How Douglas County’s Highlands Ranch Sheriff Substation Integrates Civic Space and Secure Operations

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Douglas County Sheriff Substation at Highlands Ranch Town Center was designed to put a recognizable civic presence on a busy Colorado town-center site without exposing law-enforcement operations to public circulation. Mark Young Construction describes a 35,700-square-foot, $7 million project built from January 2010 through February 2011, with public and community functions at the main level and secured vehicle, booking, and training functions below grade.

That arrangement is the project’s defining move: visitors reach community-facing services through an architecture intended to fit the Town Center, while deputies, vehicles, detainees, evidence, and training activities use controlled routes. The builder’s description explains the design intent; it is not an independent architectural evaluation.

The two published building-area figures should not be treated as a corrected single measurement. The contractor reports 35,700 square feet, while the sheriff’s office describes the facility as 35,000 square feet. They may reflect different measurement conventions or scopes, but the available pages do not reconcile them.

Why the station needed two different kinds of space

A sheriff’s substation in a town center has an unusually public role. People may visit for permits, meetings, fingerprinting, or other services, and the building must read as part of the surrounding civic and commercial environment. At the same time, law-enforcement work requires controlled access for vehicles, detainees, evidence, records, and staff-only circulation.

Mark Young Construction says the design was intended to fit the Town Center’s architectural vocabulary while combining public uses with private and secure sheriff services. That description points to a zoning strategy rather than a single shared lobby: the building presents an accessible face to pedestrians and visitors, but puts the most sensitive movements on protected routes.

Public functions at the main level

The builder’s program places public parking and community spaces on the main floor. Pedestrian connections tie those uses to the Town Center, allowing a visitor to approach the substation as a civic destination rather than as a restricted operations compound.

The sheriff’s office identifies several public-facing functions in the facility: a community meeting room, fingerprinting, and concealed-weapons permit services. Its page also says deputies dispatch from the Highlands Ranch location. Those uses explain why the station needs a clear public address even though much of its work is secured.

Secure operations below grade

Security-sensitive functions are separated vertically and by access control. Secured sheriff vehicle parking is on a lower level. Booking and training facilities are in the basement, reached through a secured sally port. A sally port provides a controlled transition between an arriving vehicle and the interior, limiting opportunities for unauthorized crossover and allowing staff to manage movement into booking areas.

This is a practical division of circulation: the public can use the main-floor spaces without passing through vehicle or detainee routes, while deputies can move from secured parking to operational areas without using the building’s visitor path.

How the documented circulation works

  1. Visitors approach the civic side. Public parking, community spaces, and pedestrian connections are concentrated at the main level.
  2. Staff vehicles use a protected route. Sheriff vehicle parking is on a lower level rather than in the public-facing arrival zone.
  3. Booking and training remain controlled. Basement facilities are accessed through a secured sally port.
  4. Public services operate alongside, not through, secure functions. Meeting, fingerprinting, and permit-related visits can occur without requiring public circulation through booking or vehicle areas.

The available project descriptions do not publish a complete floor plan, door schedule, staffing model, or technical security specification. The separation above is limited to the functions and access relationships those sources identify.

Exterior details used to fit the Town Center

The builder describes a deliberately detailed exterior rather than an anonymous institutional box. Three brick colors provide variation across the façades, and precast accents add contrasting trim. Translucent panels appear on the north, east, and south façades, bringing controlled daylight to the building while preserving the solid, masonry-heavy character described for the project.

The west entry tower

The west side has a two-story entry tower capped by a domed standing-seam metal roof. That tower gives the public entrance a vertical marker that can be read from the surrounding town-center setting. It also distinguishes the visitor arrival from the lower-level service and vehicle movements.

These material and massing choices are reported by Mark Young Construction in its project description and in an excerpt reproduced in a municipal project document titled “Police Department Renovation and Expansion.” The description says the building was intended to blend into the Town Center’s architectural vocabulary; it does not establish an independent judgment that the result succeeded aesthetically.

The project-detail excerpt is available in the municipal meeting document. The source does not establish a publication date for the excerpt.

Retaining walls and the sloped site

The building’s below-grade organization required substantial site work. A Keystone Walls profile identifies two distinct retaining walls with a combined area of 9,000 square feet. It names Anchor Engineering, Pinnacle Structures Inc., and Colorado Best Block in connection with that retaining-wall scope.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keystone reports that the retaining walls were completed in 2013. That date should not be read as a replacement for the contractor’s January 2010–February 2011 dates for the overall substation project. It may describe a later or separately documented site package. The profile is focused on the wall system, not the building’s full construction schedule.

The retaining-wall profile is available from Keystone Walls. It provides useful context for the site’s grade changes, but it does not supply a complete civil drawing set or explain every phase of earthwork.

What the sheriff’s office says is inside today

The Douglas County Sheriff’s Office describes the Highlands Ranch facility as 35,000 square feet. Its facility page lists holding cells, evidence storage, fingerprinting, a community meeting room, and deputies who dispatch from the substation.

Those current-use descriptions complement the original program. Holding cells and evidence storage are operationally private; fingerprinting and a meeting room are visitor-facing; dispatching requires a staffed law-enforcement base. The page does not provide a room-by-room area schedule, so individual square-foot allocations cannot be calculated from the published information.

Visitor services and hours

The sheriff’s office page lists concealed-weapons permit and renewal services at the Highlands Ranch substation Tuesday through Thursday, from 9 a.m. to 3:30 p.m. The page says sex-offender registration is not offered at this location and directs visitors to Castle Rock instead.

  • Concealed-weapons permits and renewals: Tuesday through Thursday, 9 a.m. to 3:30 p.m., as listed by the sheriff’s office.

Reading the project as a building strategy

Public presence without public access to everything

The station demonstrates how a civic building can be welcoming at its edge while restricting the majority of its operational paths. Main-floor community uses and pedestrian links make the building legible to visitors. The secured lower level and basement keep vehicle, booking, and training movements out of that public sequence.

Vertical separation supports operational control

Placing vehicle parking below grade and booking and training in the basement creates physical distance between public circulation and law-enforcement logistics. The documented sally-port connection adds a controlled threshold where secure movement enters the building.

Contextual materials carry an operational building into a town center

Three brick colors, precast accents, translucent façade panels, and the west entry tower provide the visual vocabulary the builder says was selected for compatibility with Highlands Ranch Town Center. The materials are not presented as a universal template; they are the specific palette and forms documented for this project.

Dates, measurements, and attribution to keep straight

Several sources describe different portions of the work, so precision matters when citing the project:

  • Mark Young Construction attributes the 35,700-square-foot area, $7 million cost, and January 2010–February 2011 project period to its own project account.
  • The Douglas County Sheriff’s Office gives the facility area as 35,000 square feet and lists the building’s operational and visitor services.
  • Keystone Walls reports 9,000 square feet of retaining-wall area and 2013 wall completion in a manufacturer profile focused on that site work.

No architect attribution, named-person quotation, independent performance study, or comparative project benchmark is established by these published descriptions. The most supportable conclusion is narrower: the documented design places public and community functions at the town-center-facing level and reserves lower, controlled routes for sheriff operations while using a brick-and-precast exterior intended by the builder to fit its surroundings.

Why the arrangement matters for civic facilities

A substation that serves residents cannot be designed only as a secure workplace. It must provide an understandable public entrance, meeting space, and service points without turning every visitor into a security exception. Conversely, a building that behaves only like a public hall would make vehicle, booking, evidence, and staff circulation harder to control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Highlands Ranch program addresses that conflict through adjacency and separation: public functions are visible and reachable; secure functions are physically lower, access-controlled, and connected through a sally port. The exterior then uses the Town Center’s stated architectural vocabulary to make the facility read as part of the civic setting rather than as an isolated enforcement compound.

That combination—not a claim of a particular architectural rating or security performance—is what the project documentation establishes about the Douglas County Sheriff Substation at Highlands Ranch Town Center.
