apprentice retention

How employers can recruit construction apprentices in regions with skills shortages

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When skilled labour is scarce, the employers who consistently recruit apprentices do three things in sequence: define a credible job in a specific trade, build a local candidate funnel instead of relying on one advert, and remove the practical barriers that cause new starters to leave. Funding and provider arrangements must be checked before the vacancy is promised, because rules differ between England, Australia and other jurisdictions.

This guide sets out a repeatable process for small contractors and larger builders, including role design, regional partnerships, advertising, selection, funding, compliance, retention and the measures that show where your pipeline is failing.

Start with the occupation and a job an apprentice can finish

A shortage is not a reason to advertise a vague “construction apprentice” position. Choose the occupation that matches your workload and write down how the apprentice will progress from a beginner to a competent worker. In England, an apprenticeship is tied to an occupation standard that specifies the work and skills required; the same principle applies elsewhere even when the terminology differs.

Map demand before choosing the trade

Review the next 12–24 months of projects, local vacancy data, subcontractor capacity and the tasks your supervisors cannot cover. A housing contractor may need bricklaying, carpentry, roofing, plastering, plant operation or site supervision; a civil contractor may need groundwork, drainage, formwork or utilities skills. Pick one primary occupation for the first intake if supervision is limited. Adding several trades to one advert usually produces applicants who do not understand what they are applying for.

Specify the offer in writing

Item What the advert and employment plan should state
Trade and outcome The occupation, typical tasks, qualification or standard, assessment route and the skilled role available after completion.
Pay and hours Starting wage, review points, normal hours, overtime rules and whether travel time is paid. State the legal minimum that applies to the apprentice’s age and year, then state any higher company rate.
Location and travel Primary site or depot, likely travel radius, start times, public-transport limits, driving expectations and any mileage, accommodation or relocation support.
Supervision and safety The named supervisor, mentor arrangements, induction, personal protective equipment, site rules and how a new worker can stop unsafe work.
Training pattern Training provider, expected college or training days, protected off-the-job learning time, assessment dates and how site work will reinforce the curriculum.
Entry and progression Whether beginners are welcome, required literacy or numeracy support, start date, review points and the permanent skilled position the business expects to offer when competence is achieved.

Describe physical demands accurately without using them as a proxy for age, sex or fitness stereotypes. Explain lifting, kneeling, work at height, weather exposure and noise, then identify reasonable adjustments and the controls used to keep people safe.

Make the employment promise realistic

An apprentice must have a suitable paid job, productive work that matches the occupation and enough time to complete training and assessment. In England, GOV.UK guidance requires paid time for both work and off-the-job training, a suitable role and a contract long enough for successful completion. Do not use an apprenticeship to cover a short project that ends before the planned completion date. If your pipeline is uncertain, partner with a larger contractor or provider that can offer continuity rather than making a promise you cannot keep.

Build a regional candidate funnel, not a single vacancy

In a skills-shortage area, the employer is also responsible for making the occupation visible. Use several channels, give each partner a clear brief and track which source produces starts and completions.

Schools and further-education colleges

Ask careers staff and construction tutors for a short presentation, a site visit or a practical demonstration. Supply a one-page role profile with pay, travel expectations, dates and a named contact. Invite students who have not yet chosen a trade; requiring prior site experience defeats the purpose of an entry route. Colleges can also identify applicants who need help with maths, English, applications or transport.

Pre-apprenticeships and workforce services

Pre-apprenticeship programmes can provide basic site safety, tool familiarisation and a realistic work trial. Local employment services, councils, community organisations and disability or veterans’ services often know candidates who will not see a conventional job-board advert. Agree in advance what evidence a candidate receives, who pays for travel and how a successful participant moves into a paid apprenticeship.

Industry bodies and employer ambassadors

Trade associations, construction training bodies and current apprentices add credibility that a generic advert cannot. Ask an apprentice or recently qualified worker to explain a normal day, early mistakes and the route to skilled work. The Construction Industry Training Board (CITB) says its New Entrant Support Team can provide recruitment, administration, funding and direct training where market provision is insufficient; ask whether that support covers your trade and area.

Use regional capacity programmes

Regional initiatives can change the number of available places. In England, the 2024 Homebuilding Skills Hubs announcement said 5,000 additional construction apprenticeship places would be available each year, backed by £140 million of industry investment. In Australia, the 2024–25 regional budget statement described up to 5,000 pre-apprenticeship places and 20,000 additional fee-free places relevant to construction. These are programme-level figures, not a guarantee that every employer will receive a place, so confirm local eligibility, intake dates and participating providers.

Channel Best use Questions to ask before relying on it
School careers teams Early awareness and application events Which year groups can attend? Can the school support travel, safeguarding and parental information?
Further-education college Applicants with basic trade preparation and a route into a provider Which standards run locally? When is the next intake? What attendance and equipment are required?
Pre-apprenticeship provider Work trials, safety preparation and confidence building What practical outcomes are assessed? How are candidates paid or supported during the programme?
Workforce agency or local authority Adults changing career, unemployed applicants and targeted inclusion Who handles eligibility, travel support, safeguarding and follow-up after referral?
Industry body or ambassador network Trust, realistic job information and a wider regional reach What recruitment, administration or funding help is actually available for your occupation?

Write an advert that beginners can act on

Use plain language and put the practical facts near the top. A strong advert answers the questions a candidate and their family will ask before they apply:

  • What trade will I learn, and what will I do during the first three months?
  • Where is the work, how early must I arrive, and is there help with transport or accommodation?
  • What will I be paid, how many hours will I work, and when will the rate be reviewed?
  • Which days are spent with the college or training provider, and are those hours paid?
  • What qualifications, licences or skilled roles can follow completion?
  • Who will supervise me, how are new starters trained to work safely, and whom can I contact confidentially if I have a problem?

Say explicitly that prior trade experience is not required when it is not required. Replace jargon such as “must hit the ground running” with observable behaviours: arrive on time, follow instructions, ask when unsure, care for tools and work respectfully with others. Offer an accessible application route by phone, email or a short form, and tell applicants when they will receive a decision.

Complete funding and provider arrangements before making an offer

Funding rarely follows a single national rule. Treat every grant, levy allocation and fee-free place as conditional until the responsible authority confirms that your business, occupation, apprentice and start date qualify.

England: apprenticeship service and provider setup

  1. Confirm the occupation standard, level, duration and planned start month that match the job.
  2. Use the apprenticeship service to identify the training course and an approved training provider.
  3. Determine whether the business pays the apprenticeship levy. If it does not, reserve the available non-levy funding through the service, subject to the current rules and available allocation.
  4. Agree responsibilities with the provider: recruitment support, initial assessment, training timetable, safeguarding, progress reviews, assessment and the payment schedule where required.
  5. Issue a contract that provides paid employment, productive work and protected training time for the full period needed to complete the standard.

Keep a written record of the funding decision and the assumptions behind it. A provider may know the administrative process but cannot guarantee that a particular grant or allocation will remain open.

Australia: national and state programmes

Check the national Apprenticeships Incentive System, including the Key Apprenticeship Program Employer Incentive for housing construction, then check the state or territory programme for the work location. Western Australian construction employers may be eligible for up to $36,500 through the Construction Training Fund Employer Grant, depending on the circumstances. The current programme has eligibility tests, waiting periods and payment structures; confirm them before advertising an incentive as guaranteed.

Ask the provider or relevant authority to confirm who submits claims, what evidence is required, when payments are made and what happens if the apprentice changes employer, occupation or training plan. A grant that arrives after a long waiting period should not be used to fund wages that the business cannot afford in the meantime.

Other jurisdictions

Scotland, Wales, Northern Ireland, United States states and other countries operate separate authorities, standards and incentives. Do not transplant an England or Australian rule into another region. The local apprenticeship authority, training provider or workforce agency should confirm the current requirement in writing.

Select for reliability and learning potential

Selection should predict safe, teachable behaviour rather than reward applicants who have already had access to construction work.

Use a consistent interview

Ask every candidate the same core questions and score answers against a simple rubric:

  • Safety attitude: “Tell us what you would do if you were asked to use equipment you had not been trained on.”
  • Learning behaviour: “Describe something practical you learned and how you practised it.”
  • Reliability: “How would you plan a journey for a 7 a.m. site start when public transport is disrupted?”
  • Teamwork: “Give an example of receiving correction and changing your approach.”
  • Communication: “How would you raise a concern about a drawing, measurement or unsafe condition?”

Add a job-relevant practical task

Use a short, supervised exercise such as reading a simple plan, identifying hazards in a staged work area, measuring and marking out, or explaining the safe sequence for a basic task. Score preparation, questions, care and safe decisions; do not score speed as if the candidate were already qualified. Invite the future supervisor and training provider to the final discussion so that aptitude, support needs and the curriculum are considered together.

Design retention before the first day

Recruitment numbers can look healthy while completion remains poor. Australia’s Department of Employment and Workplace Relations reported construction-trade apprenticeship individual completion rates of approximately 53.9% in its 2025–26 National Skills Plan Update. That figure is a warning to design support, not an argument to stop recruiting.

Give the apprentice one accountable mentor

Name a mentor who has time in the schedule, understands the training standard and can act before a small problem becomes an absence. Hold a short check-in during the first week, weekly during the first month and at least monthly thereafter. Record agreed actions and share relevant progress with the provider.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect learning and coordinate the timetable

Do not send an apprentice to college only after the site has finished its urgent work. Put training days, assessment preparation and workplace evidence into the programme. Supervisors should assign tasks that build the next competence rather than repeating low-value labour.

Make the site safe and inclusive

Give a real induction, usable equipment and a clear route for reporting bullying, harassment or unsafe instructions. The Australian skills plan identifies women’s underrepresentation as a constraint on apprentice supply; inclusive recruitment and site behaviour therefore enlarge the available workforce as well as meeting a fairness obligation. Check language, changing facilities, protective equipment sizing and shift patterns for avoidable barriers.

Address practical pressures early

Discuss transport, tools, weather exposure, accommodation, caring responsibilities and digital access at the start. Where the business cannot solve a problem, involve the provider, local authority or workforce service before attendance drops. A confidential pastoral contact is particularly important for young people living away from home or entering a workplace for the first time.

Employers also report clear business benefits when the programme is well run. The 2023 Apprenticeships.gov.uk Employer Survey found that 86% said apprenticeships developed skills relevant to their organisation, 77% reported improved productivity and 83% were satisfied with their programme. These are survey results, not a promise for every employer, but they support treating apprenticeships as workforce development rather than short-term low-cost labour.

Measure What it tells you Typical corrective action
Qualified applications by channel Whether your message reaches the intended region and audience Rewrite the advert, add a school or pre-apprenticeship partner, or remove unnecessary entry requirements.
Interview-to-start conversion Whether pay, travel, timing and job reality match expectations Explain the day-to-day work earlier, improve travel support or change the start date.
First-90-day attendance and early exits Whether induction, supervision and practical support are working Increase mentor contact, resolve transport or equipment problems and investigate site culture.
Training attendance and progress reviews Whether site demands are displacing off-the-job learning Protect training time and coordinate the provider and supervisor calendars.
Completion and assessment Whether the job and training plan support the full standard Audit task variety, evidence collection, assessment preparation and contract length.
Post-apprenticeship retention Whether the promised progression is real Set out the skilled role, wage progression and further qualifications before completion.

If applications are high but starts are low, inspect the advert and travel requirements. If starts are high but early exits rise, inspect induction, supervision, pay accuracy and site behaviour. If attendance is good but completion stalls, inspect whether the apprentice is getting the range of work and protected training required by the standard.

A practical 90-day launch plan for a small contractor

  1. Days 1–15: choose one occupation, confirm the project pipeline, write the role profile, identify a mentor and list every local school, college, provider, workforce service and industry contact.
  2. Days 16–30: confirm the training standard and provider, check levy or grant eligibility, agree the training timetable, budget wages and travel support, and prepare a plain-language advert.
  3. Days 31–60: run an information session or site visit, accept applications through an accessible route, use the structured interview and practical task, and make a conditional offer only after funding and provider arrangements are documented.
  4. Days 61–90: complete the contract and induction, introduce the mentor, schedule the first progress reviews, confirm paid training time and collect baseline measures for applications, attendance and training progress.

Repeat the cycle for the next intake using the channel and retention data rather than simply increasing advertising spend. A regional shortage is managed best by a dependable system: a defined occupation, local partners, verified funding, compliant employment and daily support that lets an apprentice become a skilled worker.
