An electric arc furnace (EAF) makes crude steel by melting a metallic charge with electric arcs. That charge can be nearly all recycled scrap, a blend of scrap and direct reduced iron (DRI), or another combination of iron-bearing materials. Scrap prices matter because scrap is often the furnace’s main metallic input, yet its supply depends on steel products reaching the end of their useful lives rather than on an instantly expandable mine or plant.
The practical result is that an EAF is not automatically a “scrap furnace,” zero-carbon, or insulated from raw-material markets. The feed mix, electricity source, DRI production route, scrap grade, location and delivery cost all affect a mill’s economics and emissions.

What an electric arc furnace does
An EAF is a steelmaking vessel in which graphite electrodes create intense electric arcs above a metallic charge. The arcs and the heat they generate melt the charge, after which operators adjust chemistry, temperature and cleanliness before tapping liquid steel into a ladle. The furnace is therefore an alternative to the blast-furnace/basic-oxygen-furnace (BF-BOF) route, where iron ore is reduced to hot metal in a blast furnace and then refined in a basic oxygen furnace.
The feed is the key qualification. The U.S. Energy Information Administration explains that electric furnaces can produce steel ranging from fully recycled to largely virgin material, depending on the end use and the materials charged (EIA, International Energy Outlook: Industrial sector analysis). A furnace’s label alone does not tell you how much recycled content it uses.

What goes into an EAF?
Steel scrap
Scrap supplies iron units that have already passed through an earlier steelmaking cycle. It may come from fabrication offcuts generated quickly in factories or from obsolete products such as vehicles, appliances, machinery, reinforcement and structural members. Scrap is sorted, prepared and shipped in grades because unwanted copper, tin, coatings, moisture and other contaminants can affect steel chemistry and furnace operation.
World Steel Association describes scrap as usable in every major steelmaking route: an EAF can use up to 100% scrap, while the BF route can use up to 30% scrap in its charge (World Steel Association, “Raw materials”). Those are route maximums, not a claim that every EAF reaches 100% or that every blast furnace uses the maximum.
Direct reduced iron
DRI is iron ore that has been reduced to metallic iron without being melted in a blast furnace. Pellets or lump ore are treated with a reducing gas or coal-based process, producing a solid iron feed that can be charged to an EAF. DRI can dilute residual elements found in some scrap streams and help a mill meet tight chemistry specifications when suitable scrap is scarce or expensive.
Other metallic and process inputs
Plants can blend several metallic inputs to balance chemistry, density, productivity and cost. Fluxes such as lime help capture impurities in slag; oxygen and carbon may be injected to accelerate refining and foaming; and electricity provides the principal melting energy. Exact recipes vary by product, furnace design and local supply.

How EAF steelmaking works, step by step
- Prepare and inspect the charge. Scrap is weighed, sorted and processed to remove nonmetallic material and control size and density. DRI, if used, is tested for metallization, gangue and moisture. The burden is designed to deliver the required iron units and chemistry.
- Load the furnace. A charging bucket places the first portion of scrap and other metallics into the vessel. Multiple charging cycles may be needed because the first load collapses as it melts. A lid carrying graphite electrodes then closes over the furnace.
- Strike the arc and melt. Electrodes descend toward the charge and establish arcs. The furnace control system regulates current and voltage as the electrodes penetrate the scrap. Oxygen lancing, oxy-fuel burners and carbon injection can add chemical heat and help form a foamy slag that shields the arcs and improves energy transfer.
- Refine the bath. Once a liquid heel and most of the charge are molten, operators add remaining metallics, fluxes and alloys. Oxygen removes carbon and other oxidizable elements; slag absorbs oxides and nonmetallic impurities. Samples and temperature measurements guide adjustments.
- Tap the steel. At the target temperature and chemistry, the furnace tilts or opens its tap hole and liquid steel flows into a ladle. Slag is retained as far as practical. Alloy additions can be made in the ladle, where further temperature and composition control occurs.
- Cast and finish. Continuous casting turns the liquid steel into slabs, billets or blooms. Subsequent rolling, heat treatment and finishing produce the required construction sections, plate, bar, wire or other products. Scrap generated during these operations can return to the steelmaking cycle.
Electricity is the defining energy input, but it is not the only one. Burners, oxygen, carbon and downstream reheating also consume fuel or electricity. Consequently, an EAF’s total energy and emissions profile depends on the entire plant boundary, not only the arc-on period.
Why scrap availability is structurally constrained
Scrap supply is tied to the amount of steel made in earlier decades, the collection and recovery systems in place, and how long steel-containing goods remain in service. World Steel Association estimates an average steel-product lifetime of about 40 years, but the range is wide: some packaging is discarded after weeks, while certain buildings can remain in service for 200 years or more (World Steel Association). A surge in EAF demand cannot instantly create equivalent quantities of end-of-life steel.
That timing creates regional differences. A mature industrial area with large vehicle, appliance and construction inventories may generate substantial obsolete scrap. A fast-growing region may have many modern buildings and machines still in use, so its local obsolete-scrap pool can be smaller even if current steel consumption is high. Collection rates, demolition practices, export flows, contamination limits and permitting further affect what is actually available to a mill.

Why scrap prices matter to an EAF
Scrap is a direct metallic cost
In a scrap-based EAF, the delivered cost of scrap is a major component of the material charge. “Delivered” includes the quoted grade price plus processing, handling, freight, storage, losses and, where relevant, export or import costs. A mill may switch among grades, suppliers, DRI and other metallics when relative costs or quality requirements change.
Higher scrap prices can raise the cost of producing a tonne of crude steel, especially when scrap represents most of the charge. Lower prices can improve the material-cost position, provided adequate volumes meet the furnace’s chemistry and productivity requirements. The effect is not a simple global formula: contract terms, inventory timing, electricity prices, alloy costs, labor, maintenance, product mix and regional steel demand all influence the result.
Availability can matter as much as the price
A low headline price is not useful if the required grade cannot be secured in the needed volume or arrives with excessive tramp elements. Mills may pay a premium for cleaner, denser or more consistent material, carry additional inventory, or substitute DRI and higher-cost grades. Short supply can therefore change the feasible feed mix before it changes a published benchmark.

- Grade, specification, density and contamination limits.
- Delivery basis, freight responsibility, taxes, handling and any preparation charges.
- Quantity, payment terms and whether the number is a spot transaction, contract formula or index reference.
No single current scrap price applies worldwide. The available evidence does not establish a live regional price series or a fixed percentage by which a scrap-price change passes through to finished-steel prices. Those questions require a dated, grade-specific market source and a defined geography.
Scrap-EAF, DRI-EAF and BF-BOF are not interchangeable labels
World Steel Association’s 2025 sustainability indicators separate route categories. In its 2024 table, “scrap-EAF” uses more than 70% scrap, while “DRI-EAF” uses less than 30% scrap (World Steel Association, Sustainability Indicators Report 2025). Those categories help interpret route data, but they do not describe every operating practice or every commercial product.
| Comparison point | EAF with a predominantly scrap charge | EAF with substantial DRI | BF-BOF route |
|---|---|---|---|
| Primary metallic inputs | Mostly recycled steel scrap, with alloys and other additions as needed | DRI supplies a significant share, blended with scrap and other metallics | Iron ore is reduced to hot metal in a blast furnace; scrap can supplement the charge |
| Scrap dependence | High sensitivity to local collection, grade quality and delivered scrap cost | Lower dependence on obsolete scrap, but greater dependence on DRI feedstock and its production economics | World Steel Association gives a route maximum of up to 30% scrap |
| Main furnace energy characteristic | Electric arcs melt the charge; oxygen, burners and carbon can provide additional heat or refining support | Electric arcs melt DRI and the other metallics; DRI itself required a prior reduction process | Blast-furnace fuel and reducing agents make hot metal, followed by oxygen conversion in the BOF |
| Key location factors | Power price and carbon intensity, scrap supply and freight distance | Power price plus the gas or coal route used to make DRI, and access to suitable ore | Ore, coal, limestone, large integrated works and associated energy infrastructure |
DRI does not automatically make an EAF lower-emission. EIA notes that DRI may be produced with natural gas or coal, and the electricity used by the EAF can come from generation with very different emissions intensities (EIA).

For 2024, World Steel Association reports 0.69 tonnes of carbon dioxide per tonne of crude steel and 9.84 gigajoules per tonne for its scrap-EAF route category. Its expanded greenhouse-gas indicator, which adds methane, nitrous oxide and upstream mining emissions, is 0.71 tonnes of CO2e per tonne of crude steel. The report says the expanded measure’s increase reflects improved accounting coverage rather than an actual rise in emissions.

|---|---|---|
| Original CO2 intensity | 0.69 t CO2 per tonne of crude steel | World Steel Association route-table value for scrap-EAF |
| Energy intensity | 9.84 GJ per tonne of crude steel | World Steel Association route-table value for scrap-EAF |
| Expanded greenhouse-gas indicator | 0.71 t CO2e per tonne of crude steel | Includes methane, nitrous oxide and upstream mining emissions |
These figures are route indicators with defined accounting boundaries; they are not a guarantee for an individual plant. Comparing them with a BF-BOF number requires the same year, product definition and emissions boundary. Electricity sourcing, scrap preparation, DRI production and downstream operations can all shift a plant’s result.
Historical U.S. data illustrates how route change and efficiency can move together. EIA reported that the U.S. EAF share of steel production increased from 38% in 1991 to 61% in 2010, while crude-steel energy intensity fell 37% over that period (EIA, “Changes in steel production reduce energy intensity”). Those figures describe U.S. history through 2010, not a current global share or forecast.
A practical way to evaluate an EAF steel source
For a construction buyer, engineer or project estimator assessing an EAF-made product, ask for the information that connects the furnace route to the delivered steel:

Bottom line for construction and steel buyers
EAF steelmaking is an electrically driven melting and refining route whose results depend on what enters the furnace. Scrap can provide a large share of the iron units and avoid the need to reduce an equivalent quantity of newly mined ore, but scrap supply arrives on the timetable of past steel production, collection and product lifetimes. That structural constraint is why scrap prices and availability matter so much to EAF input economics.
When comparing offers or environmental claims, identify the actual feed mix, use a dated and grade-specific scrap price, and match emissions boundaries. A predominantly scrap EAF can have a very different cost and emissions profile from a DRI-heavy EAF, even though both use electric arcs.
