The 2021 Building commentary behind this topic argues that the next generation has a direct stake in protecting the planet and that construction should harness its determination. That is a call for shared responsibility, not a promise that young workers must solve the industry’s environmental problems alone.
What the argument means
The phrase “eco-anxious young people will be the ones to clean up construction” is best read as an argument about agency. Young people who are already concerned about climate change are likely to question how buildings are designed, procured, built, operated and demolished. Their concern can become useful pressure for better decisions when employers invite them into those decisions.

It should not be read as a prediction that every young person is eco-anxious, or that a new generation bears sole responsibility for decarbonising construction. The available summary of Stephanie Crombie’s 22 July 2021 Building commentary supports the broad thesis about youth determination, but the original page was not available to verify any detailed construction proposals. Specific policies or projects should therefore not be attributed to Crombie without checking the full article.

- Climate concern is a legitimate reason to ask for better environmental performance.
- Young people need decision-making power and practical support, not motivational messaging alone.
- Companies remain responsible for providing safe work, credible evidence and the resources needed to change practice.
Eco-anxiety is distress, not a diagnosis
The term is often used for fear, grief or anger about environmental damage and the future. A search-result excerpt for the Building commentary describes it as “a chronic fear of environmental doom” and attributes that wording to the American Psychological Association, with the term coined in 2017. Because the full commentary and direct APA source were not available here, that attribution should be treated cautiously.

The Royal College of Psychiatrists says eco-anxiety or eco-distress is not a diagnosis or a mental illness. Feeling worried about the planet can be a normal response to credible threats. The college’s guidance, reproduced by the World Economic Forum, says: “Feeling distressed or anxious about the world is normal and shows that young people care about the planet, but sometimes these feelings can be overwhelming and hard to deal with, especially at a young age.”
Distress can still be serious. The World Economic Forum lists low mood, helplessness, anger, sleep loss, panic and guilt among possible signs. These symptoms do not prove that a person has an anxiety disorder; they indicate that someone may need support, especially when work, study, relationships or daily functioning are affected.
What the available evidence says about young people’s concern
The most widely cited figures come from a 2021 study published in The Lancet, reported by the World Economic Forum. It surveyed 10,000 people aged 16–25 in 10 countries. The results show substantial concern, but they are not a current estimate for every young person or every country.
| Finding | Population and date | What it does—and does not—show |
|---|---|---|
| Almost two-thirds were very or extremely worried about climate change | 10,000 people aged 16–25 in 10 countries; 2021 study | Shows high reported worry in that sample; it is not a universal rate for all young people. |
| 84% were at least moderately worried | Same multi-country sample | Indicates that moderate or greater concern was common among respondents. |
| More than 45% said climate feelings negatively affected daily life and functioning | Same multi-country sample | Measures self-reported impact, not a clinical diagnosis. |
| More than half reported emotions including sadness, anxiety, anger, powerlessness, helplessness and guilt | Same multi-country sample | Shows a range of emotional responses rather than one defined condition. |
| 57% of surveyed child and adolescent psychiatrists said they were seeing young people distressed about climate and the environment | Royal College of Psychiatrists survey, November 2020; UK clinicians | Reports clinicians’ observations, not the percentage of young people experiencing distress. |
A separate figure reported by The Independent in 2021 described 70% of UK 18–24-year-olds as eco-anxious, citing Friends of the Earth. The available report does not provide enough methodological detail to establish what was measured, so it should not be treated as directly comparable with the Lancet study.
Why construction should pay attention
Construction decisions have long lifecycles. A design choice can affect energy demand, material use, maintenance and end-of-life options for decades. Young employees, apprentices, students and community members will live with those consequences longer than many current project teams. Their questions can expose assumptions that a schedule or budget review might miss.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
That does not make youth concern a substitute for engineering, procurement or professional accountability. A junior estimator cannot independently change a specification, and an apprentice cannot carry the legal or financial risk of a project. The useful question is how an organisation converts legitimate concern into a fair process for improving decisions.
Because no construction-sector emissions or workforce statistics were established for this topic, claims about the industry’s exact environmental impact or the proportion of young construction workers who are eco-anxious should be avoided. Firms should publish their own measured baselines rather than borrowing general youth-survey figures as proof of project performance.

From concern to meaningful participation
University of Leeds examples offer a practical engagement pattern: education and training, awareness and information, public participation, and partnerships. The university describes sustainability education, student-led net-zero ideas, climate-week discussion, student societies and a living lab. It also warns that education alone is insufficient; learning can increase eco-anxiety if people are not given meaningful ways to participate and a supportive community.
Applied to a construction business, that pattern can become a participation ladder.
1. Give young people reliable information
Explain the project’s environmental objectives, boundaries and evidence. Make clear which figures are measured, which are estimates and which decisions are still open. Imperial College London experts Mala Rao and Richard Powell told the World Economic Forum: “The best chance of increasing optimism and hope in the eco-anxious young and old is to ensure they have access to the best and most reliable information on climate mitigation and adaptation.”

Reliable information also means admitting uncertainty. If a material comparison has not been assessed, say so. If a target depends on future design approval, label it as conditional. This prevents young staff from being asked to defend claims the company cannot substantiate.

A presentation about net-zero goals is passive. A better exercise gives a trainee or student team a defined question—such as how to reduce waste on a work package, improve reuse records or make site travel data more complete—then sets a route for the recommendation to reach the project manager. Participation is meaningful only when the organisation responds and explains the decision.
3. Build collective, not purely individual, action
Individual habits can matter, but climate responsibility should not be reduced to asking workers to recycle more or feel guilty about travel. A site-based group, student society, staff forum or project partnership can identify barriers that no single person controls. Collective work also reduces the isolation that can accompany eco-distress.
4. Connect ideas to community and project users
Partnerships with colleges, universities, local residents and building users can broaden the definition of a successful project. Invite feedback at a stage when the design can still change, publish responses, and explain constraints such as safety, planning, cost or programme. Participation is tokenistic if decisions are already fixed.
A practical framework for construction employers
The following framework is an application of the participation and information themes above, not a tested ranking of construction policies. It helps a firm decide whether an initiative offers real agency.

| Question | Weak approach | Stronger approach |
|---|---|---|
| Who decides? | Young people attend a briefing but have no route to propose changes. | A named youth panel, apprentice group or student partner has a defined question, deadline and decision route. |
| What evidence is available? | Broad claims about being “green” without a baseline or method. | Publish the boundary, measurement method, assumptions, owner and review date for each environmental claim. |
| Is education connected to action? | A one-off lecture or awareness week. | Training followed by a live project task, feedback and an explanation of what was adopted. |
| Who carries the burden? | Young workers are expected to volunteer emotional labour or solve structural problems unpaid. | Managers provide time, budget, supervision and recognition while retaining organisational accountability. |
| How is wellbeing protected? | Constant alarming messages, guilt or pressure to be available after hours. | Balanced information, realistic scopes, supportive managers and clear routes to professional help. |
How to support someone who is overwhelmed
Managers and educators should not diagnose eco-anxiety. They can listen, acknowledge the concern and ask whether it is affecting sleep, work, study or daily activities. Avoid dismissing the issue as a phase, but avoid promising that one project will fix the climate problem.
- Use calm, factual communication and distinguish verified information from forecasts or opinions.
- Offer a manageable role with clear boundaries rather than an unlimited demand to “save the planet.”
- Check workload, breaks, supervision and psychological safety in the same way you would for any other source of distress.
- Explain how to access the organisation’s existing occupational-health, counselling or employee-assistance services.
- Encourage a young person whose symptoms are severe, persistent or impairing daily life to seek help from a qualified health professional.
Climate action and mental-health care are different needs. A participation project may provide connection and purpose, but it is not a treatment for an anxiety disorder or depression.
What “cleaning up construction” should look like in practice
Without verified sector-wide figures, a responsible company should start with transparency rather than a slogan. Establish a project baseline, identify which decisions have the greatest potential environmental consequence, and record who has authority to change them. Then invite young people into those specific decisions.
Set a measurable starting point
Document the boundary of the project or work package, the data available, the assumptions used and the date of measurement. Do not present an aspiration as an achieved reduction. A transparent baseline lets a student team or apprentice group test whether an idea produced a real change.

Use stage gates for proposals
Give participants a short brief, access to the relevant information and a deadline. At design, procurement or site-review gates, record the proposal, the decision, the responsible person and the reason for acceptance or rejection. A rejected idea still deserves an explanation; otherwise participation becomes performative.

Report outcomes honestly
Publish what was measured, what was not measured and what remains uncertain. If an initiative changed behaviour but its environmental effect is unknown, say that plainly. Credibility is more valuable than a larger but unsupported claim.
The limits of the “next generation will fix it” story
Young people can bring urgency, creativity and moral clarity, but shifting responsibility downward is unfair. They may have less authority, lower incomes, insecure employment or limited access to decision-makers. Asking them to absorb the emotional cost of environmental failure while senior leaders retain control is not empowerment.
Nor should every young person be recruited into climate activism. Some may want a technical role, a safe workplace or simply the freedom to learn without being treated as a symbol. Inclusion means offering choices and respecting boundaries.
Clover Hogan, identified by The Independent as a climate activist and founder of Force of Nature, says: “We have seen young people becoming agents of change by channelling their feelings into action.” That is a perspective on constructive engagement, not a clinical consensus or a guarantee that action removes distress.
A decision checklist for a proposed youth climate initiative
- Purpose: What specific project decision or learning outcome is in scope?
- Authority: Can participants influence anything, and who must respond?
- Evidence: Which claims are measured, and where are the uncertainties?
- Resources: Are time, supervision, data and budget provided?
- Fairness: Is participation paid or recognised, and is it optional?
- Wellbeing: What support exists if discussion becomes overwhelming?
- Feedback: How will the organisation report what changed and why?
Used properly, this checklist turns a broad appeal to “harness youth determination” into accountable practice. It also keeps the emotional reality of climate concern separate from the technical work of measuring and improving a project.
The bottom line for construction leaders
Eco-anxious young people are not a workforce to exploit or a diagnostic category to apply casually. They are potential partners whose questions can improve construction decisions when companies provide evidence, authority, resources and care. The strongest response to climate distress is neither reassurance without action nor pressure without support. It is honest information, meaningful participation and shared responsibility for measurable change.
