How Data Centers Use Cooling Water—and What Nearby Communities Should Ask

Short answer: A data center may use little, substantial, or seasonally significant water depending on how it rejects heat. Evaporative cooling towers consume water as evaporation carries heat into the air; air-cooled and some free-cooling designs generally reduce direct cooling-water demand but can use more electricity. A liquid loop around servers does not prove that the entire facility uses no water. To judge a proposed site, residents need the facility’s annual and peak withdrawals and consumption, source mix, discharge plan, drought contingencies, and metered public reporting—not a national average or a single water-efficiency number.

Why a data center needs cooling

Servers, storage systems, networking equipment, power electronics and backup systems turn electricity into heat. That heat must be collected continuously and rejected outside the building or the equipment will throttle, fail or suffer shortened service life. The cooling plant may include fans, chillers, heat exchangers, pumps, cooling towers, water-treatment equipment and controls that change modes as weather and computing load change.

Water is one way to move and reject heat because evaporation is highly effective. But the amount used is not fixed. It changes with the facility’s size and IT load, outdoor temperature and humidity, cooling design, water chemistry, operating set points, maintenance practices and the reliability of alternate water sources. A campus running a heavy computing workload on a hot summer afternoon can have a very different water profile from the same campus on a cool day at low utilization.

Where water enters the cooling system

Evaporative cooling towers

In a conventional tower, warm water from a condenser loop is distributed over fill material while fans move air through it. A small portion evaporates, carrying heat into the atmosphere; the cooled water returns to the heat-rejection loop. The evaporated portion has to be replaced with makeup water.

As water cycles through the tower, dissolved minerals become more concentrated. Operators remove a controlled stream called blowdown to limit scale, corrosion and biological growth, then replace that volume with additional makeup water. Water-treatment chemicals, filtration and the tower’s cycles of concentration affect both makeup demand and the quality of the blowdown stream. A tower therefore uses water through evaporation and also sends a smaller, concentrated stream to treatment or disposal.

Air cooling and free cooling

Air-side systems use outside air, fans and heat exchangers when weather conditions permit. Water-side economizers can use cool outdoor conditions to reject heat through a heat exchanger without running all of the mechanical refrigeration equipment. The U.S. Department of Energy identifies air-side and water-side economizing as methods that, when suitable for the site and system, can lower cooling energy and water requirements.

Free cooling is not available at every temperature, humidity or air-quality condition. During hot or humid periods, a facility may switch back to chillers, towers or a hybrid mode. Ask operators to state the weather and load conditions under which each mode is expected to run, rather than describing a design simply as “waterless.”

Liquid cooling at the server

Direct-to-chip, rear-door heat exchangers and immersion systems collect heat close to the electronics with a liquid. That liquid may circulate in a closed internal loop, but the facility still needs a final heat-rejection step. The heat can go to a dry cooler, a chiller, a cooling tower or another system. “Liquid cooling” describes how heat is collected; it does not, by itself, describe the facility’s total water demand.

Hybrid operation

Many campuses combine air cooling, liquid loops, mechanical refrigeration and evaporative equipment. Controls may favor water-saving operation during a drought, or favor electricity savings when water is abundant. A credible proposal identifies the normal mode, backup modes and the expected hours or percentage of annual operation for each.

Use, withdrawal, consumption and discharge are different numbers

Reports become misleading when these terms are treated as synonyms. Berkeley Law’s 2026 analysis defines direct use as water a data center takes in, including water that may later be returned to its source. Consumption is the portion not returned to the original source and therefore no longer immediately available for reuse there. A withdrawal can be large even when consumption is smaller if most water is discharged back under an approved permit; conversely, a modest withdrawal can have a larger local effect if nearly all of it evaporates.

Term What it means What to request
Withdrawal Water taken from a municipal system, groundwater, surface water or another source. Annual total, maximum-day rate, seasonal pattern and the legal allocation or service agreement.
Direct use Water entering the facility boundary for cooling and related operations, whether or not some is returned. Metered inflow and the stated facility boundary.
Consumption The share not returned to the original source, commonly including evaporation and water retained in products or residuals. Calculation method, assumptions and separate values for each source.
Blowdown or discharge Water removed from a cooling loop because minerals or contaminants have concentrated. Destination, treatment, permitted quality limits, volume and residual or brine handling.
WUE Water used to cool data-center equipment divided by the energy used to run the IT equipment, expressed in cubic meters per megawatt hour in the Berkeley Law report. Numerator, denominator, time period, boundary, whether measured or modeled, and peak as well as annual values.

A WUE value is an intensity measure, not a community-impact verdict. It does not reveal the facility’s absolute peak demand, source-water reliability, discharge pathway or effect on a particular watershed. Two facilities can have the same WUE while having very different sizes, operating schedules and local consequences.

How much water do data centers use?

There is no single answer that applies to every building. National estimates provide context but cannot substitute for a site’s design and permits. A July 2026 Congressional Research Service report estimates that direct data-center water use is approximately 2% of total U.S. water consumption and estimates that municipal systems supply 97% of water provided to U.S. data centers. These are national estimates, not measurements of every facility. A small national share can still strain a town’s wells, treatment plant, storage or river allocation if demand arrives at the wrong place or time.

Lawrence Berkeley National Laboratory estimates, as reproduced by the Environmental Law Institute in a January 2026 fact sheet citing the 2024 U.S. Data Center Energy Usage Report, that direct U.S. data-center water consumption rose from approximately 21.2 billion liters in 2014 to 66 billion liters in 2023. LBNL’s modeling scenarios run through 2028 and estimate location-specific use from onsite cooling and electricity generation under different cooling and power assumptions. Scenarios are projections, not observed outcomes; a proposal should not present them as a guaranteed forecast for its own site.

For a community review, insist on both an annual total and a maximum-day or peak-season figure. Annual averages can hide a summer withdrawal that coincides with irrigation, low streamflow or a utility’s highest demand. Ask whether the number is for one building, an entire campus, a phase of construction or a fully built-out plan, and whether it includes backup-generation testing, humidification and other non-IT uses.

Can reclaimed water reduce the impact?

Reclaimed or nonpotable supplies can reduce reliance on drinking-water sources, but they do not make a cooling system impact-free. Potential sources identified in EPA industrial-reuse guidance include treated greywater, reclaimed wastewater, captured HVAC condensate, rainwater and stormwater. Each requires appropriate treatment, storage and controls for the tower’s chemistry and health requirements. Seasonal reliability, pipeline capacity and competing users still matter.

What the Quincy, Washington, example shows

The City of Quincy and Microsoft established the Quincy Water Reuse Utility to treat cooling water from a data center. The U.S. Environmental Protection Agency describes a closed-loop treatment system that avoids sending high-mineral industrial wastewater to the environment or the city’s municipal wastewater reclamation facility. The process removes salts, manages concentrated brine in lined ponds and handles residual disposal separately.

EPA estimates that the project saves 138 million gallons per year in potable-groundwater reliance. The same case study reports that the Quincy system uses 260 million gallons per year of Columbia Basin Project water, primarily during summer, as makeup water. The 260-million-gallon figure is the system’s makeup-water source; it is not the volume saved. This engineered project demonstrates one reuse configuration, not a universal template or proof of zero water impact. A local proposal should identify its own treatment, storage, makeup, discharge and residual-management details.

Questions residents should ask about a proposed facility

1. What exactly is being built?

  • Which cooling systems are planned, including the final heat-rejection equipment?
  • What weather and IT-load conditions trigger towers, chillers, dry coolers, economizers or hybrid modes?
  • Are the figures for the first phase or the fully built campus?
  • Does “closed loop” refer only to an internal server loop, or to the entire heat-rejection system?

2. How much water will it take?

  • What are expected and permitted annual withdrawals and consumption?
  • What is the maximum-day rate and the peak-season pattern?
  • How much is evaporated, discharged as blowdown, reused onsite or sent to a wastewater plant?
  • Which figures are metered and which are modeled, and what assumptions produce the modeled values?

3. Where will the water come from?

  • What share comes from potable municipal supply, groundwater, surface water, reclaimed wastewater or another source?
  • Who holds the allocation, service agreement or discharge permit?
  • Is the source dependable during drought, low reservoir levels or a utility emergency?
  • If reclaimed water is proposed, what is its treatment process, storage volume, seasonal reliability and effect on existing downstream users?

4. Where will used water go?

  • What treatment and water-quality limits apply to blowdown?
  • Will any stream enter a river, sewer, evaporation pond or municipal reclamation plant?
  • How are salts, concentrated brine and other residuals transported, stored and disposed of?
  • What monitoring records will show compliance, and how quickly will exceedances be reported?

5. What happens in an emergency?

  • What is the operating plan during drought restrictions, heat waves, power outages, treatment failures or unusually high computing demand?
  • How much onsite storage exists, for how many hours or days, and are alternate sources contracted?
  • Can the facility curtail computing or switch to a less water-intensive mode without shifting an undisclosed burden elsewhere?

6. Who pays and who reports?

  • How do peak withdrawals compare with existing utility capacity, other customers and watershed availability?
  • Who finances new wells, pipelines, treatment, sewer capacity, storage and monitoring?
  • Will facility-level withdrawal, consumption and discharge data be published on a regular schedule?
  • Will the public see the underlying meters, assumptions, permits and updates for each construction phase?

How to compare two or more proposals

Use one common boundary and one common time period. Do not compare one applicant’s annual campus average with another’s peak building demand. The following framework keeps the trade-offs visible:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison axis Evidence to place side by side Why it matters
Cooling and heat rejection Equipment type, operating modes, weather assumptions and final heat sink. “Liquid” or “closed loop” labels do not reveal total facility water use.
Source mix Potable, groundwater, surface water, reclaimed and backup sources. Reliability and community risk depend on the source, not only the volume.
Annual and peak demand Withdrawal, consumption and maximum-day or seasonal values. Peak demand tests utility and watershed capacity.
Energy trade-off Electricity expected for dry, evaporative and hybrid modes. Reducing water use can increase electricity use; both resources belong in the review.
Discharge and residuals Blowdown destination, treatment, limits, brine and solids management. Water returned under a permit is not the same as water consumed or harmlessly discharged.
Drought and outage plan Triggers, storage, alternate sources and curtailment procedures. Plans must work during the conditions when water is most constrained.
Measurement and cost Meter locations, reporting frequency, public access and infrastructure payer. Transparent, facility-level data allow residents to check promises against operation.

Warning signs in a water-impact claim

  • One impressive ratio: A low WUE without the numerator, denominator, facility size or peak demand cannot establish low local impact.
  • Annual-only reporting: An annual total may conceal a short, intense summer demand.
  • “Zero water” language: It may describe only a server loop or a particular operating mode, not makeup water, treatment, sanitation or backup systems.
  • Reuse without a residual plan: Reclaimed supply still creates treatment rejects, blowdown, brine or solids that need a lawful destination.
  • National averages used as a guarantee: CRS and LBNL estimates describe national conditions or scenarios; they do not resolve a local allocation or permit question.
  • No meter or publication commitment: Modeled promises are difficult to verify without source meters, discharge measurements and regular public reports.

What a complete community record should contain

Residents, planning commissions and water boards should request the engineering water balance, cooling-system specifications, source agreements, utility-capacity analysis, drought plan, wastewater or discharge permits and a schedule for public reporting. The record should distinguish each source and stream, identify the assumptions behind modeled values and show both normal and worst-case operating conditions.

The central question is not whether data centers use water in the abstract. It is whether this facility’s timing, source, peak demand, consumption, discharge and infrastructure requirements fit the community’s available water and treatment capacity. Only site-specific design documents, operating data and watershed information can answer that question.
