Construction employers can recruit more effectively by building a pipeline through apprenticeships, work placements, trade schools and local workforce partners, then selecting people against clear, job-related requirements. Retention depends on making the job worth staying in: fair compensation, safe and workable conditions, reliable communication about project work, respectful supervision, training and a visible route to progress. The right mix varies by trade, location, project cycle and experience level; available evidence does not establish one retention practice as the most effective for every employer.
Why hiring and retention need to be tackled together
Recruiting a worker solves only the first part of a workforce problem. Employers also need to help new hires become competent, keep them engaged through changing project demands and give experienced workers reasons to remain. A hiring process that attracts people but leaves them unclear about the work, unsupported during onboarding or uncertain about future projects can feed early turnover rather than build capacity.

A 2025 survey summary from the Associated General Contractors of America (AGC) and the National Center for Construction Education and Research (NCCER) found that 92% of surveyed U.S. construction firms reported difficulty hiring for open positions. The reported barriers help explain why recruitment and retention belong in the same plan: 57% cited a lack of candidate skills and qualifications, 41% cited a lack of required credentials, and 48% cited new hires failing to show up or quitting quickly. These are survey responses, not a census of every U.S. employer. The same survey summary said worker shortages were a cause of project delays for 45% of contractors. NCCER’s September 9, 2025 summary of the AGC/NCCER survey
The UK faces related workforce pressures, but its figures come from different populations and source years. A 2026 UK government consultation estimates that 45% of construction vacancies were hard to fill because of skills shortages and reports that 30% of surveyed construction employers named finding suitably skilled staff as their key challenge. The consultation also cites estimates of up to 750,000 construction retirements between 2021 and 2036. These are not directly comparable with the U.S. contractor survey percentages. Use apprenticeships to develop skills over time
Registered Apprenticeship gives employers a structured way to recruit and train people while they learn on the job. The U.S. Department of Labor’s Apprenticeship.gov describes it as a way to recruit, train and retain construction talent, with opportunities across carpentry, electrical work, HVAC, laboring, operating engineering, plumbing and pipefitting, roofing, sheet-metal work and welding. Its construction resources also point employers toward NCCER curricula and assessment. Apprenticeship.gov’s construction resources
The scale of participation is substantial: the U.S. Department of Labor reported 480,399 construction apprentices served in 2025, a 28% increase over five years. That growth does not mean every employer can readily find a trained apprentice in its area, nor does enrolment guarantee completion. Employers need to plan for instruction, supervision and productive work that lets an apprentice build competence rather than treating the program as a short-term staffing fix.
In a 2024 brief drawing on seven states, employers described launching apprenticeship programs to reduce staffing shortages and create a talent pipeline. They also reported lower turnover and access to broader recruitment pools, including people who might not otherwise have been competitive candidates. Those are employer-reported outcomes, not a guaranteed result or a causal return on investment. Offer work placements and early exposure
Work placements and pre-apprenticeship exposure let potential entrants see what site work involves before committing to a longer route. They also give employers a chance to understand a participant’s readiness, interests and support needs in a real work context. A UK government consultation reports that in 2025, 21% of construction businesses employed apprentices and 31% offered work placements. The same consultation reports an England construction apprenticeship achievement rate of 57% in 2023/24, based on Department for Education figures. Participation and achievement measure different things: recruiting apprentices is not the same as helping them finish. UK Government consultation and cited underlying sources
The consultation describes cyclical demand and employers’ reluctance to recruit before work is confirmed. A placement or apprenticeship plan should therefore reflect the firm’s actual project pipeline and ability to provide safe, supervised work. A business that cannot promise steady hours indefinitely can still be candid about project duration, likely gaps and what support or learning remains available through quieter periods.
Coordinate with local workforce partners
Recruitment channels work better when employers coordinate instead of competing for the same small pool of experienced workers. Construction Industry Institute guidance published in 2000 recommends reaching trade schools, high schools and community colleges, working with other contractors and considering workers affected by reductions in force. This is historical industry guidance, not a current ranking of channel effectiveness. Its enduring practical value is to broaden who hears about jobs and make the route from training to work more visible. For highway construction, the Federal Highway Administration describes a public-private workforce pilot involving AGC, the American Association of State Highway and Transportation Officials, the American Road & Transportation Builders Association, and the U.S. Department of Labor Employment and Training Administration. Its “Identify, Train, Place” playbook captures approaches from a 2016–2018 pilot across 12 locations; its Roads To Your Future outreach materials can be adapted locally. Employers working in highways can use these resources to coordinate outreach and training with regional partners rather than designing every step in isolation. Make job requirements and selection realistic
Before advertising, define the work precisely enough that an applicant can decide whether it is a fit and a hiring manager can assess candidates consistently. Specify the trade and tasks, required credentials, schedule, location and travel expectations, physical demands, safety requirements, likely project duration and working conditions. Where hours or work location may change, describe that plainly rather than allowing the candidate to discover it after accepting.
Separate true requirements from preferences. If a credential is essential for a task or site, identify it as required. If a candidate can earn it through training, explain that route. For skills, use trade-appropriate demonstrations or structured questions tied to the role instead of relying only on a general impression of confidence or familiarity. The Construction Industry Institute’s older guidance mentions written and performance tests; any test should be relevant to the work, applied consistently and appropriate to the candidate’s level. A new entrant should not be judged as though they were already an experienced craft worker.
Make the hiring process itself dependable. Tell applicants what the next step is, who will contact them and when a decision is expected. Confirm the start date, reporting location, contact person, required documents and what to bring before day one. Given the reported frequency of no-shows and quick quits in the 2025 U.S. survey, a clear and timely handoff from offer to first shift is a practical part of recruitment, not an administrative afterthought. Make the job worth staying in
Pay fairly and show how earnings can grow
Compensation needs to fit the local market for the trade and account for the whole offer: wages, benefits, overtime arrangements and the predictability of available work. Do not present an advertised hourly rate as the whole value of a job if workers must travel, absorb long gaps between projects or meet costs that the employer could reasonably clarify in advance. For apprentices, explain how pay changes with demonstrated skills or program progression so that training has a visible employment outcome.

Construction Industry Institute’s 2000 study lists poor pay and benefits and the need for permanent work among reasons surveyed craft workers left. Those findings are historical, not a current ranking of what matters most to today’s workforce. They are still a useful reminder to examine both compensation and continuity: a competitive wage may not overcome prolonged uncertainty about whether there will be another project or another week of hours. Construction Industry Institute study
Make safety and site conditions part of the daily experience
Safety affects whether a worker can do the job and whether the employer is trusted to protect the crew. Include site orientation in onboarding, ensure workers know how to raise a concern and make safety expectations part of everyday supervision rather than a one-time checklist. The conditions workers experience on site—equipment, organization, access to help and how concerns are handled—should match the standards described during recruitment.
The Construction Industry Institute’s historical survey identified poor safety and poor working conditions among reasons craft workers left. The source does not establish how those reasons rank today, but it reinforces a practical point: an employer cannot compensate for avoidable hazards or consistently unworkable conditions with recruitment messaging alone. Train supervisors to communicate and treat people well
Workers experience company policy through their foreperson and site supervisor. Set expectations for respectful communication, consistent treatment, useful feedback and prompt responses to questions. Supervisors should know how to explain a task, coach a developing worker and raise performance concerns clearly rather than relying on humiliation or vague criticism.

The CII study lists poor treatment among reasons workers left and recommends human-relations training for supervisors. It also reports that priorities differed among worker groups, which is another reason not to assume one message or perk will fit every trade, age, experience level or career stage. Ask workers what is getting in the way of doing good work, then make a visible response where the employer can act. Construction Industry Institute study
Connect training to advancement
Continuing skills training, documented credentials and mentorship give employees a reason to invest in a longer career with the company. Explain which skills open the next role, how competency is assessed and what wage or responsibility progression follows. Recognize tenure and achievements, but make advancement depend on transparent, job-related criteria so that workers can see how to move forward.
A 2023 U.S. Department of Labor and American Institutes for Research summary describes emerging evidence and employer reports associating registered apprenticeship with stronger worker pipelines, less turnover, greater engagement and loyalty, and improved firm culture. It also emphasizes that programs need to help apprentices remain and complete. These summary-level findings support apprenticeship as a promising workforce strategy, not a promise that any single program will produce the same outcomes for every employer. Match the approach to the workforce and project cycle
A useful workforce plan distinguishes people who need different kinds of support. New entrants may need exposure to site work, foundational instruction and close onboarding. Apprentices need structured training, assessment and a reason to complete. Experienced craft workers may prioritize reliable hours, fair compensation, safe conditions and respect for their expertise. Supervisors need preparation to lead crews as well as technical competence.
Before choosing a recruitment or retention intervention, consider the following:
- Trade and experience: Identify whether the need is for a new entrant, apprentice, experienced craft worker or supervisor, and set expectations accordingly.
- Location and project demand: Be clear about travel, worksite location, seasonality and whether the work is tied to a particular project.
- Employment predictability: Explain expected project duration, likely gaps and how the firm communicates about upcoming work.
- Compensation and progression: Review wages, benefits and overtime alongside any demonstrated-skill pathway to higher pay or responsibility.
- Safety and conditions: Check that orientation, equipment, site culture and channels for worker concerns support the job as advertised.
- Development capacity: Confirm who will mentor, train and assess workers, and whether the business can protect that time.
- Employer size and commitments: A small subcontractor and a large contractor may have different capacity to recruit or train ahead of confirmed work; do not promise continuity or instruction the business cannot deliver.
There is no evidence-based universal winner among these levers. The UK consultation’s account of cyclical demand and employer reluctance to recruit before work is confirmed makes capacity a real constraint: a training plan should match the work the firm can safely supervise and the pipeline it can credibly explain.
Quick Recap
Turn the principles into an employer plan
- Diagnose the bottleneck. Separate shortages of applicants from skills gaps, credential gaps, candidate drop-off and early turnover. Each requires a different response.
- Define the actual job. Write down essential skills and credentials, location, schedule, safety demands and project outlook before advertising.
- Choose a pipeline route. Select apprenticeships, placements, schools or workforce partners that fit the trade and the firm’s ability to provide supervision and work.
- Make hiring and onboarding predictable. Use job-related selection, give applicants timely updates and provide clear first-day information.
- Make retention part of operations. Review compensation, safety, conditions, supervisor behavior, training and communication about future work with employees.
- Check whether people stay and progress. Track starts, attendance, early exits, training milestones and completions. Use those results to adjust recruitment and support rather than assuming that more applicants alone will solve the problem.
