How Construction Workers in India Can Register for Welfare Benefits

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Construction workers in India usually need to use two related but separate routes: e-Shram for a national unorganised-worker record and BOCW beneficiary registration with the State or Union Territory Building and Other Construction Workers Welfare Board for construction-specific schemes. An e-Shram card is useful, but it does not by itself prove that every state-board registration or benefit application is complete.

Start e-Shram registration on the official portal or at a Common Service Centre (CSC) or State Seva Kendra. Then contact the welfare board or district labour office in the state where you are working to confirm the BOCW form, documents, fee, renewal rule and separate scheme applications. The common BOCW threshold is age 18 to under 60 and at least 90 days of construction work in the preceding 12 months.

How the two registration routes fit together

India’s welfare administration uses different records for different purposes. e-Shram is a national database for unorganised workers. When registration succeeds, the worker receives a 12-digit Universal Account Number (UAN) and an e-Shram card. The Ministry of Labour and Employment describes the database as a way to help channel social-security services and support assistance in emergencies.

BOCW registration is different. State and Union Territory Welfare Boards register eligible building and other construction workers as beneficiaries and administer their own schemes. A board may require its own application, work certificate, photographs, nominee information, bank details, declarations, fee or renewal. Government data-sharing between e-Shram and BOCW systems is intended to improve delivery, but it should not be treated as an automatic completion of every board process.

Check eligibility before applying

e-Shram eligibility

The current e-Shram FAQ states that eligible unorganised workers are generally aged 16 to 59. The FAQ also lists an Aadhaar number and an Aadhaar-linked mobile number as essential for the standard registration route. Construction work performed outside a formal payroll can fall within the unorganised-worker category, but the worker must still satisfy the portal’s other conditions.

If the mobile number is not linked with Aadhaar, do not use another person’s number as a substitute without understanding the access and security consequences. Visit a CSC or State Seva Kendra for biometric registration instead.

States may express the age range as 18–59 and may prescribe the form of evidence accepted for the 90-day requirement. A work certificate, employer certificate, contractor statement, muster-roll extract or another document may be accepted depending on the board. Confirm the current rule with the board before paying a fee or submitting copies.

Route 1: register on e-Shram

Use this route to create the national worker record. The Ministry’s FAQ says, “Registration on eShram portal is totally free.” No agent should charge a registration fee for the official service, although an assisted centre may explain any separate service charge before proceeding.

  1. Collect your details. Keep your Aadhaar number, the mobile phone linked to Aadhaar, current address, occupation details and bank-account information available. Use your own active mobile number where possible so you can receive authentication and future messages.
  2. Open the official e-Shram registration service. Follow the portal’s “register” or self-registration path and read the declarations before submitting. Enter your name and personal details exactly as they appear on Aadhaar unless the portal instructs otherwise.
  3. Complete Aadhaar authentication. The normal process uses the Aadhaar-linked mobile for one-time-password verification. If that route is unavailable, stop the online attempt and use biometric registration at a CSC or State Seva Kendra.
  4. Describe your work accurately. Select the construction occupation that best matches the work you actually perform, such as masonry, carpentry, plumbing, electrical work, painting, road work or general construction labour, when those choices are available. Do not select an occupation solely because it appears likely to produce a particular benefit.
  5. Check the preview. Verify spelling, date of birth, mobile number, address, occupation and bank details. A mismatch can make later identity or benefit checks harder.
  6. Save the UAN and card. After successful submission, record the 12-digit UAN and download or print the e-Shram card. Keep a digital copy and a paper copy if you can.
  7. Update changes. The card does not expire, but the Ministry advises keeping information current. Update a changed mobile number, address, occupation or bank account through the available portal or assisted channel.

For help, the FAQ lists 14434. Confirm the current contact details on the portal before relying on a telephone number, because helpline arrangements can change.

Route 2: register with the State or UT BOCW board

BOCW registration is the route that connects an eligible construction worker to construction-worker board schemes. The correct board is generally the one serving the state or Union Territory where the worker is seeking registration. Ask the board or district labour office which office accepts applications and whether online submission is available.

  1. Identify the responsible board. Search the labour department or BOCW Welfare Board for the current state or Union Territory of work. If you are a migrant worker, explain that you are currently employed there and ask where a non-domiciled worker should apply.
  2. Request the current beneficiary form and checklist. Ask for the latest form number, accepted proof of 90 days’ work, photographs, nominee requirements, bank-account format, declarations, fee and renewal instructions. Do not rely on a checklist from another state.
  3. Prove the 90-day work requirement. Obtain a certificate or other evidence in the format the board accepts. Make sure the document covers the preceding 12 months and identifies the worker, employer or contractor, type of construction work and relevant period.
  4. Prepare identity, age and banking evidence. Carry the originals for inspection and signed copies if requested. Ensure the bank account is active and the account-holder name is consistent with the application.
  5. Submit through the specified channel. This may be a board portal, designated labour officer, district labour office or facilitation counter. Obtain an acknowledgement, application number or receipt.
  6. Pay only the published fee. Ask for a receipt. If an intermediary requests an additional amount, request a written breakdown and verify it with the board.
  7. Track approval and beneficiary status. Registration is not complete until the board accepts the application and records the worker as a beneficiary. Ask how to check status and how to correct a rejected or incomplete application.
  8. Ask about renewal and contributions. Some boards require periodic renewal or continuing contributions. Record the due date and keep employment evidence for the next renewal.

Documents, fees and renewal: why your state matters

There is no single national BOCW document bundle. Published state instructions illustrate the differences:

State example Published requirements or process What to verify locally
Odisha Eligibility is described as age 18–59 with more than 90 days of construction work in the prior 12 months. The indexed instructions list Form-XXVII, photographs, age and employment evidence, nominee details, declarations, a bank-passbook copy and a ₹20 fee. Confirm the current form, fee, office and accepted certificates before submission.
Himachal Pradesh The board portal describes registration for people aged 18–60 with a 90-day work certificate, either online or at the local Labour Welfare Office. It describes renewal every three years with an updated employment certificate. Do not apply the three-year renewal interval to another state without that board’s confirmation.
Meghalaya The online portal describes account creation and applications. Its listed enclosures include a photograph, identity proof, employer certificate and bank passbook, and it presents medical, education, maternity, marriage, funeral, disability, death and pension-related categories. Check whether the portal is accepting applications and which scheme-specific documents and membership conditions apply.

These examples show why a “construction worker welfare card registration” checklist copied from one website can be misleading. A fee, form number, renewal period or certificate accepted in one state may not apply in another.

Migrant construction workers: where to apply

The Ministry has advised States and Union Territories that domicile should not prevent registration outside a worker’s state of origin. It has also advised boards to support migrant registration through help desks and facilitation. In practice, ask at the labour office or welfare-board help desk in the place where you are currently working, explain your home-state address, and request the process for registering locally.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Carry any proof that helps establish your identity and current employment. Ask whether the board needs a local employer certificate, a contractor’s declaration or evidence from the previous state. Keep copies of every submission because a migrant worker may need to contact more than one office while records are verified.

What benefits can registration provide?

BOCW boards decide which schemes operate in their jurisdiction and what conditions apply. Categories listed by one board include medical assistance, education scholarships, maternity support, marriage assistance, funeral assistance, disability support, death-related assistance and pension-related benefits. These are examples of scheme categories, not a guaranteed entitlement for every registered worker.

A board may require active beneficiary status, a minimum membership or contribution period, family details, an age condition, proof of an event, school records, medical documents or other evidence. Read the individual scheme form rather than assuming that a registration card alone is sufficient.

e-Shram has a broader role. Its registration is intended to facilitate access to social-security services and may help authorities identify workers during emergencies. The FAQ does not promise an immediate payment merely because a person has obtained an e-Shram UAN. Never pay someone who guarantees a cash benefit solely on the basis of e-Shram registration.

After registration: applying for a particular benefit

  1. Confirm that your beneficiary record is active. Ask the BOCW board whether renewal, contribution payment or an updated work certificate is due.
  2. Choose the exact scheme. Obtain the scheme’s current application form and eligibility conditions from the board, not from an unrelated social-media post.
  3. Assemble event-specific evidence. For example, a scholarship may require school or college records, while a medical claim may require treatment documents. The board decides what it accepts.
  4. Submit before the stated deadline. Keep the receipt, application number and copies of all attachments.
  5. Monitor the result and correct defects quickly. If the application is marked incomplete, ask which document or field is missing and resubmit through the prescribed channel.
  6. Check the bank credit safely. Use the account recorded with the board and report an incorrect account number immediately. Do not share one-time passwords with an intermediary.

Common problems and practical fixes

Aadhaar mobile is not linked

Use biometric e-Shram registration at a CSC or State Seva Kendra. Do not abandon the application or create duplicate records with inconsistent details.

The board asks for a 90-day certificate

Ask the contractor, employer or labour office for the board’s prescribed format. The certificate should cover the preceding 12 months and match the name and identity details on the application.

An online application shows no update

Use the acknowledgement number to contact the board or district labour office. Ask whether the application is pending document verification, requires a correction or must be filed in person.

A worker changed jobs or states

Tell the board about the change and ask whether the existing beneficiary record can be updated, transferred or renewed at the current location. Keep the previous registration number and employment evidence.

An agent demands a large payment

Ask the official office to confirm the published fee and insist on a receipt. e-Shram registration itself is free. State-board fees, where applicable, must be verified with the relevant board.

One-page preparation checklist

  • Confirm that you meet the e-Shram age and identity requirements.
  • Keep Aadhaar and the Aadhaar-linked mobile ready, or plan a biometric visit to a CSC or State Seva Kendra.
  • Record the e-Shram UAN and retain the card after registration.
  • Check that you meet the BOCW age rule and can prove at least 90 days of construction work in the preceding 12 months.
  • Identify the board serving the state or Union Territory where you are seeking registration.
  • Ask for the current BOCW form, document list, fee, renewal rule and scheme applications.
  • Prepare photographs, identity and age evidence, work or employer certificate, nominee details, bank-passbook or account proof and declarations when required.
  • Keep acknowledgements, receipts, application numbers and copies of every document.
  • Verify active beneficiary status before applying for a board benefit.
  • Use only current contact details and instructions confirmed by the official portal, board or labour office.

The Ministry’s position is that every building and other construction worker must fulfil the applicable conditions to register as a BOCW worker and renew registration to continue as a beneficiary, without differentiation. In practical terms, complete e-Shram for the national record and separately complete the BOCW board process that governs construction-worker benefits in the place where you work.
