Disaster recovery housing is a sequence of housing options, not a single benefit. Depending on the event and local program, a displaced household may use an emergency shelter, stay with relatives, receive a hotel or motel placement, rent an existing home with assistance, or move into a government-arranged temporary unit. Eligibility normally depends on the declared event, the property’s location, whether it is the household’s primary residence, documented displacement or unsafe conditions, and housing costs that insurance or other resources cannot cover.
The examples below separate United States Federal Emergency Management Agency (FEMA) programs from United Kingdom local-authority arrangements. Rules are jurisdiction-specific and can change for each disaster.

How does disaster recovery housing work?
Housing support generally moves through four stages. The sequence can overlap, and a household may move between options as repairs, inspections and benefit decisions progress.

When a home is dangerous, inaccessible or without essential utilities, the first placement may be a congregate shelter, an emergency reception centre, a hotel room arranged by local authorities, or a stay with friends or relatives. These options prioritize speed and safety rather than privacy or long-term suitability. Local emergency-management agencies, charities and councils often coordinate this stage.

2. Short-term non-congregate accommodation
Hotels and motels can provide a private room while a household looks for a rental or assesses repairs. In the United States, FEMA’s Transitional Sheltering Assistance (TSA) is the clearest example: it is a short-term hotel or motel pathway for eligible applicants, not an automatic entitlement for every damaged home.
3. Rental assistance and other interim housing
If a home cannot be occupied for longer, assistance may help pay rent in an existing unit. Availability depends on the local rental supply, accessibility, household size and the program’s payment rules. Insurance may reimburse additional living expenses, while government programs can address needs that insurance does not meet.
4. Longer temporary housing and permanent recovery
Where ordinary rentals are scarce or infrastructure is badly damaged, authorities may arrange manufactured homes, recreational vehicles, temporary housing units, repaired multifamily apartments or other alternatives. The objective remains a safe permanent housing plan—repairing, rebuilding, buying or securing a lasting rental—not indefinite temporary placement.

There is no universal eligibility test. Programs usually examine the following questions:
- Is the address covered? The disaster must be within the area and type of assistance designated by the relevant government.
- Was it the primary residence? Many disaster-housing programs are aimed at a household’s main home, not a vacation property or investment unit.
- Why can’t the household return? Evidence may include unsafe structural conditions, contamination, inaccessible roads or buildings, or loss of essential water, power or sanitation.
- Is there an unmet housing need? Insurance, an available shelter bed, another agency’s rental payment or a safe place with family may affect eligibility.
- Can the household document the situation? Applications may require identity, occupancy, insurance, displacement, rent and repair information. Keep records even when officials can verify some facts independently.
Meeting one condition does not guarantee a particular hotel, payment or temporary unit. Agencies assess each application under the program activated for that event.

United States: how FEMA hotel sheltering works
FEMA’s October 2024 TSA Quick Reference Guide describes TSA as a safe, temporary hotel or motel stay while an eligible survivor seeks a short- or longer-term solution. The guide says applicants may qualify when disaster damage prevents them from returning, essential utilities are out, or the residence is otherwise unavailable, and the immediate need cannot be met by insurance, shelters or rental assistance from FEMA or another agency.
Step-by-step TSA process
- Confirm the disaster designation. Check that the affected address and the type of assistance are included in the applicable FEMA declaration.
- Apply to FEMA. TSA is not triggered merely by reporting damage. Submit the FEMA application through the methods announced for the event and keep the application or registration number.
- Wait for an eligibility notice. FEMA communicates through the contact methods on the application. Do not assume a hotel will accept you before FEMA confirms eligibility.
- Use the FEMA hotel locator. An approved applicant identifies a participating property and then checks directly with that property for room availability, accessibility and household fit.
- Confirm what the property can provide. Ask about room type, accessible features, pet rules, parking, transport and any incidental deposit. A participating property can still be full.
- Track the approved end date. FEMA reviews continued eligibility individually and gives notice before an approved stay ends. Contact FEMA before departure if the home remains unsafe or unavailable.
For approved stays at participating properties, FEMA pays the room cost, taxes and approved nonrefundable pet fees directly to the property. Guests remain responsible for meals, parking, laundry, telephone or other personal charges and incidental deposits. FEMA summarizes the arrangement in its guide as: “You pick the hotel and FEMA pays for your stay.” That sentence applies to approved TSA participants and participating hotels, not to every disaster survivor or every hotel.
What happens after a hotel stay?
A hotel room is designed to bridge the immediate displacement period. The next step may be a rental, an insurance-funded alternative, repairs that make the home habitable, or another government housing option. Start that planning as soon as possible because availability and approval can take time.
FEMA rental assistance
Initial Rental Assistance can help an eligible household obtain temporary housing when the pre-disaster home cannot be occupied. The amount, payment period and documentation requirements are event-specific. Use the funds for the approved temporary housing purpose and retain leases, receipts, utility records and communications.
Continued Temporary Housing Assistance
FEMA’s Continued Temporary Housing Assistance (CTHA) is a separate review, not an automatic extension. The cited FEMA guidance requires all of the following:

- The applicant previously received FEMA Rental Assistance and can show it was used for temporary housing.
- The household still cannot return to the pre-disaster residence because it is unsafe or unavailable due to the disaster.
- A continuing financial need is caused by the disaster.
- The household is working toward a permanent housing plan.
Eligible expenses can include monthly rent and certain essential utilities connected with displacement. The guidance excludes phone, cable television and internet costs. FEMA says an application is mailed after an initial Rental Assistance award; follow the instructions in the notice and verify the current process for the specific event.
When ordinary rentals are not available
FEMA planning guidance lists a wider range of possibilities when damage lasts for months or rental supply is too limited:
- Staying with friends or family.
- Hotels and motels.
- Commercial space adapted for housing where lawful and safe.
- Available rental units.
- Unused federal residential properties.
- Manufactured homes, recreational vehicles and other temporary or alternative housing units.
- Vacant apartment buildings.
Existing rentals are usually the simplest solution when damage and need are manageable. Severe infrastructure damage, a low vacancy rate or a large displaced population can require coordinated government and community action.
Multifamily Lease and Repair
FEMA’s Multifamily Lease & Repair program is a supply-side approach. FEMA may lease existing multifamily properties and repair or improve them so eligible displaced applicants can live there. Activation is disaster-specific; it is not an application route available to every household. The resource describes assistance as provided at no cost unless extended. After an extension, occupants may be required to pay FEMA, with an opportunity to appeal the amount based on ability to pay.
A manufactured home, recreational vehicle or other temporary unit is also not guaranteed. Placement depends on a specific disaster’s authority, land, utilities, inspections, transport and accessibility requirements.

Comparing temporary accommodation options
| Option | Typical speed and availability | Who pays or arranges it | Duration and transition | Important limits |
|---|---|---|---|---|
| Emergency shelter | Often fastest when beds are open | Local emergency agencies, charities or community partners | Very short term; move to a private room, rental or home repair | Shared facilities, capacity limits and location constraints |
| FEMA TSA hotel or motel (US) | Fast after FEMA approval and a room search | FEMA pays approved room costs directly to participating properties | Short term; eligibility is reviewed and the household must pursue a next housing step | Only designated disasters, eligible applicants and participating properties; guests pay incidental costs |
| Rental assistance (US) | Depends on local vacancies and approval | FEMA, insurance or another authorized program | Interim housing while repairs or a permanent plan proceed | Rent, utilities, documentation and payment rules apply |
| Continued Temporary Housing Assistance (US) | Review follows initial Rental Assistance | FEMA under additional eligibility conditions | Can continue only while need, displacement and a permanent plan are demonstrated | Not automatic; phone, cable and internet are excluded in the cited guidance |
| Temporary unit or multifamily placement | Usually slower to arrange than an open hotel room | Government leases, repairs or supplies housing when activated | Longer interim period where rentals are insufficient | Disaster-specific supply, site, utility and eligibility constraints |
| Friends or relatives | Immediate if a safe place is available | Household and host arrangement | Flexible, but may become unsuitable over time | Privacy, accessibility, overcrowding and host capacity |
How insurance and other agencies fit in
FEMA planning guidance calls insurance “the best and first line of recovery assistance.” That does not make insurance the only source of help. Review whether a policy covers additional living expenses, hotel costs, rent, debris removal or repairs, and ask the insurer how to document displacement. Do not wait for a final insurance decision to seek emergency shelter or apply for available government assistance.
Local emergency management, housing departments, voluntary organizations, landlords and community groups may offer separate beds, rent help, transportation or case management. Tell each agency what assistance you have requested or received so benefits are coordinated and records remain consistent.
United Kingdom: who arranges emergency accommodation?
In the UK, temporary accommodation is handled through local and devolved systems rather than a single nationwide FEMA-style pathway. Local authorities coordinate welfare support during emergencies, including temporary shelter and accommodation when evacuation lasts. Homelessness duties and agency roles differ among England, Wales, Scotland and Northern Ireland.
Contact the council or housing authority responsible for the area where you are staying and explain that your home is unsafe, inaccessible or unavailable because of the event. Ask which emergency accommodation, homelessness or evacuation route applies, what evidence is needed and how long the placement can last. Do not import US FEMA criteria into a UK application, and verify current local rules because the national guidance used for broad role descriptions contains older department names and historical policy references.

How long can temporary housing last?
Duration is driven by safety inspections, repair progress, insurance decisions, rental supply and the scale of the disaster. FEMA TSA is short-term, while CTHA requires continuing disaster-caused need and progress toward a permanent housing plan. A temporary unit or repaired multifamily property may last longer when ordinary rentals cannot absorb the displaced population.

UK National Recovery Guidance records old planning assumptions based on emergencies before 2005: 60% of impacted people leave and stay with relatives or friends, 30% use hotels in safe areas and 10% need assisted sheltering. For severe flooding, it gives estimated accommodation durations of up to three months for 50% of people, up to six months for 30% and up to twelve months for 20%. These are historical planning assumptions, not current measured rates or a prediction for any particular event; the guidance warns that figures can vary significantly by disaster and community.
Documents and actions that improve your application
- Write down the disaster date, address, household members, accessibility needs, pets and the date you left.
- Photograph damage and utility outages when it is safe, and keep inspection, evacuation and repair notices.
- Save insurance claim numbers, policy correspondence and decisions about additional living expenses.
- Keep hotel folios, leases, rent receipts and essential-utility bills; separate reimbursable housing costs from meals, parking and personal charges.
- Record every FEMA, council, insurer and landlord contact, including case numbers and promised follow-up.
- Ask about an extension or alternative housing before a placement ends. A last-day request can leave a household without a safe next step.
- Update agencies when your address, household, income, insurance status or ability to return changes.
Common mistakes and how to avoid them
- Assuming damage creates automatic hotel eligibility: apply first and wait for the program’s decision.
- Arriving at a nonparticipating hotel expecting reimbursement: use the approved locator or obtain written instructions before booking.
- Spending Rental Assistance without records: retain proof that funds paid for temporary housing, especially if continued assistance may be needed.
- Expecting FEMA to cover every cost: meals, parking, laundry and incidental deposits can remain the guest’s responsibility.
- Waiting for a temporary unit without checking rentals: units are limited and activated only for certain disasters; search all safe options in parallel.
- Using another nation’s rules: US FEMA programs and UK local-authority duties are separate systems.
Frequently Asked Questions
Can FEMA pay for a hotel after a disaster?
FEMA may pay room costs, taxes and approved nonrefundable pet fees for an eligible applicant approved for Transitional Sheltering Assistance at a participating hotel. It does not pay every displaced household or every hotel booking.
What if my home is still unlivable after FEMA Rental Assistance ends?
Ask about Continued Temporary Housing Assistance before the current period ends. FEMA requires proof that the initial assistance paid for temporary housing, that the disaster still prevents return, that financial need continues and that you are pursuing a permanent housing plan.
Who should a UK resident contact for emergency accommodation?
Contact the responsible local authority or housing body and ask which emergency shelter, evacuation or homelessness route applies. Procedures differ among England, Wales, Scotland and Northern Ireland.
