A major break may require the utility to close valves and isolate part of the system while crews repair it; a smaller leak may be fixed without shutting off service. If your water pressure dropped or the water is off, contact the water utility immediately, check its current notice for your address, and do not assume tap water is safe merely because flow returns.
Why construction can change your water service
Excavation, grading, utility installation, road work, and other construction can strike or stress a buried distribution pipe. The effect on nearby customers depends on the break’s size and location, the layout of the distribution system, available valves, and how quickly the utility can isolate and repair the damaged section.

A major break can require isolation
When a pipe breaks, the utility may close valves on both sides of the damaged section. Customers inside that isolated area can lose water entirely, while nearby addresses may experience reduced pressure. The utility may need to notify customers, arrange repairs, and test or inspect the system before normal use resumes. EPA’s operator guidance identifies construction-related breaks, valve isolation, and customer notification as part of this repair context.
A smaller leak may not interrupt service
Some leaks can be repaired while water continues to flow through the rest of the system. You might notice little more than a temporary pressure change, air at a tap, or cloudy-looking water. Those signs still deserve a report because only the utility can determine whether an incident affects your address or requires an advisory.

What a pressure drop or outage means
A loss of pressure is more than an inconvenience. When pressure falls, outside water or contaminants can potentially enter through cracks or faulty connections. EPA incident checklists describe a utility response that can include restoring pressure, issuing a public notice with a boil-water advisory, and considering an alternate water supply when boiling would create hardship.
The utility and the relevant regulator decide whether an advisory is needed, which streets or customers it covers, and when it can be lifted. A pressure change at one house does not by itself establish contamination, and clear-looking water is not proof of safety.
What to do when your water pressure dropped or the water is off
- Call or message the water utility. Report the pressure loss, outage, unusual color, odor, or other unexpected change. Give your full address and the time the problem began. Ask whether construction or maintenance has affected your service and whether a drinking-water advisory applies.
- Check the utility’s current communications. Look at its emergency webpage, phone recording, text alert, email, or social-media notice. Read the geographic description carefully; an advisory may cover only listed streets, a pressure zone, or a defined customer group.
- Ask what you may use. Confirm whether the instruction is boil water, do not drink, or do not use. Ask specifically about drinking, cooking, ice, brushing teeth, bathing, dishwashing, pets, and any other use that matters in your household.
- Follow the notice exactly. Do not substitute a boiling procedure for a do-not-drink or do-not-use instruction. If the utility provides bottled water or another alternate supply, ask where and when it is available.
- Keep the notice until it is lifted. Save a screenshot or write down the utility’s instructions and the time of the update. A restoration message and an advisory-lift message are not necessarily the same thing.
Is my tap water safe? Understand the three advisory types
Read the actual notice issued for your service area. EPA customer guidance distinguishes these broad categories, but the local notice controls the details and duration.

How to follow a boil water advisory
For a boil-water notice, use bottled water when the utility recommends or supplies it. Otherwise, bring tap water to a rolling boil for one minute, then let it cool before using it. At elevations above 6,500 feet, boil for three minutes. Use the cooled water for drinking, preparing food and beverages, making ice, brushing teeth, and other purposes named in the local notice.

- COMPREHENSIVE FILTRATION SYSTEM: The ULTIMATE PROTECTION system was specifically designed to significantly reduce Chlorine, Heavy Metals (Lead, Arsenic, Chromium +More), and stop scale build-up in whole home water supply.
- DELUXE WATER FILTER: With the Express Water Deluxe Series you get a heavy duty stainless steel bracket and free-stand frame. The system includes pressure release buttons for each filter and pressure gauges for system monitoring and ease of filter change.
- ANTI-SCALE PROTECTION: Avoid costly repairs, ensure that pipes & appliances in your home are protected from scale and dirt/silt build-up. Laboratory packed polyphosphate works to effectively take out scale before entering home.
- HEAVY METAL PROTECTION: Defend your home at every faucet from harmful heavy metals such as Lead, Arsenic, Mercury, Chromium, Cadmium and more. Heavy metals are increasingly found in water supplies due to seepage and run-off.
The notice may contain additional instructions for bathing, washing dishes, preparing infant formula, feeding pets, or operating equipment. Do not extend the boiling guidance to a do-not-drink or do-not-use notice: boiling is not a universal treatment for every water-quality concern.
What to do while service remains off
Keep taps closed unless the utility tells you to open them. Turn off or protect equipment that could run without water, such as automatic ice makers, water heaters, boilers, and appliances connected to the supply. If a utility provides an alternate supply, ask whether it is intended for drinking only or for other household needs.
EPA’s loss-of-pressure guidance recognizes that an alternate water supply may be appropriate where boiling creates hardship, but availability is incident-specific. Do not assume bottled water is being distributed, or that you need to buy it for every construction-related interruption. Use it when the utility’s notice calls for it.

What should I do when water comes back?
Water returning to your tap does not automatically mean the water is safe to drink. Pressure may be restored before sampling, repairs, or other checks are complete. Continue following the active notice until the utility states that it has been lifted.

Wait for the official lift
The utility determines when the advisory ends. A crew leaving the work area, a “water restored” text, or normal pressure at your faucet is not the same as an advisory-lift message. If you are unsure, call the utility and ask whether your address is cleared.
Flush only as directed
After an advisory is lifted, the utility may tell you how to flush the service line, household taps, and connected appliances. Flush times vary with pipe length, plumbing layout, outlet location, and the incident itself. There is no reliable nationwide duration that applies to every home.
“Your water system should tell you if, how, and to what extent you need to clean your water service line and any appliances that are connected to your water line.”

Follow the sequence and duration in the utility’s notice. It may direct you to run cold water at specific taps, discard ice, clean faucet aerators, drain and refill appliances, or take other steps. If no aftercare instructions were provided, ask before flushing or restarting equipment.
Construction near a lead service line needs extra care
If your home may have a lead service line, tell the utility that construction or maintenance is occurring nearby. Excavation and repair can disturb a lead line or change sediment inside it. Ask whether the utility knows your service-line material, whether it has a local flushing protocol, and whether water testing is recommended for your address.
Boiling is not a solution for lead exposure. As EPA states in its lead guidance, “Remember, boiling water does not remove lead.” Use the utility’s lead-specific instructions rather than relying on a general boil-water procedure.

Questions to ask the water utility
- Did the construction project affect my address, building, or pressure zone?
- Is water service fully restored, or is pressure still being stabilized?
- Is a boil-water, do-not-drink, or do-not-use advisory active for my location?
- Which exact uses are restricted, including cooking, ice, brushing teeth, bathing, dishwashing, and pets?
- Where is the affected area listed, and are neighboring streets included?
- Is an alternate water supply available, and who can request assistance if boiling is difficult?
- What testing or repair milestone must occur before the advisory is lifted?
- After the lift, which taps, service lines, appliances, or ice makers must be flushed or cleaned?
- Could my service line contain lead, and what additional steps apply?
Why outage length and cleanup instructions vary
One project may cause a short interruption while another affects service for much longer. The deciding factors include the pipe’s diameter, depth, and location; how many valves must be closed; whether crews can reach the break safely; the number of customers in the isolated section; replacement-part and traffic-control needs; and the testing required before reopening the line.

The same factors explain why one utility may order a brief flush while another requires a more detailed procedure for household plumbing and appliances. EPA guidance does not establish one national restoration time or one universal flushing duration. Treat every estimate from a crew or contractor as provisional unless the water utility confirms it.
How to distinguish water appearance from a safety decision
Construction can stir sediment, introduce air, or change flow direction, making water look cloudy, yellow, brown, or milky. Those observations are useful information to report, but appearance alone cannot tell you whether water is safe. Conversely, water that looks normal can still be subject to an advisory. Use the utility’s address-specific notice, not color or taste, to decide whether to drink or use it.
Keep a simple household response plan
- Save the water utility’s outage-reporting number and alert-signup page.
- Know which people in your household need special support if boiling, carrying, or storing water is difficult.
- Keep a written record of the project name, utility updates, advisory type, and lift time.
- Photograph unusual water only if useful for your report, but do not delay contacting the utility.
- Tell renters, guests, caregivers, and building managers about any active notice.
Construction companies can explain the work schedule and report damage, but the water utility is the authoritative source for drinking-water safety, advisory boundaries, alternate supply, and post-repair flushing.
The practical takeaway
When construction causes low pressure or an outage, report it promptly and look for the utility’s current, address-specific instructions. Distinguish boil-water, do-not-drink, and do-not-use notices; follow the named restriction; wait for an official lift; and ask how to flush or clean your plumbing afterward. If a lead service line may be present, raise that fact with the utility because boiling does not remove lead.
