In India, the general test to register as a Building and Other Construction Workers (BOCW) Welfare Board beneficiary is: you must be at least 18 but under 60, and have worked in building or other construction for at least 90 days during the 12 months immediately before applying. Registration is not automatic, and it does not guarantee every board benefit: apply through the relevant State or Union Territory (UT) board’s authorized officer, follow its current evidence and renewal rules, then check the conditions for the specific benefit you need.
Check whether you meet the national registration test
Section 12(1) of the Government of India’s Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 sets the general eligibility test. You must have completed 18 years of age, not yet completed 60 years of age, and have been engaged in building or other construction work for at least 90 days in the preceding 12 months.
- Age: Count from your date of birth. The rule is 18 years completed and under 60; a person who has already completed 60 does not meet this registration test.
- Work days: Count qualifying construction work in the 12 months immediately before the application. Ask the board which records or certificates it accepts to prove those days.
- Board: Identify the BOCW Welfare Board for the State or UT where you intend to register. Do not assume the correct board is determined by your state of origin.
This is the general test for registration as a beneficiary, not a complete test for every payment or service. Section 11 says registered beneficiaries are entitled to the benefits provided by their Board from its Fund; individual schemes can add conditions.
Find the correct State or UT application route
Use the official BOCW Welfare Board or labour department channel for the State or UT where you plan to apply. Look for the current registration form, the authorized registering officer, whether applications are online or in person, and where to get help if you cannot use the portal. Local procedures differ, so do not rely on another state’s form, fee or document list.

These examples illustrate different routes; they are not a complete state-by-state directory. Exact fees, accepted certificates, online steps and deadlines depend on the current local instructions.
Prepare the evidence your board asks for
There is no single national checklist of documents for every application. Boards may ask for records in several common categories, but the accepted proof and format vary. Check the current local form before submitting originals or paying a fee.

- Identity and address: Evidence accepted by the board for the address relevant to your application.
- Construction employment: An employer or contractor certificate, other employment record, union certificate or self-declaration only if the board permits that type of proof.
- Other application details: A photograph, bank-account evidence, nominee information or declarations where the local checklist requires them.
For instance, Odisha lists nominee and non-enrolment declarations in addition to its other supporting records. Its MNREGA counting rule should not be applied to another State or UT unless that board confirms it.
Check migrant-worker registration locally
A Ministry of Labour and Employment release dated 10 August 2023 states that a worker who meets the quantified conditions may register and seek intended benefits in a State, and that the Centre advised States and UTs that domicile should not prevent registration outside a worker’s State of origin. The release also describes recommendations to simplify registration and renewals, allow self-certification, facilitate local registration and issue identity cards. These statements and recommendations do not replace a board’s current application instructions; confirm the process with the board where you intend to register. Distinguish registration, renewal and a benefit claim
Initial registration
If you meet the age and work-day test, submit the locally prescribed form and supporting evidence to the board’s authorized officer through its stated channel. Being eligible to apply does not itself mean you are registered; check for confirmation or a beneficiary identity card using the board’s process.
Renewal
Keep your membership current. Central guidance applies the conditions to renewal for continued beneficiary status, while the Jammu and Kashmir portal, for example, expressly says renewal is annual. Confirm your own board’s renewal interval, timing, fee and required records rather than treating that example as a national rule.

Claiming a particular benefit
After confirming your registration status, open the rules for the benefit you want and check any additional conditions, required contribution history, deadlines and claim evidence. A board may set conditions that are not part of the national registration test. For example, the cited Odisha bicycle-assistance listing includes a contribution-history condition; the West Bengal death-benefit listing illustrates that a benefit may concern a registered worker’s family or nominee. Section 12(5) of the Act provides an appeal route for a person aggrieved by an authorized officer’s decision. The appeal is generally due within 30 days to the Board Secretary or another officer specified by the Board. The authority may accept a late appeal if satisfied that sufficient cause prevented filing in time, and an application should not be rejected without giving the applicant an opportunity to be heard. Ask for the written decision and the current appeal instructions promptly; the local board can identify the designated appellate officer and filing method.
