Crest Apartments in Van Nuys, California, shows how a supportive-housing project can create useful outdoor space on a constrained suburban parcel without setting aside separate, single-purpose zones for parking, emergency access and landscape. Its 90-by-300-foot site accommodates 64 permanent-supportive-housing units for formerly homeless veterans, 22 parking spaces and a fire-lane hammerhead. The design combines those required movement areas with planted, permeable surfaces, terraces, a community garden and passive recreation.

The result is a multifunctional ground plane rather than a conventional expanse of dedicated asphalt. The project team reports that its open-to-sky ground plane absorbs all site stormwater, while the Metropolitan Riverside County Association (MRCA) project sheet projects irrigation demand 37% below the 2014 California state water allowance. Those are design claims and projections, not independent post-occupancy measurements. Crest was completed in June 2016 and received a 2022 American Society of Landscape Architects (ASLA) Professional Awards Residential Design Honor Award.

Why the Crest Apartments site required a different approach

Crest Apartments was developed by Skid Row Housing Trust as permanent supportive housing for formerly homeless special-needs veterans. The 64-unit building includes on-site social services and communal spaces, so residents do not have to rely solely on distant services for daily support. The project narrative describes the Van Nuys parcel as approximately 90 feet wide by 300 feet long, a narrow proportion that leaves little room for conventional zoning of the site into a parking lot, a fire lane and an independent courtyard.

The same narrative says parks and other open spaces are more than two miles away and describes hot summer conditions in this interior part of Los Angeles. Those observations come from the project account rather than a regional access study. They establish the design problem the team was addressing: residents needed outdoor space close to home, but the site also had to satisfy vehicle storage, circulation and emergency-access requirements.

The MRCA sheet lists approximately 45,000 square feet of building area and 22,500 square feet of landscape area. It records a construction cost of $13.2 million; the sheet does not state a publication year for that figure. The building and landscape therefore had to operate as one compact system, with every portion of the ground plane doing more than one job.

The central move: one ground plane, several functions

Instead of treating parking and fire access as impermeable areas that would be unusable whenever cars were absent, the design team reinforced the ground and layered landscape functions over it. The ASLA narrative describes a geo web, plants, gravel, decomposed granite and concrete pavers working together. The MRCA description similarly identifies fire-lane and parking areas as passive-recreation space, connected to activity and dining terraces, an outdoor gym and community gardens.

How the shared surface works

  • Structure: A geo-web reinforcement system helps stabilize areas that must carry vehicles while allowing a less conventional surface build-up than a fully paved lot.
  • Permeability: Gravel, decomposed granite, planting zones and permeable paving replace a continuous sealed surface in the landscape areas described by the project team.
  • Circulation: The fire lane and parking layout remain available for emergency and vehicle movement, including the required hammerhead turning area.
  • Daily use: When not occupied by vehicles or needed for emergency operations, portions of this ground plane read as open space for walking, sitting and informal recreation.
  • Social programming: Dining, exercise and gardening spaces give the outdoor areas identifiable destinations rather than leaving residents with residual strips around a building.

This is not a claim that a fire lane can be obstructed or that parking regulations disappear. The design response is to meet those requirements while choosing surfaces, planting and furnishings that can support other uses under normal conditions. Any adaptation of the idea would still require review by the local fire authority, building officials, accessibility professionals and the project’s civil engineer.

Outdoor amenities packed into a narrow parcel

The landscape program is organized as a sequence of spaces rather than one oversized lawn. The documented elements include a community garden, dining terrace, activity terraces, an outdoor gym, passive-recreation areas and twelve trees. These amenities give residents multiple ways to use the exterior: tending plants, eating with neighbors, exercising, sitting in a quieter corner or simply moving through planted space.

Planting for Van Nuys conditions

The project narrative emphasizes native, low-water planting suited to a hot, drought-prone setting. Its listed palette includes Festuca mairei, Bouteloua gracilis ‘Blonde Ambition’, Muhlenbergia dubia, Eriophyllum nevinii, Penstemon species, Asclepias species, Parkinsonia ‘Desert Museum’ and Prosopis. Botanical names should be checked against current taxonomic references before being used in specifications, because plant nomenclature and cultivar listings can change.

Plant selection is doing several jobs at once: defining paths and terraces, providing seasonal interest, softening the required circulation areas and limiting the irrigation burden after establishment. The available project records do not provide a plant-survival survey, a current irrigation meter record or a maintenance-cost analysis, so the palette should be understood as a design strategy rather than proof of long-term performance.

Stormwater strategy and the limits of the numbers

The ASLA project statement says: “The ground plane open to sky is fully permeable and absorbs 100% of the stormwater.” It also describes two swales that receive and treat roof runoff. The MRCA sheet calls the ground surface 100% pervious and refers to bioswales and permeable paving.

Those statements describe the project’s intended or reported system performance. The sources do not provide an independent monitoring period, rainfall dataset, flow-meter record or post-occupancy audit. A precise reading is therefore: Crest’s project statement claims complete on-site absorption of stormwater, supported by permeable ground treatments and roof-water swales; it is not a verified claim about every storm under every operating condition.

What the swales and paving are intended to do

  1. Collect roof runoff. Water from the building roof is directed toward two swales identified in the project narrative.
  2. Slow and spread flow. Vegetated swales and pervious surfaces provide space for water to infiltrate rather than immediately entering a piped drainage network.
  3. Filter sediment and pollutants. Soil, aggregate and plant roots can provide treatment before water moves deeper into the site, subject to the engineered soil profile and maintenance condition.
  4. Keep the ground usable. Permeable paving and reinforced aggregate are intended to support circulation while preserving an open-to-sky landscape surface.

For a new project, the engineering team would need to confirm soil infiltration rates, underdrain requirements, overflow routes, accessible slopes, loading conditions and local stormwater regulations. None of those construction details is established by the Crest award record.

Water use: a projection, not a measured saving

The MRCA project sheet reports projected irrigation demand 37% below the 2014 California state water allowance. It says irrigation is primarily for plant establishment. The comparison is therefore against a named 2014 baseline and represents a design projection, not a verified current-use result.

That distinction matters in drought-tolerant landscapes. Establishment irrigation can be substantial during the first seasons, while mature demand depends on plant survival, replacement planting, controller settings, leaks, soil conditions and how much unplanned turf or annual color is added later. A facilities team evaluating a similar scheme should track irrigation-meter data by season and document whether the establishment schedule was actually reduced as the planting matured.

Design team, delivery and recognition

ASLA credits Tina Chee as design author, project designer and project manager. Michael Maltzan is identified as design principal for Michael Maltzan Architecture, Pierre Landscape as landscape contractor, and SWA Group is listed among the firms. Skid Row Housing Trust was the client.

MRCA records completion in June 2016. In 2022, ASLA gave the project a Professional Awards Residential Design Honor Award. The awards jury described the landscape as an “emotionally supportive landscape of retreat.” That phrase is the jury’s characterization of the design. It should not be read as clinical evidence that the landscape produced measured healing, mental-health or other health outcomes; the available project sources report design intent and amenities, not resident-outcome research.

What the project demonstrates for supportive-housing planning

Crest offers a practical planning lesson: on a narrow site, required infrastructure can become part of the public realm of the housing rather than an obstacle placed beside it. The approach is particularly relevant where open land is scarce and residents may have limited access to parks, but it is not a universal template. The success of a shared ground plane depends on clear operational rules, robust detailing and coordination among the architect, landscape architect, civil engineer, accessibility consultant, property manager and fire authority.

Questions to resolve before adapting the idea

  • Emergency readiness: Can the fire department reach and turn through the lane at all times, including during events, deliveries and maintenance?
  • Accessibility: Are routes between homes, services, terraces, garden plots and parking compliant for residents using wheelchairs, walkers or other mobility devices?
  • Surface durability: Will the geo-web, aggregate and pavers withstand the expected axle loads, refuse collection and repeated maintenance access?
  • Water management: Where does overflow go during a storm larger than the design event, and who inspects swales and inlets?
  • Resident use: Which spaces need shade, seating, lighting, power or storage to remain genuinely usable through hot weather?
  • Operations: Who moves vehicles when the fire lane is needed, maintains the garden, resets irrigation and repairs settlement or erosion?

The project records do not quantify operating costs, maintenance hours, resident satisfaction or current physical condition. Those are important questions for an owner considering the same strategy and require separate evaluation.

Comparing a multifunctional ground plane with conventional paving

Crest does not present a tested, side-by-side alternatives study. The following comparison is a design framework for understanding the choice, not a measured performance comparison.

Decision axis Multifunctional approach documented at Crest Conventional single-use arrangement
Usable open space Parking and fire-access areas are designed to support passive recreation when not required for vehicles or emergencies. Dedicated paved zones generally provide little everyday outdoor use outside vehicle movement.
Code compatibility Geo-web reinforcement, defined circulation and a fire-lane hammerhead are combined with landscape treatments; approvals remain essential. Separate paved lanes and parking can make operational boundaries straightforward but consume more of the parcel.
Stormwater Permeable surfaces, bioswales and roof-water swales are intended to infiltrate and treat runoff; the project statement claims 100% absorption. Sealed paving typically requires a conventional collection and conveyance system unless additional green infrastructure is added.
Irrigation Native, low-water planting and establishment-focused irrigation support the reported 37% lower projected demand versus the 2014 state allowance. Demand depends on the chosen planting and paving mix; no Crest-specific comparison value is established.
Maintenance and operations Requires inspection of permeable surfaces, swales, planting, irrigation and emergency access, plus clear rules for shared use. Operational responsibilities may be more familiar, but maintenance requirements and costs are not quantified in the Crest sources.

Material categories and procurement cautions

The project documentation identifies systems and categories rather than retail products: geo-web or geocell ground-grid reinforcement, permeable paving, gravel, decomposed granite, bioswales and drought-tolerant native plants. A search for “geocell ground grid” can help a project team find category-level products for early investigation, but the Crest record names no manufacturer, model or supplier and does not establish that any particular product is equivalent.

Specifications should be based on required load ratings, subgrade conditions, infiltration performance, accessibility, fire-apparatus criteria, warranty terms and local availability. Product selection should follow engineering and landscape specifications, not the presence of a similar-sounding material in a case study.

How to read Crest Apartments responsibly

Crest is best understood as a built example of integrated site planning for supportive housing. Its documented contribution is spatial: a narrow parcel accommodates homes, services, parking, emergency access and a range of outdoor rooms by making the ground plane multifunctional. Its documented environmental claims are also specific: a project-stated 100% stormwater absorption claim and a 37% lower projected irrigation demand against the 2014 California allowance.

The records do not establish measured post-occupancy hydrology, verified water savings, resident-reported health benefits, operating costs or current conditions. Keeping those boundaries clear makes the case study more useful. Designers can study the arrangement, materials and coordination strategy while owners and agencies commission the monitoring needed to test how such landscapes perform over time.
