, waste-heat sources and backup boilers. One building can reject heat while another needs it, with the shared loop and heat pumps balancing the two demands.

There is no single standard networked-geothermal layout. The U.S. Department of Energy describes multiple configurations, so the actual source temperature, equipment and control strategy must be established for the specific project.

Steam and hot-water distribution

District networks use either steam or hot water, and some sites use both in different areas. Steam has a long history in U.S. district energy, while hot-water networks are often easier to pair with modern heat pumps, solar thermal systems and industrial or data-center waste heat.

Network medium How it reaches the building Important design considerations
Steam Steam flows to a building heat exchanger or steam-using equipment; condensed water is returned. Steam distribution is common in U.S. district systems. The designer must manage pressure, condensate return, insulation and steam-rated valves and equipment.
Hot water Heated water circulates through a supply pipe, transfers heat through a building heat exchanger or hydronic circuit, and returns cooler. The DOE reports that hot-water distribution typically has lower distribution losses than steam. It can suit solar thermal and industrial or data-center waste heat, but actual performance depends on temperatures, distances, insulation and controls.

The lower-loss statement is a general comparison, not a promise that every hot-water installation outperforms every steam installation. Pipe condition, route length, operating practice and the building’s required temperature all matter.

What happens inside the building

Heat transfer without mixing circuits

Many district connections use a heat exchanger. Network steam or hot water gives up heat across metal surfaces to the building’s closed heating circuit, while the two fluids remain separate. This allows the plant operator and the building operator to use different pressures, water treatment regimes and control settings.

Metering and control

A heat meter measures the energy delivered, usually from flow and the temperature difference between supply and return. Isolation valves allow maintenance; control valves adjust the transfer rate; pumps provide circulation where the pressure difference is not sufficient. Building controls open or close valves in response to outdoor conditions, room demand, supply temperature or domestic-hot-water demand.

Space heating and hot water

The building-side circuit can feed radiators, fan-coil units, air-handling coils or underfloor loops. A separate heat exchanger or storage arrangement may heat domestic water. The plant does not automatically determine how comfortable a room feels: terminal equipment, insulation, air balance, controls and maintenance on the building side remain essential.

The operating sequence from source to room

  1. Collect or generate energy. Boilers add heat through combustion; CHP captures heat while generating electricity; heat pumps extract heat from a source; geothermal and recovered-heat systems collect energy that is already present.
  2. Condition the heat. Pumps, heat exchangers, boilers, compressors and controls bring the source to the pressure and temperature required by the network. Thermal storage or a backup boiler may cover a peak or an interruption.
  3. Send the supply stream. Supply pumps move hot water, or pressure drives steam, through insulated distribution mains.
  4. Route and regulate flow. Branch valves direct heat to each connected building. Controls respond to demand so a lightly occupied building does not receive the same flow as a fully occupied one.
  5. Transfer heat at the interconnection. A heat exchanger or steam station passes energy into the building’s heating or hot-water circuit. The meter records the delivered service.
  6. Distribute heat indoors. Building pumps and terminal units move heat to rooms, ventilation air or domestic-water equipment.
  7. Return the working fluid. Cooler water returns to the plant. Steam condenses and the condensate-return system sends it back for reuse. The plant then reheats or reconditions the return stream.

Why shared systems can be efficient and reliable

Diverse loads improve plant utilization

A district system combines buildings with different schedules and uses. A hospital may need heat overnight, offices may peak on weekday mornings, and apartments may peak at different times. DOE explains that this steadier combined demand can increase the plant’s load factor and reduce the need to install excess peak capacity for every individual building.

The network can store thermal energy

Water in pipes, tanks and connected equipment contains heat. DOE describes the distribution system itself as a form of thermal storage. Operators can therefore produce heat slightly ahead of demand, within the limits of the network and building controls. This is a design mechanism, not a guarantee that every district system will have better reliability than an individual boiler.

Reliability depends on the whole chain

Redundancy at the plant does not eliminate every failure. A failed pump, closed valve, damaged branch main, faulty heat exchanger or loss of building power can interrupt one building while the rest of the network operates. Good projects map isolation points, provide maintainable equipment, monitor pressure and temperature, and coordinate emergency procedures between the plant operator and each building.

How to compare heating-plant options

There is no universally best plant type. The right architecture follows the site’s heat demand, available sources, electrical connection, space, emissions rules and operating plan.

Option Primary heat source Generates electricity? Where it can fit Main questions to resolve
Boiler plant Combustion fuel No Sites needing controllable steam or hot water, including peak or backup service. Fuel availability, emissions, operating cost, redundancy and required steam or water conditions.
CHP Fuel in an engine, turbine or boiler-and-turbine arrangement, with heat recovery Yes Sites with coincident electrical and thermal demand and sufficient operating hours. Whether recovered heat can be used, plus electricity and gas rates, thermal loads and run hours.
Large heat pump Air, ground, water or recovered heat plus electricity No Networks with a usable low-temperature source and an electrical supply for compressors and pumps. Source temperature and flow, winter capacity, electricity cost, refrigerant system, storage and backup.
Networked geothermal or thermal energy network Shared ground, geothermal, wastewater, building or other recovered heat, often supplemented by heat pumps No, unless paired with another generator Multiple buildings that can share a loop and have varied heating and cooling demands. Loop configuration, drilling or source access, heat balance, heat exchangers, controls and backup heat.

Construction and interconnection decisions

During planning, the owner and design team should establish the peak and annual heat loads for every connected building, not just the plant’s nameplate capacity. Schedules, domestic-hot-water demand, ventilation loads and future building changes affect the combined profile.

  • Choose the distribution medium: confirm whether steam or hot water matches existing terminals, proposed heat sources and the route’s heat-loss limits.
  • Reserve a plant and pipe route: allow access for valves, heat exchangers, pumps, meters, insulation inspection and eventual replacement.
  • Define ownership boundaries: document which party maintains the primary network, the building interconnection, secondary pumps, controls and meters.
  • Coordinate controls: agree on supply-temperature resets, alarms, meter data, emergency shutdowns and restart sequences before commissioning.
  • Commission under real loads: verify flow, temperatures, pressure, meter readings, valve response and return conditions at several demand levels.

These steps prevent a common mistake: sizing and commissioning the plant while treating the building connection as a minor accessory. The interconnection is where network heat becomes useful indoor heat, and it is also where poor control or inadequate flow first appears.

Common problems and a logical troubleshooting path

The building is cold but the plant is operating

Check the building’s isolation and control valves, the meter or heat exchanger alarm, primary and secondary flow, and the building pump. If the primary supply is hot but the secondary circuit is not, the fault is likely at the heat exchanger, control valve, pump or building controls rather than at the generation plant.

Supply temperature is normal but rooms still underheat

Inspect air-handling coils, radiators or underfloor circuits for flow restrictions, trapped air, fouling or incorrect balancing. Then check weather-compensation settings, room sensors and schedules. A central plant can deliver the specified energy while a terminal unit or control sequence prevents it from reaching occupied spaces.

Return temperature is unexpectedly high

High return temperature can indicate insufficient heat transfer, bypass flow, a control valve stuck open, poor balancing or a building load that is lower than expected. Operators should compare supply and return temperatures with flow and meter data before changing plant settings.

One branch is out while others work

Use the network’s isolation plan to determine whether the issue is a local valve, pump, heat exchanger, electrical supply or branch-main fault. Isolating one building should be done only under the system operator’s procedures, because changing flow or pressure can affect nearby branches.

District heating in the energy transition

The International Energy Agency’s June 10, 2026 overview estimates that district-energy networks supply heat to around 600 million people worldwide. It also notes that many networks remain heavily dependent on fossil fuels, so “district” does not automatically mean low-carbon.

The opportunity is to replace or supplement combustion with bioenergy, geothermal heat, solar thermal, waste heat, large heat pumps and thermal energy storage. A network can add these sources over time, but feasibility is local: source temperature, seasonal availability, electricity supply, pipe capacity, building loads and backup requirements determine what can actually be integrated.

For that reason, the useful question is not simply whether a heating plant is centralized. It is how the plant obtains heat, how efficiently the network carries it, how well the buildings can accept it, and whether the operating team can match supply with demand every season.
