How Data Center Construction Differs From Commercial Building Projects

Data centers use familiar commercial construction processes, but continuous IT operations make reliability, electrical and cooling capacity, utility planning, and commissioning central project concerns.

Data centers are commercial building projects, but their critical difference is what the building must keep operating: computing loads that may need continuous service. That changes how owners define reliability, how teams plan electrical and cooling capacity, how they evaluate utility connections and equipment lead times, and how they commission the facility before it is handed over. The basic work of building—site development, structure, envelope, permitting, trades, and life-safety systems—still matters. The additional challenge is making the infrastructure that supports the IT load operate as intended, including during planned maintenance or specified failure scenarios.

How does data center construction differ from commercial building projects?

The main difference is not that a data center stops being a building. It is that the building’s supporting systems must be designed around a critical computing load and an owner-defined operating strategy. In a conventional commercial project, interruption to building services may be disruptive; in a data center, interruption to the IT load can be the central risk the project is built to manage.

That risk influences the project from the brief onward. The owner’s project requirements need to describe the availability and operating outcomes expected of the facility. Design, procurement, construction, controls, testing, and turnover then have to align with those outcomes. The result is often greater emphasis on electrical capacity, heat removal, maintainability, utility readiness, and integrated commissioning—not a universal blueprint that every data center must follow.

ASHRAE describes acceptance testing as different from testing a commercial office or other non-critical facility because data centers have a much higher reliability and availability requirement tied to continuous operations. That distinction is useful, but it does not mean every facility has the same tolerance for outages, redundancy arrangement, or service level. Those are project decisions.

What remains the same as an ordinary building project?

A data center still requires the fundamentals of commercial construction. Teams must address site conditions, structure, building envelope, fire and life safety, permitting, and coordination among the trades. These elements are not replaced by critical infrastructure; they form the physical and regulatory setting in which that infrastructure must work.

What changes is how closely the base-building decisions have to support the intended IT operation. A structural or site decision can affect where major equipment fits and how it can be installed; envelope and space planning affect how the facility accommodates its systems; and the permitting path and utility rules depend on the project’s jurisdiction. These considerations are not unique in kind to data centers, but their implications for a continuous-operation facility need to be considered alongside the project’s operational requirements.

It is therefore more accurate to think of a data center as a specialized building project than as a separate category with one fixed construction recipe. The owner’s requirements, site conditions, utility context, facility purpose, and risk tolerance shape the solution.

Why does reliability change the project brief?

For a critical facility, reliability cannot be left as a broad aspiration such as “keep the building running.” The owner and project team need to establish what availability is required for the IT load and how the facility is expected to operate. Those requirements guide decisions about backup and failover systems, maintainability, controls, and the tests needed to demonstrate performance.

Redundancy is one way to address risk, but it is not a single standard configuration. The design may use different arrangements depending on the owner’s requirements and risk tolerance. It would be misleading to assume that every data center uses the same N, N+1, or dual-path scheme, or that a label by itself guarantees a particular operating result.

Teams should instead define the intended behavior: which loads are critical, what the facility is expected to do when equipment is unavailable, and how maintenance is meant to be carried out. That description must be reflected in the design and controls, then verified through commissioning. If the operating strategy is unclear or changes late, contractors and commissioning teams can be left trying to reconcile systems that were not planned around the same assumptions.

How do electrical and cooling systems change?

Electrical supply and heat rejection are central building systems in a data center because computing equipment consumes power and produces heat that must be managed. The systems supporting the IT load therefore take a more prominent role in space planning, design coordination, equipment procurement, installation, and operational testing than they typically do in a conventional office project.

ASHRAE’s earlier handbook edition says that data centers often have actual power and cooling load density “10 times or more” that of a typical office building. This is a qualified comparison, not a universal design ratio: it describes what is often seen, not what every project will require. The actual capacity and configuration depend on the facility’s specific requirements.

Cooling is not synonymous with one technology. The right approach depends on the project, and the available evidence does not support a universal claim about which architecture every data center uses or how much water it consumes. The design has to be evaluated against the intended computing load and operational strategy rather than inferred from the building type alone.

The practical consequence for construction is that electrical and cooling systems must be coordinated with the facility layout, equipment needs, controls, and commissioning plan. A design is not complete merely because individual components are installed: the systems need to work together as intended, and the planned operating behavior needs to be tested.

Why do site, utility, and procurement decisions happen early?

A site can be suitable for a building but still pose challenges for a data center if utility capacity, interconnection timing, or critical equipment availability does not align with the project. ASHRAE recommends evaluating grid constraints, interconnection timelines, and lead times for equipment such as transformers and switchgear early enough to avoid redesign and schedule surprises.

This makes feasibility work more than a question of land and building layout. Utility conditions and equipment procurement can affect what can be built and when it can be energized. If a project’s assumptions about supply or delivery turn out to be wrong after design is advanced, teams may need to revisit sequencing, equipment choices, or other design decisions. The particular impact depends on the location and project; utility rules and permitting requirements vary by jurisdiction.

Early coordination should connect the owner’s operational brief to the site and supply questions. For example, project teams need to determine whether the expected electrical requirements can be served and whether the required equipment can be obtained within the project’s delivery plan. This is a project-specific assessment, not a reason to assume that every site has the same constraint or that a standard schedule applies.

What does commissioning add to the construction process?

Commissioning is a lifecycle activity, not simply a final inspection at the end of construction. It needs to be planned early, coordinated with installation and quality work, and carried through to turnover. The Uptime Institute describes commissioning as beginning when a project is approved for conceptual design and continuing through lifecycle phases so that the data center functions and operates as designed.

A useful sequence is to verify components before relying on them as part of larger systems, test systems before depending on integrated operation, and then confirm that the facility behaves as intended in the relevant operating scenarios. The exact scope and procedures must be set for the project; there is no single test plan that can be assumed for all facilities.

This deeper coordination affects construction delivery. Contractors, quality-assurance and quality-control teams, commissioning personnel, and operations representatives need to work from aligned requirements and handoffs. Accelerated construction can put pressure on commissioning, particularly when multiple systems and work areas are being delivered quickly. Compressing the schedule does not remove the need to verify the result; it makes early planning and careful coordination more important.

Commissioning also provides a way to check whether the installed facility and its controls reflect the owner’s operating strategy. If a project expects maintainability, backup operation, or failover behavior, those expectations should be made testable rather than left as assumptions. A successful handover depends on more than construction completion: the people who will operate the facility need a clear, verified understanding of how the systems are intended to work.

How should energy, water, and environmental requirements be handled?

Energy sourcing, energy use, and water use are material considerations across data-center design, construction, and operations. A PNNL, ASHRAE, and NEMA framework treats these topics across those lifecycle stages. Their importance does not produce one universal answer: the project’s location, infrastructure, design choices, and operating needs affect the strategy.

Teams should make environmental and operational requirements explicit rather than rely on broad assumptions about efficiency or water consumption. A cooling approach that suits one facility may not suit another, and no single water-use figure or efficiency outcome can be inferred for all projects from the building type. The relevant question is how the proposed design performs against this project’s requirements and constraints.

AI-focused deployments and liquid-cooled systems add specific execution concerns. ASHRAE notes that rapidly changing technical conditions and partially completed designs can create uncertainty. For liquid systems, hydronic cleaning, flushing, and fluid quality require attention; cleaning and passivation should not be compromised during startup. These are project-specific technical requirements, not evidence that every data center uses liquid cooling.

How the project priorities compare

The table summarizes typical differences in emphasis. “Conventional commercial project” is used here as a broad comparison, not a claim that offices or other commercial buildings lack backup systems, complex controls, or commissioning.

Project dimension Conventional commercial building Data center project
Consequence of interruption Depends on building use and owner requirements; interruption may disrupt occupants and services. Continuous operation of critical IT loads can make availability and interruption risk central to the brief.
Electrical capacity and redundancy Planned for the building’s intended services and applicable requirements. Electrical capacity, backup, failover, and maintainability are closely tied to the required IT operation; the configuration is project-specific.
Cooling and heat rejection Designed for the building’s use and loads. Must address computing heat loads and the operating strategy; technology and water implications vary by project.
Utility and equipment planning Utility needs and equipment procurement are part of project planning. Grid constraints, interconnection timing, and lead times for critical equipment such as transformers and switchgear warrant early feasibility attention.
Commissioning Testing and commissioning scope depends on the facility and its requirements. Commissioning is planned across the lifecycle, with component, system, and integrated-operation testing coordinated against reliability requirements.
Energy and water strategy Depends on the project’s goals, site, and operating context. Energy sourcing, energy use, and water use need project-specific treatment across design, construction, and operations.

What should owners and project teams decide first?

Early clarity reduces the risk that construction, procurement, and operations teams work toward different definitions of success. Before design and delivery assumptions become difficult to change, owners and project teams should align on the following:

  • Operating requirement: Define the availability expected for the critical IT loads and the operating outcomes the facility must support.
  • Risk and maintenance strategy: Identify how much interruption risk is acceptable and what maintenance or failure scenarios the design must address. Select redundancy to match those requirements rather than assume a standard topology.
  • Capacity and cooling basis: Establish the project’s electrical and heat-removal needs and assess proposed systems against the actual facility requirements.
  • Site and supply feasibility: Check utility constraints and interconnection timing, alongside the availability and lead times of critical equipment.
  • Commissioning responsibilities: Plan verification from early design through turnover, with construction, QA/QC, commissioning, and operations teams clear on their roles and handoffs.
  • Environmental priorities: Address energy sourcing, energy use, and water use in the context of the site, design, and operating plan.

These decisions do not create a universal schedule or cost estimate. They make the project’s assumptions visible so the team can assess them in the context of its specific site, jurisdiction, utility conditions, scope, and procurement plan.

Why there is no standard data-center schedule or cost premium

Data-center projects can face schedule pressure from utility interconnection, critical-equipment lead times, coordination across complex systems, and the time needed for commissioning. Those factors can create substantial project-specific risks, but they do not establish a standard build duration or a fixed cost premium over a commercial building. The outcome depends on the project scope, location, requirements, procurement conditions, and delivery strategy.

For the same reason, a comparison based only on square footage or a generic building category can miss the most important differences. A useful project comparison starts with what the facility is required to support, what infrastructure that requires, and how the team will demonstrate the intended operating performance.

Bottom line

Data-center construction uses the familiar processes of commercial building, but the project is organized around the continuity and support of critical IT loads. Reliability requirements shape the brief; electrical and cooling capacity become central; utility and equipment constraints need early attention; and commissioning must verify how components and systems perform together. Redundancy, cooling technology, environmental outcomes, schedule, and cost remain specific to the owner’s requirements and the project’s site—not fixed properties of every data center.
