How Do Fuel Pipelines Compare With Tanker Trucks for Aviation Fuel Transport?

Pipelines typically suit high-volume, recurring airport supply; tanker trucks provide flexibility and backup reach, but their capacity depends on vehicles, drivers, roads and airport receiving facilities.

Fuel pipelines are generally better suited to supplying airports with large, steady volumes of aviation fuel, while tanker trucks offer reach and flexibility where pipeline connections are unavailable or constrained. Trucks can supplement supply during disruptions, but their limited capacity per vehicle means scaling deliveries also requires more vehicles, drivers, road movements, airport receiving capacity, and staff. Which option works best depends on demand, route access, pipeline capacity, storage, and the airport’s ability to receive and distribute fuel.

How aviation fuel gets from its source to an aircraft

“Pipeline versus truck” can describe more than one part of a fuel journey. Fuel may travel through a long-distance pipeline to a terminal, then move by pipeline or truck to an airport. Once at the airport, it must be stored and distributed to aircraft. That final distribution may use an airport hydrant system or tank trucks. These links are related, but they are not interchangeable: a pipeline that brings fuel to airport storage is not the same thing as the hydrant network that delivers fuel around the airport.

The U.S. Department of Energy describes a common U.S. pathway for conventional Jet A as pipeline transport to a terminal, followed by delivery to an airport by pipeline or truck. It also notes that lower-volume sustainable aviation fuel may move by truck or rail. These are examples of pathways in the cited U.S. context, not a universal map of how every airport is supplied.

The distinction is visible in the Auckland fuel supply arrangement examined by the New Zealand government’s inquiry. Fuel traveled from Wiri storage along a short pipeline to airport storage at the Joint User Hydrant Installation (JUHI). From there, the airport hydrant system supplied aircraft; trucks also formed part of the airport delivery arrangement. The case shows why it is important to ask exactly which link is being compared: transport to airport storage, or distribution from storage to the aircraft.

Three links to keep separate

  • Transport to the airport: A long-distance or local pipeline, tanker truck, ship, rail movement, or a combination can move fuel toward airport storage.
  • Airport storage and receiving: Tanks and unloading facilities determine how fuel can be accepted and held once it reaches the airport.
  • Distribution to aircraft: Fuel can move around an airport through a hydrant system or be delivered by tank truck. This is an airport-side distribution choice, distinct from the long-distance transport mode.

Pipeline and truck transport compared

The fundamental difference is continuity and scale. A pipeline is fixed infrastructure designed to move continuing flows along a set route. A truck carries a discrete load that must be driven, received, and unloaded. A pipeline can be advantageous when demand is sufficient and the route and connections are in place; trucks can reach places without that fixed connection and can provide incremental supply. Neither mode is automatically the right choice for every airport.

Decision factor Pipeline Tanker truck
Volume and flow Suited to large, recurring flows; can move much larger volumes than individual trucks. Limited per vehicle and delivered in discrete loads. The National Renewable Energy Laboratory’s 2023 report uses about 8,000 gallons per fuel tanker truck as an approximate illustration, not a specification for every truck.
Cost at sufficient scale The Australian Productivity Commission found that pipelines can carry larger volumes at lower average cost where airport demand is sufficient. The result depends on the route, infrastructure, and utilization. Can avoid the need for a pipeline connection, but serving more demand requires additional deliveries and the people and facilities to support them. The sources do not establish a universal cost-per-gallon comparison.
Geographic access Depends on a fixed route, connection, and available pipeline capacity. Can serve airports that lack pipeline access if suitable road routes and receiving facilities are available.
Adjusting supply Provides a continuing supply link, but its route and capacity are fixed and a disruption can expose dependence on that link. Can add deliveries or reach an airport by road, but scaling up depends on available suitable vehicles, qualified drivers, road access, and airport receiving capacity.
Airport-side infrastructure Requires the relevant connection and adequate storage and distribution arrangements at the airport. Requires a workable route, suitable vehicles, unloading access and positions, staff, and enough storage or other receiving capacity to accept deliveries.

The table is a general comparison, not a promise that one mode is cheaper, faster, safer, or more reliable on every route. The evidence cited here supports differences in scale, access, and operational requirements; it does not establish a universal emissions ratio or incident-rate ranking.

Why pipelines can work well for high-volume airports

A pipeline’s principal advantage is its ability to move large volumes as a continuing flow. Where airport demand is high and regular, that throughput can make a pipeline more economical on average than supplying the same demand through repeated truck deliveries. The Australian Productivity Commission’s conclusion is conditional: pipelines can offer a significant competitive advantage over trucking at airports with sufficient demand because they move greater volumes at lower average cost.

That finding should not be read as “a pipeline is always cheaper.” A route must exist or be built, the airport needs an appropriate connection, and the system must be used enough to justify its fixed infrastructure. The Commission’s finding concerns the advantage at sufficient demand; it is not a universal price quote or a comparison that settles the economics of every proposed route. A low-volume airport, a remote location, or an airport without a practical connection may face a different choice from a large airport already connected to a supply network.

Pipeline capacity also needs to be considered alongside airport storage and downstream distribution. A high-capacity supply link cannot by itself resolve a bottleneck in receiving, storing, or moving fuel around the airport. Conversely, a well-equipped airport distribution system still needs a dependable way to replenish its storage. The useful planning question is not simply “pipeline or truck?” but whether each link—from upstream supply through airport storage to aircraft—can support the required flow.

Where tanker trucks have the advantage—and what limits them

Trucks provide access that a fixed pipeline route cannot. They can supply airports that do not have a pipeline connection, carry fuel from a terminal to an airport, or provide additional deliveries when the usual pipeline supply is constrained or unavailable. Because individual deliveries can be scheduled and routed over roads, trucks can add flexibility without requiring a new pipeline connection.

The trade-off is that truck capacity is limited per vehicle. The National Renewable Energy Laboratory’s 2023 report uses approximately 8,000 gallons per fuel tanker truck to illustrate that limitation when trucks supplement airport supply. That figure is approximate and should not be treated as a standard capacity for every tanker, route, or operating arrangement.

For a rough illustration of the scaling issue, divide the volume to be moved by the load carried by one truck. Using the report’s approximate 8,000-gallon example, moving 80,000 gallons would imply about ten full truckloads. This is arithmetic based on the report’s illustrative capacity, not a prediction of actual delivery times or a claim that every truck carries that amount. Real delivery planning also has to account for vehicle availability, operating schedules, road access, receiving positions, unloading, and the airport’s ability to handle the fuel.

What must scale when truck deliveries increase

  • Vehicles and drivers: More loads require more suitable trucks and people available to operate them.
  • Road movements: The chosen route must be usable for the required number of trips, including during the conditions in which extra supply is needed.
  • Airport receiving capacity: There must be enough access and unloading capacity to process deliveries rather than create a queue at the airport.
  • Staff and operating coordination: Deliveries require people and arrangements to schedule, receive, and manage incoming fuel.
  • Storage and onward distribution: The airport must be able to accept the fuel and move it onward through its storage and distribution arrangements.

Truck flexibility therefore does not mean unlimited substitutability. A truck route may be available while the number of vehicles, drivers, receiving positions, or available local stocks is insufficient to replace a large, continuing pipeline flow. The ability to mobilize some trucks is different from having enough truck capacity to meet all airport demand for an extended period.

Can trucks replace an aviation-fuel pipeline?

Sometimes trucks can replace part or all of a pipeline’s deliveries for a limited period, but the answer depends on the volume needed and the entire logistics chain. Trucks are a plausible primary mode where airport demand is manageable and pipeline infrastructure is absent. They can also provide a useful backup or supplement when a pipeline is constrained. Replacing a high-volume pipeline with road deliveries is more difficult because every additional load depends on vehicles, drivers, road access, airport receiving capacity, staff, and fuel stocks.

The Australian Productivity Commission’s finding helps explain the scale distinction: where airport demand is sufficient, pipelines can carry much larger volumes at lower average cost. That does not establish a universal threshold at which a pipeline becomes preferable, nor does it say that trucks cannot serve a large airport. It means the choice has to be assessed against the airport’s recurring volume and the available infrastructure, rather than by comparing the nominal capacity of a single truck with a pipeline in isolation.

A useful evaluation starts by defining the requirement. Is the aim to supply routine demand, cover a temporary shortfall, or provide a limited emergency bridge? The answer can change the conclusion. A mode that is useful for a modest or short-lived shortfall may not be able to sustain normal airport demand if the disruption continues.

What an airport fuel-pipeline disruption can reveal

The Auckland Fuel Line inquiry provides a case-specific example of both the value and the limits of alternatives. The airport normally received jet fuel from Wiri storage through a short pipeline to airport storage at the JUHI. During a pipeline disruption, the inquiry’s final report described emergency supply arrangements involving ship and truck movements, including direct truck delivery.

The response shows that alternate transport modes can help replenish stocks when a pipeline is disrupted. It also illustrates why emergency supply is not automatically equivalent to a pipeline: moving fuel by ship and truck requires the relevant infrastructure and logistics to be available, and truck deliveries depend on road and airport-side capacity. The Auckland arrangements should be read as a case study, not assumed to be a ready-made contingency plan for another airport. Different locations may have different terminals, roads, storage, receiving facilities, and access to alternative supply.

Resilience planning therefore needs to examine the complete chain. A backup mode is useful only to the extent that fuel can reach the airport, be received and stored, and then be distributed to aircraft. Local stocks can provide time to respond, but the sources cited here do not establish one universal stock level or duration that would be adequate for every airport.

Questions for evaluating a backup arrangement

  • What is the normal supply route, and which specific link could fail?
  • Can fuel be sourced from another terminal or supply point, and how would it travel from there?
  • Are suitable trucks, drivers, road routes, and any necessary receiving positions available during the disruption?
  • Can airport storage accept the additional deliveries, and can the airport distribute the fuel onward?
  • How much time do available stocks provide for arranging alternate supply, given the airport’s demand?

Airport hydrant systems are not the same as transportation pipelines

Terminology can obscure the comparison. A transportation pipeline brings fuel through a route toward an airport. A hydrant system is airport-side infrastructure used to distribute fuel to aircraft. In a common major-airport arrangement described by the U.S. Pipeline and Hazardous Materials Safety Administration (PHMSA), jet fuel arrives through one or more transportation pipelines, is stored, and is then distributed to aircraft through a hydrant system or by tank truck.

PHMSA’s 2000 interpretation states that airport hydrant systems are generally not subject to the federal pipeline safety standards in 49 CFR Part 195, while noting that state and local rules may apply. This is a U.S.-specific interpretation from 2000, not general legal advice or a current summary of rules for every jurisdiction. The distinction matters because a statement about federal regulation of transportation pipelines should not automatically be applied to an airport hydrant network or to airports outside the United States.

How to choose the right transport mix

There is no universal winner. The practical choice depends on airport demand, what infrastructure already exists, the cost and feasibility of a connection, the capacity and reliability required, and the airport’s ability to store and receive fuel. A sound comparison treats routine supply and contingency supply as separate problems, then checks that the airport-side links can support either mode.

  1. Define the demand and timeframe. Establish whether the need is routine recurring supply, a temporary supplement, or emergency replacement. A contingency for a short interruption is not necessarily adequate for a prolonged outage.
  2. Map each stage of the supply chain. Identify the upstream source, terminal, route to the airport, airport storage, and distribution to aircraft. Specify where a pipeline ends and where trucks or hydrants enter the chain.
  3. Check existing connections and capacity. Determine whether a pipeline reaches the relevant terminal or airport and whether its available capacity can serve the demand. Do not assume the presence of one pipeline connection establishes sufficient capacity throughout the chain.
  4. Assess truck operations as a system. Estimate the number of loads using a locally appropriate truck capacity, then verify vehicle and driver availability, road access, unloading positions, staffing, and storage capacity. The NREL figure of about 8,000 gallons is an illustrative value, not a universal planning assumption.
  5. Compare costs on a like-for-like basis. Include the fixed infrastructure and utilization considerations for a pipeline and the recurring delivery and receiving requirements for trucking. The cited evidence supports a pipeline cost advantage at sufficient demand, not a single cost ratio for all routes.
  6. Test the disruption plan. Identify how fuel would be sourced and delivered if the primary link were unavailable, what bottlenecks might constrain alternative deliveries, and how airport stocks and distribution could bridge the interruption.
  7. Check jurisdiction-specific requirements. Determine which rules apply to the transportation pipeline, airport hydrant system, truck movements, and other facilities in the relevant location. The PHMSA interpretation is limited to its U.S. federal context and date.

What the available comparisons do—and do not—establish

The evidence supports a clear qualitative comparison: pipelines can move much larger, continuing volumes and can offer lower average cost where demand is sufficient; trucks provide road-based access and can supplement supply, but expanding their contribution requires more logistical capacity. It does not establish a universal pipeline throughput, cost per gallon, transport-emissions figure, or safety ranking for aviation fuel routes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Those limits matter when comparing projects. A cost advantage reported for airports with sufficient demand should not be applied without regard to route, connection, and utilization. An approximate truck capacity should not be treated as a fleet-wide specification. And a disruption response at Auckland does not prove that another airport can mobilize the same ship, road, terminal, or receiving arrangements. Route-specific planning is necessary to turn the general comparison into an operational decision.

Historical infrastructure context

A 2010 U.S. Department of Transportation report page records earlier concern about limited and aging distribution infrastructure and the exposure of aviation fuel supply to downstream disruptions. Because that report dates to 2010, it is historical context rather than a current inventory or assessment of airport infrastructure. It reinforces the need to consider downstream links, but it cannot establish the condition of a particular airport’s supply system today.
