Data centers are becoming a major source of construction demand because every new computing campus needs far more than a warehouse-like building. Developers must deliver high-capacity electrical service, cooling, backup generation, fiber, security, roads, utilities and, in some cases, new generation and transmission. AI is accelerating this buildout through power-dense computing, but cloud services, online banking, telehealth and other digital activity also contribute. The result is a large construction pipeline whose timing depends heavily on power access, interconnection, permitting, labor and equipment.
How large is the data-center construction market?
The clearest measure of current activity is construction spending, not announced investment. The Associated General Contractors of America (AGC), citing U.S. Census Bureau data, reports that data-center construction spending reached a $59.3 billion seasonally adjusted annual rate in May 2026. That rate was 23% higher than a year earlier and represented about 8.0% of private nonresidential construction spending. It is an annualized rate at one point in time, not $59.3 billion of completed work during calendar 2026. AGC’s data-center economic page provides the underlying context.

Its May 8, 2026 analysis describes the year-over-year increase as 32% and says spending grew about 900% over the prior decade. The figures should not be mechanically combined with AGC’s annualized May rate: they cover different periods and presentations of the Census measure. The Conference Board analysis also identifies power constraints, higher input costs and longer construction lead times as risks.
Project-plan data point to an even larger potential pipeline, but they measure something different. Federal Reserve researchers using Dodge Construction Network records found almost $300 billion of newly recorded data-center plans in 2024 and more than $900 billion through September 2025. The stock of projects still in the planning stage exceeded $1 trillion in September 2025. These are nominal values of recorded plans, not construction spending put in place, and most tracked plans had not broken ground at that date. The distinction is explained in “Estimating Aggregate Data Center Investment with Project-level Data”.

What gets built when a data center is built?
A data-center campus converts computing demand into several layers of construction. The main building is only one part of the scope; the electrical and mechanical systems often determine its design, cost and schedule.
The specialized facility
Data-center structures must support dense racks of computing equipment, controlled environmental conditions and continuous operation. Foundations, slabs, roof systems, fire protection, loading areas and secure access are designed around heavy equipment and maintenance requirements. Layouts also reserve space for electrical rooms, mechanical plants, battery systems and fuel storage rather than treating the project as ordinary office or warehouse construction.

AGC identifies electrical systems and backup generation as core data-center requirements. A project may include substations, medium-voltage switchgear, transformers, distribution equipment, batteries, uninterruptible power systems and emergency generators. Fuel systems, generator enclosures and testing areas add civil, mechanical and fire-protection work. These systems are installed in parallel with the building and can become the critical path when equipment has long manufacturing or delivery lead times.
Cooling and heat removal
Computing equipment converts electricity into heat, so cooling capacity is a construction requirement rather than an optional fit-out. Projects can require chillers, cooling towers, pumps, heat exchangers, piping, controls and water-treatment systems. Higher-density AI hardware can increase the need for liquid-cooling distribution and specialized heat-rejection equipment. The exact design varies by equipment and climate; a national construction figure does not reveal which cooling technologies a particular campus uses.
Fiber, security and site utilities
AGC also lists fiber connectivity, security and utility infrastructure. Site work may include multiple fiber routes, carrier entrances, secure perimeters, cameras, access-control systems, roads, drainage, water, sewer and communications ducts. These packages create work for civil contractors, utility crews, low-voltage specialists and commissioning teams in addition to the building trades.
Why data centers can require new power plants and transmission
The largest campuses add concentrated electricity loads that can exceed what an existing local distribution system can serve. Developers therefore evaluate generation availability, substation capacity, transmission access and the utility’s interconnection queue before finalizing a site. If supply cannot arrive on the required schedule, a building can be complete but unable to operate at its planned capacity.

Generation takes time
The U.S. Energy Information Administration (EIA) says planning, constructing and interconnecting new generation have long lead times. Its February 2026 analysis identifies the fastest near-term electricity-load growth in the ERCOT and PJM regions in its scenario work. That is a forecast, not a guarantee that every projected load or generation project will occur. EIA also notes that expanded industrial use contributes to recent demand growth alongside data centers. The EIA analysis describes the relationship between data-center demand and the power system.
Transmission and interconnection are construction projects too
Large-load interconnections can require substations, transformers, protection systems and new transmission lines. The U.S. Department of Energy’s July 2026 draft National Transmission Needs Study identifies needs associated with load growth, new generation and load interconnection, and congestion relief. DOE describes the challenge this way: “Today’s legacy grid must optimize to accommodate the load growth of hyperscale AI data centers and increasing domestic manufacturing, integrate new energy generation sources and support accelerating building and transportation electrification.” The statement appears on the DOE National Transmission Needs Study page.
A finding in a draft needs study is not an approved, financed or built line. Transmission projects still face planning, environmental review, land rights, permitting, procurement and construction. Those steps can extend a data-center schedule even when the building project itself is ready.
How the buildout affects contractors and suppliers
Demand spreads through direct construction packages and the wider supply chain. AGC describes direct, indirect and induced economic effects, while cautioning that results vary with project size, scope, location and the method used to estimate them.

Relevant occupations include electricians, operating engineers, concrete specialists, ironworkers, plumbers, pipefitters, truck drivers, project managers and engineers. A single campus may need several subcontractor tiers and extended commissioning support. That can create opportunities for firms with experience in high-voltage work, industrial mechanical systems, mission-critical controls, concrete structures and schedule-intensive delivery. It does not mean every labor market will experience the same increase; projects often concentrate hiring near a few large sites.
Materials and manufactured systems
Beyond concrete and structural steel, projects consume transformers, switchgear, generators, batteries, chillers, pumps, cable, controls, fiber and security equipment. A March 2026 investor presentation from Commercial Metals Company lists fabricated rebar, merchant bar, post-tension cable, ground stabilization, anchoring systems, jobsite supplies and precast concrete among materials it supplies for data-center work. This is a supplier’s description of its product categories, not an independent estimate of total industry demand. The SEC-filed presentation provides that company-specific example.

Long lead times make procurement and substitutions consequential. A delayed transformer or switchgear lineup can hold up energization even when civil and structural work is complete. Contractors should therefore coordinate submittals, factory testing, logistics, storage and commissioning dates at the start of design rather than treating equipment as a late-stage purchase.
Will the data-center boom create construction jobs?
It can create substantial work, but the number and duration of jobs depend on project scale, construction method, schedule and local sourcing. A large build may support concrete, steel, electrical, mechanical, controls, transportation and project-management crews during an intense construction period. Permanent operating jobs are a different category and should not be counted as construction employment.
AGC’s 2026 Outlook Survey found that 57% of surveyed contractors expected the available dollar value of data-center projects in 2026 to exceed 2025. That is a contractor expectation, not an observed employment result. Local officials and workers evaluating a proposed campus should request the project’s peak headcount, trade mix, construction duration, local-hire assumptions and subcontracting plan rather than applying a national percentage to a county.
What is driving demand besides AI?
AI is an important accelerator because training and inference can require dense, power-intensive computing. It is not the sole explanation for data-center construction. AGC also identifies cloud computing, online banking, telehealth and other digital services as sources of demand for physical data-center infrastructure. A project announcement labeled “AI” may therefore combine several customer workloads, and a non-AI cloud expansion can require much of the same building, power and cooling work.
No single statistic in the available evidence isolates the share of all data-center construction caused exclusively by AI. Claims that attribute the entire buildout to AI overstate what the spending and planning measures establish.

Data-center projects pass through distinct stages: announcement, site control, planning record, permitting, financing, groundbreaking, active construction, energization and completion. A value recorded at the planning stage can disappear, be redesigned, move to a different site or be delayed by power availability. The Federal Reserve analysis found that most plans it tracked had not broken ground by September 2025.

When comparing a headline number, identify the stage first. A plan value is not equivalent to a construction start; a start is not equivalent to work under construction; and an annualized spending rate is not a full-year total.
| Question to ask | Why it changes the interpretation |
|---|---|
| Is the figure a plan, start, under-construction value or spending put in place? | Each stage has a different probability of reaching completion. |
| What period and geography does it cover? | A national annual figure cannot describe one county or utility territory. |
| Is it nominal, inflation-adjusted or annualized? | Prices and annualization can make figures look larger without representing additional completed work. |
| Does it include only the facility or also generation, substations and transmission? | Scope determines how much construction demand is actually represented. |
| Is it a forecast or an announced pipeline? | Expected demand is not the same as realized demand. |
Power, cost and permitting risks contractors should watch
- Power access: Utility studies, interconnection approvals and generation availability can determine whether a site receives service on schedule.
- Long equipment lead times: Transformers, switchgear, generators and cooling equipment may control the critical path.
- Input-cost inflation: Steel, copper, electrical gear, concrete and specialized mechanical systems can change the budget between design and procurement.
- Permitting and community conditions: Local review, water use, noise, emissions, land-use rules and possible state restrictions can alter scope or timing.
- Labor capacity: Multiple simultaneous campuses can compete for the same electricians, pipefitters, operators and commissioning specialists.
- Regional concentration: EIA expects different demand patterns and possible price effects by region, while AGC says local economic impacts vary by project and location.
The Conference Board specifically cites power-infrastructure constraints, rising input costs, longer construction lead times and possible state restrictions as risks to the pace of the buildout. A strong pipeline therefore does not remove the need for project-level due diligence.
How to evaluate a proposed data-center project
- Confirm the project stage. Determine whether the announcement is a concept, a permitted project, a signed construction contract, an active start or an operating facility.
- Verify the power path. Ask which utility will serve the site, what capacity is reserved, whether an interconnection agreement exists and whether new generation or transmission is required.
- Define the construction scope. Separate the data-center buildings from substations, generation, roads, water systems, fiber routes and transmission so costs are not counted twice.
- Check schedule dependencies. Identify long-lead equipment, factory-test dates, delivery routes, energization milestones and commissioning requirements.
- Estimate local effects from local facts. Use the project’s peak workforce, trade hours, procurement plan and construction duration; do not substitute a national spending figure.
- Track changes over time. Compare permits, utility filings, financing, site work and reported starts with the original announcement.
What this means for construction planning
For contractors, the opportunity is not limited to the building shell. Electrical distribution, backup power, cooling, controls, civil work, utilities, fiber and commissioning create multiple entry points, but they also demand rigorous quality, safety and documentation systems. Early design coordination is particularly important because a change to rack density or cooling strategy can affect structural loading, electrical capacity, mechanical plant size and the utility service plan.
For utilities and public agencies, the construction question extends beyond a parcel boundary. Generation, substations and transmission may need to be planned years before a campus reaches full load. For communities, the relevant evidence is the project’s actual permitting and power status, expected workforce and infrastructure commitments—not the largest national pipeline number.
The bottom line on AI-driven construction demand
Data centers are a fast-growing source of construction demand, and AI is increasing the amount of computing power, cooling and electricity that new facilities may require. Current spending data show strong activity, while Dodge plan values reveal a much larger but uncertain pipeline. The construction footprint includes specialized buildings, electrical and mechanical systems, backup generation, fiber, utilities, suppliers and skilled trades. Generation, interconnection and transmission can become the limiting construction work. The most reliable assessment separates realized spending from plans and tests every project against its local power, permitting, cost and labor conditions.
